1. – ORGANISATION

1.1. Definition

The Organizer of the 8th Rally Poland Historic which takes place between 5.09.2019 and 8.09.2019, is Automobilklub Krakowski (Automobile Club of Krakow).

1.4. Supplements to the Regulations

The provisions of the present Regulations may be amended if necessary.

Any amendment or any additional provision is announced by dated and numbered bulletins, which form an integral part of the present Regulations.

Any bulletin issued after the beginning of Administrative Checks must be signed by the stewards.

These bulletins are posted in the Rally Secretariat and on the official notice boards and are also directly communicated to the participants, who must acknowledge receipt by signature unless this is materially impossible during the running of the Competition.

1.5. Application and Interpretation of the Regulations

The clerk of the course is charged with the application of the present Regulations and their provisions during the running of the Competition. Any case not foreseen in the present Regulations is judged by the stewards.

2. – DESCRIPTION

The length of the 8th Rally Poland Historic is 955,5 km in total with 29 regularity test sections covering a distance of 571,07 km. The Competition is divided into 3 legs and 8 sections.

The breakdown of the route as well as its time controls, passage controls, neutralization periods etc. are described in the Road Book, which gives the crews all information required to complete the route correctly (tulip diagrams, maps, etc.).

3. – ELIGIBLE VEHICLES

3.1. Eligible vehicles

3.1.1. A Driver wishing to enter a vehicle to the Competition must ensure that at the date of Scrutineering and for the duration of the Competition his vehicle is road-legal for Poland.

The Organizer may refuse a car not complying with the period specifications, «spirit» and aspect.

3.1.2. Cars competing in 8th Polish Rally Historic are divided into following period groups and classes:

Groups

I - Cars built to 31.12.1961 (period B, C, D, E,)

II - Cars built between 01.01.1962 – 31.12.1971 (period F, G1, G2)

III - Cars built between 01.01.1972 – 31.12.1981 (period H1, H2, I)

IV - Cars built between 01.01.1982 – 31.12.1990 (period J1, J2)

Each group will be divided into Classes (by engine displacement)

Class 1 – below 1300 cc

Class 2 – between 1301 and 2000 cc

Class 3 – above 2000 cc

3.1.3 In case of cars equipped with rotary engine (of the type covered by the NSU Wankel patents), the displacement will be multiplied by 1.4.

Factor for cars with:

- turbo- or supercharged petrol engine – 1,7;

- turbo-or supercharged diesel engine – 1,5.

In case of cars with rotary engines equipped with turbocharging or supercharging, the nominal engine displacement shall be multiplied by 2.5.

Car will be classified in the class corresponding to the displacement value thus obtained.

3.1.4 Group or Class is recognized when there are at least 4 cars is such Group or Class.

In case of fewer cars in Class 1 and 2, the cars shall be classified in a respectively higher Class.

In case of fewer cars in Class 3, cars shall be classified in their respective Group only.

In case of fewer cars in a Group, cars shall be classified in their respective Class in a younger Group.

3.1.5 Is forbidden to use lighting (extra headlights) incompatible with the period. Exhaust volume level may not exceed Polish Highway Code (Ustawa Prawo o Ruchu Drogowym) limits.

3.1.6. Cars must be equipped with GPS power installation compliant with Attachment 2. Organizer will provide vehicle with installation after additional payment (see: art. 6.5.3)

3.1.7. In case of competitor’s withdrawal during the rally, GPS device has to be given back to the Organizer at the closest passage control point or at rally base.

3.1.8. 8 RPH holds a Youngtimer Group for vehicles manufactured between 31.12.1990 and 31.12. 1994. This Group has no subclasses and is not listed in general classification of the rally.

3.2. Measurement devices:

3.2.1. The Organizer permits the use of:

Additional mechanic or electronic trip meters with any number of counters/displays;

Any number of chronometers/stopwatches, either mechanic or electronic;

Speed tables, either electronic or paper;

Any types of speed sensors, in any number.

3.3. An FIA Historic Technical Passport («HTP»), a FIVA Identity Card («FIVA IC») or a KZTSH Identity Card issued by an ASN, must be submitted no later than at Scrutineering (see also Article 10.1)

3.4. The Organizer may issue a one-time permit to participate in the Rally upon payment of a fee mentioned in article 6.5.2.

4. – ELIGIBLE CREWS, ENTRY FORMS, TEAM ENTRIES

4.1. Crews

4.1.1. A crew comprises of driver and co-driver. The driver must hold a valid driving license allowing for driving a vehicle on Polish public roads.

