Audencio “Ray” Morales, 87, of Kearny entered into rest on June 8, 2012 in Thatcher, Arizona. He was born on August 31, 1924 in Sonora, Arizona to Rogelio Morales and Josefa Cortez Morales. Ray was a lifelong resident of Arizona, living most of his life in the Ray-Sonora-Kearny area. He worked over forty years in the copper mine of the area, retiring as a f oreman in the Precip Plant in June, 1983. He served in the Army Air Force from March, 1944 to July, 1946. He married Esther Apodaca in November, 1953. They had 3 children. He is preceded in death by his wife, Esther; and his son, Leo Hernandez.

He is survived by his son, Ramon “Tuben” (JoAnn) Morales of Thatcher; his daughter, Mary “Shelly” (Daniel) Melendez of Chandler; 10 grandchildren and 4 great-grandchildren. Services for Ray will take place on Friday, June 15, 2012 at St Francis Catholic Church in Superior. There will be a viewing at 9 a.m., Rosary at 10 a.m. and Mass of Christian Burial at 11 a.m. Final interment will be in the Fairview Cemetery in Superior. Arrangements are under the direction of McDougal’s Caldwell Funeral Chapel. Online condolences may be given at www.caldwellfuneralchapel.com.

person to recklessly make or cause to be made, any loud or unnecessary noise that disturbs the peace, quiet, slumber, comfort, etc. of any reasonable person. This does not include sounds from equipment used to

This also means it is unlawful to play your

car stereo at a volume that is audible from a distance of 25 feet. This does not include any activities for which a town permit or license was issued. Any person found in violation shall be fi ned a minimum of $100.00 plus applicable surcharges for a fi rst conviction and shall be guilty of a class 2 misdemeanor.

According to state law, there are two methods by which police may arrest suspected offenders. Editor: Last week, the Pinal County Board of Supervisors adopted a tentative budget for the upcoming fiscal year that starts in July. The tentative budget for fiscal year 2012-2013 came in at $334,515,835 or six percent lower than last year’s budget. This amount cannot be raised, but it can be lowered before we adopt the actual budget. Property owners will be receiving a break in their tax bills—the Board unanimously voted to drop the property tax rate from $3.99 per $100.00 of assessed valuation to $3.79 One item that seemed to garner a lot of discussion was my proposal to give county employees a one-time, one percent

pay increase for the upcoming year. The pay raise would have cost the county approximately $1.3 million. While I wish I could have proposed a two and a half percent increase, the one percent increase seemed to be the most logical step that would get us moving in the right direction. As an example, under a one percent increase,a worker making $30 thousand per year, would have received an extra check for $300.00, minus taxes. My thoughts proposing a pay increase was this—I know our employees have not seen a cost of living adjustment in four years. These employees have had to endure the same hardships the rough economy has thrust on all

Americans. They have been dedicated workers for the Pinal County. They have bills to pay, families to feed and obligations to meet, just like the rest of us. While it isn’t a lot of money, this would be better than no increase at all. Our economy seems to be improving, albeit slowly and our county budget can sustain such a pay increase. We could even provide employees a 2.5 percent increase and still have a balanced budget for next year. I grew up on the eastern part of Pinal County in the Dudleyville and Hayden area. Many of us worked for copper mining companies in the area. I saw first-hand the struggle working families went through on a daily basis.

Letter to the Editor: Rios advocates for employee pay increaseThese people worked hard and expected to be fairly compensated for it. Proposing a pay increase for county employees at this time isn’t pandering or electioneering; on the contrary it’s probably bad timing for a politician to do so. Most county employees don’t even reside in my district. The point is that funds are available this fiscal year for a pay increase even after

providing our property tax payers a tax decrease. Fighting for better wages for working families is what I do, it is a part of who I am. Chad Roche, Clerk of the Superior Court advocated for merit pay, instead of my proposed pay increase. His testimony and that of a few other against my proposal effectively killed the employee increase at this time. I worked under

the merit pay system a long time ago for the State of Arizona, but it also included across the board pay increases. If I couldn’t get a second to my motion on the board for a one percent pay raise, where would I get a second for a much more expensive pay plan advocated by Mr. Roche? /s/ Pete Rios, ChairmanPinal County Board of Supervisors

The U.S. Fish and Wildlife Service (Service) is exploring the possibility of establishing a collaborative conservation initiative along the riparian corridor of the Lower San Pedro River (San Pedro) from the Narrows to its confluence with the Gila River. The initiative would involve interested landowners, land managing agencies, local

communities, non-profit organizations, businesses and the public. The vision of the initiative is to conserve one of the Southwest’s prime areas of biological diversity, help to safeguard water supplies for municipal and agricultural users downstream, and preserve a working rural landscape of ranches and farms.

