Editor, Copper Basin News: On or about Aug. 6 of this year, Rebecca Garcia gathered a small group of about 20 friends and neighbors on Facebook who shared one experience – having grown up in Hayden and Winkelman. She had no way of knowing that in less than two months, this group would grow to include almost 600 current and

former residents of the Hayden/Winkelman area. This group now spans more than seven decades of fond memories of growing up and living in our little community. We are all over the world now and share one common thing – the appreciation of having grown up in these quaint and friendly copper mining towns where we all studied, worked and played together. While

there are other groups on Facebook celebrating their communities, this particular group shares the common goal of not only remembering the history of our town, the good times and the bad, but also sharing it with our children and grandchildren. We have photos and stories that date back to the early years of both towns, class photos, childhood memories and current

events happening in our community. We honor our proud military heritage as well as some of the pillars of the community, both past and present. We share stories of daily living, the games we played, the teachers we had, where we shopped and our good times dining at the Hayden Drug soda fountain or catching a double feature at the Rex Theater, or an evening

at the bowling alley, or a burger at Big Jim’s or Snazzy Snacks. Although I have been away for more than 30 years, this group has made me feel as though I have never left. I would like to personally and publicly thank Rebecca for creating this great treasure of memories and invite anyone on Facebook with ties to the community to search for

“Growing up in Hayden/Winkelman…” and request to join our group. We will welcome you with open arms. After all, we are all family and we share the common bond of growing up in a community where things weren’t always perfect, but always fondly remembered. Sincerely,/s/ Richard N. By Nolberto Waddell The Lobo football team put up a good game against the Tigers of St. David High School and their highly regarded quarterback but poor tackling and two starters on the sidelines with injuries were too much for the young Lobos to overcome. The Lobos started out well, holding the high

powered Tiger offense in the first series but suffered a blow to their defense when starting defensive back Rodney Ortiz went down with an injury on a hard tackle. The Lobos took the football and with the running of Eric Rivera and the passing of Thomas Cabrera, marched down the field scoring on a one yard dive by Cabrera at

Lobos play well in loss to St. David5:56 of the first quarter to take a 6 to 0 lead when their two point pass was knocked down. It did not take the Tiger quarterback long to display his arm. Taking the kick-off to their 42 yard line, he tossed an incomplete pass but on the next play connected with his receiver for a 58 yard scoring pass. The two point try was stopped for a 6 to 6 tie at 5:29 of the first period. The Lobos took the kick-off and were on the move again but ran out of downs, turning the football over to the Tigers. The Tigers ran one play and on their second play, Eric Rivera stepped in front of the Tiger pass attempt for an interception at the 44 yard line. The first quarter came to an end with the Lobos on the move. The Lobos kept moving the football getting to the 11 yard line at the start of the second quarter. From the 11 yard line, Cabrera dropped back to pass finding Roman Padilla in the end zone for the 11 yard touchdown scoring pass. Adrian Ochoa’s run

gave the Lobos the two points for a 14 to 6 Lobo lead at 10:45 of the second quarter. The Tigers took the kick-off, moved the ball for one first down before the Lobo defense stiffened stopping the Tigers on a fourth down quarterback sack by Francisco Moreno. After a long run by Eric Rivera for a first down, the Lobos ran up against a determined Tiger defense turning the football over on downs. The Tiger offense took over and with the help of poor Lobo tackling were soon on the Lobo three yard line scoring from there at 1:48 of the second period. The two point pass gave the Tigers a 14 to 14 tie with the Lobos. The Lobos took the kick-off but were unable to get a first down punting the football. The punt traveled 44 yards to the Tiger 23 yard line. On the next play, the Tiger quarterback found an open receiver hitting him for a short pass with the receiver breaking loose for a 77 yard scoring play at 0:42 of the second quarter. The successful two

