It will be necessary at planning application stage to demonstrate that there will beno adverse impacts to this designated site, for example, through changes to hydrologicalregime or water quality or impacts via airborne pollutants, particulates or litterOther ecological and other environmental impacts to local nature conservation interestswill also need to be assessed at application stage and suitable mitigation provided ifnecessaryA Transport Assessment will be required. This should include consideration of developmentgenerated trips. These should be kept to a minimum on the A14, with trips preferablymade outside of peak periodsImpact of proposals upon the existing communities within Cambridge and the villages ofFen Ditton and Teversham should be minimised

This will entail waste operations being enclosed within a building withappropriate mitigation measures including dust / odour suppressionConsideration will need to be given to the best location for the Household Recycling Centrewithin the area of search, having regard to the need to be accessible by new and existingcommunities, and compatibility with adjoining uses. This will be determined through themaster planning of this area. Consideration should also be given to the potential forco-location with other allocated waste management uses e.g. for a Materials RecoveryFacility. This may reduce the land take required and enable synergies in wastemanagement practises to be exploitedSome landscaping / mitigation works may also be required. The extent of these will bedependant on the final location of the Household Recycling CentreCar and lorry movements should be segregated which is a matter for detailed designRights of Way matters including potential diversion compensation for existing Rights ofWay which may be adversely affected
Materials Recovery Facility
The new materials recovery facility will be required to be of a high standard in its designand operation in order to minimise any adverse effects on the environment or localcommunity. This will entail waste operations being enclosed within a building withappropriate mitigation measures including pollution control / dust / odour suppressionConsideration will need to be given to the best location for the facility within the area ofsearch, having regard to adjoining uses. This will be determined through the masterplanning of this area. Consideration should also be given to the potential for co-locationwith other allocated waste management uses e.g. Household Recycling Centre. This mayreduce the land take required, and enable synergies in waste management practices tobe exploitedSome landscaping / mitigation works may also be required. The extent of these will bedependant on the final location of the recycling and recovery facilityThe facility should be located in a position which will facilitate vehicular access, and avoidlorry movements through existing and planned residential areasThe facility location should not adversely affect the setting of the Grade II Listed Building
Temporary Construction Waste Recycling and Recovery Facility
A waste management audit and strategy must be included in the planning application anddemonstrate that proposals have been incorporated to drive waste management up thewaste hierarchyA temporary waste management facility must be in place throughout the constructionphases of Cambridge East to maximise the re-use, recovery and recycling of inert andsustainable construction waste stream