Fish and Wildlife Service proposes initiative to protect Lower San Pedro River; meeting set for tomorrow in San Manuel

Additionally, the vision for this initiative includes the formation of a landowner-driven collaborative conservation component, similar to the Malpai Borderlands Group. The Service could participate as a land-based agency representative on this group, but would not control the group’s decisions or activities. As part of an extensive public participation process, the Service is hosting three public meetings within the project area to discuss the concept with members of the public and interested stakeholders, and to identify issues that should be considered. Two of the meetings have been held in Tucson (June 12) and Cascabel (June 13). A third meeting is set for Thursday, June 14, in San Manuel. There’s good news for property owners in the Hayden-Winkelman School District. “Property owners in the HWUSD will open their 2012 property tax bill with a pleasant surprise this September. All HWUSD property owners’ taxes will be lowered as a result of significant increase in over assessed property value within the HWUSD. The net assessed property assessed value more than double, from $17.4 million to $38.4 million dollars over the past year, which will resulted in a significant saving for property owners is coming school year,” said Superintendent Jeff Gregorich. “Overall the school district’s portion of the property tax bill will drop 19 percent this coming school year. This is even with a slight increase in the primary tax rate to support the school district high school programs,” added Gregorich. To understand your individual savings: a home owner with $100,000

Property taxes to decrease in H-W districthome will save $210 overall as a result of this increase in net assessed value, which is an overall reduction of 19 percent. This is even more amazing for those that remember when HWUSD had the highest tax rate in the State of Arizona. In 2003, the average home owner paid 79.1 percent higher school related property taxes than they will this coming tax year. “In 2003, the average homeowner of that same $100,000 home paid over $3,400 in property taxes that were related to the school. Today that same home owner will pay only $712 dollars. This is great news for everyone in our community,” highlighted Gregorich.Brief History of Hayden-School District Property Tax Issue During the economic time during the last half of the 90s and early part of 2000, property taxes steadily increased for home owners and business in the HWUSD. The cause of this increase was directly related to the sharp decline in property assessed value

in the district and the passage of school bonds in the early 90’s. The school bonds were used to renovate the school building and infrastructure. In 1990, the HWUSD’s assessed property value was $50,000,000. Those of you that have lived in the area for a good length of time know that the copper industry has had it good times and bad times over the past century. The sharp declines in copper prices of the 90s and early part of the 2000s created a major property tax rate issue for the HWUSD. During that same time, the District’s net assessed property tax value decrease for $50 million dollars to $6 million dollars, or a decrease of 88% in 13 short years. The school district bonds were passed when the District’s net assessed property tax value was high, regardless, the bonds still needed to be repaid or the district needed to file bankruptcy and the school district would likely close. The burden to repay the 1992 school bonds now fell onto the remaining

12% of the property owners. To say the least, the bonds payment and property taxes were no longer affordable, which created a major issue for the local property owners, community, county, and the State of Arizona. The property owners and business owners were upset and threaten to not pay their taxes. Unfortunately, that was not going to solve the overall problem and eventually a reasonable solution needed to be created. The issue was unprecedented, and the disaster was an unforeseeable because of the sharp decline in property assessed value. No one at the time could have predict this scenario at the time the school bonds were passed the bonds in 1992. Naturally, business

moved out, homeowners could not pay their property taxes and the district was told at the end of September 2003, that it would run out of money by the end of October if there was not some intervention by someone or entity. This left the district and community wonder if we would have a school district after October 29, 2003. Immediately, the district school board began working with the State Legislature and its legal counsel to work through the problem. The State eventually loaned the District money to pay off the bonds at significantly lower rate of interest and extended the loan to help lessen the pain on the property owners. In addition, the District independently negotiated a settlement with the

bond holders to avoid bankruptcy and saved millions of dollars for the district’s property tax payers. The District now has three more payments left on the loan from the state of Arizona. The District will be debt free for the First time in decades on July 1, 2015. “Today, homeowners can now afford to live in the District and business are slowly coming back into our area. The copper industry remains strong and there is a positive outlook for the industry over the coming decade. Lessons have been learned, the school and community is growing strong. Today we enjoy tax rates that are reasonable, which will keep our community competitive over the coming years,” Gregorich said.