point run gave the Tigers a 14 to 22 lead. The Lobos took the second half kick-off at the 35 yard line but were unable to move the ball for a first down punting the ball to the Tigers. An 18 yard return of the punt put the football at the Lobo 45 yard line where the Tigers took over finally scoring on a 28 yard pass. The Lobos stopped the two point run to trail the Tigers 14 to 28 with 9:11 showing on the third period clock. A fumble by the Lobos on the kick-off gave the football to the Tigers at the 37 yard line. They did not keep it long. A hard hit on the Tiger runner by Aaron Lagunas forced a fumble that was recovered by the Lobos. The Lobos did not keep the football long either fumbling the football back to the Tigers on the next play. Both defenses stiffened on the next series, forcing punts. A short punt on the Tigers last possession gave the Lobos good field position but a pass interception by the Tigers gave them the football back at their 23 yard line. They started a drive moving to the Lobo ten yard line for a first and goal as the third quarter came to an end. The Tigers took care of the 10 yards on a pass, scored the two points on a pass to take a 14 to 36 lead at 11:10 of the fourth quarter. It would be the only score of the quarter as both defenses kept stopping the offense. The

final buzzer went off with the score 14 to 36 in favor of the undefeated Tigers of St. David. The Lobo offense moved the football but just could not take it over the goal line. The Lobos’ Thomas Cabrera completed 16 of 32 pass attempts for 245 yards and one touchdown but suffered an interception. The Lobos ran the football 30 times for 92 yards with Eric Rivera the leading rusher with 51 yards on 16 carries. Rivera also caught five passes for 108 yards. Roman Padilla had six receptions for 94 yards and a touchdown. Adrian Ochoa had fie receptions for 43 yards. The Lobo defense gave up a total of 394 yards to the high powered Tiger offense with 120 yards coming on 33 rushes and 274 yards coming from the highly touted Tiger quarterback on 13 completions on 22 pass attempts for four touchdowns. The passing yards did not come easy for the Tigers with the quarterback getting sacked three times by the Lobos and also was forced out of the pocket on several plays having to tuck the football for runs. Thomas Cabrera led the Lobo defense with 10 tackles. Adrian Ochoa had eight tackles and a quarterback sack. Eric Rivera had six tackles and a pass interception with Francisco Moreno getting five tackles to go with his

Two months of dedicated training became to a success story for Skylar Rubalcaba this past weekend. Skylar participated earlier this month in the Kokopelli Triathlon in St. George, Utah. Rubalcaba won First Place in his age division, 20-24 and was one of 150 men participants in

the Kokopelli Triathlon Olympic Race. The race is one Rubalcaba is familiar with, the race consists of a 1500 Meter (one mile) swim, 30 Kilometer Bicycle Road Race Time Trial (20.5 Miles), and fi nishes with a 10 Kilometer (6.2 Mile) running race. His overall time was 2 hours 14 minutes and 51

Rubalcaba has fi rst place fi nish in Utah triathlonseconds (2:14:51). This was a very challenging course, as times were overall slower by fi ve minutes, big climbs on the bike and short climbs on the run. Rubalcaba also placed seventh over all the men, racing against fellow team members and local professional triathletes. He is becoming a veteran racer as he cleared the longest transition, swim to bike, in

1 minute and 17 seconds, which is expected of competitive athletes. And his transition from bike to run was 48 seconds, which is also crucial in a close race. Rubalcaba is a Junior at Northern Arizona University and races with the University Triathlon team, The TriJacks. He is the son of Ramon and Peggy Rubalcaba of Kearny.

