InthisreportofFY2017-18[102-50],wedisclosethesustainabilityrelateddataofour21Mining units, two workshop units, two central hospitals and sales offices, reviewed forcompletenessandaccuracyattheoperationallevel[102-56].WehaveusedthemetricsystemtoreportdataandINRtoreportcurrency.TheGRIIndexonpages93-97providesalistofGRIindicatorsanddisclosures(aspertheGRIguidelines)andtheirlocationswithinthisreport.Somesignificantchangesintermsofacquisitionandphysicalboundariesfromthepreviousreportingperiodareaddressedwitharedidentificationmarkatrespectivedata[102-49].

MahanadiCoalfieldsLimitedwasfoundedin1992asasubsidiaryofCIL.Inthe27years

sincethen,MCLattheserviceofthenation’senergysectorbyensuringgreaterrespectforthe

environmentandamoreeffectivefightagainstclimatechange.I’msoprivilegedtobeapartof

this7thAnnualSustainabilityReportofMCLfortheFY2017-18inlinewiththeGlobalReporting

Initiative (GRI) Standards. We keep our stakeholders updated regarding our promise for

sustainability.

“Drivingthechange”isourmainenergydirectiveforsustainabilityriseinvalueofour

products,environmentalprotectionandpeople’slives.Wealwaysstrivetoinvestineco-friendly

mining operations. With all the efforts of MCL employees we achieved 143.02 Mt of coal

production,registeringagrowthof2.76%againstthelastyearwithearningapre-taxprofitof

Rs.7339.66Crores.

Our responsibility forenvironmentalprotection isalwaysdynamicwith restorationof

mined-out areas through effective water and overburden management, biodiversity,

afforestationandeco-friendlymineclosure.Slowlybutsteadily,MCLisalsoenteringintothe

domain of renewable energy.We already have 2MWsolar plant atHeadquarter campus. In

additiontothisinstallingofsolarrooftopsoverourservicebuildings,workshopsandhospitals

atCoalfieldsareunderprocess.DuringFY2017-18,2.71lakhsaplingshavebeenplantedatboth

theCoalfields,Govt.LandandHQ.Weestimateacarbonfootprintreduction1,17,860TeofCO2

attherateof20kgpertreeperyear,duetoourgreencover.Wemanageourvaluablewater

resources very efficiently. During this reporting year, our mine water utilisation has been

increasedby10.8%andsurfacewaterwithdrawalhasbeendecreasedby6.99%withrespectto

previousfinancialyear.

OurCSRactivitieslikeenvironmentalsustainability,andactivitiesdesignedtoimprovecommunity health, drinking water facilities, sustainable livelihood, sanitation etc. build uppositiverelationshipwithourinternalandexternalstakeholders.Someinitiativesareactivelyassociated with clean Indian initiatives like “Swachh Bharat Abhiyan-Swachh VidyalayaAbhiyaan”andwomenempowerment.Healthandsafetyensuranceforouremployeesincludingcontractorworkers inminingcontinuesto improve,butmuchremainstobedone.Adequateinfrastructurefacilitiesandotherbenefitsforemployeesareinplacetoestablishqualityoflivingstandardsinremoteplaces.Inaddition,apreventivevigilancemechanismisinplacetoensuretransparencyinourbusinessdealings.

Therelentlesseffortsofstakeholdersarerecognizedandappreciatedforouressential

waytodothebusiness-Sustainabledevelopment.

ItisamatterofgreatpleasuretopresentyoutheannualsustainabilityreportfortheFY2017-18.Ourvisionistobeleadingminingcompanythatcontributestothedevelopmentofbusinessand society through excellence in entrepreneurial talent,technologicalchallengesandcustomersatisfaction.

