This document details the proposed street hockey rink at 394 Newcastle Street, West
Perth.
ABOUT THE LEAGUE
My name is Eamonn Lourey. I started Perth’s Street Roller Hockey League (SRHL). The
SRHL is a social sporting project encompassing everything that makes Perth the unique and
exciting city that it is today.
I founded the SRHL in May of 2013 as a throwback to my youth where I spent many
afternoons watching The Mighty Ducks movies and playing pickup games of street hockey
with my childhood friends. Another important influence behind starting the SRHL was the
dull nature of growing up in the sprawling mid-to-outer suburbs of Perth.
One of my goals was to facilitate a change in suburban identity within Perth. Street hockey
became my medium for social change. Teams wishing to participate in the SRHL must be
based within a suburb of Perth.
The basis behind this was for participants to become proud of where they live and make
them want to contribute to the overall wellbeing and makeup of their community. I took
influence from a trip to New York last year. Residents were proud to be from a particular
borough (for example, a resident living in Brooklyn would always prefer Brooklyn over
Manhattan, or vice versa). This was even seen within boroughs, as residents of
Williamsburg often came together to build their urban village and differentiate it to
surrounding villages. This is something that is building within the inner suburbs of Perth
(Beaufort Street Network, On William etc) but has yet to hit the outer suburbs. The City of
Vincent is leading the way with the creation and resurgence of urban villages in Perth. The
SRHL is hoping to push this idea to the whole of Perth. Together with the City of Vincent we
can make some ground breaking steps for the integration of sport, art, music and culture in
Perth.

The first season started in August 2013 with 10 suburban teams and ~55 registered
participants from around Perth competing. Teams stretched from Wilson in the south to
Padbury in the north, and Mosman Park in the west to Mt Lawley in the east. Our season
ended in October 2013 with the inaugural HOCKEYFEST, our biannual end-of-season
playoff event where we showcase our sport, the SRHL and Perth’s excellent music and art
scene.
HOCKEYFEST garnered the league some attention to the masses of Perth. Our second
season began in March of 2014 with 23 teams stretching from Parkwood in the south to
Mindarie in the north, and Mosman Park in the west to Mt Lawley in the east.
Our third season started in September of 2014 with 43 teams and 350 registered
participants. This is set to continue to grow into 2015 as more and more people hear about
the league for the first time through our event marketing and social media pages. The
league now stretches east to Greenmount with all other boundaries remaining the same.
A community sports officer for the Department of Sport and Recreation stated that the
exponential growth of participants in our league is unrivalled in Perth. As the playing
numbers and league awareness continues to grow, the SRHL has decided to become an
incorporated not-for-profit organisation in time for our fourth season (slated to start in
Feburary/March of 2015).
As a not-for-profit organisation the SRHL are looking to enter the infrastructure stage to
further legitimise our league. We are looking to crowd-fund for our own purpose built
street hockey rinks around Perth as current street hockey venues are lacking in Perth.

PROPOSAL
We are proposing to turn a currently underutilised site within the City of Vincent into a
busy sporting hub for teams and players around the North Perth/ Mt Lawley region.
Vandar Properties Pty Ltd own the plot of land at 394 Newcastle Street, West Perth. It is
currently a vacant concrete slab. They stated the land has become a problem site for
themselves, the City of Vincent and the WA Police. People have been dumping unwanted
goods on the site, and local youths have been underage drinking, illegally skateboarding
and tagging unwanted graffiti on the adjacent warehouse walls. Vandar Properties stated
that the nearby residents often call the police or the council ranger to intervene, which is a
massive drain on resources. Vandar Properties are keen to work with the SRHL and the
City of Vincent to find a solution that works for all parties.
1. END OF SEASON EVENT
As stated above, at the conclusion of every season the SRHL hosts an exhibition event called
HOCKEYFEST where we showcase our sport, the league and Perth’s excellent music and art
scene.
Previous incarnations of HOCKEYFEST have been held at the Claremont Showground (Ellie
Eaton Pavilion, July 2014) and MANY 6160 rooftop (the old Myer department store in
Fremantle, October 2013).
We are proposing to hold our biannual end of season event at the above stated location in
West Perth. The concrete slab on Newcastle Street is approximately 50m long by 24m wide
of the 100m long by 28m wide plot. This makes the site suitable for a roller hockey rink
(35m long by 18m wide) and crowd around the rink.
Planned activities
A street hockey rink can be anywhere between 30-40m long by 15-25m wide. Our plans for
the proposed rink are attached. The proposed rink will be 34.9m long and 18.8m wide and
sit in the middle of the concrete slab.
Part of building the rink will include building boards with attached netting to keep the
players and puck in play and to keep the spectators safe. Boards are constructed from a
steel frame with 12mm thick plywood attached to the front. Soft reticulation piping is
attached to the boards to cover the exposed corner of the wood and steel frame for safety.
Sports grade netting will extend upwards from the boards to prevent injury to spectators.
In previous years, the rink has been built on the morning of the event due to financial
constraints and/or other bookings at the same facility. As this site is currently vacant we
can take a much longer time to get the site up to scratch.