Fear not, I’ve put together weeks worth of fun summer activities for kids to keep them busy, and their parents sane. The list of summer

activities ranges in cost from free to frugal, but each requires extra quality time with kids - something we can all afford to spend more on! All these activities do not have to be consecutive, just select and enjoy.Fun, Frugal Summer Activities for Kids:• See a “one dollar” movie at the theater. Many theater chains around the country

Cheap Summer Activities to Enjoy with your Kids...offer summer movie programs for kids where they offer a “one dollar” movie every day for a week, or on a particular day of the week all summer. Alternative: Have a movie day at home by renting movies from CACTUS VIDEO or GORDONS IGA.• Teach your kids to fly a kite. Check your 10-day forecast and look for a windy day in the coming week. Pick up an expensive kite for the kids. I even recommend springing for the extra spool of kite string on a roller because the string and handles that come with the kites are lousy.• Build a “fort” in the living room. When my Daughter was smaller she got the biggest kick out of playing in giant cardboard boxes. We would color them, and cut “windows” out for her to look through. A living room “fort” could be as simple as a few kitchen chairs gathered in a circle with a large bed sheet thrown across them and draped to the floor. The

By Dan Hinojos Blazers Softball kicked off season with the visiting team San Manuel Wildcats in at-tendance at the Hayden Little League Field. Individual spon-sors Patsy Schoppel and Joey Romero joined the Blazers 16u team in presenting a team col-ored wreath with rainbow de-signs to Ray Cruz (Adrianna’s father). Ray Cruz also threw out the first pitch to kick off the season. Newly formed teams Adrena-line (14u) coached by Joe Mon-tano and Blazers (12u) coached by Daniel Hinojos and Selena Arbizo played their first games in front of the home crowd Thursday night. The “Little Blazers” played the San Manuel Wildcats in the first game of the night. The Blazers edged out the Wildcats 6-3 in 4 innings of play. Daniella Hinojos and Deadra Spurgeon both pitched 2 innings apiece for their first ASA games. Daniella faced 8 batters, striking out 5 bat-ters, walking 1, with no earned runs. Deadra faced 11 batters, striking out 6, walking 4, and 3 earned runs. A great first effort for both young pitchers. On the offensive side, the Blazers were led by Jada Zaragoza (1-2, 2 runs scored) and Emma Al-varado (1-2, 2 runs scored). In the second game of the night, between Adrenaline and the Blazers, a slim 1 run lead after two innings played, ended with a 16-4 Blazer win. Of-