Georgie Digs ...By Georgie Wood([email protected]) We had received a total of 22 inches of rain at our Aravaipa Creek home in 1992 and after several days of rain the creek was flooding by Jan. 8, 1993. We heard on the news that some residents in the Winkelman Flats were evacuated because of the flooding Gila River which was high because more water was being released from Coolidge Dam. Pinal County Range Deputy Jim Wade and Deputy Kermit Hoyt came by and we were told the gasline bridge at Mammoth had collapsed and that lower Mammoth was flooded by the San

Pedro River. It was reported that school was called off in Kearny on Jan. 10 until further notice because of the flooding Gila River that affected the lower part of Kearny. On Jan. 12, many people in Winkelman, plus TV crews, were watching the flooding Gila River and the next day the spillways of Coolidge Dam were overflowing. Aravaipa Creek was really flooding on Jan. 19! Although schools had started in Kearny, they closed again after the school buses couldn’t get back to Kearny via Winkelman and Hayden because the Gila River was overflowing Highway 177 just east of

Kearny and the buses had to arrive back to Kearny via Globe and Superior, as did those who lived east of Kearny and had to get to their jobs. I believe it was about Jan. 24 when Highway 177 by Kearny was opened for traffic. When Cliff and I drove to Kearny, it was shocking to see where the Gila River had flooded out part of the Copper Basin Railroad tracks just east of Kearny. My four Meyer granddaughters, Lilah, Jenny, Katie, and Nickie, were normally picked

up by a Kearny school bus at their Flying UW Ranch home that was off of Freeman Road and quite a ways west of the San Pedro River crossing at Dudleyville. When those girls weren’t staying with us and the rivers were flooding, they walked over that long “catwalk” of the railroad bridge over the Gila River behind the Hayden Golf Course to meet transportation to school. The narrow Romero car

By John Hernandez Lopez Custom, located in the old Ritchfield Gas Station in Dudleyville, has been in business for over 25 years. I Ruben Lopez, owner of Lopez Custom, started out painting bikes as a kid. He then started helping his cousin Art Lopez who did auto body and paint work. He continued to learn and as he got older began working on and restoring vintage automobiles. He did it as a hobby and got so good at it, he decided to go into business. He also entered his vehicles in car shows and started winning. He entered the shows to meet

other car enthusiasts and help solicit business. Along the way he started collecting old toy pedal cars and even restored some of them. In the early 1980s, Ruben went to an antique show in Pomona, California. While there he saw some old gas station and advertising signs as well as a few old Coca Cola vending machines that he liked. He then began collecting these items as well as other antiques. When you approach Lopez Custom, you will see a bunch of what appears to be old rusted junk car bodies and parts

but when you see some of the finished restored cars Ruben has worked on, you realize that what Ruben sees is probably a diamond in the rough. There are lots of antique toys, bicycles, signs and other items hanging from the ceiling and walls or tucked away in corners in and outside the shop. There are some vintage coke machines and a Chevron gas pump that once were a part of the history of the ghost town of Sonora. In the upholstery shop he has a chair made out of the rear end of a 1954 Chevy that was beat up and totally rusted. In the yard there

is a huge toy bi-plane that was built at Central Arizona College. The school was going to throw it away when Ruben salvaged it. He plans on painting it like the Red Baron’s plane and maybe putting Snoopy in the pilot’s seat and hanging the plane as a large sign. At Lopez Custom, Ruben does complete restoration, custom interiors, custom paint jobs and air brush painting. Ruben says he does “old school” upholstery, tuck and roll, diamond tuck, etc. A friend of his, Bryan Plumb owner of Coolidge Custom Pin Striping

and Murals comes to Dudleyville and does detailed painting on vehicles for Ruben. In the mixing bay of his shop, he has Matrix and Martin-Senour paints and products. He can mix and match any colors. Besides winning numerous car shows, some of the vehicles Ruben has restored or done work on has appeared in magazines along with articles about Ruben such as Low Rider, Motor News and Hemming’s Rods & Performance. In the article and picture in Hemming’s magazine, he did the custom paint job

for a 1927 Model T. The vehicle was owned by Jon Smith of Oracle. The oldest vehicle that Ruben has restored is a 1928 Model A Ford Roadster truck. The truck is owned by Jake Jacobsen, President of Copper Basin Railway. Jake is also Ruben’s boss. Ruben has worked for Copper Basin Railway for seven years. Ruben says his custom auto business is a part time hobby. At the shop, Ruben has a 1950 Pontiac Chieftain with “suicide doors” which open electrically. It also has a car cooler. The cooler is a window mounted evaporative