4.1.2. During the entire Rally only the driver indicated in entry form is entitled to drive the car.

4.1.3. Driver has to:

either hold an R-HREG license or any other kind of Driver’s Sporting License valid for the current year,

or obtain a "Regularity Rally Driving Permit" from the organizer. These "Regularity Rally Driving Permits" are issued during the Administrative Checks of the Competition, upon payment specified in Article 6.5.1.

4.2. Entry Forms

4.2.1. Anybody wishing to take part in the 8th Rally Poland Historic must deliver a properly filled in entry form to the Rally Secretariat.

The entry form is available at the official Rally website www.rallypolandhistoric.eu / www.rajdpolskihistoryczny.pl

When submitting an entry form, it is required to attach and send copies of the following documents:

Historic Technical Pass (HTP) or

FIVA Identity Card (FIVA IC) or

KSTSH Identity Card issued by ASN

Valid (for the current year) R-HREG license or any other valid motorsport license

Valid vehicle registration document;

Valid car insurance (at least civil liability insurance);

Color photograph of the car;

Proof of entry fee payment;

Cars without: HTP or FIVA IC or KZTSH may obtain from the Organizer a one-time permit allowing the car to start in the rally, upon payment of a fee as specified in Article 5.6.2.

Drivers not holding a valid R-HREG license (or any other valid motorsport license) may be given a one-time permit after payment compliant with Article 5.6.1.

Original entry form, signed by crew members, must be submitted during the Administrative Checks.

4.2.2. The Organizer must receive the entry form with all the attachments by 14.08.2019

4.2.3. The replacement of driver, co-driver or of the car may only be made before the beginning of the Administrative Checks and must be approved by the Clerk of the Course. Replacement reported after Administrative Checks may be accepted before Starting List publication, after Stewards of the Meeting decision to do so.

4.3. Team Entries

A Team consists of at least three Crews entering the Rally.

Teams are awarded points for their Crew’s positions in the General Classification – 1st place = 1 point, 2nd place = 2 points, etc. The winning Team is the one accumulating the least amount of points. In case of a draw – the rule for deciding between the teams is a Crew at a higher place in the General Classification. For any Team member that does not finish the Rally, the Team is awarded an amount of points equal to the number of members participating in the Rally + 5 points.

The organizer reserves the right not to accept the entry without giving reasons.

4.4. On submitting the entry form, all drivers and co-drivers agree to abide by the present Regulations.

5. – ENTRY FEES, INSURANCE

5.1. ENTRY fees

5.1.1. The competition entry fee for each car with two person crew is as follows:

For Crews accepting the Organizer’s optional advertising –1600 PLN = 400 €

For Crews non accepting the Organizer’s optional advertising – 3200 PLN = 800 €

This entry fee includes:

Full documentation of the Rally, including competition numbers and two rally plates (one of which is a souvenir);

On-route meals predicted by the Organizer

Participation in award ceremony on 7.09.2019.

5.1.2. The all-inclusive competition entry fee for each car with two-person crew is as follows:

For Crews accepting the Organizer’s optional advertising – 2700 PLN = 675 €

For Crews not accepting the Organizer’s optional advertising – 5400 PLN = 1350 €

This entry fee includes:

Full documentation of the Rally, including competition numbers and two rally plates (one of which is a souvenir);

Guarded parking place for the car participating in the Rally + one service car + one trailer;

3-night stay in a 2-person hotel room, breakfast included, between 5.09.2019 and 8.09.2019;

On-route meals between: 5.09.2019 and 7.09.2019

Participation in banquet and award ceremony on 7.09.2019.

5.2. Payment

The participant must bear the cost of bank transfers.

5.3. Refund

Entry fees are refunded in full:

to candidates whose entry has not been accepted,

in case of the Rally being cancelled.

The organizer can return up to 50% of the entry fee to those participants who submit a written withdrawal until 14.08.2019.

5.4. Discount

Payment before 15.07.2019 entitles to 10% discount in entry fee.

5.5. Insurance

5.5.1. Of the Organizer: Civil liability insurance amounting to PLN 50000, extended by clause No.16 (The insurance policy will be presented at the Official Notice Board) – Extension of insurance scope to claims referring to damages having occurred during the time of insurance to participants of a non-mass event subjected to mandatory civil liability insurance.

5.5.2. Of the Crew: each Crew must be in possession of a valid (throughout the whole duration of the rally) civil liability insurance for owner of a car. Insurance must be compliant with Polish legal regulations. The Organizer is not liable for any harm and loss occurring during the Rally.