fensively, the Blazers were led by Leah Wallace (3-3), Elisia Romero (2-3), Jo Jo Kimmel (2-3, HR), and Alicia Romero (2-3). On the mound for the Blazers was Leah Wallace start-ing her first ASA game, pitching 3 innings (13 batters, 3 K, 0 W, 4 ER), and Annie Hinojos pitch-ing 2 innings of relief (8 batters, 5 K, 2 W, 0 ER). The coaches and parents would like to give thanks to all the sponsors who made our opening ceremonies a success for these young ladies as they play softball, “a game they love to play.” In the second week of the season both the “Little Blaz-ers and Big Blazers” faced the Mammoth Insanity and Mam-moth Rebels. Tuesday the teams traveled to Mammoth, the Blazers (12u) played 5 in-nings against a tough Insanity team pulling out a 3-0 win. D & D took the mound again with Daniella pitching 2 innings (7 batters, 3 K, 0 W, 0 ER) and Deadra pitching 3 innings (12 batters, 4 K, 2 W, 0 ER). Of-fensively the Blazers were led by Julie Meza (2 runs scored), Emma Alvarado (1-3, 1 run scored), and Daniella Hinojos (1-3, RBI). Of-fensively the Blazers were led by Tara Lorona (1-3, 3 runs scored) and Jada Zaragoza (1-3, 3 runs scored), Dee Spur-geon (1-3), Emma Alvarado (1-2, 2 runs scored) and Niki Baldenegro (2-3, HR). On the mound were Daniella Hinojos (9 batters, 2 K, 2 W, 1 ER), Dee Spurgeon (6 batters, 1 K, 1 W, 1 ER), and Niki Baldenegro (7 batters, 2 K, 1 W, 3 ER). The evening game faced the Rebels of Mammoth against the Blazers 16u team. The Rebels scored first and held a 1-0 lead going into the 3rd inning. The Blazer bats woke up in the bot-tom of the third inning scoring 4 runs and then scoring 6 runs in the 5th. The Rebels fought into the 6th inning scoring 2 runs at their last at bat to bring the game to a 10-5 ending in favor of the Blazers. Leading the Blazers offense were Elisia Romero (2-3, 2 runs scored), Sam Zaragoza (1-3, triple, 2 runs scored), Kiana Zaragoza (2 run scored), Christiana Marti-nez (2 runs scored), and Annie Hinojos (2-3, triple, double). Annie Hinojos took the mound for the Blazers facing 33 bat-ters giving up 7 hits, 5 walks, 5 strikouts, and 5 runs in 6 innings. Thank you to the two “little blazers” that filled in for the missing 16u girls on Tues-day and Thursday. You girls held your own. Good job. The hearing will be held on Monday, June 18, 6:30 p.m. at the Dudleyville Community Center. 4/16/2012 Dudleyville Fire District PO Box 350 Winkleman, AZ 85192-0350 To the Governing Board of the Dudleyville Fire District, As per Arizona Revised Statute (ARS) 48-262 we the undersigned formally request the withdrawal of the following area from the boundaries of the Dudleyville Fire District (see attached map). We hereby declare that we have NO CONFIDENCE in the ability of the Dudleyville Fire District, or it’s Governing Board as Administrator, to adequately protect our health or our properties, both held individually, or as caretakers under long-term agricultural lease. Since we hold both real property and extensive long-term agricultural leases in the area defined, from the north boundary change requested at MM 128 southward to MM 121.5 on AZ 77, on both sides of the highway, we formally request the Dudleyville Fire District relinquish this area so that we may arrange other more adequate protection that is already in place and available through Pinal Rural Fire Rescue, Inc. We are also aware that we have the right as Aggrieved Persons to appeal the governing body’s decision to the Board of Supervisors and from there to the County Superior Court as spelled out in A.R.S. §48-262-A6 if necessary. Per ARS 48-262-A1 we must make an impact statement which includes: 1. Description of the boundaries with detailed accurate map of area to be changed 2. Estimate of the assessed valuation within boundaries of the proposed change 3. Estimate change in tax rate if change made 4. Estimate of change in the property tax liability 5. List and explain benefits of change 6. List and explain injuries of change In reply to the above we state the impacts in their numerical order. 1. Description of the boundaries with detailed accurate map of area to be changed From an east-west line at MM 128 on AZ

Hwy 77 southward to the southern border of the Dudleyville Fire District where it meets with the Pinal Rural Fire Rescue 911 service area on both the southern boundary and the east-west sides of AZ Highway 77 (map attached) south of MM 128 on AZ Hwy 77. This would also include east of Hwy 77 on E Aravaipa Rd where we hold real property within the boundary of the Dudleyville Fire District. This area as displayed on the attached map would include the areas as already defined in the formation and/or annexation descriptions of the Dudleyville Fire District boundary descriptions from an east-west line at Mile Marker 128 on AZ 77. 2. Estimated assessed valuation is -$451,324 3. Estimated change in tax revenue -a decrease of $980.22 for the assessed tax due the Dudleyville Fire District for our combined owned properties. 4. Estimate of change in the property tax liability -$980.22 5. List and explain benefits of change a. We have an alternative fire rescue service (Pinal Rural Fire Rescue, Inc. or PRFR) to which we already contract for our controlling interests in agricultural leases outside the Dudleyville Fire District which provides faster response times and a significantly higher quality level of service. This applies to Table Mesa Farms real and leased properties. b. PRFR also has much more fire apparatus and rescue vehicles available. c. This alternative service (PRFR) provides a much higher level of Emergency Medical Services that far exceed your capabilities since they have both Basic (EMT) AND Advanced Life Support (Paramedic) level of services. We formally request that the areas highlighted on the attached map be removed. As an agricultural entity emergency medical care is paramount due to the fact we deal with heavy machinery, agricultural chemicals, etc. The alternative service also has Hazardous Materials medical direction to treat that possibility and is the only fire-based service in the region with that capability. Since there is also is also a significant number of elderly in this area the faster first-response by a more advanced life support service could mean the difference between life and death. This shows a clear necessity under the “public health, comfort, convenience, necessity or welfare” clause of ARS 48-262 -AS: 5. At the hearing called pursuant to