1957 Chevy Bel AirRuben Lopez and Bryan Plumb

Custom is ready to restore cooler that was popular from the 1930s to the early 1960s in the southwest. Ruben has a 1957 Chevy Bel Air 2 door hard top which belongs to his nine year old daughter Cassandra. It will be her first vehicle when she turns 16. The 57 Chevy was Ruben’s brother Jerry Lopez’s first car. Jerry also restores old vehicles and owns

“Miami’s Finest Custom Auto” in Miami, Arizona. In fact working on cars seems to run in the family. Besides learning from his cousin Art, his cousin’s son teaches auto painting at Central Arizona College in Aravaipa. Ruben’s sister also does upholstery work. In addition to custom auto work, Ruben says he can do metal toy and

antique restoration. He can even make you one of those automobile chairs. He will be making a chair

out of a 1957 Chevy pickup bed. You can tell Ruben loves working on the old

school cars and collecting antiques by the way he talks about them. Ruben said that one of the things he likes about restoring cars is “seeing the smiles on people’s faces when they leave.” Lopez Custom is located

at 5558 North Dudleyville Road. You can contact Ruben at (520) 444-8521. And keep an eye out at this weekend’s Oktoberfest Car Show in Kearny. You might just see one of Ruben’s restorations on display.

two quarterback sacks. Aaron Lagunas had six tackles, a forced fumble and a fumble recovery. Robert Sandoval had five tackles with Gabriel Encinas and Gabriel Ramos each getting three tackles apiece. It was the last home contest for the Lobos with

three road games left on the schedule. The Lobos honored their four seniors on the team with Thomas Cabrera, Papas Gonzales, Gabriel Encinas and Derrick Benavidez playing their last game in the Lobo blue jersey. The Lobos will travel to Tucson this coming Friday to take on the Arizona School for the Deaf and Blind football team with kick-off set for 7 p.m.

LobosContinued from Page 4

By Nolberto Waddell The Lady Lobo volleyball teams continued to play excellent volleyball, winning two of their three matches and with the Lady Lobo JV continuing their undefeated season winning their two matches. The Lady Lobos took on the Lady Vandals from Miami High School, a team they have had trouble defeating in the past few seasons. The teams met on the Lobo court last Friday and the hometown ladies defeated the Lady Vandals in three sets. The Lady Lobos had little trouble with the

Vandals in the three sets defeating them 25 to 15 in the first set behind the great play of the entire on the net, moving good on the court and with great serving from Lupita Calzadillas. The second set was just as dominating for the Lady Lobos again playing great on the net, moving and backed the serving of Demitria Boltarez and Alexis Felix who hit for the majority of the service points. The Lady Lobos did not let their intensity drop in the third set continuing their great play with balanced scoring from the servers to defeat the Vandals 25 to 15 in the third set and win the match in a sweep

Lady Lobos win two; JV team undefeatedto improve their record to seven wins against one loss. The Lady Lobo JV team used a balanced attack combining great play on the court and good serving from the entire team to defeat the Vandal JV 25 to 20 in the first set. The second set was close after the first round of serving with the score 11 to 11 when the Vandal libero player went to the service line and gave the Vandals a 13 to 18 lead. The Lobos finally broke her serve sending Karina Serrano to the line and she responded with 10 service points behind the play of her teammates to put the Lobos ahead 24 to 18 on their way to a 25 to 19 win and a sweep f the match to remain undefeated at eight wins and no losses. The next day the Lady Lobo teams traveled to Kearny to take on the Lady Bearcats. After their win over the Vandals, the Lady Lobos were too excited and played a little down from the previous day dropping their match to the Lady Bearcats three

