Dear EuroCham Members and Partners,
I am proud to introduce this review of EuroCham’s achievements in 2018. It has been another year in which the organisation has maintained a high profile and has played a central part in representing the interests of European business, and the business community more widely, to the Cambodian government.
EuroCham has continued its highly effective programme of engagement and advocacy, both behind the scenes and through significant public events with Government Ministers and heads of agencies such as the General Department of Taxation and the General Department of Customs and Excise that have a vital role in creating a business-friendly environment. The participation these events attract from the business community, and the readiness of senior Ministers to attend and to engage in frank discussion with business representatives, are a measure of the respect with which EuroCham is regarded. In the same way, the White Book is seen as a serious and constructive contribution to the development of policy, and that is reflected in the nature of the response from Government. I look forward to the next edition.
I welcome the establishment in December 2018 of the Benelux Chapter of EuroCham, bringing the number of national chapters to six. I look forward to further growth over the coming years as more European businesses become established in Cambodia.
Depending on the figures used, the EU as a whole is already the second or third largest source of foreign investment in Cambodia. I am proud of what is done by European companies here, in a much wider range of sectors than is sometimes realised. I have been greatly impressed when visiting European companies by their commitment to Cambodia and its people, by their commitment to high standards in terms of social and environmental responsibility and in terms of ethics, and by their determination to be the best.
As I come to the end of my mandate as EU Ambassador in Cambodia, I would like to thank the board of EuroCham under the Chairmanship of Arnaud Darc
and his predecessor Emmanuel Menanteau, the secretariat under Executive Director Blaise Kilian and his predecessor Ratana Phurik-Callebaut, and all the members companies for their unstinting efforts to promote European business in Cambodia and to work for a better business environment for all – not only in their own interests but in the interests of Cambodia’s long term development. I am pleased that the EU has been able to support
that work. I wish EuroCham and all its members continued success over the coming years.

Dear valued Members and Partners,
In 2018, EuroCham’s mission was greater than simply representing the interests of local European businesses.
United with other chambers and in cooperation with the Royal Cambodian Government, we fought to ensure optimal conditions for maintaining Cambodia’s competitiveness in a fast-changing global business landscape.
As a chamber of commerce that represents European values abroad, we strongly support democracy, political freedom, and labour rights in Cambodia. However, unilateral sanctions that target the livelihoods of everyday Cambodians are a detriment to domestic democratic progress and betrays the underlying ethics which the EU stands for.
While extraordinary progress has been achieved so far, the economy’s record growth is still fragile. The loss of EBA status could stagnate Cambodian industry and also impact socio-political stability, which is also reliant on opportunities created by trade with the EU.
In Singapore and Brussels, I voiced our deep concerns to European Commissioner for Trade, Ms. Cecilia Malmström; presenting letters from a number of chapter heads. While the door to further dialog remains open, there is much work left to be done.
Through last year’s combined effort led by the Cambodian Chamber of Commerce and its Chairman, Neak Oknha Kith Meng, along with many other chambers, private sector stakeholders, and business associations we were able to influence Prakas 443 on Seniority Indemnity Payment. As a result of our unified negotiation with the Royal Government, the Ministry of Labour and Vocational Training has agreed to delay back payment implementation, giving employers time to roll out seniority payments without sudden impacts on operational costs.
By promoting Corporate Social Responsibility (CSR) initiatives, our aim is to improve business practice in Cambodia. Taking the torch from the Conseillers du Commerce Extérieur de la France and the French Chamber of Commerce, this year EuroCham introduces a CSR contest open exclusively to our members with sustainable development projects in the country. Our vision is to expand this programme to all
enterprises in the Kingdom over the coming years to promote local innovative and sustainable business solutions.
I extend my deepest appreciation for EuroCham’s dedicated team and everyone that has contributed to Cambodia’s development. When I see your commitment to increasing the prosperity of a country that has welcomed us so warmly through the thousands of jobs you’ve created for an increasingly international-minded workforce, I’m honored to work with you.
Throughout 2019, we will remain dedicated to EuroCham’s three guiding principles of business advocacy, providing excellent service and growing membership. Ultimately, our actions are the actions of our valued members. Your interests and concerns are the guiding voice
that informs all that we do.
Looking ahead, I would like to see EuroCham and its national chapters to continue engagement and participation in advancing this country and to take an active role in promoting its positive aspects globally.

