WIHEREAS by Section 42 of `'The Land Act, 1.898,''it is made lawful for the Governor to direct that anyReserve shall vest in and be held by any Municipality,Road Board, or other person or persons to be namedin the order, in trust for any of the purposes set forthin Section 39 of the said Act, or for the like or otherpublic purposes to he specified in such order: Andwhereas it is deemed expedient that Reserve 1.7231should vet in and be held by the Hon. the Minister forWaterSupply, Sewerage, and Drainage in trust forthe purpose of Water: Your, therefore, His Excel-lency the Governor, by and with the advice and consentof the Executive Council, doth hereby direct that thebefore-mentioned Reserve shall vest in and be held bythe IIon. the Minister for Water Supply, Sewerage, andDrainage, in trust for the purpose aforesaid; subject,nevertheless, to the powers reserved to him by Section41 of the said Act.

P.W.W.S. 884/19.WHEREAS by `The Water Boards Act, 1904," theGovernor is empowered by Order in Council to consti-tute the District of a Local Authority or the Districtsof two or more Local Authorities, or any part or partsof such a District or Districts, a Water Area under suchname as may be directed: And whereas under the pro-visions of the said Act the Governor is empowered byOrder in Council to constitute a Water Board to manageand control such area: Now, therefore, His Excellencythe Governor, by and with the advice of the ExecutiveCouncil, does hereby constitute an area having the boun-daries described in the Schedule hereunder a WaterArea for the purpose of the said Act, under the name ofthe Wyndham Water Area, and does hereby appoint theWyndham Road Board to he a Water Board, under thename of the Wyndham Water Board, for the adminis-tration of the Act within such area.

Boundaries of Water Area.The boundaries of the area to be as follows:—Start-

ing at a point at L.W.M. on the foreshore of CambridgeGulf, at Wyndham Town Jetty; thence generally Northby East along the foreshore for a distance of 16 chains75 links; thence due East for a distance of 16 chains;thence due South for a distance of 40 chains 75 links;thence due West for a distance of 29 chains 50 links;thence generally North by East along the foreshore fora distance of 27 chains 25 links to the starting point atWyndham Town .Jetty.

1.-1841/08.WHEREAS by Section 42 of "The Land Act, 1898,"it is made lawful for the Governor to direct that anyReserve shall vest in and be held by any Municipality,Road Board, or other person or persons to be named inthe order, in trust for any of the purposes set forthin Section 39 of the said Act, or for the like or otherpublic purposes to be specified in such order, and withpower of leasing for any term not exceeding twenty-oneYears from the (late of the lease: And whereas it isdeemed expedient that Reserve 5265 (Beverley) shouldvest in and be held by the Beverley Road Board, intrust for an Endowment: Now, therefore, His Excel-lency the Governor, by and with the advice and consentof the Executive Council, doth hereby direct that thebefore-mentioned Reserve shall vest in and be held bythe Beverley Road Board, in trust as aforesaid; withpower to the said Beverley Road Board to lease the wholeor any portion of the said Reserve for any term notexceeding ten years from the date of the lease.

The Order in Council appearing in the GovernmentGazette of the 27th November, 1908, vesting Reserve5265 in the Mayor and Councillors of the Municipalityof Beverley, is hereby cancelled.

IT is hereby notified, for general information, that illsExcellency the Governor in Executive Council has beenpleased to approve of the areas schoadled hereunderbeing made available for selection under "The LandAct, 1898," and its amendments, and The DischargedSoldiers 8ettlenient Act, 1918,'' by persons who havebeen on active service with His Majesty's Naval orMilitary Forces, and can produce a satisfactory (Iiicharge; or the dependants of those who have beenkilled or have died on active service. The selector of aIlomestead Farm from any location available underPart VIII. must take the balance thereof under Conditional Purchase.

Application may be made by relatives on behalf ofSoldiers at the front, subject to the condition 'that theapplicant must receive a Qualification Certificate frontthe Land Qualification Hoard within six months fromthe date of his discharge, otherwise the holding will hebe forfeited.

Applications must be lodged at the Local Land Officefor the District in which the land is situated, or at theITead Office, Perth.

The date fixed for areas being thrown open forselection does not imply that applications may not belodged before such date, and any applications so lodgedwill be treated as having been received on the appointe'lday.

Should any Iocation be not applied for on the fixed(late it will remain available for selection until it isapplied for or otherwise dealt with.

There shall be an interval of at least three daysbetween the closing of the date for applications and thedate on which the Board sits. PUBLIC NOTICE.

DEVELOPMENT OF MINING.

Advances on Alanile.

Department of Mines,1322/19. Perth, ISth July, 1919.

IT is hereby notified, for public information, that in orderto assist in the development of the Potash deposits of theState, the Government, until further notice, is prepared tosnake cash advances on alunito of suitable quality, on thefollowing terms and conditions, viz.