sets to one. The Lobos dropped the first set 21 to 25, did not show up for the second set losing 11 to 25 before coming back to take the third set 25 to 16. The Lady Lobos dropped the fourth set with a 21 to 25 score to lose the match and drop their record to seven wins against two losses. The Lady Lobo JV had little trouble in their match against the JV Bearcats winning the match in a sweep. Behind the serving of Kyana Garcia and the play of her teammates, the Lady Lobos won the first set 25 to 14. The second set had good team play by the Lobos and good serving from the entire team to hand the Bearcats a 25 to 16 loss to remain undefeated sporting a record of nine wins and no losses. The Lady Lobo varsity was on the road again on Thursday, Sept. 22, traveling to Coolidge to take on the team from Imagine Prep Schools of Coolidge. The school only had a varsity squad. The young team from Imagine Prep was no

match for the Lady Lobos dropping three lopsided sets to the Lady Lobos. The first set had a score of 25 to 9 and it did not get much better in the second set with a score of 25 to 10. The Lady Lobos put the match away with a 25 to 12 win in the third set to improve their record to eight wins against two losses. The Lady Lobos

had only one match scheduled this week with the Lady Apaches from Ft. Thomas coming to Lobo Gym on Tuesday. Results from this match were unavailable at press time. The Lady Lobos will travel to Pima High School on Oct. 1 to play in the Lady Roughrider Invitational Volleyball Tournament with matches scheduled throughout the day.

By Richard Bravo The Ray Bearcats claimed their second victory Friday night as they hosted the Cibecue Wildcats for homecoming. The Bearcats received the opening kickoff as the Wildcats attempted onside kick would fail as the Bearcats started the game with excellent field position. While fans were still pouring into the gates, the Bearcats’ offense did not waste any time striking on their first possession as quarterback Destry Yocum connected with receiver Alex Carerra for a 60 yard touchdown. The point after by Daniel Harmon put the Bearcats up 7-0 early in the first quarter. The Bearcats’ defense held the Wildcat offense to minimum yardage as the Wildcats could not find a way through the defense. The Bearcats got the football back as the offense moved the ball deep down into Wildcat territory. Jacob Wernett punched his way across the goal line for a one yard touchdown run, with the point after being missed to put the Bearcats up 13-0. The Wildcats then took the pursing kickoff 90 yards to put them on the board. The point after was no good, giving the Bearcats a 13-6 lead after one quarter of play. The second quarter was all Bearcats as the defense held the Wildcats to only 40 yards of total offense. The Bearcat offense continued to shine as Yocum led a drive completing four of five passes, one of them a 25 yard pass to Dominic Bravo to put the Bearcats deep into Wildcat territory once again. Yocum completed the drive with a touchdown on a quarterback keeper from two yards out. The point after failed for a 19-6 Bearcat lead. The Wildcats once again gave the ball over as the stubborn Bearcat defense did not

allow the Wildcats to move the chains, turning the ball over on downs. The Bearcats capitalized again as Yocum hit Carerra on a 10 yard touchdown pass. The point after attempt was no good sending the Bearcats into the locker room at the half with a 25-6 lead. The Bearcats picked up where they left off to start the second half. They held the Wildcats scoreless as the offense continued their dominance. The offense drove down the field on their first possession of the second half, led by a 25 yard run by Nick Lara to the Wildcat 20 yard line. Wernett then took the next hand off to the Wildcat eight yard line, which set up a second and goal where Yocum found Wernett in the end zone for an eight yard touchdown pass. The point after was no good leaving the score 31-6. The Bearcats defense once again held the Wildcats offense, allowing another turnover on downs. The Bearcat offense got the ball back when Wernett took the hand off and ran 17 yards to the Wildcat 31 yard line. Yocum then found Bravo open for a 30 yard gain to the Wildcat 1 yard line setting a first and goal. Yocum again completed the drive with a one yard touchdown pass to Bravo as the two point conversion was good extending the Bearcat lead 39-6 completing the third quarter. In the start of the fourth quarter the Wildcats drove down the field for a one yard touchdown run, cutting the Bearcat lead 39-12. The Bearcats would answer right back with an 11 yard touchdown run. The point after was good to give the Bearcats a 46-12 lead and a homecoming victory. Offensively the Bearcats passing game was led by Yocum 11-21 passing