Our productivity growth is based on two importantfactors:systematicimprovementsinworkingcultureanduseoftechnology in all sphere of mining. Our new capacity projectsrequire large investments and implementation of statutorycomplianceswhichtakesaconsiderabletimetobuildandbecomeoperational.DuringthisFY2017-18,ouroverallsystemcapacityutilisationofUG&OCMinesis85.4%.OurproductionduringthisFY2017-18hasincreasedby2.69%withrespecttopreviousyearwithOutputperManShift(OMS)of24.22Tonne/Manshift.

With introductionofenvironmentfriendlytechnology-surfaceminer inmostofourOCP’useofCHPgotreducedby8.76%withrespecttopreviousreportingyear.Toachievethestakeholdersatisfaction,wealwaysstrivetomaintainthequality(grade)oftheproductandmajorlyreachthemthroughrailmode.OurOff-takeduring2017-18was138.267MTe.againstthetargetof150MTewithgrosssalesof22379.91crore.Ourcoalanalysisresultsareavailable on daily basis on our “Quality Portal” since March 2017. We also paved forsustainableenergy–built2MWsolarpowerplantinourAnandViharpremiseswhichhelpedustoreduceinourcarbonfootprintby18,59,112kgofCO2duringthisFY2017-18.

WeareoneoftheCIL’ssubsidiary,registeredforanIntegratedManagementSystemconforming to Quality Management (ISO 9001:2015), Environmental Management (ISO14001:2015)andOccupationalHealth&SafetyManagement(OHSAS18001:2007),toensureourminingactivitiestowithholdthelegalparametersbycompilingwithenvironmentalnormsandstandardsforlongtermsuccess.

Throughthisreport,Itakethisopportunitytothankour

valued internal and external stakeholders whose hard workcontributed towards the sustainability goals of MCL for thefinancialyear2017-18inaninclusiveandsustainablemanner.

Therightsofpeoplearerecognisedandmadepartofthe decision making to make MCL a socially sustainablebusiness corporate. We not only give importance to theemergingnewprojectsofourcompanybutalso,weprovidethebestcompensationandR&Rpackages.Toouremployees,weprovidethebestamenities,medicalfacilities,welfareanddevelopmentprogramsandconduciveandhealthyworkingatmosphere.DuringthisFY-2017-18,RehabilitationandResettlementbenefitshavebeenprovidedto786numbersofProjectaffectedpeople.Inlieuofplots&CashCompensationhavebeenprovidedto77numbersofprojectaffectedpeople.The InstituteofNaturalResources&EnergyManagement,anewstateofthearttraininginstituteisbeingconstructedtogroomandnurturethefutureleadersandalsotoenhancetheskillsoftheexistingemployeesoftheMCL.Duringthefinancialyear2017-18, 9142 employees both executives and non-executives were trained at differentrenownedorganisationsinIndiaandabroadcomparedto8183employeeslastyear.Asperthe performance review statistics 100% executives of the company are receiving regularperformanceappraisals.

Webelieve inwordsofMahatmaGandhi “Thebestway to findyourself is to loseyourselfintheserviceofothers”.AsbeingsociallyresponsibleandtryingtoreachthepeopleateverycornerofthesocietyweundertakeCSRinitiatives.ThecompanyhasspentRs.267croresagainstthe2%law-budgetofRs.123croresintheFY2017-18.

This report reflects our efforts to conduct sustainable business operations bydemonstratingastrongleadershipabilitytomeetstakeholders’expectations.SustainabilitymeansconductingbusinessoperationsinaresponsibleandaccountablemannerwhichMCLhasalwaystriedtokeepup.Iwishallthebesttoeveryoneinvolvedintheprogressofthecompanywithworking towardseconomicgrowthaswell as creatingapositive socialandenvironmentalimpact.

