FOREWORDRepublic Act 9485, otherwise known as the Anti-Red Tape Act of 2007, is “an Act to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape preventing graft and

corruption, and providing penalties thereof.”

This Law essentially redefines public service by putting the interest of the public first and as the end goal of government service delivery.

The DILG has launched its Project CURE - Comprehensive Unified Efforts to Eliminate Red Tape, therefore, as an answer to the LGU’s quest in making better their service delivery functions as they are

mandated to put above all else the public’s welfare and interest.

To meet this goal, the Municipality of Dingras, Ilocos Norte is proud to present its Re-engineered Systems and Procedures with the hope that its Service Providers will live up to the set Service Standards

and serve their clients as they have pledged.

BRIEF PROFILE OF THE LOCAL GOVERNMENT UNIT:

The Municipality of Dingras is located in the southern part of Ilocos Norte. It lies approximately between 120 40’ to 120 75’ latitude and 18 10’ longtitude. It is about 20 kms. southeast of Laoag City, 85 kms. north of Vigan (Ilocos Sur), 250 kms. from Baguio City and 446 kms. north of Metro Manila.

Dingras is bounded in the north by the Municipalities of Piddig and Solsona; on the south by the Municipality of Marcos; on the west by the Municipality of Sarrat, and on the southeast (based on the location map survey by NSCO, 1975) by the Municipality of Nueva Era.

Dingras is a second class municipality with an annual income of P58,710,324.95 for calendar year 2006. Its total population increased to 38,162 in 2015 from 36,120 in 2010.

Based on the updated settlement profile, the Municipality of Dingras has a total land area of 17,962 hectares or 5.28% of Ilocos Norte’s 339,934 hectares. Of the 21 municipalities and two (2) cities in the province, Din-gras ranks 8th in land area coverage. The 6 urban barangays of Dingras occupy 620. 1900 hectares or 3.4% while the 26 rural barangays claim 17,341 hectares or 96.55%.

BRIEF PROFILE OF THE LOCAL GOVERNMENT UNIT:

The local leadership is committed to perform the following development thrusts to achieve sustain-able development:

• Extend the best services in a manner that promotes equality and empowerment as it maintains inter-active linkages for the upliftment of life to its highest essence.

• Develop effective, sustainable, and locally based solutions to address the problem of poverty, putting into operational mode the Executive-Legislative Agenda for the next three years under Development Admin-istration, Economic Development, Social Services and Environment Management.

DEVELOPMENTAL ROLE IN THE PROVINCE:

The role of the Local Government Unit of Dingras is to help the Provincial Government of Ilocos Norte build a base of economic development in the local level, taking advantage of or filing a specialized make in National Markets while simultaneously providing its constituents livelihood opportunities and higher in-come.

POTENTIAL INVESTMENT AREAS:

The Municipality of Dingras, basically an agricultural town, has an irrigated area of 5,135 hectares; rainfed lowland of 828 hectares; upland of 260 hectares; highland or hillside of 915 hectares and fishpond and creek areas of 32.82 hectares.

The commercial center/business area of the municipality is located at the urban area of the town where several wholesale, retail, stores, and shops are also accessible by the public for basic commodities and services.

ABOUT THE SERVICE: Employment with the Local Government Unit of Dingras is open to all, provided that there is a vacant position. ABOUT THE SERVICE: All enterprises and private persons constructing a new building or applying for expansion/renovation are required to secure a zoning clearance upon appli-cation for building permit. ABOUT THE SERVICE: The Office of the Municipal Treasurer collects Business License Fees, Mayor’s Permit Fees and other payments related to any commercial operations or ventures. The license must be renewed from Jan. 2 to 20 every year. Penalties are imposed after this period. Business taxes for new enterprise are based on capitalization. Succeeding renewal fees are computed based on percentage of gross receipts/sales or graduated fixed tax. Payments may be made annually, semi-annually or quarterly. ABOUT THE SERVICE: ◦ Ensures the production of clean meat through the enforcement of approved and proper meat handling practices in Slaughterhouse, meat transport and meat markets.

◦ Accomplishes properly all prescribed report forms of the NMIS and submits them regularly at the end of the month.

◦ Reports immediately the presence of reportable disease (FMD, Hod Cholera, etc.) to the Executive Director of the NMIS.

◦ Helps in animal quarantine work that may be instituted by the agency concerned during outbreak of reportable animal and poultry disease by regulating the entrance and exit of live animals and carcasses to and from the Slaughterhouse.

Redress and Feedback Mechanism

IN THE PROCESS OF SECURING ANY SPECIFIC SERVICE, if and when a client/applicant feels that the em-ployees or office personnel have not provided the expected courtesy, transparency, honesty and efficiency, the applicant is strongly encouraged to report the dissatisfaction or disservice to the head of the office concerned. The head of office in turn shall then call the attention of the staff concerned and judiciously present and discuss the matter in the presence of the client/applicant. The applicant may also choose to personally bring the matter to the Office of the Administrator or by calling telephone numbers: (077) 600-0156 or (077) 600-0157. The Administrative Officer will receive whatever feedback reported by a client and will act upon any complaint filed.

All offices/departments are provided with Customer Feedback Forms (see Annex “A”). These forms shall be made available to the clients who may want to comment, file complaints, or provide feedbacks about the service extended. Each client may get a Feedback Form from designated places. The form shall be submitted to the Municipal Mayor’s Office or to the Office of the Administrative Officer. Applicants/clients are also encouraged to suggest ways and means to improve the quality and k ind of service of each department, in the suggestion box maintained at the entrance of the Municipal Hall. The concerned office/department will periodically discuss the recommendations and suggestions received which may be adopted by the offices/departments concerned for the client’s/applicant’s satisfaction.

Awards & Incentives

Awards and/or incentives shall be given to outstanding performers to boost the morale of employees and inspire them to work more efficiently and effectively. A Search for Outstanding Employee of the Month shall commence in January, 2010 and shall become a continuous program of the Municipal Government. At the end of each year, a Search for Outstanding Employee of the Year, Outstanding Department Head of the Year and Outstanding Service Station of the Year shall be undertaken. The Search and Selection Committee shall be organized by the Local Chief Executive not later than the last workings day of the year. Said committee shall formulate the criteria in the different categories.

The Municipal Government shall include in its Annual Budget for CY 2017 the amount of Two Hundred Thousand (Php 200,000.00) Pesos to be given as cash awards to the these outstanding performers and such other expenditures relative to the activity. The necessary funds for succeeding years shall also be pro-vided for in every Annual Budget.
