  • CLARIFICATION

    The Honble Supreme Court (Bench of Hon.7 judges) has delivered a judgment on 12/08/2005 in Civil

    AppealNo.5041/2005 inrespectof rightsandentitlementofGovernmentasagainstPrivateProfessional

    Educational Institutions.This judgment expects enactmentof legislationbyCentralGovernment and in its

    absence,byStateGovernmentinthisregard.Thisprocesshasbeeninitiated.Howeveritisnotcertain,asof

    thisdate,astowhensuchlegislationwillcomeintoforce,asalsoitsprovisions.

    Inthemeanwhile,intermsoftheobservationsoftheHonbleSupremeCourtfromtheaforesaidjudgment,at

    least at this stage, it appears that State Government cannot claim any quota/seats in these

    colleges/institutions, and consequently cannot effect admission in these Private Management

    Colleges/Institutes,excepttotheextentagreedtowithcertaininstitutions.

    ItisthereforemadeclearthatontheaforesaidinterpretationandadvicegiventotheStateGovernment,this

    Brochure will not apply to the admissions to be effected in the academic year 20142015 at the Private

    Management Colleges / Institutions in so far as postgraduate courses are concerned, with the above

    exception.

    However,itismadeexpresslyclearthatif,afterissuanceofthisBrochure,eitheronaccountofanylegislation

    oronaccountofanydifferent interpretation/opinion/adviceordue toany judgment/orderpassedbyany

    court of law or even otherwise, the State Government is found entitled to any seat(s) in the Private

    ManagementColleges/Institutionsandconsequentlyentitled toeffect theadmission(s) tosuchseat(s), the

    rulesandregulationssetout in thisBrochurewillbemadeapplicable tosuchseat(s)andadmission(s). In

    suchevent,aseparateintimationwillbeissuedwithappropriatedetails.

    ItisalsomadeherebyclearinnouncertaintermsthatthesameCommonentranceTestthatisproposedto

    beconductedintermsofthisBrochurewillgovernsuchadmission(s),ifany.

    Itisherebyclarifiedthat,AssociationofManagementofMBA/MMSInstituteshasgiveninwritingtotheState

    Governmentthat,theadmissiontotheirinstitutesbeconductedonthebasisofCETthatisbeingconducted

    bytheGovernmentofMaharashtrainpursuanceofthisbrochure.ThesaidAssociationhasalsosubmittedin

    writing that, their admissions be conducted under the CAP rounds by the State Government. Therefore,

    admissiontothese institutes(a listofwhichisenclosedinthebrochure)willbeconductedonthebasisof

    MAHMBA/MMSCET2014oftheStateGovernmentandtheCAPoftheStateGovernment.

    1.0 General:Thisbrochuregivestherulesandinformationregardingtheeligibilityforadmissiontofirstyearof twoyear full timepostgraduatedegreecourses inManagementnamelyMasterofBusinessAdministration(MBA)/MasterofManagementStudies(MMS)andPostGraduateDiplomaCourseinBusinessManagement (PGDBM)/PostGraduateDiplomaCourse inManagement (PGDM) invarious institutes in Maharashtra. These rules govern the aspects of the Entrance Test,CentralisedAdmissionProcess(CAP)and italsogives therulesand informationregarding theDistributionofseatsundervariousheadsi.eCAPSeats,InstituteLevelSeats,MinoritySeatsetc.;varioustypesofcandidates,detailsoftheReservationofseats,Feesconcessionofferedtoeligiblecandidates,detailsof theCentralisedAdmissionProcess,detailsof theAdmission rounds andInstitutewiseInformation.

    TheserulesalsoincorporatetheguidelinesforadmissionstobecarriedoutbytheunaidedinstitutesforInstitutelevelseatsandfortheseatsremainingvacantaftertheCentralizedAdmissionRounds.

    Theinstituteswhichqualifyfortheadmissionprocessaspertheserulesare:

    ApprovedbytheGovernmentofMaharashtra. AffiliatedtoanyoneoftheNonAgriculturalUniversitiesinMaharashtrastate.