1. The alunito shall be the produce of mines in the Stateof Western Australia.

2. The alunite shall be delivered at such places and tosuch persons as the Minister from time to time shall appoint.

3. The weight of each parcel delivered shall be determinedby actual weighing or by measurement, as the person ap-pointed to receive it shall der r nine. He shall draw a fairsample for moisture determination, and another for analysisfor the extractable potash content, and shall send themto the person or persons appointed by the Minister to assaysame. All methods of weighing, measuring, sampling, andassay shall be in accordance with the instructions of theState Mining Engineer. The owner of the alunite, or hisrepresentative appointed in writing, may be present at theweighing and sampling, but shall not interfere with thework, or approach nearer than is allowed by the person incharge of the sampling. The weight and moisture deductionas determined at the time of receipt of the parcel shall befinal.

4. The sampler shall divide his final sample into threeapproximately equal portions, one of which he shall giveto the owner of the parcel, another which lie shall send tothe Analyst appointed by the Minister to assay such samples,and the third shall be sealed and preserved by him to besent to an umpire if necessary.

5. The Analyst shall determine the percentage of potashin each sample which can be extracted by calcining followedby leaching with hot water, and such extractable potashshall be deemed to he the whole of the potash in the samplefor the purpose of these conditions, notwithstanding thatcomplete analysis may show that a further portion of potashremains in the insoluble residue.

6. The owner of the parcel, within one week of the dateof sampling, may submit to the officer in charge an assay bya qualified analyst of the portion of the final sample takenby him for comparison with that made by the analyst forthe Government. The agreed percentage of potash shallbe calculated to the first place of decimals of a unit only.If the results do not differ by more than one-half per cent, ofpotash (K,0), the mean of both results shall be taken ascorrect ; but if the difference be greater than one-half percent. potash (K,O), the parties may agree to a mean result,or either may require an umpire assay. If an umpire assaybe required, the umpire sample shall then be sent to theGovernment Assayer in Perth as umpire, and the moanof his assay and the nearer to it of the two previous onesshall be doomed to be correct. The umpire's fee shall bepaid by the party whose result is furthest from that of theumpire. The Government Assayer shall be such officerof the Geological Survey of W.A. or of the CovernmentAnalyst's Department as shall be appointed from time totime by the Minister to carry out such duty.

If the owner of the parcel do not submit his assay withinone week, the assay by theAnalyst appointed by the Ministershall be accepted as final.

7. Cash advances will be made on agreement of assaysupon the estimated selling value of each parcel of the mineralaccording to its net dry weight and the quantity of extract-able potash contained therein, in the manner hereunderfollowing, via.:-

(a.) The estimated selling value of each unit (i.e., one percent.) of potash (K 50) shall be deemed, for thepurpose of the advances, to be fifteen shillings (I Ss.)unless and until, in the opinion of the Ministerfrom time to time, the selling price actually obtain-able for the potash shall require such estimatedvalue to be reduced or admit of it being increased,when he may alter it to such other amount as heshall think reasonable by giving notice as in Clause12 hereunder.

(b.) The advances will be reckoned on the total numberof units of extractable potash (K,,O) in each parcel,found by multiplying the agreed assay by the netdry weight, at the estimated selling price as fixedby the foregoing snbclause (a), less live shillings

per unit of potash, and also less a penalty of twopence (2d.) per unit for every one tenth of a unitby which the agreed assay falls below four per cent.(4%) extractable potash (K20).*

(c.) Before making the advances any expenses paid bythe Government for transport of the mineral fromthe mine to the place of reception may be deducted,and also such charges towards costs of receiving,sampling, and assaying the parcels as the Ministermay approve from time to time.

S. The Receiving Officer may require any parcel whichlie may consider to be of doubtful quality to be depositedseparately until it has been assayed, and should the assayshow that it is unsuitable to he accepted for any reason,the owner shall remove it at his own cost. (Owners aretherefore recommended to have their mineral assayed beforecarting from their mines, so as to be assured that it will notbe refused by the receiver.)

9. After being weighed, sampled, and assayed, parcelsof alunite will not be kept separate, but will be heaped to-gether and dealt with in larger combined parcels at theMinister's discretion. They shall be deemed to be theproperty of the Minister for all purposes of sale, treatment,or other method of realisation, and no person shall have anyclaim upon the Government on the ground that his mineralhas not been realised upon to the best advantage.

10. Any moneys resulting from disposal of the aluniteby the Minister will be subject to a first charge upon themof all his eependiture upon the same material, inclusive ofinterest at 01 per cent, per annum, or such other rate as maybe from time to time fixed by the Minister, on all moneyslaid out by him for advances, transport, treatment, and allother realisation charges. Any balance will then be dividedamong the owners of the mineral in such manner as mayseem to the Minister to be most equitable.

il. Any parcel of less than five (5) tons net dry weightshall be charged with an extra charge of ten shillings, to bededucted from the advance.

12. Appointments by the Minister under time foregoingconditions and his decisions from time to time on matterstherein left to his discretion will be notified by public noticesposted in places approved by the Minister as convenient forthe producers of the mineral, and such notices shall be deemedto be sufficient notification thereof.

13. All persons sending in alunite under the foregoingconditions shall be deemed to have agreed thereto and tobe bound thereby.