By Mila Lira The applications are in. All that’s left is picking the best. At the recent Town Council meeting for the Town of Hayden the council voted to conduct interviews for the purpose of hiring a town manager. Mayor Monica Badillo reported that there were six applicants for the position of Town Manager. The council voted to have the interviews conducted this week. Mayor Badillo and members of the council expressed urgency in beginning the interviewing process to get a new manager on board because of the waste water treatment plant construction and other upcoming town projects. In other business the Town Council voted to partner with the Town of Winkelman to host the annual Ray-Hayden Football Bon Fire Celebration, approved a one year lease for John Ruiz to make improvements and open a business in the old fire station and approved the use of the field lights for the local girls travel softball team, the Blazers.

Hayden to hire new town manager

By Taylor Beard Ooooh Yeah! The temperature has dropped a bit – just a bit – but just enough that you can open your windows at night and enjoy the cool breeze in the evenings. School is back in; football games are back on; the fiestas just did a bang up job of feeding the whole town and then some…and since the culture and beauty of this desert settlement is so rich, all of these happenings remind us that one more is coming up quick, like those last fleeting colors of the evening sun. DIA DE COLORES, FOLKS! That wonderful celebration of art in our lovely little community so blessed with culture and history it might just explode. The 10th Annual Dia De Colores Art Festival is taking place on Saturday, Oct. 15, and the Superior Chamber of Commerce is more than pleased to invite you to come and partake in the wonder that this town can produce. The event will be taking place downtown on Main Street with artists displaying their work both indoors and out. The main Art Exhibit will be taking place from 10 a.m. to 5 p.m. and there will be and Art in the Park project for children taking place from noon to 2 p.m. at Besich Park. That evening there will be a dinner held at the newly renovated Magma Club which will be held from 6 to 9 p.m. with tickets running $20 per dinner guest including dinner, music and entertainment. In addition to the already fabulous line up, there will be an art tour taking place through the day, along with a car show. The Superior Chamber of Commerce is looking for art vendors, artists and volunteers who would like to be involved in the Dia De Colores Art Festival. If you would like to enter your art into the art exhibit the cost is $5 for every three items that are submitted. The chamber is also currently looking for artists who would like to open their art studio/home for the art tour. Vendors, Artists and Volunteers who would like more information on this fantastic festival should get in touch with the event chairperson, Shelly Casillas; she can be reached at [email protected] or at 480-540-8945. Additional information on the event will also be available on the Superior Chamber of Commerce website.