Dear Members, Partners and Friends,
2018 was yet another outstanding year for EuroCham and I am proud to say that the Chamber has never been so dynamic and successful.
When I took over as Executive Director, my objectives for the Chamber were twofold: to maintain the standards of excellence set by my outstanding predecessor, Ratana Phurik-Callebaut; and to prepare for the sustainability of EuroCham beyond the European Union funding. Thanks to my team’s commitment, we have delivered in many ways, and sometimes beyond expectations
Our level of dialogue with the Royal Government has further increased with numerous discussions on a vast area of sectoral and regulatory matters. This relationship was particularly leveraged during the negotiations on the Seniority payment issue but also to provide feedback with regard to the EBA situation and the need to increase the Kingdom’s competitiveness.
In Services, the strategy initiated early last year has paid off, as we nearly doubled our revenues through contracts with both corporate and institutional clients. Our timely partnership with the German Global Business Network proved especially fruitful in this regard.
As the largest Western business association in Cambodia, we continue to receive new membership requests and today, EuroCham Cambodia represents over 350 companies. To continue fostering European diversity within the Chamber, we launched our newest National Chapter, Benelux Cambodia, through a combined high visibility event and trade mission from Dutch and Belgian companies based in Bangkok.
Promoting Cambodia as a business destination is indeed part of our mandate, and we have continued to do so thanks to our European funding. Significantly, the past year saw the organization of EuroFair, our first trade and services exhibition. With more than 50 exhibitors, EuroFair not only enhanced European brands with local consumers but also attracted new European companies to the Cambodian market.
None of these achievements would have been possible without our Members’ participation, the support of the Board of Directors, the
dedication of my team and the guidance of my predecessor. I take this opportunity to express my gratitude to all of you. Our appreciation also goes to our sponsors and of course to the European Union for their support, in particular to the departing Ambassador George Edgar who has constantly stood by our side.
A lot remains to be done to ensure that EuroCham can stand on its own and meet the expectations of all its stakeholders. As our membership keeps growing, I am aware of the necessity to engage more with those who have put their trust in us, and to find new and better ways of providing them with meaningful benefits. This will be the priority of the year ahead, as a Chamber can only exist through its Members, and for its Members.

AnnualGeneralMeetingEuroCham holds its Annual General Meeting so mem-bers can vote for their new board of directors and receive updates on the Chamber's finances, activities, and progress of the advocacy, services and outreach pillars.

On Wednesday 21st March 2018, EuroCham Cambodia hosted its Annual General Meeting at Sofitel Phnom Penh Phokeethra. This was the last AGM of our former Executive Director, Ratana Phurik-Callebaut, to whom the whole attendance paid tribute for her outstanding achievements at the helm of the Chamber for three and a half years.
Important decisions were made, with members approving the modification of our Statutes to allow for the establishment of National Chapters with a minimum of 10 members and the possibility for these Chapters to automatically appoint a Board Director if they have 20 members or more. Besides, BritCham participation to the Board was reduced to one seat only.
The new Board of Directors was then elected for a two years mandate, 2018-2020. Newly elected and appointed members included Aurelio Flacco, Asif Iqbal, Serge Pak and Phirum Hay. They replaced departing members Daniel Wein, Nary Ung, Andre De Jong and Katie Scheding whose position as Secretary General was taken over by Bun Youdy.

SeminarsWe occasionally organize free seminars with the Royal Government which offer attendees practical information about regulation changes issued by the Royal Government. Ministry officials are invited to present updates, and the private sector has the opportunity to ask questions and provide feedback.

EuroCham and the Ministry of Commerce hosted a dissemination workshop on the Law on Trade Remedies. This half-day seminar was conducted to give an over-view of Cambodia's recently adopted Trade Remedies Law and how it will apply.
Two leaders of the Royal Government joined our mem-bers this year. In January, H.E. Say Samal gave a very candid assessment of his recent years at the helm of the Ministry of Environment and of his endeavor to complete
the draft Environment & Natural Resources Code, before taking questions from the participants. In December, H.E. Kun Nhem, Director General of Customs and Excise, gave a brief overview of ongoing reforms before extensively answering practical questions from participants.

