Chairman's remarks and related question s

Dr . Strangway referred to the results of the election of a ne w

Chancellor and Members of Convocation to serve on Senate for the three-year

term commencing September 1, 1987, and extended his personal congratulation s

to those elected .

In commenting on the enormous success of Open House, Dr . Strangwa y

expressed thanks and appreciation for the excellent work done by thos e

involved .

Dr . Stranqway stated that the publication "Community Reports" ,

circulated for the first time this year, was to be circulated annually an d

that suggestions for next year's report would be requested at a later date .

Dr . Strangway drew Senate's attention to the "Throne Speech" and stated

that he thought the comments were very positive with respect to universitie s

and their role in the province .

In conclusion, Dr . Strangway reported that the Universities Council of

British Columbia would no longer exist after March 31, 1987 . He stated

that, consequently, there would be a number of issues to be considered i n

terms of the interrelationship between the universities and the Ministry .

The Ministry would, however, be establishing an advisory committee to whic h

items will be referred .

In response to a query, Dr . Strangway stated that, at the present time ,

he did not have any information on how the operating budget for the three

universities was to be allocated . He stated that the position of the thre e

university Presidents, however, was that for the coming year the allocatio n

should be basically historical and that within a few weeks, representative s

of the three universities will be meeting to look specifically at developin g

a formula which they hoped would become the basis for future allocations .

The committee recommended approval of the following proposal, subjec t

to minor editorial changes which have been incorporated :

"Replace the final paragraph, under Admission Requirements with thefollowing:

Committee on Student Award s

Dr . Williams, Chairman of the Committee, presented the report .

Attention was drawn to the Real Estate Board of Greater Vancouver Irwi n

Davis Prize . It was noted that the title of Commerce 337 should read Land

Law not Real Estate Law . It was also pointed out that in the descriptio n

of the Matthew J . Waterman Prize, Oral Pathology should read Oral Biology .

In response to a query as to how recipients are to be selected for th e

Clark, Wilson Service Scholarship and the Alexander, Holburn, Beaudin &

Lang Service Scholarship, it was explained that there are several servic e

scholarships available in the Faculty of Law and that the Faculty select s

the top twenty students eligible for these awards . The twenty firms that

are involved in giving these awards are also involved in interviewing th e

students and a match is then established between the student and th e

appropriate firm . However, the initial selection is made by the Facult y

of Law .

In response to a query concerning the University of B .C . Alumni Souther n

California Scholarship, Dr . Williams confirmed that the award could be

made to a student on admission or in any year of university . However, i t

would only be given to a 4th year student if that student were continuin g

for a further year and whose home is in Southern California or in the

United States .

Tributes Committee

In response to a query raised at the January 21, 1987 meeting of Senat e

concerning clarification of the difference between deferring a degree an d

declining a degree, Dr . Dennison stated that the Tributes Committee ha d

discussed this question and concluded that if a person declined it mean t

they refused to accept, and if a person deferred, the committee assume d

this meant to put off acceptance until a future time .

Honorary Degrees - report on revised procedures for the selection o fcandidates

Dr . Dennison, Chairman of the Committee, presented the followin g

report, which had been circulated :

"Backgroun d

At the November 12, 1986 meeting of Senate, a motion was passed whic hinstructed the Tributes Committee to prepare a report proposin galterations to the current procedures for the selection of candidate sfor honorary degrees . Further, the Tributes Committee was requeste dto examine the general eligibility criteria and to consider aprocedure by which Senate would receive a brief curriculum vitae o neach candidate for an honorary degree .

At the January 21, 1987 meeting of Senate, an interim report wa spresented by the Tributes Committee which included a number o fpossible approaches to the procedures . Following comments and advic eexpressed on the floor of Senate, and the receipt of writte nsubmissions from Senators, the Tributes Committee met to prepare afinal report .

This report is presented in three parts : (a) the criteria used i nselecting nominations for an honorary degree, (b) the composition o fthe Tributes Committee, and (c) the procedures used in presenting th enames of candidates to Senate .

1 . Criteri a

The Committee has heard very few comments respecting the curren tcriteria . In general, it is felt that these criteria, approved bySenate, are broad enough to allow for an adequate range of potentia lcandidates to qualify for nomination .