    FollowingarethetypesofInstitutesintheMaharashtrastatecoveredbytheserules;

    a) AllGovernmentManagementInstitutesb) AllUniversityDepartmentsofManagementc) AllUniversityManagedManagementInstitutesd) AllUnaidedManagementInstitutesand/oritsAssociationwhohavegivenconsenttoparticipatein

    theCAProundsconductedbytheStateGovernment.

    Theadmission to themanagementcourses is centralisedand is coveredunderCentralizedAdmissionProcess(CAP)carriedoutbytheCompetentAuthorityoftheStateofMaharashtra.TheadmissiontothecoursesPGDBMandPGDMwillbecarriedoutbytheCompetentAuthorityoftheStateofMaharashtraaspertheregulationoftheAllIndiaCouncilforTechnicalEducation,NewDelhi.TheCompetentAuthorityofStateGovernmentshallfollowanychangesintheserulesaspertheregulationoftheAllIndiaCouncilforTechnicalEducation,NewDelhi.

    1.2 Definitions:a) All India CET means the entrance tests conducted by IIMs (CAT), GMACs (GMAT), AIMS

    (ATMA),XLRI(XAT),AIMA(MATconductedin2014),AICTE(CMAT).

    b) MAHMBA/MMSCET means the entrance tests conducted by Competent Authority (MAHMBA/MMSCET2014)fortheadmissiontoMBA/MMS/PGDBM/PGDMcourses.

    c) Competent Authority means the authority appointed by the State Government invitingApplication applications for Common Entrance Test (CET), conduct the CET and to effect theCentralised Admission Process (CAP) by implementing these admission rules. Director,TechnicalEducation isappointedCompetentAuthority inpresentcaseAll thedecisionsof theCompetentAuthorityinrelationtoCAPforadmissiontofirstyearMBA/MMSshallbefinalandbindingonthecandidatesparticipatingintheCAP.

    d) Candidate means an applicant who desires to seek admission to first year of MBA/MMS,PGDMandPGDBMcoursefortheyear201415.

    e) Children/WardsofNRImeansCandidatewhoisundertheGuardianshipoftheNRIperson.

    f) CETScoremeansMaximummarkssecuredbythecandidateinCETforseekingadmissiontoMBA/MMS,PGDBMandPGDMcourses.

    g) DirectormeanstheDirectorofTechnicalEducation,MaharashtraState.

    h) ForeignNationals means Citizens of all countries other than India who are not of IndianoriginasdefinedunderPIO.

    i) GovernmentInstituteofManagementmeansinstituterunbythestateGovernmenttoofferPostgraduatedegreeprogramme/courseinManagement.

    j) Intersemeritmeans theorderofmerit asdefinedby theUniversityareamerit list /Statelevelmeritlist/AllIndiameritlist/J&KMigrantsMeritlistasthecasemaybe.

    k) NonResidentIndian(NRI)meansanIndiancitizenwhoisordinarilyresidingoutsideIndiaandholdsanIndianPassport.

    l) OMSCandidatemeansOutsideMaharashtraStatecandidatewhoisanIndianNational.

    m) PersonsofIndianOrigin(PIO):APersonhaving foreigncitizenship (exceptPakistanandBangladesh) without NRI status, who holds a Foreign Passport at the time of sendingapplication,considerationforadmissionandduringtheperiodofhis/herstudy,andhe/sheoranyone/bothofhis/herparentsoranyone/bothofhis/hergrandparents is(orwas)/are(orwere)citizen(s)of Indiabyvirtueof theprovisionsof theConstitutionof IndiaorSec.2(b)ofCitizenshipAct,1955(ActNo.57of1955).

    n) Representative of Competent Authority means an officer appointed by the CompetentAuthority to assist the Competent Authority for smooth implementation of CentralisedAdmissionProcess(CAP).

    o) StateGovernmentmeanstheGovernmentofMaharashtra.

    p) Sanctioned intakemeans thenumberof seats sanctioned for admission to first year of thecourseaspertheStateGovernmentresolution.

    q) UniversityDepartmentofManagementmeansaDepartmentofUniversitywhichofferspostgraduatedegreeprogramme/courseinManagement.

    r) UniversityManagedManagement Institutemeans institute runby aparticularUniversitywhichrunsPostgraduatedegreeprogramme/courseinManagement.

    s) UnaidedManagement Institutemeansan institutewhich is runbyaprivatemanagementwithoutthesupportofanygrantsfromtheStateortheCentralGovernment.