Public NoticeNOTICE OF PUBLIC HEARING

A PUBLIC HEARING WILL BE HELD BY THE PINAL COUNTY BOARD OF SUPERVISORS ON THE 19TH DAY OF OCTOBER, 2011 AT 9:30 A.M. IN THE BOARD OF SUPERVISORS HEARING ROOM, BUILDING A, 31 N. PINAL ST., FLORENCE, ARIZONA, TO CONSIDER THE FOLLOWING REQUESTS FOR MAJOR AMENDMENTS TO THE PINAL COUNTY COMPREHENSIVE PLAN. PZ-PA-001-11: Pinal County, requesting a text amendment to the Pinal County Comprehensive Plan by amending the language of Chapter 7: Environmental Stewardship, to add and edit policies and objectives concerning the provision of information by applicants on water demand, water supply and water sources at the time applications are filed for zoning cases by: Amending Policy 7.2.1.1 to read as follows: As provided under specific provisions of Title 11 of the Arizona Revised Statutes (A.R.S. § 11-806.01.F), the Pinal County Board of Supervisors shall, by the end of 2012, consider adoption of a provision (requiring a unanimous vote), that requires a new subdivision, located outside an AMA, to have an adequate water supply as defined by A.R.S. § 45-108.I in order for the subdivision final plat to be approved by the County. This policy was endorsed by the Water Element Citizen Task ForceAmending Objective 7.2.5 to read as follows: In order for the County to have information about water supplies needed to satisfy future development, the County shall consider requiring zoning applicants to provide information about water demand and potential supplies for their projects. Implementing the following policies will give the Planning and Zoning Commission and the Board of Supervisors better information to use in their decision making, and will allow the County to develop a groundwater database. The following three policies were based on the recommendations of the Water Element Citizen Task Force.Amending Policy 7.2.5.1 to read as follows: Consider requiring that, with the filing of the zoning application, the applicant shall: • Identify the water service provider. • Provide an estimated range of water demand and include an explanation of the method used to obtain the estimate.• Provide information about water supply and source, including renewable and non-groundwater suppliesAdding Policy 7.2.5.2 to read as follows: If the water supply is groundwater, consider requiring that the zoning applicant provide the following information that is publicly available from the Arizona Department of Water Resources (ADWR) and/or Arizona Geological Survey, or otherwise available to the land owner: • Depth to bedrock. • Depth to groundwater. • Known fissures or land subsidence in the area.• Known wells in the area, available information on status, water levels, etc.• Summary of data-gathering efforts and sources of information.

Adding Policy 7.2.5.3 read as follows: Consider adding the following language to zoning cases if the County requires zoning applicants to provide water information at time of zoning: Approval of this zoning case is not an approval of water adequacy or water quality. This zoning is being granted in general support of the Comprehensive Plan’s goals and objectives, but the applicant’s ability to develop this property rests upon a demonstration to ADWR that there is sufficient water to serve the proposed development at the time of final platting.PZ-PA-002-11: Pinal County, requesting a text amendment to the Pinal County Comprehensive Plan by amending the language of Chapter 10: Implementation, to add criteria establishing when road re-alignment requests are processed as Major Comprehensive Plan amendments or non-major Comprehensive Plan amendments by:Adding Major Amendment Criteria (inserted on Page 322) to read as follows: • Any proposed realignment of a Planned Freeway or a High Capacity Corridor.• Any proposed realignment of a Enhanced Parkway, Parkway or Principal Arterial if it meets this criterion: • The realignment is greater than one half mile in total length, excluding the proposed development site, unless it meets the non-major amendment criteriaAdding Non-Major Amendment Criteria (inserted on page 323) to read as follows: • Any proposed realignment of a Enhanced Parkway, Parkway or Principal Arterial if it meets any of these criteria: • The realignment is less than one half mile in total length, excluding the proposed development site. • The realignment is greater than one half but less than 2 miles in total length, excluding the proposed development site, provided the realignment request is submitted in conjunction with a rezoning proposal for a development that: • Creates a minimum of 150 permanent full time jobs within the first 12 months of completion of construction • Produces more than $2,000,000 in gross annual payroll; and creates a multiplier effect of at least 1: 1; and represents an increase in property value for construction of a new or expanded facility. • Proposes a minimum of 7 million dollars in capital investment • must average a $48,000 employee annual wage The Pinal County Economic Development Manager, or other person authorized by the County Manager will determine which projects meet these criteria. The authorized person will forward a memorandum to the Planning and Development Director stating his findings.• Proposed realignments of roadways with a classification lower than Principal Arterial do not require Comprehensive Plan amendments.Adding a definition as a sidebar to read as follows: Multiplier effect describes how a company that hires one person, known as the direct hire, will start a chain reaction that

