1. Introduction

1.1. Background

I have been engaged to prepare a traffic engineering Expert Report by the Applicant in relation

to proceedings currently underway in the NSW Land and Environment Court for a proposed

development at 559 Liverpool Street, Strathfield South. The case is Strathfield Council ats

Omar Abdul-Rahman - Land and Environment Court Proceedings No. 11039 of 2015 (559

Liverpool road, South Strathfield).

My expertise is in the field of assessment of traffic and parking implications of development.

1.2. Contentions

My advice to the court is in relation to basement parking and waste disposal. The following

contentions have been raised by the Respondent:

Car Parking

Concern is raised with the adequacy of the traffic report:

Further detail required re grades of the ramp and ramp edges to define where the

ramp finishes, larger scale layout of parking requested (1:100), cross section through

car park to establish where the ramp finishes. Also:

• The swept path drawings show that a B89 vehicle can make a U-Turn in the

underground carpark. However a swept path plan is also required to show how a

B89 vehicle would actually parking in and out of each parking space – including the

disabled parking space. A vehicle able to transport a disabled person would

probably be classified as a B99 Vehicle – the report should comment on this point.

• The disabled parking space is 2.4m wide but “AS2890.6 2009 Parking Facilities –

Part 6 – Off Street Parking for people with Disabilities” requires to disabled parking

space to be 2.4m wide plus a “Shared Use” area beside the disabled parking space

protected by a “bollard” of another 2.4m to allow for wheel chair access to the side

of the vehicle. It is not clear from the drawings if this extra width has been

provided.

• The ramp to the underground car park should show grades and ramp lengths as

evidence that a B89 and Disabled Vehicle has the vertical clearance to enter and

exit the car park without scrapping the bottom or the top of the vehicle.

Waste Collection

The development application should be refused because proposed collection of waste

bins along Liverpool Road is unacceptable. It is unclear how collection will occur.

1.4. Expert’s Qualifications

I am a Senior Associate Director in TTM’s Traffic division with over 25 years of providing traffic

engineering planning advisory services to government and the private sector. I have developed

my skills through the assessment of transport infrastructure and strategic transport planning

from a multi-disciplinary approach including land use and travel demand forecasting, public

consultation, traffic impact assessment, and road safety reviews.

My CV is included in Appendix B of this report.

1.5. Formal Statement

I have read Part 31 of Division 2 of Uniform Civil Procedure Rules 2005 and the Expert Witness

Code of Conduct (Schedule 7) and I agree to be bound by them.

2. Background

2.1. Site Location

The site is located at 559 Liverpool Road, Strathfield NSW (see Figure 2-1). It has frontages to

Liverpool Road and a rear laneway approximately 6 metres wide.

2.2. Current Proposal and Car Parking

The development as per the current plans has 9 x 2 bedroom and 1 x 1 bedroom dwellings.

The parking requirement as per Strathfield Development Control Plan 2015 is presented in

Table 2-1

Council’s DCP also states that “A minimum of 15% of the total number of dwellings within

every multiple unit development must be designed in accordance with Australian Standard

AS4299 – Adaptable Housing (Class C) to ensure units are internally designed to allow

occupation by older people and people with disabilities.” Based on the proposed 10 units 2 of

the resident spaces should be designed as accessible spaces as defined by Australian Standard

AS2890.6 - 2009 Off Street Parking for People with Disabilities.

The proposal contains 14 car parking spaces of which:

• 10 are ordinary resident spaces.

• 2 are accessible resident spaces.

• 2 are visitor spaces, one of which is also designated as a wash bay.

The total parking provision for the resident spaces is less than the DCP requirements by 2.5

spaces. I understand that this is not a matter for contention. Nevertheless, it is my advice that

the reduced number of spaces is acceptable given the availability of high quality public

transport services with bus stops within walking distance of the site providing access to local

and regional bus services. The regional M90 service between Liverpool and Burwood runs

every 10 minutes in peak times and every 15 to 20 minutes outside of peak times and on

weekends.

3. Response to Contentions

3.1. Parking

3.1.1. Grades of the ramp and ramp edges

The ramp grades are 25 percent with 2 metre 12.5 percent transitions at each end. This

complies with Clause 2.5.3 of Australian Standard AS2890.1 - 2004 Off Street Car Parking.

The first 6 metres of the driveway from the access point via the rear lane has a gradient of 5

percent. This complies with Clause 2.5.3 of Australian Standard AS2890.1 - 2004 Off Street Car

Parking.

3.1.2. Swept Path of B85 Vehicle

The swept path of a B85 vehicle has been assessed and found to be acceptable (see Appendix

A). The parking dimensions and associated aisle widths comply with Australian Standard

AS29890.1 - 2004 Off Street Car Parking.