From 29 June to 1 July, EuroCham hosted EuroFair, Cambodia’s first trade exhibition exclusively dedicated to European brands.
With 51 exhibitors from 7 European countries representing 15 different industries, including a dedicated food square, EuroFair was widely covered by the media and attracted nearly 5,000 visitors, both consumers and entrepreneurs.

EuroFair was designed to enhance the visibility of European brands in the Cambodian market and to attract newcomers to the Kingdom. Significantly, the largest exhibitor was
an Italian luxury furniture company who came to test the market and subsequently opened an outlet in Phnom Penh.

The forum proved very successful, with contents being repeatedly quoted afterwards by Royal Government stakeholders.
The Forum was organized with our Transport and Logistics Committee. It was opened by the Senior Minister of Public Works and Transports and saw the participation of high level speakers such as a Secretary of State for Posts and Telecommunications and a Deputy Director General of Customs. Participants from European and Japanese companies shared their recommendations for improved logistics and investment readiness with nearly 200 people comprising high level officials, international experts, and CEOs.

What is advocacy? Advocacy provides EuroCham members a dialogue platform with the Royal Government of Cambodia.
Is it lobbying? The explicit objective of lobbying is to influence the outcome of government decisions, generally to benefit a minority (like a company or industry). Advocacy aims to assist through the collective feedback of the private sector; alert the government to unclear policies, implementation issues and other obstacles to doing
business, while proposing ways to strengthen overall competitiveness and attractiveness for trade and investment.
How does it work? Two-way communication is at the heart of advocacy; members convey feedback to relevant Ministries, who in turn can quickly communicate updates, new policy, and clarifications to the private sector. This is done through forums and conferences, digital channels, and occasional technical
consultations on the drafting of regulation.
What is EuroCham’s role? EuroCham acts as a facilitator; the advocacy is led by members who have formed committees around specific topics or sectors.
How specifically does EuroCham facilitate? We organize forums, seminars, breakfast talks and workshops, participate in consultations with the Royal Government, sign and

Government. A large part of this endeavor
relies on our Sectoral Committees - groups
of EuroCham members - who regularly
meet to discuss constructive solutions to
regulatory and structural issues affecting
businesses in Cambodia. Since 2014,
these committees propelled EuroCham’s
advocacy initiatives by providing policy
inputs to the White Book and public-
private technical consultations, and by
preparing EuroCham Forums, Luncheons
and Breakfast Talks as a means of bringing
open dialogue and information sharing
to our wider membership. In order to
efficiently convey the voice of its members
to the Royal Government, EuroCham has
also been actively participating in relevant
Working Groups of the Government-Private
Sector Forum (G-PSF), especially Industrial
Relations; Law, Tax & Governance;
Tourism; Customs; and Mines & Energy.
EuroCham co-chaired the Secretariat of
the Government-Private Sector Forum
Working Group on Tourism (G-PSF
Working Group B) until mid-2018, when
we transferred this responsibility to the
Cambodia Tourism Federation (CTF) with
the view of strengthening the private sector
influence through a “one voice”, single
body. Having generally been recognized as
a legitimate representative of the compliant
private sector, EuroCham has also been
able to further strengthen its dialogue with
the Royal Government by securing ongoing
bilateral relationships with various relevant
Ministries, thus providing opportunities for
active members to convey industry views
and feedback at the highest level.
In 2018, EuroCham continued to reach out
to other business associations, especially
the Cambodia Chamber of Commerce,
the Young Entrepreneurs Association
of Cambodia, the Cambodia Freight
Forwarders Association the Garment
Manufacturers Association of Cambodia,
while remaining an active member of
the Cambodian Federation of Business
Associations, in order to send a common
message to the Royal Government,
whenever possible. This strategy of
cross-chambers coordination strengthens
the relevance and legitimacy of our
policy recommendations, enabling us to
secure major successes in convincing our
Government counterparts, for instance
when dealing with tax or customs related
issues, but also to present a common
stance on major issues such as Seniority
Indemnity Payment.
Throughout the years, we have been
able to maintain the general recognition
and appreciation of our White Book,
whose second edition was released in
September 2017, containing 76 policy
recommendations. Similarly to the first
edition, the rate of responses provided in
2018 by the Royal Government to these
recommendations stands slightly above
60%. However we were able to secure
a marked improvement in the number of
written responses: the General Department
of Taxation, the Ministry of Labour and
Vocational Training, the Ministry of
Health and the Ministry of Posts and
Telecommunication have indeed accepted
to not only discuss the contents of the
White Book in extensive meetings but
also to provide official written responses
to its recommendations. Throughout
2018, EuroCham Sectoral Committees,
including our newly created Agribusiness
Committee, have also started to provide
inputs to the third edition of the White
Book to be published in 2019.
Finally, in order to further make the voice of
private sector heard at the policy-making
level, EuroCham has continued to engage
with various Development Partners.
Throughout 2018, we have been regularly
in touch with institutions such as IMF or
the World Bank who have expressed their
appreciation over the value of EuroCham’s
feedback, and especially the high quality
of the White Book’s contents, concerning
the Cambodian economic perspective and
overall business climate.