    1.3 SanctionedIntakeandSeatsavailableforallotmentthroughCAP Hon'bleSupremeCourtofIndia,NewDelhivideitsfinaljudgmentinorderC.A.NO.9048of2012dated13thDecember2012haslaiddowncutoffdatesforthegrantofapprovalbyAICTE,UniversityandStateGovernment. Accordingly the intake of the courses approved for the academic year 201314 will be

    consideredforadmission.Anyapprovalgrantedaftertheaforesaidcutoffdateswillnotbeconsideredforadmission.Thedetailsofthejudgmentmaybeaccessedatwww.aicteindia.org>bulletin>circulars.

    1.3.1TypesofSeatsunderCAP:

    TherearetwotypesofSeatsunderCAPa)MaharashtraSeatsandb)AllIndiaSeatsa) MaharashtraSeats:Theseseatsarefurtherdividedasfollows,

    i. StateLevel Seats (SL Seats): These seats shall be available for allotment to allMaharashtraStatecandidatesirrespectiveofcandidatesHomeUniversityArea.

    ii. HomeUniversity (HU) seats: Certain percentage (Refer rule 4.0) of seats as per the type ofinstituteisreservedforHomeUniversitycandidatesi.e.fortheUniversityunderthejurisdictionofwhichthatinstituteislocated.HomeUniversityseatsareavailableforallotmentthroughCAPonlyfortheMaharashtracandidateshavingtheirHomeUniversitystatusasofthatUniversity.

    iii. OtherthanHomeUniversity(OHU)Seats:Certainpercentage(Referrule4.0)ofseatsasperthe type of institute is reserved for Other Universities i.e. for the Universities other than theUniversityunderthejurisdictionofwhichthatinstituteislocated.SuchseatsarecalledasOHUseats.OHUseatsofanInstituteareavailableforallotmentthroughCAPonlyfortheMaharashtracandidatesbelonging toUniversities inMaharashtraStateother than theUniversityunder thejurisdiction of which that institute is located. Candidates can opt for the seat of any otherUniversity(excludinghis/herhomeuniversity)underthisprovisionofOHUseats.

    b) All IndiaSeats(forMSandOMScandidates):Theseseatsareavailable forallotment throughCAP forbotheligibleMaharashtraStateandOutsideMaharashtraStatecandidates.Provisionof

    reservation forbackwardclasscategories isnotavailable i.e.All India level seatsare treatedasbelongingtotheGeneralCategory.

    1.3.2SeatsforJammu&KashmirMigrantCandidates:Provisionofoneseatoverandabovethesanctioned intakecapacity ineachmanagement institutecoveredundertheCAPismadefor J&KMigrantcandidatesbelongingto:

    J1Type:ThechildrenofcitizenswhoaredisplacedfromJammu&KashmirtoanypartofIndiaorfromunsafeborderareaofJ&KtoarelativelysaferplaceinJ&Kfrom1990onwardsduetoterroristactivities.

    J2Type : The children of officers belonging to Indian Administrative services, Indian PoliceServices,IndianForestServicesandchildrenofthestaffbelongingtomilitaryandparamilitaryforces,transferredtoJammu&KashmirtocombatterroristactivitiesandjoinedthepostonorbeforethelastdateforsubmissionofapplicationformandservingthereduringtheAdmissionProcess.

