Melby, AIA, NCARB Ordiz-Melby Architects, Inc. was established is 1993 and incorporated in 1994 as a full-service architectural design and planning firm located in Bakersfield, California. The firm specializes in programming, planning, and designing facilities for institutional clients such as school districts, governmental agencies, and corporations. The firm’s founders, with whom ownership still resides today, have established reputations within Kern County for providing quality architectural services. Mr. Ordiz, Mr. Melby, and their team have been responsible for the design

and documentation of over 1,100 diverse architectural projects, including five comprehensive high schools, half a dozen junior high schools, dozens of elementary schools, and numerous other commercial, medical, religious, and institutional projects. Their desire to provide quality service as well as quality-built projects is the basis of the firm's organization. Ordiz-Melby Architects, Inc. was founded in 1993 by Danny E. Ordiz and William J. Melby. The firm grew steadily and in 1994 was incorporated as Ordiz-Melby Architects, Inc. Ownership of the corporation still remains with the two original partners; Mr. Ordiz owns a majority of the company’s stock. The firm is certified as a minority owned business enterprise (MBE) by Kern County Community Development Department. The firm conducts business from an office in Bakersfield, California. PROJECT PROFILE William B. Bimat Elementary School

William B. Bimat Elementary School serves Kindergarten through 5th grade. The campus consists of 16 self-contained classrooms, 2 Kindergartens, a Library, a Multi-Purpose Buildings, and an Administration Building. Building arrangement is secure and efficient, forming a gathering area at the heart of the school. The campus addresses the needs of existing and future technology through the use of accessible attic and spare conduit to predetermined access points. Aesthetically, a “river” metaphor was used in the school’s design as the school is in the center of the “Riverlakes Development.”

PROJECT PROFILE Frontier High School

Kern High School District with Renfro & Cuningham, Inc.

Ordiz-Melby Architects, Inc. in association with Renfro & Cuningham, Inc. collaborated together for this new comprehensive high school for Kern High School District. This design evolved from existing plans of Tehachapi High and Ridgeview High, purposefully utilizing all preceding successful considerations. The floor area is just around 200,000 square feet and rests on a 62-acre parcel just off Allen Road here in Bakersfield. Operational capacity is always paramount in design considerations so Frontier was constructed to accommodate over 2,000 students. The construction cost for this project came in at $64.5 million and had a construction period from January 2005 to August 2006.

PROJECT PROFILE Independence High School

This new comprehensive high school lies on approximately 60 acres and encompasses over 200,000 square feet. The design incorporated two raised platforms in the quad area that help facilitate student presentations, live music, rallies, and other spontaneous gatherings. In addition, computer labs are in each of the seven classroom buildings for added logistical convenience, and ceiling-mounted instructional presentation projectors are also installed. The overall site design includes 78 classrooms; an administration building, a library, multi-purpose space, gym, cafeteria, mechanical building, and field house. Another feature of this design is the vast performing arts theatre that can seat ap-proximately 720 students. This project has a budget of approximately $81 million and was completed in August, 2008.

McMurtrey Aquatic & Ice Sports Complex City of Bakersfield with Rossetti & Associates

The McMurtrey Aquatic and Ice Sports Complex was the 2006 recipient of an American Institute of Architects Golden Empire Chapter (AIAGE) Merit Award for Design Excellence. Rossetti Associates and Ordiz-Melby Architects, Inc. combined an enclosed ice skating rink with open-air competition and recreational pools to create this award-winning sports recreational facility. This new multiuse facility features an 8,551-square-foot recreation pool, an Olympic-sized 50-meter competition swimming pool, NHL ice sheet, spectator seating, and pro shop. Other amenities include a double water slide, water volleyball area, and specially designed interactive wet play equipment. The three-building design creates a visual connection between water in its solid (ice) and fluid (pool) forms, creates shaded courtyards of intimate and public character, and defines an irregularly shaped site in a way that will purposely accommodate an adjacent planned future development to the south. PROJECT PROFILE Valley Waste Disposal Company