3.1.3. Swept Path of B99 Vehicle

The development requires the provision of 2 accessible parking spaces. These spaces have

been provided on the second basement level in order to provide access to the lift. A turntable

has been provided at the first basement level to provide easier access to the accessible parking

spaces on the assumption that they will need to cater for B99 vehicles with a minimum of

manoeuvring. The swept path of the B99 vehicle using the turntable is presented in Appendix

A.

3.1.4. Additional Swept Paths

Additional swept paths are not required. The carpark complies with the standard aisle widths

and space dimensions as specified in Clause 2.4 of Australian Standard AS2890.1 - 2004 Off

Street Car Parking.

3.1.5. Disabled Parking

The two accessible parking spaces have a 2.4 metre wide shared space between them. Vertical

clearance for these spaces is in excess of 2.5 m. This complies with the requirements of

AS2890.6 2009 Parking Facilities – Part 6 – Off Street Parking for people with Disabilities.

Hence, it is satisfactory.

3.1.6. Vertical Clearance

The vertical clearance on the ramp to the underground car park is 2.350 metres. Thus is in

excess of the minimum of 2.2 meters specified in Australian Standard AS2890.1 - 2004 Off

Street Car Parking. Hence, it is satisfactory.

3.2. Waste Collection

The proposal includes an allowance for 10 bins, 5 of which are for general waste and 5 are for

recyclable waste.

For Multi-Unit Dwellings Strathfield Council provides the following waste collection services1:

• 240L red lid general household garbage bin – shared between 2 units. Collected weekly

• 240L yellow lid recycling bin – shared between 2 units. Collected fortnightly.

The proposal satisfies these requirements.

Waste collection is proposed to occur at the rear laneway and not Liverpool Road. There is

sufficient room adjacent to the site to accommodate the bins. Bins will be placed in the

laneway on the night prior to collection. “No Parking” restrictions are in force on both sides of

the laneway. The placement of the bins in the laneway will not adversely affect traffic.

It is my advice that collection of the bins via the rear laneway is appropriate.

CALUM HUTCHESON

STAFF PROFILE

Senior Associate Director—Traffic

Experience:

Calum joined TTM Consulting in 2015 following 25 years

of providing traffic engineering and planning advisory

services to government and the private sector. Calum is

responsible for developing and enhancing TTM’s traffic

engineering practice in NSW as well as interstate.

Prior to joining TTM Calum primarily worked in major

consultancies including Hyder, SKM (now Jacobs), and

Masson Wilson Twiney as well as running his own pri-

vate practice. He has also worked in local government

Particular areas of interest are in transport planning for

major road and public transport projects, urban devel-

opment (greenfield sites and urban renewal projects),

industrial and commercial development, and strategic

planning.

At the local government level Calum has worked on lo-

cal area traffic management assessments, new urban

release areas, and pedestrian planning. At the state

government level he has worked on major private mo-

torway projects, public transport projects, network

planning, and route development studies. His work in

the private sector has focussed on individual develop-

ments, large scale commercial and residential projects,

and patronage forecasting for motorways. This broad

range of experience enables his skills to be applied to

demands in different areas of the marketplace as they

occur.

TTM Consulting (2015 to present) - Senior Associate Director

Calum joined TTM Consulting in 2015 following 25 years of providing traffic engineering and planning advisory ser-

vices to government and the private sector. Calum is responsible for developing and enhancing TTM’s traffic engi-

neering practice in NSW as well as interstate. Key projects include:

WestConnex – provided independent expert advice to Ashfield Council on the implications of the M4 East compo-

nent of the WestConnex motorway. TTM subsequently provided advice to the City of Sydney, Marrickville Council,

and City of Botany Bay on the implications of the New M5 component of the WestConnex motorway for each of the

local government areas.

Roseville College – TTM Consulting prepared a Traffic Management Plan for day to day operations at the school.

The Traffic Management Plan was developed to improve safety for students, parents, staff, residents and other peo-

ple who drive or walk within the local streets surrounding Roseville College. TTM Consulting were subsequently en-

gaged to undertake an assessment of increasing the student population from 830 to 1,250, and the construction of a

two level carpark.

Penrith Lakes - TTM Consulting was commissioned by Penrith Lakes Development Corporation (PLDC) to prepare a

Transport Management and Accessibility Plan for 5,000 dwellings. The TMAP defines the transport impacts stem-

ming from the proposed urban development of the site, and presents a package of measures that will assist in meet-

ing the performance measures.