Each HOCKEYFEST we showcase 4 games of street hockey. Starting in the mid-afternoon
are the two semi finals featuring the four best teams from the SRHL. This is followed by the
‘Wooden Spoon Playoff’ between the two teams with the worst winning records in the
SRHL. This is an important aspect of the event, as it shows newcomers to the league that
the level of hockey is not as high as the standard of the semi finals would suggest. This is
followed by the grand final playoff between the two previous semi final winners.
Each game lasts for around 55 minutes with 20 minutes allotted for changeovers between
games. Therefore it takes 5 hours to run 4 games smoothly at HOCKEYFEST.
During the 5 hour-long hockey bonanza, 5-6 SRHL curated local bands play 30-40 minute
sets on a stage next to the rink. This provides hype to the on-rink action, similar to the DJ
that plays during the Perth Wildcats games. It also showcases the local music scene to 500+
active community-based attendees of our events. Many bands that have played
HOCKEYFEST in the past have noticed a follow-on effect of new fans attending future
shows and buying their music/merchandise. Noted alumni of HOCKEYFEST include
Doctopus who are currently touring the USA and Aborted Tortoise who have been invited
to play at the upcoming WAM awards.
The games are then traditionally followed by our biannual awards ceremony where we
present the grand final winners with their trophies as well as handing out the individual
awards. A DJ then plays as members of the league and guests socialise. Due to this event
being outdoors and near nearby residents I would propose this event finish at 10pm to
avoid noise complaints.
Proposed Event Details
Our proposed event date is Saturday December 13
1. As the site is currently vacant, Vandar Properties are happy for the SRHL to begin a cleanup of the site as soon as the City of Vincent are happy with the arrangements. The site is currently in a state of disrepair. We envisage it will take around 7 days to get the site completely up to standard
2. The rink, stage and stands will be built by the Friday December 12 so as the City of Vincent and our structural engineers can check over all temporary structures
3. Event setup will begin at 8am on Saturday December 12 in preparation for the event. The bar, food trucks and bands will bump in from 8am to midday.
4. The event will open at 2:30pm with the first game starting at 3pm 5. The last game of hockey will finish around 8pm with the event finishing at 10pm. 6. We are currently in negotiations with a few venue owners to host an official after
party for the event. This is the easiest way to get people off the event site as quickly as possible. I envisage the event site will be empty by 10:30pm.

7. The site will be cleaned and empty by close of business on Monday. The league has a strong core of volunteers willing to spend their time growing the league. This includes the setup and pack down of our exhibition events.
Temporary Structures
The plot of land is 2800sqm. The rink is 656sqm. This leaves 2144sqm for a crowd and the
following temporary structures. There will be at least 1000sqm of available space for
spectators. According to the ‘guidelines for concerts, events and organised gatherings’
regulations, a site of 1000sqm is allowed a maximum attendance of 1000 attendees. This
number is not set in stone as we are still working through the logistics of the event and
how much space is available on the site. The square meterage of the site and corresponding
maximum capacity number may decrease in the future.
1. Toilets According to the Public Buildings Regulations, events of up to 1000 people and 6-8 hours long in duration require 2 Male WC’s, 1.2m of urinal meterage, 3 urinals, 4 female WC’s and 2 hand basins. If the proposed event is to go ahead, the required amount of portaloos will be placed on site. All toilets will be lit to the required 40 lux or above. A plumber from the hire company will be on call to deal with any problems that may arise with the use of their portaloos for our event. We will ensure that the chosen portaloo company will have full public liability insurance.
2. Bar facilities The bar will be run by Guy Ellies at Perth Social Club. Perth Social Club have supplied attendees at two of our previous events with the responsible service of alcohol. We have had no issues with them in the past and look to continue our working relationship into the future. Perth Social Club has full public liability insurance.
3. Crowd Control NPB Security (based in Bedford) will be doing the security at the proposed event. According to ‘Guidelines for concerts, events and organised gatherings’ there will be 2 crowd controllers for the first 100 guests and 1 for each additional 100. Crowd controllers will ensure the prevention of personal injury due to crushing, overcrowding and unruly behaviour. NPB Security have full public liability insurance.