    J3Type:ThechildrenofstaffandofficersofJ&KPoliceengagedincombatingterrorism.The J&KMigrant candidates aspiring to seek admission against the seats reserved for J& KmigrantcandidatesshouldappearforMAHMBA/MMSCET2014

    ThecandidatesseekingadmissionagainsttheseatsreservedforJ&KMigrantasdefinedabovehavetosubmitrelevantCertificatesshowninproformaA/B/Cinsupportoftheirclaimatthetimeofadmission.TheadmissionsagainsttheseseatsaredonestrictlyaspertheintersemeritofthecandidatesclaimingseatsforJ&Kmigrantquota.AcommonmeritlistshallbepreparedforallJ&Kmigrantcandidates(i.e.J1,J2&J3)forthepurposeofadmissionbycounseling.

    1.4 AdmissionsofForeignNationals /Personsof Indian Origin /Childrenof IndianworkersintheGulfcountries/WardofNRI

    a. AdmissionsofForeignNationals/Personsof IndianOrigin /Childrenof Indianworkers intheGulfcountries:

    Aspiring candidates fulfilling the eligibility criteria for Foreign Nationals /PIOs/Children of Indianworkers in theGulf countries/WardofNRI shall submit their applications to respective institute foradmissionstotheseInstitutes.EacheligibleCandidatewhohasfiledapplicationformforAdmissiononorbeforethelastdatewillbeassignedaprovisionalmeritnumber.MeritofalleligiblecandidateswillbebasedontheRule5.1

    Note:

    These admissions will be made strictly as per merit, on or before the commencement ofacademicsessionforthefirstsemester/yearforthecurrentacademicyear.

    Theadmission against these supernumerary seats ispermitted to the institutesonly after theinstitutegetsanapprovalfromappropriateauthority.

    IfanyseatavailableforForeignNationals/PersonsofIndianOrigin/ChildrenofIndianworkersintheGulfcountriesremainvacantduetononavailabilityofeligiblecandidatesfortheseseats,suchvacantseatsshallbekeptvacant.Underanyconditiontheseseatsshallnotbeofferedtoanyothercandidates.

    1/3rdof the15%seatsshallbereserved forchildrenof Indianworkers in theGulfcountriesand2/3rdofthe15%seatsshallbereservedforthePIOs/ForeignNationalsetc.Howeveranyvacantseatsoutof1/3categoryshallberevertedtothequotaof2/3meantforPIO/FN.

    b.AdmissionsofChildren/WardofNRICandidatesinUnaidedPrivateInstitutes:

    The eligibleNRI candidates can apply for admission against the Institute levelseats, only inUnaidedPrivateColleges/InstituteswhohavegotanapprovalfromGovernmentofMaharashtratoadmitNRIcandidateswithinthesanctionedintake.

    ForadmissionstoUnaidedPrivateInstitutes,candidatesarerequiredtocontactthePrincipals/DirectorsoftherespectiveInstitutes.

    Theextent towhichsuchNRIcandidatesshallbeadmitted is limited to5%of thesanctionedintake.

    NRI candidates will be required to pay fees as decided by the Shikshan Shulka Samiti (M.S.)Mumbai.

    Theseadmissionswillbemadestrictlyaspermeritonorbeforethecommencementofacademicsessionforthefirstsemester/yearforthecurrentacademicyear.

    2.0EligibilityCriteria:

    2.1BasicEligibility:Thecandidateshouldfulfillthefollowingeligibilitycriteria:

    Passedwithminimumof50%marksinaggregate*orequivalentCGPA(45%incaseofcandidatesofbackward class categories andPersonsWithDisabilitybelonging toMaharashtraStateonly) inanyBachelors degreeawardedbyanyoftheUniversitiesincorporatedbyanactofthecentralorstate legislature in India or other educational institutions established by an act of Parliament ordeclaredtobedeemedasaUniversityunderSection3oftheUGCAct,1956ofminimumthreeyearsduration in any discipline recognised by the Association of IndianUniversities, or possess anequivalentqualificationrecognizedbytheMinistryofHRD,GovernmentofIndia.