paragraph 2 of this subsection the governing body shall consider the comments of the board of supervisors, hear those who appear for and against the proposed change and determine whether the proposed change will promote the public health, comfort, convenience, necessity or welfare. If the governing body determines that the public health, comfort, convenience, necessity or welfare will be promoted, it shall approve the impact statement and authorize the persons proposing the change to circulate petitions as provided in this subsection. d. Since we have ownership and/or contract liability control over a vast area of agricultural land, some of this is already protected by Pinal Rural Fire Rescue, Inc., under contract, as permitted by state law. This includes Table Mesa Farms leases we hold of state land outside the Dudleyville Fire District. Per the AZ State Forestry District Forester we are authorized to contract for fire protection to state land we lease to a fire department that is a state forestry Co-operator, which Pinal Rural Fire Rescue is. This sets precedent for our other agricultural leases that we hold from Groupo Mexico, dba Asarco, in which we are required by contract to hold liability protection for. Since we already have PRFR as a contract service we wish that they provide all our services for continuity. e. The alternate service (PRFR) has applied for a Certificate of Necessity through the Arizona Department of Health Services Bureau of EMS and Trauma Systems to provide BLS/ALS ambulance service to the Aravaipa Canyon area which would also directly impact the speed at which advanced care would be available, as well as the continuity of care so vital to quality emergency medical care f. PRFR has plans to build a fire station on E Aravaipa Rd 1.3 miles east of AZ Hwy 77 which will reduce response times significantly g. Until such a time as the station is built we [Table Mesa Farms] will be permitting PRFR to utilize our property facilities to establish a substation to create faster response times since we already contract their services for areas outside of the Dudleyville Fire District that we control. Since the removal of an area within a fire district cannot create non-contiguous county islands per ARS 48-262 we request that this area be allowed to proceed to petition as also directed under

ARS 48-262-9 6. List and explain injuries of change-a. A limited revenue reduction will ensue to the Dudleyville Fire District, but, in turn, since that would reduce the size of the Dudleyville Fire District service area that would require less operating capital to provide protection -so no injury would occur. b. An injury would occur on behalf of the petitioner(s) if Olivia Morales as District Board member is allowed to preside, or participate, over this hearing. Since Olivia Morales is both a property owner of the area being petitioned for removal and a governing member of the Dudleyville Fire District Board, as well as being related to members of the Dudleyville Fire District and/or the Dudleyville Fire

District Governing Board, this presents a clear conflict of interest. This request for boundary change would affect her standing as a continuing member of the District Board should the request be approved, and it would be an egregious conflict of interest for her to preside over this as both a Board Member and as a property owner. Therefore, it is requested that Olivia Morales should recuse. c. This same conflict of interest would apply to any family relations, whether by birth or marriages, that are currently a member, or members, of the Dudleyville Fire District Governing Board. If this causes a lack of a quorum we request that the Dudleyville Fire District Governing Board relinquish this matter to the Pinal County Board of Supervisors for

determination in the event that no quorum can be seated, as required by Arizona state law. ARS 48-262 sets all times frames as to the responses to this petition for removal of the properties defined. its high biodiversity values. It is recognized as one of the primary migratory bird corridors in the West, with estimates of up to four million birds that annually traverse the corridor between Mexico and breeding areas. Through this process the Service seeks to identify an administratively approved project boundary. If a boundary is approved, the Service would be able to contribute an array of various tools that landowners could voluntarily and freely choose from. This includes technical assistance, cooperative agreements for management, Partners for Fish and Wildlife Program grants, conservation easements, or fee title acquisition by the Service. Any fee title acquisition by the Service would be from willing sellers only. Any formally acquired lands

would be managed as a part of the National Wildlife Refuge System. Based on the information received during these Scoping meetings, the Service will determine if moving forward on the project is appropriate. If deemed appropriate the Service will create a draft Land Protection Plan, Conceptual Management Plan, and any necessary NEPA compliance documents. The draft documents would be made available to the public through an open comment period and another round of public meetings would be held. Based on the feedback received, a recommendation would be made to Service headquarters in Washington D.C where any final decision would be made.