EuroCham Tools We have also developed two key tools to represent our members’ voices - one technical and one general. Each year and a half (since 2016) we combine all of
our committees’ policy analysis and technical proposals into a professionally produced “White Book”, distributed (and roundly praised) throughout the highest level of government.
Our wider membership is also able to make their voices heard by way of a comprehensive annual survey, the results of which are detailed in our yearly Business Confidence Survey report. This report provides an empirical understanding of the advantages and challenges to doing

• The Ministry of Labour and Vocational Training has allowed businesses to register the contract of foreign employees detailing their job requirements without using the Ministry’s predefined contractual template.
• The Ministry of Posts and Telecommunication has been working on the draft E-Commerce Law with the Ministry of Commerce who invited our ICT Committee to join open and closed meetings for feedback on the Law which is expected to be adopted in 2019.
• The Ministry of Health is in the process of developing an online platform to electronically manage medical product registrations and importations to expedite and simplify the process of obtaining import and renewal licenses. In addition to the online platform, the Ministry is also working on drafting the guidelines and joint-Prakas on post-registration variations.
• The Ministry of Environment has welcomed our initiative to establish the Cambodian Green Building Council with cooperation from the Ministry of Land Management, Urban Planning and Construction.
EuroCham has successfully made its members’ voice and concerns known to the Royal Government by producing a series of White Books. The EuroCham White Book is a compilation of policy recommendations for trade and investment, and provides constructive support to the Royal Government’s efforts in addressing issues that impact the ease of doing business in Cambodia. It is also designed to be an effective tool for promoting constructive public-private dialogue and offering suggestions for the improvement of Cambodia-Europe business relations.
In 2018, EuroCham Sectoral Committees made an ongoing effort to seek responses to the 76 Recommendations included in the second White Book that was released late 2017. In addition to the numerous bilateral meetings secured with various Ministries to discuss these recommendations, EuroCham also received official written responses from the Ministry of Labour and Vocational Training, the Ministry of Economy and Finance (General Department of Taxation), the Ministry of Health (Department of Drugs & Food, National Health Products Quality Control Centre), the Ministry of Posts and Telecommunications. This is a marked improvement from the first edition where only the General Department of Taxation had provided a written answer to the White Book.
• The Ministry of Economy and Finance has issued a Prakas on the Rules and Procedures on Income and Expense Allocation among Related Parties (transfer pricing), which provides enterprises that undertake transactions with related parties with clear guidelines and procedures.
• The Royal Government of Cambodia has issued a Sub-Decree on fire safety requiring Commercial Buildings to install extinguishing system to prevent fires. Incidentally, 2018 also saw the Project Advisory Board established under the Ministry of Labour and Vocational Training to promote occupational safety and health in the construction sector, with EuroCham's Real Estate & Construction Committee officially appointed on this Board.
Overall, the rate of policy responses to the White Book, either through direct feedback or related policy changes, stands above 60% while we are expecting similar engagement with the Royal Government for the third edition. Among the most significant responses to the White Book 2017 edition are the following:

