Earthquake : An earthquake is a series of vibrations on the earth’s surface caused by the generation of elastic (seismic) waves due to sudden rupture within the earth during release of accumulated strain energy.

India’s high earthquake risk and vulnerability isevident from the fact that about 59 per cent ofIndia’s land area could face moderate to severe

earthquakes. During the period 1990 to 2006, morethan 23,000 lives were lost due to 6 major

earthquakes in India, which also caused enormousdamage to property and public infrastructure. Theoccurrence of several devastating earthquakes inareas hitherto considered safe from earthquakes

indicates that the built environment in the countryis extremely fragile and our ability to prepare

ourselves and effectively respond to earthquakesis inadequate. During the International Decade forNatural Disaster Reduction (IDNDR) observed by

the United Nations (UN) in the 1990s, India witnessedseveral earthquakes like the Uttarkashi earthquakeof 1991, the Latur earthquake of 1993, the Jabalpurearthquake of 1997, and the Chamoli earthquake of1999. These were followed by the Bhuj earthquake

of 26 January 2001 and the Jammu & Kashmirearthquake of 8 October 2005.

All these major earthquakes established thatthe casualties were caused primarily due to the

collapse of buildings. However, similar high intensityearthquakes in the United States, Japan, etc., donot lead to such enormous loss of lives, as the

structures in these countries are built with structuralmitigation measures and earthquake-resistant

features.

These Guidelines envisage theinstitutionalisation of stakeholder initiatives, by

involving communities and other key stakeholders,covering pre-disaster components of mitigation and

preparedness based on scientific and technicalprinciples, as well as on indigenous technical

knowledge and building techniques. Theysimultaneously address the incorporation of multihazard

resistant features in the reconstruction ofdamaged buildings and outline the strategy forstrengthening the post-disaster components of

emergency response, rehabilitation and recovery.Even though earthquake-resistant building

codes and town planning bye-laws and regulationsexist, these are not strictly enforced.

Earthquake-Resistant Construction in Rural and Semi-Urban Areas

Rural and semi-urban areas account for mostof the total building stock in India. The constructionof these structures is presently unregulated and isadding to the numbers of vulnerable structures.Specific illustrative guidelines will be issued bystate governments for each non-engineeredconstruction type in earthquake-prone areas anddemonstrated through the construction of newpublic buildings in villages. For instance, thebuildings of panchayat offices, post offices, primaryschools and primary health centres in rural andsemi-urban areas will be used as demonstrationbuildings.

Awareness and Preparedness

Public AwarenessOne of the most challenging tasks in

earthquake preparedness and mitigation is thesensitisation of all stakeholders to the prevalentseismic risk, and educating and training them to

participate in earthquake preparedness andmitigation efforts. If the community recognises the

importance of incorporating seismic safetymeasures in the construction of residential buildings,

tremendous gains can be achieved in earthquakemitigation. State governments/SDMAs will, in

collaboration with nodal agencies and other keystakeholders, make special efforts to mobilise

communities to carry out earthquake mitigationefforts. At the national level, public awareness

materials like brochures, manuals, booklets, actionplans, videos, and demonstration kits will be

developed for creating public awareness on thissubject. Such materials will be fine-tuned by thestate governments/SDMAs to suit local needs,

especially in rural areas. Electronic and print mediawill also be used to help create greater public

awareness of seismic risk and vulnerability and onstructural and non-structural risk reduction

measures. The EREC (IMD) and other knowledgeinstitutions such as the IITs and National Institutes

of Technology (NITs) will play a major role inproducing these materials.

During EarthquakeDrop, cover and hold stay away from windows, bookcases,bookshelves,heavy mirrors, hanging plants, fans and other items.Do not push others.

After the tremors subside Check for injuries and first treat yourself. Then help others.Remain calm and self assured and help others who are distressed.
