  • Preface

In this new edition, I have again sought to present the fundamental aspects of publicinternational law in a clear, easy to understand and simple way.

I am delighted that my publishers have organized an up-to-the-minute easy to read layout of all the relevant material. Those familiar with previous editions will notice that themain body of each chapter starts with a detailed summary of its main content and endswith an aide-mmoire. I am also pleased to be able to say that the book continues to serveas a very convenient three-in-one in that in addition to being a textbook, all leading casesare examined and commented upon, and all important materials are incorporated.

Whilst not ignoring the sometimes fascinating origins of what has developed intotodays public international law, and indeed examining the present state of the main bodyof that law, this book also looks into the future. For example, consideration is given tosome extremely important cases which are, at the time of writing, pending before theInternational Court of Justice. These are: the Case Concerning Certain Criminal Proceedings in France(Republic of the Congo v France); the Case Concerning the Obligation to Prosecute or Extradite (Belgium vSenegal); the Case Concerning Jurisdictional Immunities of the State (Germany v Italy); and the Requestfor an Advisory Opinion on the Question of Accordance with International Law of theUnilateral Declaration of Independence by the Provisional Institutions of Self-Governmentof Kosovo. The outcomes of these cases are expected to have very substantial impacts onthe relevant areas of international law.

I am very grateful to all those who have supported, encouraged and enthused me ingetting this fourth edition to press, in particular my editor, the ecient, kind, helpful, intuitive and patient Fiona Kinnear, and my ever wonderful text reviewer Mr GerardConway, lecturer in law at Brunel Law School at Brunel University. I would like to conveymy gratitude for assistance, understanding and co-operation to those in authority at theUniversity of the West Indies and to my colleagues at the Faculty of Law, Cave Hill Campus,Barbados.

As always, I hope this book will be your friend in understanding the ever-changing butfascinating landscape of public international law.

Account has been taken of changes in the law up to 1 December 2009.