Mitigating the Impact of Seniority Indemnity Payments On 21 September 2018, the Ministry of Labour and Vocational
Training released Prakas 443 to establish the payment of seniority
indemnity for all employees. While the decision to protect
workers against the abrupt closure of mostly garment factories
is commendable, the mechanism for 12 years of back payments
included in Prakas 443 raised deep concerns among the business
community.
As a result, EuroCham and the Cambodia Chamber of Commerce
joined hands to gather more than 30 business associations in
raising their grave concerns with the Ministry of Labour and
Throughout 2018, EuroCham relentlessly advocated against the
possible withdrawal of EBA. As early as March 2018, EuroCham
sent a letter to Cecilia Malmström, the European Commissioner for
Trade, expressing the view that “calls for the European Union and
the global community in general to review Cambodia’s preferential
trade partner status would be detrimental to the enormous
advancements the country has made in the past decades in a
range of economic areas”.
To convey our concerns at the highest level, EuroCham’s Chairman
traveled twice to personally meet with Madame Cecilia Malmström,
Vocational Training. Unifying under a single advocacy voice was
unprecedented in Cambodia, and bore fruits when a special
public-private task force was created by the Royal Government to
discuss and address the fears of the private sector on the impact
that seniority indemnity payments could potentially have on the
financial viability of businesses.
While the results of these negotiations are still to be formally
announced, there is high hope that the actions led by EuroCham
and the Cambodia Chamber of Commerce will deliver a positive
outcome that will be announced very soon.

2018, then in Brussels with an EU-ABC delegation in October.
In addition to these individual efforts, EuroCham endeavored
to mobilize the entire private sector in Cambodia to convey
their concerns to the European Union with regard to the
counterproductive effect of a possible EBA withdrawal.
Although the European Commission has indeed taken the decision
to initiate the formal investigation into withdrawing the EBA
arrangement, EuroCham will continue to lobby Brussels against
this while also advocating with the Royal Government to undertake
further reforms to improve the Kingdom’s competitiveness.

The Campaign For EBA
During the course of 2018, EuroCham was particularly active on two unexpected fronts, one domestic and one international, though both vitally important to the private sector and Cambodia’s competitiveness: EBA and Seniority Indemnity. While the campaign to retain EBA is protracted and complex, there is hope that the negotiations with the Royal Government regarding seniority indemnity payments will bring some results in the coming year.

GREEN BUSINESS
Green businesses (also known as sustainable businesses) minimize the negative impact on the global or local environment, community and society. The Green Business Committee is open to all companies and individuals that either work in the green business sector – e.g. renewable energy or waste management, or operate their businesses by respecting green principles – e.g. energy efficiency or low carbon dioxide emissions, as well as Corporate Social Responsibility principles. The main objective is to raise awareness for green business practices in Cambodia and to draw public attention on issues that require urgent revision.

Overview
Our ten Sectoral and Cross-sectoral Committees function as platforms for information sharing on specifics sectors of activity and are the primary contributors to the EuroCham Advocacy Program. Throughout the year, the Committees have provided inputs into EuroCham White Book before it is formally presented to the Royal Government during the Cambodia-EU Business Dialogue. Committees were then involved in subsequent consultations to discuss these recommendations with relevant Ministries. Several Committees initiate events organized by EuroCham such as our Breakfast Talks that focus on specific, technical topics geared toward management-level professionals, or highly visible Sectoral Forums that promote topics relevant to the sector through keynote speeches and panel debates.

TOURISM
The Tourism Committee is a platform for discussion and exchange. Its aim is to identify issues affecting businesses in the tourism and hospitality sector, and propose constructive solutions to the Royal Government through the Government-Private Sector Forum and other venues of consultation.
In early 2015, EuroCham successfully nominated the Chairman of its Tourism Committee, Mr. Luu Meng, to be elected as Co-Chair of the Government-Private Sector Forum Tourism Working Group. As such EuroCham was entrusted with the Secretariat of the G-PSF Tourism Working Group (Working Group B) while working hard to strengthen the Cambodia Tourism Federation of which we are a Board Member. In 2018, EuroCham transferred the Working Group B Secretariat to the Cambodia Tourism Federation with the view of promoting a single-voice advocacy for the entire tourism and hospitality sector.

tion, the Committee works on promoting closer relations between employers, educational institutions and students with the view of contributing to bridging the skill gap. The Committee seeks to deepen cooperation with the Cambodian authorities and connect with other stakeholders, by contributing to joint initiatives and provide inputs across a range of legal, regulatory, technical, and educational fields.