5.5.3. The organizer is not responsible for any damages and/or losses and/or harms of drivers and/or crew members and/or members of participants’ service personnel, having occurred during the Rally. Each participant takes part in the Rally at their own risk. By signing of the Entry Form the driver and all crew members of the entered crew, renounces all rights to enforce any compensation for any damages and/or losses and/or harms, which might be result of accidents occurred during the Rally. This renouncement refers to FIA, PZM, the Organizer, the rally officials and other drivers and crew members. The participant is solely responsible for his personnel. The competitor is fully responsible for his/her crew members.

5.6. Additional fees

5.6.1. The cost for a one-time, Regularity Rally Driving Permit allowing to participate in the 8th Rally Poland Historic is 200 PLN = 50 €

5.6.2. The cost for a one-time permit allowing the car to participate in the 8th Rally Poland Historic is 200 PLN = 50 €

5.6.3 The cost of making the GPS power wiring installation by the Organizer of 8th Polish Rally Historic is 100 PLN = 25 €

6. – ADVERTISING

6.1. The advertising stickers provisions specified in the FIA Code must be respected. A copy of these provisions is available from the Organizer, if required.

Advertising stickers provided by the Organizer are mandatory and must be placed at parts of the vehicle indicated by the Organizer.

Improper or incomplete display of advertisements on the car shall be treated as

participation without advertisements of the Organizer.

6.2. The Organizer reserves rights to be the only displayer of advertisements at the Start and Finish of the Rally, in the Secretariat of the Rally, in the Rally Base and the entire track of the Rally. Any advertisement activities of Participants must first be agreed with the Organizer.

6.3. Use of any promotional materials, including flags, banners, umbrellas, as well as distribution of leaflets or other advertising forms by Participants is strictly prohibited.

6.4. During the Honorary Start and Finish ceremonies, Crews must not be accompanied by anyone, including Team members.

6.5. Crews are allowed to place advertisement in the boundaries of their parking spot at the Base of the Rally.

7. – GENERAL OBLIGATIONS

7.1. Crews

Only Crews specified in the entry form are allowed to start.

If one member of a Crew withdraws or if an additional person is admitted on board, the car may be excluded from the Competition.

7.2. Starting Order – Plates – Numbers

7.2.1. The start for each leg is according to the Starting List with the separation of 1 minute.

Any Crew arriving late at the start of the Competition or of a leg or of a section (restart after a regrouping) will receive a penalty of 10 points per each minute or fraction of minute of delay.

7.2.2. The Organizer shall supply each Crew with two rally plates (one as a souvenir) and two competition numbers.

7.2.3. The rally plate, which also carries the competition number, must be fixed to the front of the car (hood) in a visible position for the whole duration of the Rally. It must under no circumstances cover the car’s license plates, even partially.

Competition numbers provided by the organizer must be fixed to both sides of the car (doors) throughout the whole duration of the Rally.

7.3. Time Card

7.3.1. Each crew is given a time card showing the times assigned to cover the distance between two time control points.

Time Cards for the whole rally are provided at the Administrative Check.

Crews are allowed to fill in only the grey fields in their Time Cards.

Any arbitrary changes or losing the Time Card may be penalized with up to exclusion from the Rally.

7.3.2. The regularity test sheets are an integral part of the Time Card.

7.4. Traffic code – Repairs

7.4.1. Throughout the entire Competition, Crews must strictly obey Highway Code laws of Poland.

Any crew violating the Highway Code is to be penalized.

Violation of the Highway Code, therein exceeding the speed limit by over 10km/h

✓ First infringement – 600 penalty points;

✓ Second infringement – 1200 penalty points;

✓ Third infringement – exclusion from the Rally;

These rules apply to Regularity Test Sections also, in particular on the sections

with a change to a lower average speed.

7.4.2. Service cars or assistance cars must not enter zones of Regularity Test Sections at any time of the Rally.

Towing is strictly prohibited at all times of the Rally.

Repairs and refueling are permitted during the Rally only in places not causing traffic disruption.

7.4.3. Crews are forbidden to do the following (and may be excluded from the rally as a penalty):

Preventing other competing cars from overtaking,

Blocking the road making it unpassable

Behaving in an unsportsmanlike manner.

8. – RUNNING OF THE COMPETITION

8.1 Route reconnaissance

The Organizer allows for route reconnaisance .

Organizer set up a trip meter calibration stage. It is forbidden to drive through a calibration stage at night (between 22:00 and 6:00)

Roadbooks will be handed out in Hotel Soray Reception desk since 12:00 on 30.08.2019.

