WRIER is senior in rank to OEN LAMLE, and this fact was established by ADM WAN= soonafter the COMNAVOM aircraft left Bonn. However, in contrast to GEN HEUSINGER, ADO! WAGNERis not hardened with the Prussian mannerism, nor with the stern meticulosity of a typicalGerman Arsy General Staff officer. This is not to say that AMIE/MIR is not preaise,nor that he does not detect the most minute discrepancies. It is rather an attempt to

b. AM WAGNER appeared content and happy to be aboard a *live ship*. His presencewas everywhere, and his interest unlimited, He carefully explained to GER MOSINGSR thosepoints which he believed needed to be stressed or elaborated upon. At times he drew acomparison with the various equipment installed aboard German vessels in the past, or hestressed the advantages of O.S. equipment or U.S.. Navy methods or syeteme for the new ikeisum/Wry. It was noted that asm HEMIRGER sought to verify AM mmamsa gs recommendations with11.3. Navel officers, with whom he introduced the recommendations on every occasion. Itappeared that AURWAIMEE was cognizant of GER HEMINGER's astuteness for he did not volunteerany explanation of which he was not absolutely certain.

0. Although AM WAGNER is about 58 years old his physical condition appeared to beexcellent. With surprising elasticity he followed GER HEMMER up and down the ladders, andhe was not contented until he was absolutely certain that no additional decks remaineduninspeoted. This was the case during the inspection of the mechanism of the fully aubonstioguns. It was noted that a times ADM WAGNER breathed rather heavily, but this asthma conditimmdoes not appear to make him unoonfortable. ADM WAGNER is not as versatile with the Englishlanguage as . OEN HEWINUERI however, he understands English much better than he speaks.Although he makes a serious attempt to remain moderate in his drinking and smoking habits,AM WAGNER enjoys Pall Mall cigarettes, cigarillos, and Havasu cigars; he prefers whisker,cocktails and wine to beer. On two (2) occasions, GEN num= and AM WAGNER dismassdthe advisability of adopting the U.S. Navy *dry slap* regulation in the German Navy: howeveron both owns/one, ADM WARNER humorously retorted that this would be possible only afterthe German Navy is formed and in full operation - otherwise it would be impossible torecruit a sailor in Germany.