Current members include container shipping lines, freight forwarding and logistics companies, airlines, airport operators, consulting firms, and parcel service companies. The Committee is very active in consultations with the Royal Government and Development Partners on topics related to Cambodia’s connectivity, from policy formulation to solving issues that are hampering the Kingdom’s competitiveness. The Committee also enjoys good relationships with Cambodia Freight Forwarders Association (CAMFFA).

In 2018 we transferred our role as Secretariat of the Government-Private Sector Forum—Tourism Working Group (“G-PSF, Working Group B”) to the Cambodia Tourism Federation, in order to promote a "one voice" advocacy srategy.
EuroCham however remains actively involved in several G-PSF Working Groups.

The Ministry of Tourism and EuroCham have been working together to address tourism issues within the framework of the Government-Private Sector Forum. EuroCham co-chaired the Secretariat of the Government-Private Sector Forum Working Group on Tourism (G-PSF Working Group B) until mid-2018, when we transferred this responsibility to the Cambodia Tourism Federation (CTF) with the view of strengthening the private sector influence through a “one voice”, single body. In 2018, EuroCham successfully managed to bring concerns of its Tourism Committee members to be addressed by the Royal Government through the coordination of the Cambodia Tourism Federation (CTF).
In addition, EuroCham has been regularly invited to join consultations and information sharing sessions with various ministries such as:
• The Ministry of Economy and Finance for regular meetings with EuroCham's Tax Committee on policy direction for tax incentives and on economic policy in general as well as on connectivity.
• The Ministry of Labour and Vocational Training for a series of consultative meetings with EuroCham's Real Estate and Construction Committee on drafting a Prakas related to occupational safety and health in construction worksite as well as with the Human Resources Committee on the Minimum Wage Draft Law and on the Seniority Indemnity implementation issues.

We created the Outreach program to promote Cambodia’s business opportunities abroad. Our goal is for more European companies to consider Cambodia as a potential new market for trade and investment, and to assist them in their development here.
Doing this brings new clients and partners to EuroCham members, and results in a larger European voice in our advocacy efforts with the Royal Government. The Outreach program is funded entirely by the European Union grant and not by memberships contributions. However, some members may voluntarily join our conferences abroad to share their experience and expand their network.
What is Outreach?
Strategy
In August 2018, EuroCham and several of its members were invited to the Embassy of the Netherlands in Bang-kok to present the results of a multi-sectoral study to the Dutch business community based in Thailand. Commis-sioned by the Dutch Embassy with the view of attracting Dutch companies to Cambodia, this in-depth study pre-sented detailed analysis of several high-potential sectors of the Cambodian economy: agriculture, energy, garment, healthcare and logistics. The conference was followed by a networking event with members of the Netherlands Thai Chamber of Commerce and the Belgian Luxembourg Thai Chamber of Commerce.

Description & Strategy
Collaboration is an essential part of any outreach strategy. We use the assistance of local chambers of commerce, trade agencies and professional associations to reach European SMEs. As the Cambodian market is not familiar to most, we often work closely with other Southeast Asian markets (namely Myanmar, Laos and Vietnam) to attract a larger audience and generate interest for the whole region.
We have developed a strong spirit of cooperation with regional chambers and associations, and they are helpful in connecting us with their members. A notable advantage is that European companies already operating in the region have a better understanding of business opportunities in Cambodia, and are often keen on developing their activities here. They are also more familiar with local business practices.
In 2018, the EuroCham team continued to travel abroad, especially throughout Southeast Asia, to promote Cambodia with European companies, while progressively preparing the shift to more online outreach activities. This strategy is part of our willingness to continue outreach beyond our European Union funding, through digital tools such as webinars, a YouTube channel and the establishment of a dedicated web page.
EuroFair 2018 was our largest outreach event as it was also designed to attract new European companies to test the Cambodian consumer market. As such, EuroFair succeeded in luring newcomers to Cambodia, in particular its largest exhibitor, an Italian luxury furniture company who subsequently opened an official outlet in Phnom Penh.