    Appeared** for the finalyearexaminationofanyBachelors degree tobeawardedbyanyof theUniversities incorporatedbyanactof thecentralorstate legislature in Indiaorothereducationalinstitutions established by an act of Parliament or declared to be deemed as a University underSection3oftheUGCAct,1956ofminimumthreeyearsdurationinanydisciplinerecognisedbytheAssociationof IndianUniversities, or an equivalent qualification recognized by theMinistry ofHRD,GovernmentofIndia.SuchcandidatescanbeconsideredforprovisionaladmissionsubjecttopassingtheDegreeexamwithminimumof50%marksinaggregate*orequivalentCGPA(45%incase of candidates of backward class categories and Persons With Disability belonging toMaharashtraStateonly).

    *Aggregatemarksmeansthegrandtotalofmarksobtainedbythecandidate insubjectsbasedonwhichtheclassdeclarationismadeintheparticularUniversityfromwhichthecandidateispassingthequalifyingexamination.Thepercentageofmarksobtainedbythecandidateinthebachelorsdegreewouldbecalculatedbasedonthepracticefollowedbytheuniversity/institutionfromwherethecandidatehasobtainedthedegree.Incasethecandidatesareawardedgrades/CGPAinsteadofmarks,theconversionofgrades/CGPAtopercentageofmarkswouldbebasedon

    theprocedurecertifiedbytheuniversity/institutionfromwheretheyhaveobtainedthebachelor'sdegree.Incasetheuniversity/ institutiondoesnothaveanyscheme forconvertingCGPA intoequivalentmarks, theequivalencewouldbeestablishedbydividingthecandidatesCGPAbythemaximumpossibleCGPAandmultiplyingtheresultwith100.

    Incasethepercentageofmarksinaggregatecomesinfractionthenpercentageofmarksinaggregateshallberoundedupe.g.44.5044.99%shallberoundedto45%and44.0144.49%shallberoundedto44%marks.

    4.1.3ThecandidatesbelongingtoVJ/DT(NT(A)),NT(B),NT(C),NT(D),OBCandSBCcategoriesshouldproduce Non Creamy layer Certificate issued by Sub Divisional Officer / Deputy Collector of thedistrict inadditiontothecastecertificateat thetimeofverificationofdocumentsfortheAdmission.TheNonCreamylayerCertificateshouldbevalidupto31stMarch2015.ifthesecandidatesarenotabletoproducetheNonCreamylayercertificateatthetimeofsubmissionofCAPapplicationform for theAdmission, thensuchcandidateswillbe treatedasGENERALcategorycandidatesandsuchcandidateswillnotbeabletoclaimReservedseatsintheadmissionprocess.

    4.1.4 Seats under reserved category inMS seats are to be offered to the Backward Class candidatesbelonging to theMaharashtra state only and no OMS candidate belonging to Backward Classwill beadmitted against these seats. If theCandidate ismigrated fromother stateandgot themigratedcastecertificatethensuchcandidateswillnotbeconsideredforthebenefitofthereservation,suchcandidatewillbeconsideredasGeneralCandidate.

    4.2 ReservationforPersonswithDisabilityCandidates:

    As per the provisions in Clause 39 of Equal Opportunities, Protection of Rights and FullParticipationAct,1995,three(3)percentseatsoftotalsanctionedintakecapacityofalltheinstitutesshall be reserved forPersonswithDisability candidates.Theseseatsshallbewithin thesanctionedintakeoftheinstituteandreservedonlyforMaharashtraStateCandidateshavingtypeAandBasmentionedinTableofrule3.1.

    OutofthethreepercentreservationforPersonswithDisabilitycandidates:

    PH1:Visuallyimpaired(blind)candidates(P1) PH2:Speech&hearingimpaired(dumbanddeaf)candidates,(P2) PH3:Candidateswithorthopedicdisordersandlearningdisabilities,Dyslexia,Dyscalculia,Dysgraphica,Spastic(P3).