Surry Hills Shopping Village – This study conducted on behalf of TOGA and Coles assessed a major mixed use de-

velopment comprising a shopping centre and residential apartments on the site of the Surry Hills Shopping Village.

Challenges included catering for the safety of the significant pedestrian population accessing and passing the centre,

providing for efficient vehicle access, and design of the loading dock for which a turntable was provided.

Clarks Gully Mine, Hillgrove – This study involved the assessment of a proposed new mine 20 km east of Armidale.

It included a road safety audit of local traffic conditions, assessment of traffic impacts, and determination of required

road upgrades. TTM were also engaged to undertake a further road safety audit in relation to the existing mine at

Hillgrove itself.

Anytime Fitness – Preparation of traffic and parking advice for proposed gym facilities at Epping, Winston Hills,

and Kingsgrove. TTM developed a model to generate estimates of traffic generation and parking demands based on

surveys of existing gyms and attendance records maintained by the client.

MLC Centre and Grosvenor Place – Preparation of bicycle assessments and safety reports in relation to the up-

grade of cycle facilities within the basement carparks of these major buildings. The work involved the retrofitting of

safe paths of travel for cyclists within carparks which had been designed for cars only.

300 Manchester Road, Auburn Residential Rezoning – The study was undertaken on behalf of Payce Projects Pty

Ltd to prepare traffic and transport assessment of a proposed rezoning of land at 300 Manchester Road, Auburn. The

assessment was used for discussion with authorities for planning infrastructure to be upgraded in the local transport

network. It makes recommendations to address traffic, transport and accessibility issues associated with the Plan-

ning Proposal.

Darling Square: North Plot and The Square – The study relates to a detailed (‘Stage 2’) DA for a mixed use develop-

ment in the North Plot of Darling Square together with domain works for the new Square. The Darling Square Site is

to be developed for a mix of residential and non-residential uses, and the North Plot is one of six development plots

identified within the approved Concept Proposal.

Hutcheson Transport Planning (2012 to 2015) - Principal

Practice continuing on from Hutcheson Transport Solutions (see below) providing specialist advice to government

and the private sector. The services offered focused on assessing traffic impacts of development and patronage

forecasting.

Hyder Consulting (2013 to 2014) – Associate Technical / Business Director

Calum joined Hyder Consulting in 2013 to manage freight related projects. He subsequently also developed Hyders’

capabilities to provide advice in relation to investment grade forecasting for private motorway patronage associated

with existing motorways using alternative forecasting techniques to past industry practices. Key projects include:

Hunter Economic Infrastructure Plan on behalf of Infrastructure NSW and RDA Hunter – This ground breaking

study involved an assessment of future demands for inbound logistics associated with coal production in the Hunter

Valley and beyond and determination of road upgrades required to accommodate the growth in heavy vehicles in-

bound to coal mines. Long term water supply issues in the Hunter region were also examined. The report has been

adopted as a key planning document for infrastructure development in the Hunter region.

Queensland Motorways Patronage Assessment on behalf of QIC – Preparation of investment grade forecasts to

support the 2014 sale of the Gateway, Logan, CLEM7, Go Between Bridge, and Legacy Way motorways in Brisbane.

The projects were subsequently acquired by Transurban with equity interests 62.5% for $7.057 billion.

Sydney Cross City Tunnel Patronage Assessment on behalf of Cross City Motorway Pty Ltd – Preparation of invest-

ment grade forecasts to support the sale of the Sydney Cross City Tunnel. The tunnel was subsequently acquired by

Transurban in June 2014.

Planning Assessment of Future Port and Industry Development - Naval Base to James Point on behalf of the West

Australian Planning Commission – Multi-Criteria Analysis study of options for a new port in Perth’s Outer Harbour

Client. The new port is required to accommodate growth in shipping container trade. The study required considera-

tion of portside and landside transport issues amongst others. It included high level consultation with the various

departments and agencies within the West Australian Government (WAPC, DOP, DOT, EPA, Landcorp, etc.).

Camden Council (2009 to 2012) – Team Leader, Traffic & Transport

Joined Camden Council in 2009 with an aim to develop an understanding of transport assessment from a local gov-

ernment perspective. Built a team of 4 support staff including three traffic engineers and a Road Safety Officer from

an original team that had only 1 support staff and no traffic engineers.

Key roles undertaken at Camden Council include:

• Local Traffic Committee – Administered and produced reports on traffic related matters for formal submission

to Council for approval. Typical reports assessed future road planning, technical review of plans, special event

planning, and assessment of submissions associated with approved developments.

• Review of development applications for all traffic generating developments in Camden. Provision of strategic

planning advice for major land release areas (Oran Park, Gregory Hills, Catherine Field South, The Hermitage,

Elderslie, Spring Farm, Harrington Park / Grove, and Leppington).

