INTRODUCTION

The forerunner of Division for Water Resources Planning and Investigation for the South of Viet Nam is:

- Division of Hydrogeology No8 (Division 8 for short) was established by Decree 152 /HĐBT dated 10/12/1981 of Council of Ministers;

- Decision 895 /QĐ-TCCB dated 20/6/1997 of Minister of Ministry of Industry about renaming of Division of Hydrogeology No8 to Division of Hydrogeology and Engineering Geology for the South of Viet Nam;

- Decision 1233 /QĐ-BTNMT dated 12/6/2008 of Minister of Ministry of Natural Resources and Environment about renaming of Division of Hydrogeology and Engineering Geology for the South of Viet Nam to Division for Water Resources Planning and Investigation for the South of Viet Nam.

Division for Water Resources Planning and Investigation for the South of Viet Nam has functions:

a) Setting up and realizing projects of water resources planning, investigation and production; projects of ground water mapping, investigation, production and asking license (including mineral water). Building of ground water production units, drinking and waste water treatment plants, water supplying systems for domestic use and industry.

b) Setting up and realizing projects of engineering geological investigation, drilling, soil testing, processing of fundament of building construction; geological, hydrogeological, engineering geological, environmental geological mapping.

c) Carrying out research projects of water resources planning, investigation and monitoring, assessing geological, hydrogeological, engineering geological hazards.

d) Investigation, setting up projects, technical design for land surveying and mapping, surveying, setting up topographical maps; measuring and setting up cadastral maps on various scales; establishing database for land survey.

e) Implementing geophysical methods for ground water exploration and others purposes.

f) Investigation and assessing reverses of minerals and setting up projects for asking exploitation license.

g) Consulting on designing and supervising in many aspects such as water resources, engineering geology, geophysics, geodesic and others according to the Laws.

h) Import-exporting equipment and materials using for purposes of water resources, geotechnics and mining; repairing, producing mechanical accessories for geologic production and social demands.

i) Water, soil and air samples analysing. k) Carrying out many kinds of services according to the Laws.

III. FUNCTIONS, TASKS AND AUTHORITIES OF THE DIVISION 1. Submit long term, five-year and annual plans to the Director of Center for

Water Resources Planning and Investigation for approval according to the functions and tasks of the Division regarding water resources planning and investigation, carrying out these plans after being approved.

2. Planning for water resources protection, production, development and preventing, overcoming damaging effects caused by water.

3. Water resources investigation, inventorying actual status of water resources quantity, quality and water production, using situation; assessing extent and risk of water resources regression, pollution.

4. Setting up, managing and operating water resources monitoring network; providing water resources information and data according to the Laws; participating in synthesizing results of water resources investigation and completed planning projects;

setting up water resources information system and database as assigned by Director of the Center.

5. Implementing all the programs, projects; applying, transferring scientific and technological results regarding water resources as assigned by Director of the Center.

6. Training on water resources planning and investigation; participating in propaganda and popularizing for improving awareness of community about water resources policy and laws as assigned by Director of the Center.

7. Implementing tasks of thermal, mineral water investigation and research; engineering geological investigation for management purposes as assigned by Director of the Center.

8. Participating in establishing standards, technical rules, technico-economic norms for water resources planning, investigation, monitoring and other concerned documents.

9. Consulting/participating in appraising water resources planning, investigation projects, projects of displacing water between big river basins, investment projects regarding water resources exploitation, discharge of waste water and waste matter into water sources.

10. Performing international cooperation in water resources planning and investigation as assigned by Director of the Center.

11. Analyzing water, soil, rock and air samples. 12. Implementing services regarding water resources planning and

investigation, geology, minerals and others according to the Laws, such as: a) Setting up and realizing projects of water resources planning, investigation

V. LEGAL DOCUMENTS OF DIVISION Decree No 152/HDBT dated on December, 10th 1981 issued by Council of

Ministers about establishment of Division of Hydrogeology No8 (now is called Division of Water Resources Planning and Investigation for the South of Viet Nam);

Decision No 895/QD-TCCT dated on June, 20th1997 issued by Minister of Ministry of Industry about renaming Division of Hydrogeology No8 into Division of Hydrogeology and Engineering Geology for the South;

Decision No 1233/QD-BTNMT dated on June, 12th 2008 about renaming three Divisions under Center of Water Resources Planning and Investigation;