Honorary Degrees - report on revised procedures for the selection ofcandidates

"1 . Criteria (continued )

The current criteria read as follows :

The award of an honorary degree is a recognition by TheUniversity of British Columbia of distinguished achievemen tor of outstanding service .

Nominees should be distinguished scholars, creative artists ,public servants, persons prominent in the community and th eprofessions, and others who have made significan tcontributions to the life of the University, the Province ,or nationally or internationally .

The overriding criteria for the award of an honorary degre eshould be excellence, eminence, and accomplishment .

Recommendation 1 :

The Tributes Committee recommends that thecurrent criteria for the award of an honorary degree be reaffirmed .

II . The Tributes Committee

The Committee agrees with several suggestions from Senate member sthat the Tributes Committee should be enlarged to include greate rrepresentation from Senate. In its discussion, the Committee agreedthat an additional five members of Senate should be appointed to th eCommittee. The addition of five individuals to the Tribute sCommittee will raise the membership to seventeen, which i sapproximately twenty percent of the total membership of Senate .

With respect to the "constituents" from which the additional member sshould come, the Committee felt that the Nominating Committee o fSenate should make this decision in the light of the backgrounds an dexpertise of Senate members as a whole .

Recommendation 2 :

The Committee recommends that the membership ofthe Tributes Committee be increased by five . The NominatingCommittee should be responsible for determining the composition ofthe new Tributes Committee .

" III . The Procedures for Reporting and Recommending Honorary DegreeCandidates to Senate

The Committee was made aware that a range of opinion is held b ySenate members as to how the present procedures might be changed t oensure that Senate is properly prepared before it votes on th eselection of candidates for honorary degrees . Most Senate member srecognize that confidentiality is paramount, given the fact tha tindividuals are being considered without their knowledge and tha tcirculation of papers containing the names of candidates prior to th efinal vote involves a risk of premature disclosure before thedecisions of Senate are taken . The consequences could beembarrassing to the individual or the University . Nevertheless, somemembers of Senate have urged that much greater information and prio rnotification about proposed honorary degree candidates are necessar yif Senate is to play its proper role in the process .

The Committee believes that a reasonable compromise is possible an drecommends the following procedure .

Recommendation 3 :

That at the Senate meeting at which the honorarydegree candidates are presented for approval, an in-camera session b ecalled at the completion of regular business, or at 9 .30 p .m . ,whichever is the earlier . At this time, members of Senate will beprovided with background information on the proposed candidates fo rdegrees as recommended by the Tributes Committee .

A period of time sufficient to allow adequate review of theinformation will be given before the Chairman of Senate calls theclosed meeting to order and invites the Chairman of the Tribute sCommittee to propose the formal motion that the list of candidates beapproved .

Finally, given that a new Senate will be established in the comin gFall, the Committee makes the following recommendation .

Recommendation 4 :

The Committee recommends that the change spresented in this report be adopted for use after September, 1987 . "

In response to a query, Dr . Dennison stated that the Tributes

Committee had a policy of not offering degrees to active Canadian

politicians and others, such as active members of granting councils .

However, people who had retired from these positions and had made a

significant contribution were certainly included within the realm o f

possibilities . He did not, however, think this policy should b e

included in the criteria .

The motion was put and carried .

Dr . Spencer pointed out that reference to the Nominating Committe e

was unnecessary since the role of that committee is to nominate th e

members for all Senate committees .

In response to a query as to whether the Committee had considere d

restricting the number of terms a member of Senate could serve on the

Tributes Committee, Dr . Dennison stated that the ex-officio members (th e

Chancellor, President, Registrar and Director of Ceremonies) ar e

permanent members of all Senate committees and that the membership o f

the Tributes Committee and all Senate committees is reconstituted by th e

Nominating Committee every three years .

Senate committees and that all members of Senate would have a n

the Tributes Committee be increased by five .", was put and carried .

Ms . Arthur explained that by deleting the word "the", the Tribute s

Committee would be presenting to Senate information on propose d

candidates, which Senate would then look at, and Senate would determin e

the list of candidates for degrees .

Dr . Spencer pointed out that whether the word was deleted or not wa s

irrelevant as long as the words "as recommended by the Tribute s

Committee" remained .

The amendment was lost .