    Certificaterequired: Thecandidate shallproducea certificate, in theprescribedproforma, F, fromthe Director, All India Institute of Physically Handicapped, Mumbai or Dean/Civil Surgeon of theGovernment/CIVILHOSPITALSnormally locatedat theDistrictHeadquarters, regardinghisorherphysical disability, and ability to undergo all parts of syllabus for the normal course. Candidatessuffering fromDyslexia,Dysgraphica&Dyscalculiaarerequired toproducecertificate (proformaF1)issuedbytheLearningDisabilityClinic,LokmanyaTilakMunicipalGeneralHospital,Sion,Mumbai22.

    a) The percentage of Handicap should not be less than 40% and the nature of disability should bepermanent.(ProformaF&F1).

    b) AllotmentoftheseatsreservedforthePersonswithDisabilitycandidatesshallbedoneonthebasisof merit list of respective PH categories of such candidates. These seats are available in homeuniversityareaseatsonly,howeveralsoavailableinstatelevelseatsatPGDBMCourseofSIMSREE,MumbaiandMMSCourseofSNDT,Mumbai.

    c) It should be noted that the Persons with Disability candidates on admission toMBA/MMS/PGDBM/PGDM courseswill not be given any exemption or additional facilities in theacademicactivitiesotherthanthosewhichmaybeprovidedbytherespectiveUniversities.

    4.2.1Writer/ScribetothePersonswithDisabilitycandidates:

    The eligible Blind, Low Vision and Orthopedically Handicapped and persons affected withCerebralPalsyandDyslexia,whoarenotinapositiontowrite,canavailascribe/writerfortheMAHMBA/MMSCET2014Examination.

    Thecompetentauthorityshallnotprovidescribe/writer. Thescribe/writershallbearrangedbythecandidateatthediscretionofthecandidatehimself

    /herself,atowncost. It is desirable that the candidate and the scribe are from the same stream. The scribe/writer

    shouldbeonegradejuniorinacademicqualificationthanthecandidateiffromthesamestreami.eT.Y.B.Com.Studentsufferingfromdisabilitywillbeallowedtoengagescribe/writerwhoisinS.Y.B.Com.However,thisconditionshallnotapplyifthescribe/writerisfromadifferentstream.

    5.1.2Relativemeritincaseofequalmarksandequalpercentile:

    A. ForMaharashtraStateSeats

    InthecaseofcandidatessecuringequalMAHMBA/MMSCET2014percentile,theirrelativemeritwillbedeterminedonthebasisofthefollowingorderofpreference:

    5.2Selectionbasis:

    a)AcandidatedesirousofseekingadmissionthroughCAPshouldfulfilltheeligibilitycriteriaaslaiddowninRule2.0

    b)Thecandidatesnameshouldfigureintheconcernedmerit list(MaharashtraState/All India/J&KMigrantcandidatesmeritlist)preparedforadmissionasdefinedinRuleNo5.1.1

    Note:

    Itshallberesponsibilityofthecandidatetokeepabreastofnotificationsdisplayedontheofficialwebsitefromtimetotimeandfollowtheinstructionsgiventherein.

    In case the details pertaining to the Home University, Type of candidature, Category ofreservationetc.claimedbythecandidateonhis/herapplicationisnotcorrectlydepictedinthe provisional result, then the candidate has an opportunity to correct the same byreportingtotheconcernedARCauthorityalongwithdocumentaryproof(Photocopyofthefilledapplicationform)withinthetimeasspecifiedintheschedule(Grievanceperiod)fromthe date of display of provisional results. However, Candidates request/ representationsregardingchangeofthebackwardclasscategory,statusofhomeuniversityandtypeofcandidaturewillnotbeconsideredascomplaints/grievancesandwillnotbetakenintoconsideration.

    Failingtogetnecessarycorrectionwithinthegrievanceperiod,thecandidatelosesthechancetogetthecorrectionsdonelaterandhe/shewillhavetotakepartintheCAPaspertheresultdeclared.

    Ifatalaterstageitisfoundthat,thecandidatehasfurnishedwronginformationand/orsubmitted false and/or forged documents then the candidate shall lose claim on theadmissions. He/she shall forfeit the entire fees of the course and also liable forlegal/penalaction.