The Vigilance Department at Mahanadi Coalfields Limited is a positive

addendumtothewholestructureofthisorganization.Inthecomityofourworking

pattern,thevigilancedepartmentisapro-activepartnerintheprogressstoryofthe

coal sector. As an extended hand of the Central Vigilance Commission, the role of

VigilanceDepartment is to keep an oversight as also being awatchdog so that the

proceduresandsystems,therules&regulations,thenormsandthedueprocessarefollowedandifneededbe,

aremodifiedinthebestinterestoftheorganizationandthenationatlarge.Inthisprocess,thevigilancehas

donnedtheroleandrobeofapreventiveadvisorandguidetotheexecutive,inthehighermanagementaswell

asatthecuttingedgelevelofminemanagement.Technologyhasbeenleveragedinabigwaytobringabout

transparencyandaccountabilityofworkingwithvigilancebeingabackseatdriverandapropellerforintroducing

IT initiatives inthefieldwheretheactualcoreactivity isconducted.Allthe16opencastprojectshavebeen

virtuallygeo-fenced,morethan3000coaltippersand1562otherHeavyEarthMoversareundertheconstant

GPSbasedtrackingroundtheclockinthecontrolroomsinthefieldareasaswellastheCentralCorporateOffice.

ThecoalcarryingvehiclesareallRFIDtaggedwhicharebeingidentifiedthroughRFIDreadersinstalledacross

themineareas.Theweighmentisdonethrough161automatedelectronicweighbridges–bothforRoadand

Raildespatchandtheweighmentarerelayedonrealtimebasistoallthecontrolrooms.Forbettersurveillance,

atotalof719CCTVcamerashavebeeninstalled.Formeasurementofcoal&overburden,wehavediscarded

old generation gadgets andwe are now equippedwith the state of the art 3Dimensional Terrestrial Laser

Scanners(3DTLS).Allthelandrecordsinourorganizationhavebeendigitized.WehaveaWANbasedCoalnet

consistingofPersonnel,Sales,Financial,Production,PayRoll,Equipment,MaterialManagement information

system. We have also taken the endeavor, in the interest of transparency inworking by adopting e-office

throughdigitizedofficeworkande-movementoffiles,leavinganaudittrailofevents.AlltheassetsofthisPSU

includingtheirlifeexpectancy,inventorymanagement,transfer&tracking,repairs&surveyoffarenowinthe

easilyaccessibleelectronicformatintheassetmanagementportal.WearealsoonthepathforcompleteAadhar

BasedBiometricAttendanceSystem.TheVigilanceDepartmenthasbeenassistingthemanagementbywayof

studying the weaknesses and loopholes in the existing system and the suggestions for bringing about

improvementsandchangesforanaccountablesystemofadministrationandexecutionareproposedintheform

ofwellworkedoutadvisories,18suchadvisorieshavebeenissuedinthecurrentyear.

WehaveadministeredCVC’sIntegrityPledgefornearly1.2lakhpersons,raisedawarenessin43Gram

Sabhassofar,establishedintegrityclubat16locations,covered64offices,9residentialareas,134Schools&

Colleges.Wehaveconductedandattended40trainingsessionsintheyearunderconsideration.SpecialTraining

Programmes in ethicswere conducted inwhich 307 persons participated. Recently, we have extended our

outreachactivitiesto7,000tribalchildrenatKalingaInstituteofSocialSciences,Bhubaneswar,6,400students

ofNIT,Rourkelaandhavebeenabletoreachouttonearly1.2lakhCitizensinOdishaState.

MCL.Sustainablebusinesspracticesisourmottoleadingtobettercorporateculture,morereliableproductsandgreaterlongtermprofitability.

MCL marked its presence in green initiatives throughrenewable energy sources, eco-friendly surface miner anddespatchingofcoalbytransportingthrougheco-friendlyrailandconveyor mode. MCL is always concerned with developingprocesses that will lead to businesses becoming completelysustainable in the future. DuringFY2017-18, the utilizationofminewaterhasbeenincreasedby10.8%withrespecttopreviousyear.About7843.308Millionlitres/yrofwaterismadeavailableforgroundrecharge,thedrawlofsurfacewaterhasbeendecreasedby6.99%withrespecttopreviousyear.Duringthis year,2.71 lakhsaplingshavebeenplantedatourpremisesandGovt. land.Theareaunderlandreclamationhasincreasedfrom33.85Km2to34.95Km2againstthepreviousyear.Environmental Clearance of 5 expansion projects and for one new project with ForestClearanceof2projectshavebeenobtainedduringthisFY2017-18.