Dr . Spencer asked if the intent of the recommendation was that Senat e

would vote yes or no on the list, or did the procedure contain within i t

the possibility that Senate might delete one or more names from the lis t

and vote on the remainder, and also, could names be added to the list .

Dr . Dennison stated that the Tributes Committee had decided that th e

names would be put forward as a slate on the understanding that it i s

within the powers of Senate, if they choose, to vote seriatim . Thi s

would require a vote of Senate and, if approved, that procedure can be

adopted . However, since the list from the Tributes Committee represent s

the Committee's final proposals, no further names would be added .

Dr . Gaskell felt that the procedures outlined in recommendation 3 .

would not provide Senate with the kind of information needed to make a n

informed decision on candidates for honorary degrees and, further, tha t

the recommendation did not allow enough time for Senate to look at th e

material and make a decision that same evening .

Speaking in favour of recommendation 3, Dr . Goldberg felt that th e

Tributes Committee was the appropriate body to provide Senate with a s

much information as possible concerning the candidates for honorar y

degrees and that, under the revised procedures, more backgroun d

information would be available than had been in the past and also ther e

would be additional time for Senate to review the material provided by

the Committee .

Dr . Dennison noted that there had been a change of policy and that ,

with the approval of the Agenda Committee, the memorial minutes wer e

being presented in the open session of Senate .

The following memorial statements had been prepared in accordanc e

with the custom of Senate in recognition by the University and Senate of

the late Geoffrey Clement Andrew, and the late James Stuart Keate .

IN MEMORIAM

GEOFFREY CLEMENT ANDREW (1906-1987 )

With the passing of Geoffrey Andrew, this University has lost one of it slast links with the great period of its expansion which occurred afte rthe Second World War . Geoffrey Andrew was an active witness to U .B.C.' stransformation from a small provincial university to a major nationa lcentre for teaching, research and public service .

Born in Bayfield, Nova Scotia, Professor Andrew was educated at th eKings College of Dalhousie University, and at Balliol College, Oxford .

After a teaching career at Upper Canada College, he came to Th eUniversity of British Columbia to begin a long period of outstandin gservice, first as Assistant to President MacKenzie, and later as Dea nand Deputy President . He served this University from 1947 until 1962and was a member of Senate for nine years between 1953 and 1962 .

Dean Andrew participated in a wide range of public service activities - -Chairman of the Vancouver Branch of the Canadian Institute for Publi cAffairs, President of the Vancouver Arts Council, a Director of th eCanadian Institute for the Blind and Director of Community Chest .

Geoff Andrew was a passionate believer in liberal education and astaunch defender of the role of the arts in society . He was also atireless spokesman for greater accessibility to higher education an dgave strong support to the expansion of educational opportunit ythroughout the Province of British Columbia .

JAMES STUART KEATE (1913-1987 )

One of the greatest assets of a modern university is a loyal and activ ealumni who bring honour to the institution and represent its interest sin the wider community . James Stuart Keate embodied all of the value swhich a university can bestow upon its graduates . His service to Th eUniversity of British Columbia continued throughout his long an dproductive life .

Born and educated in Vancouver, Stuart Keate graduated with a B .A .degree in 1935 . His active student life became the spark which ignite dhis illustrious career as a journalist, publisher and civic leader .

After beginning his working life as a journalist in Toronto, Stuar tKeate served in the navy during World War II and eventually returned t oBritish Columbia as publisher of the Victoria Times, a post he held fo rfourteen years . Later, he became publisher of the Vancouver Sun .

As a leader in the newspaper field Stuart Keate was respected an dhonoured by his colleagues in numerous ways . He was named to th eCanadian News Hall of Fame and honoured by the International Pres sInstitute and the National Press Club . He was also named an officer o fthe Order of Canada in 1978 .

As a humanitarian Mr . Keate's activities covered a wide range o fservices . Few organizations dedicated to betterment of humanity in hi snative Vancouver failed to bear his name .

His service to the University was long and meritorious . His involvemen tin the Senate continued from 1954 until 1969, a period which als oincluded six years as a member of the Board of Governors and as a nappointee to the Canada Council . The University recognized hi sexceptional service with the award of an honorary degree in 1985 .

Stuart Keate was an outstanding public figure, a successful businessma nand a lifelong friend of his alma mater .

To his surviving family the Senate of this University extends it sdeepest sympathy .