generates hiring, known as indirect hires, by other companies to support that one direct employee. The ratio shown is direct hires to indirect hires.PZ-PA-006-11: Arizona State Land Department, applicant, Jackie Guthrie, Agent, requesting a Major Comprehensive Plan amendment to amend the text of Chapter 3: Sense of Community by amending and adding certain policies, and amending the text of the name and definition of a land use designation, graphically amend the Land Use Plan, The Economic Dev elopement Plan, the Multi Modal Circulation Plan (Chapter 4: Mobility and Connectivity), and the Open Space and Trails Plan (Chapter 6 Open spaces and Places) by:Amending the name and definition of Major Open Space as follows:Major Open Space and Residential at 1 du/ac indicates lands the County is interested in preserving for recreation purposes or for cultural or ecological reasons. Further study is necessary to determine the most appropriate configuration of open space and to develop a strategy for preserving it. Staff will work closely with owners of development projects to implement Regional Trail Corridors, wildlife and wash corridors as shown in the Open Space and Trails Plan and refined through future studies. The owners of development projects will have the opportunity to propose corridor widths that meet the intent of the Comprehensive Plan, while minimizing impacts on the proposed projects. In conformance with State Law, these lands have the right to develop at one residential dwelling per acre.Amending policy 3.6.1.1 to read as follows: Contribute to a vibrant and successful economy recognizing that the quality of life, natural beauty, environmental diversity and the uniqueness of the Superstition Mountains are important elements to attract and keep business.Amending policy 3.6.1.2 to read as follows: Cooperate with Pinal County Maricopa County and neighboring jurisdictions to coordinate infrastructure planning and development which is critical to economic development.Amending policy 3.6.1.3 to read as follows: Support the following: job and housing balance be maintained over time to the extent feasible; good quality jobs are created for people of all ages; economic catalysts are developed to spark job growth in advance of housing growth; the provision of infrastructure is timed with development needs.Adding policies 3.6.1.4 through 3.6.1.27 concerning the economy, community and housing, transportation and urban form, environment/energy, and water. bridge normally used there was standing alone in the middle of the Gila River. Of the five Aravaipa Creek properties mostly affected by the Aravaipa Creek flood, I believe the damage done to Jep and Peggy White’s property was the worse. It was mostly caused by a large tree that had flooded down the creek to become lodged near their homesite, thus diverting the creek onto some of their land. That was a terrible time for them. As usual, there was no electricity for those upstream of the Ouillette property because electric poles were down, and the road along the bluff upstream of the Whites’ home was washed out. The Newtons’ creekside property (our ex-home) was not affected because of the dyke work that had been done after the 1983 flood and the flood did not bother our small creekside field or get into the road there. Soil Conservation Service (SCS) men were in our area by Jan. 20; an electric crew worked into the night putting in new electric poles above where the Geldmachers’ pond had been; and the county grader was working the road by Jan. 21. The Wilderness Area did not open for hikers until March 7, and there were many of them! Another problem!

Lara also contributed rushing three times for 31 yards. On the receiving end, Bravo led all receivers with five catches for 96 yards and one touchdown. The Bearcat defense was impressive once again as they held the Wildcats to under 100 yards offense. The Bearcats defense was led by Joe Rudy Lorona who had seven solo tackles, two assists and one sack. Also contributing to the Bearcat defense was Julio Noreiga with five solo tackles, one assist and one sack. Carrera had four tackles, two assists and one sack. Wernett had five tackles and two assists. Seth Harmon had five tackles and one assist. Yocum, Bravo and Ryan Bickley had three tackles each.

WE REmEmbER

Today we take time to lovingly remember our DAD

who has passed from sight but remains forever in our hearts.

Jesus told his disciples, “A little while and you will no

longer see me, and again a little while, and you will see me.” Love unites us all and

brings us back together when it seems we are far apart.

What seems like a separation is really only evidence of a

joyous reunion close at hand.

Still missing you after 7 years.Connie (Edmund), Ophelia