Severalinfrastructuralfacilitieslikecoalcorridorroadsinboththecoalfields,andMThostelsandquartersforwelfareofemployeeshavebeenconstructed.

MCL believes that, there is no more elegant or efficient designer than nature.Technicalaspects suchasmineclosure planning,pit slopesmanagement,hydrologyandhydro-geologyclosureofentries,reclamationofdegradedlandbybackfillingandplantationetc.,arecontinuedasourmission.

Iwouldliketostartwithsaying“Successiswalking from failure to failure with no loss ofenthusiasm”.WeatMCL,makeanumberofsincereefforts to meet the environmental challengesassociated with mining activities. All our effortswith success or shortcomings are incorporated inMCL’s seventh sustainability report prepared bylatest GRI guidelines “in accordance” with corecriteria.

We at MCL always link environmentalresponsibilitieswithourmainminingactivities.Wehavecommittedourselvesinsuppressingdust throughmobilewater tankersbothdepartmentalandcontractual, fixedsprinklersatrailwaysidings,haulroads,CTroadsandcoalstocks,instantshowersystemsatCHPsandCTroads.Atotalof10fogcannons(Fixedandtruckmounted)proposalsareunderprocess.

After reaping coal from mother earth, we in return try to plant greenery for

sustainablelivingatmosphere.DuringthisFY2017-18,2.71lakhsaplingswereplantedinbothourcoalfieldsandGovt.lands.Wetakeutmostcareinpreservingthetopsoilanduseitlaterduringreclamationactivities.LandreclamationprogressofOCPs ismonitoredregularlybyoursistercompanyCMPDI-RIVII.Withourgreencover,wereducedemissionsof1,17,860TeofCO2attherateof20kgpertreeperyear.Wealsotryingtoreduceoffuelusageinourheavy machineries, departmental vehicles etc., and electricity demand for reduction ofCarbonemissions.DuringthisFY2017-18,wehavereplaced7,171conventionallightswithLEDlightsandcoupledupouroperationswithrenewableenergyresources.

We also share responsibility for water management at our mine premises. Ourprogressindevelopingclosedcircuitapproachesthatmaximisewaterconservationandmakeavailableforirrigationalpurposes.DuringthisFY2017-18,ourincreasedinvestmentstowardssurfaceminersprovesthatourresponsibilitytoenvironmentisneverinrelaxingmode.Minesumpwaterresourceshelptorechargetheaquifers.WehaveestablishedSTPsinourcoloniesandwecontinuetorecyclewaterfromETPsforvehiclewashing.Oursolidwastemanagementfollowsastrictpolicyofgeneratinglessanddisposinginsafeway.AlltheseeffortshelpustoachieveECandFCcompliancesforprojects.WealsoobtainedECsfor5expansionprojectsandonenewprojectandFCsfortwoprojectsduringthisFY2017-18.Ithankallourstakeholderssupportingfor“drivingthechange”bytacklingallresponsibilities.

We diversified our services in to power generation, sustainable energy and coallogistics forenhancingtheavailabilityofcoalandpowertotheconsumer industriesalongwiththemainoccupationofcoalmining.PowerGeneration:

Wearebuildingupourcoal-basedthermalpowerplantof1,600(2X800)MWcapacityusing super-critical technology at Basundhara area, Sundargarh through our subsidiaryMahanadiBasinPowerLimited(MBPL)establishedin2008.AfterreceiptoffirmCoalLinkage&Waterallocation,theprojectwillbeenlistedbyMoEF(asrequestedbyMBPLon08.10.17)forhearinginforthcomingEACmeetingforconsiderationforgrantofEC.CoalallocationhasbeengrantedbyCILaspertherecommendationofStandingLinkageCommittee(SLC)duringCLOA meeting held on 25.08.17. NOC for chimney height has been obtained from AirAuthority of India (Dt.30.05.16) and Ministry of Defence (Dt.12.06.17). Its coal corridor line fromAngul-Balaram-Putagadia–Tentuloi-JarapadaisunderdevelopmentprocesswithtotalexpenditureofaboutRs.1,700Cr.IRCONprocessedthetenderingforcivilworksandothermiscellaneousworksanditmaybefinalizedbyMay2018.Majornon-miningproject–JSGsardegarailwaylineof53.1kmwascompletedduring2017-18withabudgetof2500Cr.

Forimprovementinproductivitywehavedevelopeddifferentschemes.ProductivityImprovement Scheme (PIS)wasformulatedandapprovedin 2009-10with the basis ofproductivity values. Thisscheme helped us inimproving the dailydepartmental productiontrips, and maintainingavailability and utilization ofHEMM. The program alsoaimedto reduceovertime, increating a productiveenvironmentandencouraginghealthy competition amongstthe operators and

maintenancepersonnel.WehaveFileTrackingSystem,asoftwaredevelopedinCoal-netfortrackingthemovementofimportantfilesacrossvariousdepartmentsandlocationsofMCL.Withthis,ourworkprogresshasbeenenhanced.Till31stMarch,2018around50338fileshave been processed through this module. We have GPS based vehicle tracking systeminstalledin1800ofprivatetrucks/tippersengagedinproductionandinternaltransportationof coal. This helps in live tracking related to violationof geo-fences, trip, long stoppages,distance traveled etc., which is available in our web link i.e. http://.mcltvs.in. WeatMCL,alwaysvaluethecustomer’ssatisfactionbyconveyingthestabilityofourproduct.Buildingloyaltyandtrustinthemarketplaysavitalroleinourservices.DuringFY2017-18,companyhasachievedanofftakeof138.266MTeinspiteofobstruction,bandhsand the restriction imposed by District Administration on all mining operations includingtransportation of coal to sidings during day hours in summer season. Our energy holderextends itsservicestovarioussectors likepower (99.273MTe),Cement (0.186MTe),CPP&Others(44.307MTe),Collieryconsumption(0.005MTe).AsperthedirectivesoftheMOC/CIL,thecoalwillbereachedtoothercustomersthroughe-AuctionorFSA.Inthisreportingperiod,companyhadoffered16.398MTeunderspotandotherspecialtypeofe-auctionagainstthis15.541MTewasbookedbydifferentbiddersregisteringapremiumof INR1214.5Crovernotifiedpriceandsignedfifty(50)numberofFSAswithconsumers.Marketingislikeawheeloffortune,duetoforcemajeuretherewasalossinoff-takeof16.556MTbuteffectivelosswas11.734MTassomemineshavedispatchedmoreduringthisFY2017-18.

Wealwaystrackourdispatchsystemsothatdemandedquantityofourproductsreachatourcustomersinrighttime.Wetransportcoalthroughroad,merry-go-round(MGR),conveyorbeltsandrailways.In-motionweighbridgesatrailwaysidings,electronicrailbridgesandstandbyweighbridgesensure100%weighmentofourcoalsupplies.Ferryingcoveredcoalthroughrailisthemostadoptedtransportationatourcompany.DuringFY2017-18,64.69%of coal has been dispatched through railmodewith an increase of 1.22% over last year(63.47%^inpreviousreportingyear).