New Office Building Set in the expanding northwest of the City of Bakersfield, the 3,620-square-foot Valley Waste Disposal Company office building is a culmination of metal building construction and geometric shapes. The actual structure itself lies on a 1/2-acre lot and consists of an inviting lobby area, executive board room, security vault, four offices, clerical center, contemporary lounge, and a vast storage room. To proactively accommodate the potential for future growth, the storage area was also designed to be converted and used as additional office space. The south and east elevations are expressed with curvilinear shapes and “wings” of corrugated metal siding and vertical slabs of EFIS. The remaining two elevations are expressed with typical metal building materials. The metal-type building was selected based on the extreme versatility, superior durability, and attractive cost savings they hold over traditional construction. The client’s desire was to use the economy of metal building construction but articulate the exterior in a unique manner while being true to its character.

Mr. Ordiz has spent close to thirty years working to solve the problems of institutional clients throughout Central California. He has actively participated in the design of many of the educational projects built in Kern County within the last decade. Recently, sustainability considerations have become an important issue in the design of schools. Day lighting, energy efficient systems, and proper site planning are some of the recent concepts used in today's school designs. Through his experience, Mr. Ordiz has learned that communication between clients, building users, and architect is a critical factor in any successful project. He believes that a firm's principal should have hands-on involvement in all phases of an architectural project. In 1994, Maloney formed JMPE, his own electrical engineering and lighting design business headquartered in Santa Barbara, California. Maloney's areas of expertise include electrical design of power, lighting, and signal systems; distribution system design, short circuit analysis, coordination studies, and Title 24 lighting calculations, as well as interior and exterior lighting design for retail stores, offices, and residences. A native of Connecticut, Maloney graduated with a Bachelor of Science in Electrical Engineering (BSEE) from Lehigh University in Bethlehem, Pennsylvania in 1982. PROJECT APPROACH Ordiz-Melby Architects’ approach to design makes our team distinctly qualified for North of the River, Riverlakes Community Center. Our experience includes gymnasium, recreational, and institutional facilities for governmental and educational clients. We have also had the unique opportunity to collaborate with other design firms for these particular building types. Our collaboration experience on important civic facilities is unmatched in this area. For the City of Bakersfield, we have partnered on Amtrak Train Depot, McMurtrey Aquatic and Ice Arena, and most currently the Bakersfield Sports Village. We have learned that good ideas evolve from many sources and the diverse project experiences we have encountered have broadened our design philosophy. Therefore, we look forward to working with the Riverlakes Development Group to support their project while enhancing the North of River’s recreational services. In addition to our collaborative experience, we have a great knowledge of athletic facilities, in particular, comprehensive gymnasium facilities. THE DESIGN PROCESS An outline of our basic design services offered is presented below. Each project may or may not require the following services but will be evaluated with staff to determine the scope of each project. Due to the varying nature of the projects proposed by the Client, a design and review schedule will be determined on a project-by-project basis by Ordiz-Melby Architects, Inc. and the Client. PRE-DESIGN Goal: To establish basic requirements of the project. I. Our Programming/Design Team will assist your staff or committee to define the needs of your

project. We will help you establish basic sizes, elements, and relationships of your facility. SCHEMATIC DESIGN Goal: To determine general building plan layout and graphically represent major physical relationships. I. Continue to meet with your staff to further define your specific needs and fit them into an

architectural program. II. Develop a series of rough sketches or design concepts for discussion. This process will aid the

design team in developing and refining ideas both in the architectural program and educational program.

III. Evaluate circulation, adjacencies, and functional relationships of the various design concepts. IV. Establish sustainability issues. V. A final design concept will be evaluated by the Design Team and presented to the committee or board for approval. VI. Prepare a probable cost of construction. DESIGN DEVELOPMENT Goal: To further refine the design of the facility. I. Make adjustments to the schematic design plans to define floor plans, exterior elevations, and

site plans. At this time all the major consultants i.e. structural, mechanical, electrical, civil, and landscape) will become involved. Sustainability issues will be discussed and coordinated with consultants. A final presentation shall be made to the committee or board, and approved plans will be forwarded to regulatory agencies for their preliminary approval.