8.2. Start

8.2.1. The starting interval between the cars is 1 minute. The start is in accordance with the Starting List.

8.2.2. Crews must have their passage checked at all points mentioned on their time card in the correct order.

Lack of passage checkmark is considered a failure to drive through the point and is subjected to penalty.

8.3. Controls – General Provisions

8.3.1. All controls, i.e. passage and time controls, start and the end of regularity tests («RT») are indicated by means of FIA approved standardized signs (see also Appendix 1). Intermediate time checks on the regularity test sections are not indicated.

8.3.2. The arrival at a time or passage control from any direction other than that of the Rally or non-reporting at a time or a passage control entails a penalty:

- TC – 1800 penalty points;

- PC – 1800 penalty points.

8.3.3. Control posts are ready to function at least 15 minutes before the target time for

the passage of the first crew. They cease to operate 30 minutes after the final competitor’s passage or upon instruction of the Clerk of the Course.

8.3.4. Crews are obliged to follow the instructions of the marshals in charge of any control post.

8.3.5. All marshals at the posts wear high visibility vests.

8.3.6. If the route of the rally at some point proves to be unpassable, event participants are required to make a detour and return to the rally route by the shortest way.

8.4. Passage and Time Controls (PC, TC)

8.4.1. Passage Controls – PC

At these controls, the post marshals stamps and/or signs the time card as soon as this is handed in by the crew, without mentioning the time of passage.

The lack of such a stamp and/or signature at a passage control entails a penalty – 1800 points.

8.4.2. Time Controls – TC

At these controls, the post marshal enters the time at which one of the crew members hands the time card to the post marshal. The check-in time is the time obtained by adding the time allowed to complete the road section to the time of leaving the time control of the previous section.

Any difference between the actual check-in time and the target check-in time is penalized as follows :

• For late arrival – 1 min = 10 points.

• For early arrival – 1 min = 60 points.

No entry made at a time control, or reporting outside the maximum permitted delay – 1800 points.

Maximum permitted delay with regard to target time between two time controls is 30 minutes.

8.4.3. Organizer allows for early arrival at TC: 2, 4, 6, 8, 10, 13, 15, 16

8.4.4. Failure to complete the stage, leg or rally:

A crew who, for technical (or other) reasons, has missed during a leg a time control or a passage control may be re-admitted to the rally by submitting a written request to the Clerk of the Course.

Such a crew is given a point penalty according the Regulations for every missed RT and lack of stamps/signatures for PC and TC posts.

In order to be classified, the Crew must report to the final Time Control post.

8.5. Regrouping Controls

Regrouping Controls will be set after each leg. On their arrival at these regrouping TC, the crews hand the post marshal their time card. They receive instructions as to their restart time.

8.6. Regularity Test Sections (RT)

8.6.1. Regularity Tests Sections are organized on public roads open for public traffic.

8.6.2. Regularity Test Sections are marked according to FIA regulations.

8.6.3. The competitor starts independently from the start line (white line on the road) at the exactly one minute according to the official rally time (GPS time). The starting line is additionally marked with a red board (attachment 1), GPS location and a photo in the roadbook. A competitor may stay in the starting zone for less than 1 minute. The start zone is the zone between the white and yellow line marked with a red and yellow board. The organizer reserves the right no to have any boards.

8.6.4. Regularity Test Sections need to be passed through at an average speed set by the Organizer, different for each Test, however never exceeding average of 50 km/h.

8.6.5. The Organizer may introduce several average speeds for a single Regularity Test stage. Points of speed change and the current average speed will be marked in the roadbook.

8.6.6. For every RT, the Organizer accepts two kinds of average speed levels: regular and low.

8.6.7. The right to choose the low average speed level is available only to cars from Group I and cars from Class 1, belonging to Group II and III.

8.6.8. A Crew allowed to choose the speed has to indicate the chosen speed on the entry form. Once chosen speed level applies to the entire Rally and cannot be altered.

8.6.9. On track of every RT, the Organizer is allowed to place undisclosed number of checkpoints where Crews’ performance is measured with the use of GPS. Accuracy of such reads is 0,1 second.

8.6.10. RT penalties::

Time below or above the target time: 0.1 second = 1 point for each checkpoint;

Failing to complete an RT – 3600 points;

Missing an RT checkpoint – 500 points;

Maximum amount of points available per RT – 3600 points.

8.6.11. Organizer will use Jokers throughout the rally.

For 1st Leg – 1 Joker,

For 2nd Leg

for RT8-RT15 – one Joker,

for RT16-RT23 – one Joker,

for 3rd Leg – one Joker.