We frequently deal with the customer issues by interacting, maintain records ofcomplaintsatsidingsandgettingfeedbackfromthemfortimelyandrelevantevolutionofoursystems.WehaveappointednodalofficersofQCdepartmentwhocontinuouslymonitortherailway sidings during coal loading. The balance quantity of coal after being lifted bycustomersisusedasanindicatorofcustomersatisfaction.Whenacustomerliftsbeyondthetriggerlevel,theypayanincentivetoMCL.Whenthesupplyisbelowtriggerlevel,MCLpayscompensationtothecustomer.Duetothesein-builtmechanismsinoursellingschemes,finesfornon–compliancewithlawsandregulationsconcerningtheprovisionofuseofproductandservices,donotapplytoMCL[419-1].

Wetakeadequatesustainablemeasuresfromextractionstagetotransportationstageofourproducttomitigatethedustemissions.

Over91.5%ofthetotalcoalinMCLwasproducedbySurfaceMinersinthisreportingyear,whichisamajorstepinchangeoftechnologytorestrictgenerationofdustatthesource.This technologywas espousedway back in 1999. Surfaceminer crushes the coal up to -100mmwhichpaveswayfortransportationofcoalwithoutprocessing/crushingthroughcoalhandlingplants.Wetdrilling/dustextractorsareprovidedindrillmachinesinOverburdenandwhereconventionalisinevitableincoalbenches.

Tomaintainqualityofcoaltillitreachestothecustomer,weadoptcoalbeneficiationprocessie.crushingofcoalproducedbyconventionalmethod,topropersize(-100mm)atCHPsandFBs.Wehave twomajorCHPs,oneat JagannathOCP (2Mty)and theotheratBharatpur OCP (3.5 Mty) and 10 mini CHPs. Fixed sprinklers and misters are fitted atunloading/receivingpoints,crushinganddischargepointsofCHPsandFBsto(bringdownourconventionalcoalproducedtotherequiredsize)reducethedustsignificantly.

We have established ecofriendly transportation mode i.e. through rail/MGR/Beltmode (81%). In railmode,per rakecarryingcapacity isaround3,800Te,which isequal toaround 240 to 250 trucks, each carrying 15-16 Te coal. Rake loading facility and RailInfrastructure are being strengthened. Coal through rail mode is dispatched through 21sidingsand3MGRsatpresent.Averagenumbersofrakesperdayis65rakes.Constructionofone new railway siding no. 10 at BalramOCP is in progress. Fixed sprinklers in adequatenumbershavebeenprovidedandinoperationinalltherailwaysidingsfordustsuppressionduring wagonloadingactivities.MobileWaterTankershavealsobeenprovidedtocatertothetemporaryplaceofdustgenerationinandaroundsidings.

We have provided fixed sprinklers, mobile tankers (both departmental andcontractual)forcontrolofdustoncoaltransportationroads.103numbersofmobilewatertankers(Rangingfrom8KLto34KL)areinoperationinboththecoalfieldstocontrolthedustemission.Weinvariablyusetarpaulinesheetstocovercoalwhiletransportingthroughroad.Aseparatededicatedcoaltransportationcorridoris(about20.99kminTCFand17.03kminIBCF)underconstructionforbypassingresidentialareas,schoolsandotherhumanhabitationareas.Eco-friendlydispatchsystems,likeSILO/Tubeconveyor,ofcapacity61MTPAareunderconstruction,whichwillsignificantlyreducethedustpollution.

We at MCL, has embraced a culture of “safe mining” and have improvedcommunicationstohelpworkersprepareandimprovesafetypractices.Itisourpassiontokeepworkerssafe.Itisourmissionforallofouremployeestothinksafetyandputworker’ssafetyfirst. Our Safety Management Plan (SMP) (I.e. Development, Implementation & Audit) isdeveloped and implemented in eachmine of the company. It is self-regulative in naturewheremorenumberofworkersincludingcontractualworkersareinvolvedinthisprocessofHazardidentificationandchalkingoutofcontrolplan.ItwasalsoauditedforalltheminesofMCLandwassubmittedtoDGMSinDec-2017.WealsohaveIntegratedManagementSystem(IMS)accreditedwithOHSAS18001:2007-OccupationalHealthandSafetyManagement,ISO9001:2008- QualityManagement System, and ISO 14001:2004-EnvironmentManagementSystem.