Decision No 1675/QD-BTNMT dated on August, 25th 2008 of Minister of Ministry of Natural Resources and Environment about assigning function, tasks, authority and structure of Division of Water Resources Planning and Investigation for the South of Viet Nam;

Decision No 43/QD-QHDTTNN dated on September, 01st 2008 of Center of Water Resources Planning and Investigation allowing Division of Water Resources Planning and Investigation for the South of Viet Nam to perform economic contracts on water resources, geology, engineering geology, environmental geology, land survey fields;

Work permit of drilling ground water wells, building treatment system... No 2849/QĐ-TCCB dated on December, 03rd 1999 issued by Ministry of Industry;

I. CAPACITY OF DRILLING TECHNOLOGY - EQUIPMENT 1. Hydrogeological exploration drilling Hydrogeological exploration drilling aims at supporting hydrogeological study

by taking soil samples for lithological analysis, creating holes for well logging and carrying out pumping tests.

Exploration drilling is carried out by drilling rigs such as YPБ-3AM-500, YPБ-2,5A...Division has capacity to drill exploration wells with core to the depth of 500m.

2. Production drilling Besides direct circulation

drilling method, for production drilling, at that time, Division mainly uses reverse circulation drilling method. This is the drilling technology suitable for water wells with large capacity, drilling in soft sediments as in Nam Bo area. Reverse circulation drilling technology is applied widely in developed countries because of many advantages in comparison with others drilling methods, these advantages are:

- Large diameter wells can be drilled quickly.

- Aquifers are relatively undisturbed during drilling because of using fluid having small gravity.

- Well are straight and pumps can be easily installed. - Improve well efficiency.

Reverse circulation drilling is carried out by using drilling rig DRILLCON, innovated 1БA-15B and YPБ-3AM-500 rigs (done by Division). These drilling rigs can drill production wells with depth of 500m, diameter of hole to 800mm.

3. Drilling for geotechnical investigation Geotechnical investigation drilling is performed by using drilling rigs such as

XY-100, XY-1A, YГБ-50M. These drilling rigs can drill holes to the depth of 100 to 150m. Division can realize drilling investigation in river, lake, shallow sea and make testing in field and in laboratory according to the ASTM, BS…standards

II. CAPACITY OF GEOPHYSIC TECHNOLOGY AND EQUIPMENT 1. Well logging The digital well logging station MGX-II made in USA has been used for

determining geological strata, location of aquifers and aquitars and their quality due to interpretation some parameters such as: resistivity of formation nearby the hole, resistivity of drilling fluid, SP, gamma, temperature, diameter of hole....It can do logging in hole with depth to 700m.

Well logging equipment and an example of result 2. Vertical electric sounding (VES) Vertical electric sounding is used for determining the boundary between soft

sediment and bed rock and also the boundary between zones containing fresh-saline water by area and depth of distribution, it can also define potential water bearing location in soft sediment, basalt, weathered and fractured rock. III. CAPACITY OF GEODESIC TECHNOLOGY AND EQUIPMENT Design, realize, check, handover topography mapping, land survey mapping,

map of actual state in construction planning in many scales.

Design, perform surveying work for industry and domestic construction, construction of transportation and irrigation, monitoring of variation of construction.

Digital mapping by using specialist software such as MapInfo Microsation, Arcview...according to the standard issued by General Department of Land Survey

Creating topographical map for industry and domestic construction, construction of transportation, irrigation and bridge designing, urban planning. Creating land surveying map for certification land and house using in Ho Chi Minh city and others provinces.

IV. ANALYSING AND TESTING Division has a laboratory for analyzing water, soil samples, including: total content, microelement content, soil pollution, determining physico-mechanical parameters of soil samples, clay and material for construction. Analyzing and testing are done by using modern equipment and according to the standard selected by client.

V. INFORMATION AND DATA PROCESSING 1. Apply specific software for information processing and managing

ground water Apply specific software such as Visual MODFLOW: MODFLOW, MODPATH and

MT3D; GMS (Groundwater Modeling System): (MODFLOW, MT3DMS, RT3D, SEAM3D, MODPATH, SEEP2D, FEMWAER, NUFT and UTCHEM); Rockwork, Groundwater for Windows; Aquifer Test, MapInfo...for data processing and ground water studying and management.