II. Update the probable cost of construction. CONTRACT DOCUMENTS Goal: To prepare construction documents. I. Upon approval of the design development plans, we will prepare plans to direct the

construction of the facility. We will continue to meet with your staff about specific information (i.e., keying, equipment preferences, standardized items, and needed amenities).

BIDDING AND NEGOTIATIONS Goal: To select a contractor through the competitive bidding process. I. We will assist your staff and Construction Manager in bidding and the negotiations in the

selection of the prime contractor. CONSTRUCTION Goal: To facilitate construction of the facility and coordinate required documentation. I. We will observe construction and keep your staff informed about the progress of the

construction. We will review all submittals and payment requests. Near the completion of construction, we will prepare a list of items that need to be completed and coordinate the final close-out documentation.

DESIGN GOALS

The Design Goals will be addressed by the entire project team. Early involvement by all parties ensures design challenges will be discovered in advance and addressed. Ordiz-Melby Architects also uses the latest design tools. One of those important tools is ArchiCAD, a building information modeling (BIM) computer program. ArchiCAD is a 3-D modeling program that has the ability to document all systems (architectural, structural, mechanical, and electrical) into a 3-D model. This system can identify conflicts early and reduce costly change orders. The model also illustrates a very clear vision of the new facility in an easily read 3-D visual representation. We have found that this format reduces misinterpretation that can often happen in a 2-D format.

Ordiz-Melby Architects, Inc. has an enviable reputation for reliable cost estimating. The team understands that budget drives the project, and the Client must be able to make financial plans based on accurate cost estimates. To this end, our approach to estimating draws from many areas of information. Due to recent, drastic increases in construction costs, we reuse already existing plans whenever possible to make estimating more accurate. Along with the reuse of plans, we also carefully evaluate bid packages and consult with prime contractors to help fine-tune costs. All of these preliminary efforts help reduce the number of change orders and keep schedules on track. Our approach to accurate cost estimates and realistic preliminary budgets encompasses many resources. We reference current estimating manuals, including Saylor’s (used by California state agencies), as well as current price indexes, project cost histories, and data from recent bids for comparison and updating. Ongoing communication with construction professionals also provides us with a “real world” perspective. We then factor all of this information together with the current bidding climate to develop cost estimates. Our company’s in-depth experience in cost estimating, coupled with an abundance of information at hand, allows us to prepare estimates in-house. These estimates then allow us to evaluate and refine the project to remain within budget. Experience has taught us that the key to minimizing change orders is good communication. In a process that involves thousands of decisions, hundreds of documents, and often millions of dollars, clear communication regarding each party's needs and expectations is essential. All parties must understand and cooperate with each other in order for a project to progress smoothly. Because owner-initiated change order items are the most common form of change order, Ordiz-Melby Architects believes it is worthwhile to invest more time in the programming and schematic design stages of project planning to minimize changes later on in the project when they become more costly. We have used various techniques, such as design charrettes and questionnaires, to help facilitate the collection and communication of project needs. It is almost impossible to minimize the disruption caused by change order demands when one or more of the parties refuses to cooperate with the others. Your architect may be able to minimize the dollar value of change orders in these cases, but he or she cannot reduce the tensions, paperwork, and frustration associated with uncooperative behavior. To avoid this kind of situation, Ordiz-Melby Architects tries to keep both the contractor and the owner informed regarding the other party's needs. We have found that when the parties understand each other and understand that completing the project on time and under budget is in everyone's best interest, projects tend to progress more smoothly.

INSURANCE REQUIREMENTS

The insurance requirements as indicated are as follows: I. $1 million per occurrence for Workers’ Compensation

II. $1 million per occurrence for Comprehensive General Liability

and $2 million Aggregate

III. $1 million per occurrence for Automobile Liability

IV. $1 million per occurrence for Errors and Omissions