Noxiousandinflammablegasesarepotentialthreatsinundergroundmines.Wehaveinstalled tele-monitoring systems in three degree II mines to have information onaccumulationofnoxiousandinflammablegasesbeforehand.Oureffectivedustsuppressionsystemforimprovedvisibilityandpreventionofoccupationaldiseasesisinvogue(DiscussedinGRI:306).

Training, Diligence and proper safety equipment areinstrumentalelementsinreducingourworkplaceaccidentsandinjuries.

Management Training Institute (MTI) at MCL HQ, Belpahar Training Institute (BTI) atLakhanpur,Mining, Excavation&Engineering Institute (MEETI) at Talcher field andGroupVocational Training Centers in both the coal fields have been established and operatingefficiently. These institutes play important role in imparting training on safe practices inmines.

Apart from training sessions, we organized Annual Safety Fortnight at MCL from06/02/18to19/02/18.Onthisoccasion,miningprojectsandworkshopsofMCLareawardedwithtrophiesandshieldsfortheirsafetydrivenworkstocomplywithstatutoryrequirements.On17.01.18, firstaidcompetitionwasheldwhere17teamsparticipatedwhichconstitutesoffiveladies’teamsrepresentingfromOrientArea,IbvalleyArea,LakhanpurArea,JagannathArea&CWS(Talcher).

Coal mining industries are probably the most inevitable prospect for Indianeconomyinordertoensureenergysecurityforourcountry.Landisthemaininputforallouractivitieslikestartinganewproject,expansionofexistingmines,settingupofwasheriesordiversificationtopowerplants.However,weunderstandthatitacquiresnotsimplyasizabletractofcoalbearinglandbutinadditionitdisruptsthewholeecosystemanditsperennialresourcesofsustainablelivelihoodwhichcannotbetackledatonego.Theearliermeansoflivelihood of local communities like physical assets, human capabilities, and economicactivitieshavebeendisruptedafterdisplacement.ButweatMCL,nevercarryoutinvoluntarylandacquisitionwhichleadstounpleasantrelationshipswithourmainstakeholders.

We always thrive to maintain our quality through severalinitiatives.WealwaysencourageourconsumersforcheckingandsupervisingpersonallythecoalloadingsystemarrangementatSidingsaswellasatCoalAnalysisLaboratories.Wealsointeractwithconsumersonregularbasistoimprovetheirsatisfactionlevelandaddresstheirconcerns. During this FY 2017-18, there are no incidents of non-compliances regardingmarketingcommunications[417-3].

ThesamplingandanalysisofcoalisconductedinaccordancewithBISprocedureaspertheguidelinesofthefuelsupplyagreement(FSA)beforewedespatchthecoaltoourcustomersbasedontheirneed.Theconsumersaredividedintoheatintensiveandnon-heatintensivecategoriesorcore(Regulatedsectors)andnon-core(Non-regulatedsector).Asourproductisdispatchedinbulkquantitythroughroad,conveyorbeltsandrailwaysidingsitisimpossibleto pack & label our product [417-1]. There are no incidents of non-compliance concerningproductandserviceinformationandlabeling [417-2].ForbettertransparencyandConsumersatisfactionCIMFRhasbeendeployedasanindependent3rdPartySamplingAgencybasedonthedirectivesofMoC/CILtocarryouttheactivitiesforcollectionandAnalysisofcoalbeingsupplied to IPP & Power utility consumers. In non-regulated sectors like CPP, Sponge &

cement sector etc., Linkage Auction, other e-Auction schemes, consumers of non-powersectorsarebeingcoveredinThirdPartysamplingbyQualityCouncilofIndia/IIT-ISM.Withalltheseefforts,wemanage to retainourposition in the Indian coalmarket andwedonotparticipate insaleofbannedanddisputedproducts.Afteranalysis inourNABLaccreditedlaboratories with the help of Auto Bomb Calorimeters & Auto Proximate Analysers, TPSinformstheGCVofcoaldespatchedtobothsellerandbuyer.