EuroCham continues its efforts to promote Cambodia as a destination for investments with digital tools. As our European Union funding will come to an end, we will rely more on digital tools to continue attracting European investors to the Kingdom.
In 2018, we kickstarted a series of webinars involving presentations and discussions with our members on current status of specific sectors and market potential. These webinars, along with other videos produced by EuroCham, form our recently established YouTube channel and attract an increasing number of viewers.
The coming year will also see the creation of a specific web page “Invest in Cambodia” to reach out directly to European SMEs and investors in Europe and Southeast Asia, with first hand information on the Cambodian economy, sectors of activity, regulations and other relevant data. Finally, our outreach publication “Business Opportunities in Cambodia” will also be updated in 2019.

With the support of the European Commission, the European Business Organization (EBO) Worldwide Network was created in 2001 between representatives of EU business associations and chambers of commerce in non-EU countries. There are more than 35 officially recognized European Chambers operating around the world in countries outside of the EU.
Though different in structures and focuses, these associations and CCIs share one common goal – to represent the European business interests in so-called Third Markets. Their aim is to raise awareness about EU policy priorities and activities, and improve market access for European businesses.

Endorsed by the European Commission and recognized by ASEAN, the EU-ASEAN Business Council (EU-ABC) is the premier advocacy body representing the voice of European businesses in ASEAN, and offers its members a medium to easily exchange information with one another.
The EU-ABC’s membership is made up of eight European Chambers of Commerce in Southeast Asia as well as large European multinational corporations. It allows members to engage in high-level meetings with policymakers in the ASEAN countries, the ASEAN secretariat, and EU institutions.
As an active member of the EU-ABC, we have contributed inputs to regional position papers on ASEAN market access and have been recognized for having one of the highest EU-ABC Business Survey rate of participation of all member chambers for the last three years in a row.

The EU-ASEAN Business Networks is a collective of ASEAN-based organizations and projects implementing the EU’s ICI+ / SEBSEAM project. While not identical in structure and objectives, each of these networks shares the common goal of ensuring EU companies can operate in ASEAN markets as efficiently and openly as possible.
The SEBSEAM (Support for European Business in South-East Asia Markets) project is made up of three pillars: outreach (promotion), services (support for European companies on the ground), and advocacy (public-private dialogue at country level).
In order to present their project updates, share best practices and discuss jointly-planned activities, the EU-ASEAN Business Networks hold coordination meetings twice a year.
We work very closely with the networks, particularly our neighboring colleagues in EuroCham Myanmar, ECCIL (Laos) and EVBN (Vietnam) including during joint investment seminars where we present our countries' business opportunities throughout Europe or Southeast Asia.

Trade Missions We also provided sectoral trade missions, in which EuroCham develops a bespoke itinerary for multiple companies to visit Cambodia and learn about specific aspects of the market.
In 2018, we organized 3 multi-sectoral trade missions for delegations from Denmark, Austria, and for Dutch and Belgian European companies operating in Thailand to mark the launch of the Benelux Chapter in Cambodia. These trade missions hosted around 30 companies from various sectors. We enabled these companies to gain key insights into the Cambodian market through bespoke facilitated meetings with sector experts and prospective business partners.

In 2018, about 84% of our service requests came from EU citizens or organisations. French nationals, many of whom are directed to us by the CCIFC continue to represent over a third of our service requests. Companies from Germany, Italy, the Netherlands and Belgium are also well represented. 11% of our requests originate from ASEAN Member States, a notable increase on previous years.
While French companies make up the majority of our service requests, the largest part of our invoiced revenue came from organisations headquartered in Germany and the Netherlands.

Workshops On Public Private Partnerships In The Healthcare And Tourism SectorEuroCham was commissioned by GIZ to undertake a study into the barriers to investment in Cambodia’s healthcare and tourism sectors, and to identify ways to improve each sector’s attractiveness through Public Private Partnerships (PPP). To culminate the study, on 28 September and 1 October at Raffles Hotel Le Royal, EuroCham organized two workshops on Public Private Partnerships in the Healthcare and Tourism Sectors, funded by GIZ. These half-day conferences aimed at identifying
challenges and opportunities to promote Public Private Partnerships in the Healthcare and Tourism sectors. The events were attended by over 100 participants and provided a unique platform for discussions between public and private stakeholders on how to promote the PPP mechanism in each sector. Speakers included H.E Mr. Sam Vongsy, Head of the Central Public Private Partnerships Unit in the Ministry of Economy of Finance, who shared details on Cambodia’s upcoming PPP Law.