4. Food A carefully selected array of food options is important to the success of any event in modern day Perth. Once confirmed, I will approach 2-3 local food cart businesses about selling food at our event. Having food at events with alcohol being served is essential under the ‘Guidelines for concerts, events and organised gatherings’ regulations. All food carts will have full public liability insurance.
5. Stage A purpose-built stage setup will be constructed by a local Perth events company. To counter any possible noise complaints, the stage/sound will be directed in a southern direction (away from the apartments in the north). The company we will use to build the stage will have full public liability insurance.
6. Spectator Stands Previous barriers to having a larger number of people at our showcase events have been the lack of elevated viewing areas around the rink. There are only so many people that can stand around the rink boards and watch the game without elevation. To combat this barrier we would like to build spectator stands at our proposed event. According to the ‘Guidelines for concerts, events and organised gatherings’ regulations there are currently no regulatory requirements for spectator stands. A practising structural engineer will be provided to ensure the structure is suitable for its proposed use. If the spectator stands aren’t subject to a building licence, stands must be approved in accordance to Section 176 of the Health Act which authorises local government to make any reasonable request that may ensure the facilities are safe. The company that will build the spectator stands will have full public liability insurance. The back of the spectator stands would also double as a secure barrier to stop un-ticketed guests ‘jumping’ the event.
7. First Aid Station Using the Medical Risk Classification Tool in the ‘Guidelines for Concerts, Events and Organised Gatherings’ regulations, our local sporting event/rock concert will have a Medium risk of injury to spectators. Although the SRHL is a non-contact sport, injuries may occur to players. We have previously used St Johns as our first aid provider. A first aid post will be set up for the event with approximately 4 staff members on hand to provide first aid to

all players and spectators.
8. Perimeter fencing Currently the site is fenced by a mixture of temporary hire fencing and the existing permanent plot fencing. This has previously been ineffective in keeping unwanted visitors out of the site. The SRHL and Vandar Properties will work to rectify this situation for the proposed event. On the eastern aspect of the plot, some of the fencing panels have been broken by unwanted visitors trying to access the land. We will repair the problem areas to get it up to standard. We will also place temporary hire fencing on the other side of the existing fencing as a double measure. The western and northern aspects of the fencing are in good condition. The southern aspect is the street front and hence is currently fenced off using temporary hire fencing. For the proposed event the street ront aspect of the plot will be blocked off by the back of the spectator stands. The remaining aspect to be the entry/exit point. Security will be checking IDs, tickets and wristbands at this point to ensure no un-ticketed attendees will get onto the site.
9. Parking As this is the end of season event and due to the site’s close proximity to public transport, I do not believe parking will be an issue for the proposed event. Going off past events and the fact that most attendee’s will be members of the league or their invited guests, the SRHL presume that most people will plan alternative methods of getting to the site so they can enjoy the responsible service of alcohol. There is also plentiful street parking on Newcastle Street and surrounding streets. As this is a weekend, this hopefully will not be an issue.
2. ONGOING LEASE OF SITE
Vandar Properties are keen for the SRHL to utilise this plot of land year round until they
wish to develop. They only see positives from the use of the slab for our league. It will
remove undesirables from the visiting their land and reduce the amount of resources the
WA Police, the City of Vincent and Vandar Properties spend on the site.
Vandar Properties and the SRHL will work through any issues together to utilise this soon-
to-be unique community space.
