I. Anglo­American Alliance• Roosevelt + Churchill held secret negotiations in 1939 on how                        the U.S. would help Britain against Germany • FDR insisted that Britain open most of its Empire to U.S. trade in order to get lend­lease aid• By 1944, FDR specifically insisted on access to British owned oil fields in Iran

OBSTACLES

Germany1. In the 1930’s attempted to build an Aski­Mark2. FDR tried repeatedly to convince Hitler that the two countries could be allies and the US would loan Germany $$$ if Hitler would open his markets. Hitler refused.

Great Britain1. Ottawa Conference (1933): Britain established a “Sterling  bloc.”2. Great Britain must agree to free­trade.3. Interested in oil in Mideast (S. Arabia and Kuwait).

Japan1. Japan created the East­Axis Co­Prosperity Sphere to seal off China, Vietnam, Korea and  some Pacific Islands2. FDR tried to persuade Japan to open markets

• Soviet Union:  FDR hoped to open markets sealed off by the Soviet government