    For obtaining duplicate CET Score card, candidate should apply through theHead of theInstitutewherethecandidatehassecuredtheadmissiontotheDirectorofTechnicalEducation,Mumbai.ThecandidatehastopayoffeesofRs.200/incashorbyDemandDraftinfavourofDirectorofTechnicalEducation,Mumbai.InstitutewillreceiveduplicateCETScorecardfromthe office of Directorate of Technical Educationwithin sevenworking days from the date ofreceiptoftheapplicationforthesame.Forreceivingtheduplicatescorecardbyregisteredpost, the Institutemustenclosea selfaddressed (at leastof9.5X4.5 size)envelopeaffixedwithpostalstampsofRs.25/.

    6.0CentralizedAdmissionProcess(CAP):

    For the academic year 201415, the Competent Authority shall conduct total four (4) rounds ofCentralizedAdmission.TheCAPshallconsistoffirstthree(3)roundsbyCentralizedAllotmentwhereineligible candidateswill fill separate OnlineOption forms for respective rounds. Fourth round of CAPshallbeconductedbywayofcounselingonlyfortheeligibleMaharashtraStatecandidates.

    TheCompetentAuthorityshallallottheseatscomingunderitspurview.

    Details of purchase of Information brochure, filling up & confirmation of Online Application form,appearingforCET,fillingup&confirmationofOptionformforRoundseligibilityforeachroundofCAP,methodof reporting after each round, availability of seats for each round, Reporting and suchotherdetailsaregivenintheAnnexureI.

    Various documents needed by the candidate while attending the CAP is given in AnnexureII.Candidates are requested to read carefully the details of CAP given in these Annexure and followinstructionsgiventherein.

    6.1:CAPRoundsforMaharashtraStatecandidates6.1.1CAPRoundsI/II/III:DirectAllotment

    Allotment of seats for Home University seats and State level seats for other university candidatescomingunderCAPiscarriedoutasperthelogicexplainedintherule6.1.3.StageIandStageIIshallbeusedforCAPRoundI.StageI,StageII,StageIII,StageIV,StageVforCAPRoundIIandStageI,StageII,StageIII,StageIV,StageVStageVIandStageVIIshallbeusedforCAPRoundIII.

    Theseattagi.e.Reserved,PH,HU,OHUetc.shallbemaintainedtillstageVofCAPRoundIII.Thenumberof theavailableseats foradmission, typeofseat tagetc.willbemadeavailable to theeligiblecandidatesbeforefillingupoftheoptionformforCAProundsI,IIandIII.

    6.1.2CAPRoundIVAdmissionbyCentralizedCounseling:

    CAP RoundIV of admissionwill be conducted only for eligible Maharashtra State Candidates whosenameshaveappearedinMaharashtraStateMeritlist(subjecttoeligibilityofparticipationassetoutinthe AnnexureI). During this round of admission by Counseling, no seat tagwill be applied i.e. seatsavailableshallbetreatedasGENERALseatsandshallbeallottedsolelyonthebasisofintersemeritofeligible MS candidates without any reference whatsoever to the category of the candidate(s) (open/reserved)orthecategorytowhichthevacantseatbelongs(suchasHomeUniversity,otherthanHomeUniversity, Backward Class, Physically Handicapped etc) and also all the vacant All India Level SeatsshallbetreatedasGENERALseatsandwillbeofferedtoMScandidates.GeneralNotes:

    AllotmentforHomeUniversityseatsandStatelevelseatswillbecarriedoutasperintersemeritofUniversityareameritnumber/MaharashtraStatemeritnumberrespectivelyofCAPRoundI,IIandIII.

    Seatswill be allotted to candidates as per their inter semerit, as per the options filled in theonlineoption formand thenumberofseatsavailableat thatpointof time in thestageofCAPRoundI,IIandIII.

    Allcandidateseligible foraparticularstageofallotmentwillbeconsideredforallotment foraseatinthatstageeveniftheyhavebeenallotted/notallottedaseatinthepreviousstage.

    During the allotment of any stage, the candidatemay get upward shift in the allotment withreferencetotheoptionsfilledbythecandidateintheonlineoptionformaccordingtoavailabilityofseatsatthatpointoftime.

    All reservedcategorycandidates (includingSBC in theiroriginalcategory)shallbeconsideredforallotment(whethertheyareallottedanyseatinearlierstageornot)inallstages.