This makes a total of 4 (four) Jokers for the Rally.

Joker cancels one single worst result on checkpoint within the abovementioned stage limits.

Joker does not cancel penalties for missing a checkpoint.

8.7. Parc Ferme

Organizers applies Parc Ferme rules during the Regrouping breaks and after the rally finish:

9. – ADMINISTRATIVE CHECKS AND SCRUTINEERING, PENALTIES

9.1. Administrative Checks and Scrutineering

9.1.1. Each Crew participating in the Rally has to undergo Administrative Checks and Scrutineering according to a detailed schedule announced and sent to participants until 29.08.2019.

During Administrative Checks and Scrutineering every Crew has to present valid originals of the following documents:

Original entry form, signed by driver and crew members;

• Driving license;

• Valid R-HREG License or other motorsport license;

• Historic Technical Passport (HTP) or FIVA Identity Card (FIVA IC) or KZTSH Identity Card issued by an ASN.

9.1.2. The main aim of Scrutineering is to confirm car make and model, year of production as well as car’s compliance with the Highway Code of Poland.

Required documents:

Valid car registration document;

Car insurance (OC – civil liability);

Mandatory equipment: 1kg fire extinguisher (with valid technical check), a car warning triangle, a first aid kit and at least 2 reflective high visibility vests.

Scrutineering shall also confirm proper installation of advertising stickers, competition numbers and rally plate.

9.1.3. Organizer's GPS devices (GPS logger) will be installed during Scrutineering with the use of power wiring prepared by participants and compliant with Appendix 2.

9.1.4. Each crew that reports to the Scrutineering with a delay exceeding 5 minutes in relation to scheduled time will be penalized with a fine of 200 PLN = 50 €

9.2. Final Checks

At the finish of the Rally, all Crews must make their cars available for the scrutineers to uninstall GPS loggers.

9.3. Summary of Penalties

Exclusion:

Art. 7.4.1. 3rd infringement of Highway Code regulations;

Possible exclusion: at the discretion of the stewards:

Art.7.1. Withdrawal of a crew member or taking additional person on board, except for «force majeure» situation;

Art.7.3.1. Correction or amendment on the time card without approval from a marshal or losing time card;

Art. 8.4.2. Early arrival at a time control (TC): 1 min = 60 points;

Art. 8.4.2. No entry at a time control (TC) or arrival exceeding the maximum permitted delay – 18000 points;

Art.8.6.10. For each 0,1 second below or above the target time at any time checkpoint on RT: 1 point;

Art.8.6.10. Missing an RT – 3600 points;

Art.8.6.10. Missing an RT checkpoint – 500 points;

Art.8.6.10. Maximum possible amount of points per RT – 3600 points.

Financial Penalties:

Art.9.1.4. Arriving more than 5 minutes late for Scrutineering – 200 PLN = 50 €

10. – CLASSIFICATION, PRIZES, PROTESTS

10.1. Classification

The winning Crew is the one given the least number of points.

In case of equal amounts of points, final classification shall be determined by:

• Least amount of points for violating Highway Code regulations,

• Smaller delays at TCs,

Competing in an older car,

respectively.

10.2. Prizes – Cups

General Classification – 1st,2nd and 3rd place – 2 cups each

Group Classification:

10.4. Protests

10.4.1 All protests must be conducted in accordance with International Sporting Code regulations.

Each protest has to be reported in writing, by a single crew and may be against a single crew or against the Organizer.

Protests and explanations regarding misconduct of other Rally participants are accepted in the Rally Secretariat until 30 minutes after the finish line had been crossed by the final crew.

Protests and explanations regarding results are accepted up to 30 minutes after presentation of provisional results.

Protests regarding inscriptions in the Time Card or time measures shall not be accepted. Explanations regarding such matters are not treated as a protest.

Participants of the Rally have the right to lodge a protest only after payment of a 1500 PLN = 375 € deposit. The deposit will be returned if the protest is proven right.

10.4.2. The decisions by the stewards are considered conclusive.

ATTACHMENT 2 – GPS DEVICE WIRING SYSTEM 12V electrical wiring connected directly to the battery.

System requires two wires of 0,75 mm2 diameter.

Positive (+) wire must be red and have a 1 Amper fuse.

Wires have to end with female insulated connectors (as depicted below).

Wires must end at the place close to GPS device mounting spot. Wiring allows for powering

the GPS device provided by the Organizers.

Power has to be supplied CONSTANTLY, 24h a day, throughout the competition, with the exclusion of park after the finished rally leg.