Wehavetencoalanalysislaboratoriesinourcoalfields.Priorto2017-18,threecoalanalysislaboratoriesofIbValley,BharatpurandJagannathAreashadbeenNABLaccredited.During 2017-18, coal analysis laboratory of Hingula Area and Kaniha Area have beenconferred with NABL accreditation certificate. Necessary steps have been initiated forobtainingNABLaccreditationforanalysislaboratoryofremainingAreasinphasedmanner.AnindependentCentralGovt.agencyCCO,Kolkatatoassessthequalityofcoalbystringentsamplingprocedureatseam,stock,siding&tippersamplesanddeclaredasappropriategradeannually.

Todevelopawarenessonqualityatgrassrootlevel,“QUALITYDRIVE”wasobservedfromJanuarytoMarch2018inallAreas.Frequentinspectionsofworkings,sidingsandcoalanalysislaboratoriesarebeingdoneregularlybyQCDepartment.Incaseofanydiscrepancyorfaultfoundduringinspection,thesamearecommunicatedtotheconcernedGMoftheArea for information and taking correctivemeasures. In all sidings/ loading points boundpagedregistershavebeenkeptforconsumerspresentatthetimeof loadingtogivetheirsuggestionsinrespectofquality/sizing&otherfacilities.FrequentinspectionsaredonebyCCOofficialsregardingcomplaintsandtocheckthegradeofthesample.

Here we introduce to Shri A.K. Singh, GeneralManager(Safety&Rescue)ofMCL.HeisagraduateMiningEngineer from Indian School of Mines Dhanbad. Aftergraduation,hejoinedCoalIndiaintheyear1985andservedin different capacities as CollieryManager, Project officer,AreaGeneralManager andGeneralManager (Production).HehasrichexperienceofworkinginundergroundminesofMadhyaPradeshandChhattisgarhandinhighlymechanisedmegaopencastprojectsinMCL,Odisha.HehasalsoworkedinCorporateofficeinMCLasTechnicalSecretarytoDirectorTechnicalandGeneralManager(Production).

WhileworkingasAreaGeneralManagerofBasundharaArea(2012-15)heplayedvital

roleinliquidatinghugecoalstockofROMcoal(80lakhTonnes),developinginfrastructuresuch as Road, Rail, multi-storeyed quarters for employees, Stadium, Hospital, MarketComplex, StaffHostel etc.Duringhis period, oldpracticeof road saleof coal byonly six-wheelertruckscometoanendandmultiaxletrucks(18/22wheelers)wereintroducedwhichreducedtruckdensityforcoalmovement.

As General Manager (Safety & Rescue) of MCL he took initiatives to bring safetyawareness among employees with special focus on contractual workmen. SafetyManagement Plan for all the mines were prepared, approved and implemented. DuringSafetyFortnightcelebrationinFeb’18,participationofcontractualworkmenincreasedto95%from30%inthepreviousyear.

Hebelievesthatsafetyisnotasloganbutawayoflife.safetynevertakesaholidayandweshouldnotlearnfromsafetybyaccident.ForachievingZeroHarmitisveryimportantthateveryemployeeandstakeholderisinvolvedinensuringsafety.

Thecostofaccidentishugeandcannotbecompensatedbymoney.Ahealthandasafetyproblemcanbedescribedbystatisticsbutcannotbeunderstoodbystatistics.Itcanonlybeunderstoodbyknowingandfeelingthepain,anguishanddepressionandshatteredhopesofthevictimandofwives,husbands,parents,children,grandparentsandfriends.Onlythosewithcloseexperiencesoflifealteringpersonaldamagecanhavethisunderstanding.