    Due to upward shifts, the seats falling vacant shall be considered for allotment in furtheriterationsofthesamestageaspertheprovisionsofthatstageofallotmentandasper intersemerit.

    Allotmentagainstthefirstavailableoptionintheorderofoptionsfilledintheonlineoptionformisretainedasfinalallotment.

    The allotmentwill bemade available onWebsite. The allotment displayedwill showonly theprovisionalallotmentofferedtothecandidates.

    No personal communication /Allotment letters in this regard will be issued to theconcernedcandidates.Theallotmentdisplayedonthewebsiteisonlyfortheinformationto the candidates and does not carry any authoritative meaning. The authorizeddocument for the allotmentwill be the institutewise allotment list andwhichwill beauthenticatedbythecompetentauthority.

    The logic for the following stages will be implemented using computer software for thecentralisedallotment.

    The candidates securing allotment are required to confirm the admission by reporting at theinstitutementionedinallotmentalongwiththeoriginalcertificatesneededforadmissiononorbeforethelastdatespecifiedforthesame.Nopersonalcommunicationinthisregardwillbeissued.

    6.1.3LogicforallotmentforCAPRounds:

    TheseatsavailablefortheimplementationofthislogicwillincludetheHomeUniversityareaseatsandOtherthanHomeUniversityareaseatsforotheruniversityareacandidatescomingunderthepurviewofCompetentAuthorityfortheseatsofMaharashtraStatequota.

    StageI:ForalltheMScandidates

    All the candidates (open / reserved /male / female) of all the categories shall be considered forallotmentaspertheirUniversityarea/Statelevelintersemerit.

    Backward class category candidates shall be considered for allotment in open category seat byvirtue of theirmerit or in their respective category of reservation if open category seats are notavailableattheirmerit.

    SBCcategorycandidatesshallbeconsideredforallotmentinopencategorybyvirtueoftheirmerit.SBC Category candidates having original category OBC shall be considered for allotment in theiroriginalcategoryofreservationbyvirtueof theirmerit ifopencategoryseatsarenotavailableaspertheirmerit.

    Persons with Disability category candidates shall be considered for allotment for the seatsreserved for them in theirrespectiveHomeUniversityareaseats byvirtueof theirmeritor inopencategoryasper their intersemerit if therespectiveHomeUniversityareaseats reservedforPersonswithDisabilitycandidatesarenotavailableaspertheirmerit.

    StageII:ForSpecialBackwardClasscategorycandidates

    OncompletionofStageI,ifanyofthebackwardclasscategoriesmentionedabove,doesnotgettherequirednumberofcandidatesfortheseatscomingunderHomeUniversityareaforthepercentageslaiddown,theseatssoremainingvacantshallbeallottedtoallthecandidatesofSpecialBackward

    6.2CAPRoundI/II/III:DirectallotmentforAllIndiaseats There shall be three rounds of direct allotment of CAP for All India candidates. Refer

    AnnexureIfordetailsofeligibilityforeachround,procedureforapplyingetc. AllsuchAllIndiaSeats,whichmayfallvacantforwhatsoeverreasontillthestartofRoundIV,

    shallbetreatedasGENERALseatsandwillbemadeavailabletoeligibleMaharashtraStatecandidatesofCAProundIV.

    The direct allotment of seats will be done through computer as per inter se the merit of the

    9.1Feesconcession/reimbursement:

    Theconcession(ifany)inthetuitionanddevelopmentfeesmaybeofferedtofollowingcandidates.

    12.0ConductandDiscipline

    IfanystudentstudyinginanyMBA/MMS/PGDBMcollege/instituteintheStateisfoundindulginginantinationalactivities,or inactivitiesthatruncontraryto the letterandspiritof theprovisionsofActs and Laws enforced by the Government, or any activity that causes his / her behavior to becontrary to rules of discipline,will be liable to be expelled from the College / Institute forthwithwithoutanynoticebythePrincipaloftheCollege/TheDirectoroftheInstitute.