• Development of an implementation program to convert bus stops for compliance with the Australian Human

Rights Commission (AHRC) Guideline for Assessing Compliance of Bus Stops with the Disability Standards for

Accessible Public Transport 2002.

• Implementation of improved accessibility for non-car users in Camden CBD through review of mobility parking

locations, taxi stand locations, and provision for other road users (cyclists and motor cyclists).

• Development of new bus routes within Camden LGA in consultation with local bus operators to service new

urban communities and schools.

• Preparation of Camden Council submission on NSW Long Term Transport Master Plan.

• Assessment of road designs for major urban and retail developments.

• Provision of advice internally for various Council projects.

• Provision of strategic advice on State Government initiatives.

Hutcheson Transport Solutions (2003 to 2009) - Director

Hutcheson Transport Solutions was formed to provide specialist advice to government and the private sector. The

services offered focused on assessing traffic impacts of development and patronage forecasting for toll roads. Rep-

resentative projects include:

Hills Motorway – Advice prepared on implications of recent trends in patronage and potential impacts following

completion of the Lane Cove Tunnel and Western Sydney Orbital.

ABN AMRO / RiverCity Motorway Group – Independent advisor on patronage forecasts for the Brisbane North

South Bypass Tunnel (now called the Clem Jones Tunnel - CLEM7).

ABN AMRO – Independent advisor on patronage forecasts for the Mitcham – Frankston Freeway, Melbourne (now

called EastLink).

Camden Valley Way and Campbelltown Road Route Studies – Peer review of route development studies undertak-

en by GHD on behalf of NSW Roads & Traffic Authority.

Marsden Park Release Area – Expert advice on transport needs of proposed release of land in Marsden Park to

accommodate up to 15,000 dwellings and major employment zones.

Oxford Falls Grammar School – Expert witness evidence provided to NSW Land & Environment Court.

279 Mona Vale Road, Terrey Hills – Assessment of traffic impacts of proposed industrial development and expert

witness evidence provided to NSW Land & Environment Court.

Sydney Long Term Road Plan for NSW Roads & Traffic Authority – Assessment of long term traffic trends and de-

velopment of an integrated transport plan for improving the Sydney Road network to accommodate future growth.

Riverstone Release Area TMAP for Blacktown – The TMAP was prepared in accordance with the “Draft Interim

Guidelines on Transport Management And Accessibility Plans”. The study area is intended for residential develop-

ment an expansion of the Riverstone Town Centre.

Western Sydney Orbital EIS for NSW Roads & Traffic Authority – Review of traffic modelling plus advice on inter-

change design and construction staging.

Penrith Lakes Transport Study for Urban Pacific – Responsible for assessing transport infrastructure requirements

and developing innovative transport solutions for a major urban land release.

Transmission Gully EIS Review for Wellington Regional Council – Advice on traffic forecasting and tolling regimes

for a proposed regional route through Transmission Gully to Wellington.

Liverpool to Parramatta Transitway Bus Operations Plan for Transitways – Assessment of bus requirements for

servicing the Liverpool to Parramatta Transitway including both on transitway and off transitway services.

Sydney Cross City Tunnel Patronage Forecasting and Traffic advice for Transfield / Multiplex – Production of fore-

casts for the Transfield / Multiplex (unsuccessful) bid to construct and operate the Cross City Tunnel.

F5 Freeway Transport Study for NSW Roads & Traffic Authority – Transport corridor planning study used to justify

the widening of the Hume Highway south of Camden Valley Way. The recommended works have now been complet-

Greystanes Local Traffic Study for Boral – Assessment of local transport requirements arising from the develop-

ment of the Boral quarry site at Greystanes.

ALDI Stores – Advice on feasibility and preparation of subsequent traffic and parking reports for development ap-

ture transport infrastructure requirements feeding into and within the Mungerie Park Town Centre (now called

Rouse Hill Town Centre) proposed for the North West Sector of Sydney.

Leichhardt Transport Study for Leichhardt Council – Development of a Section 94 Contributions Plan for transport

impacts associated with development in the Leichhardt Municipality. The plan was developed through a process of

community consultation and technical analysis.

Cabramatta Town Centre Traffic and Pedestrian Study for Fairfield City Council – This study involved an assess-

ment of the adequacy and safety of the existing road and pedestrian environment, particularly in terms of identifying

deficiencies in the system.

Menai / Engadine Transport Study for NSW Roads and Traffic Authority and Sutherland Council – A study of future

road requirements in the Engadine / Menai area involving travel demand forecasting, traffic assessment and commu-

nity consultation through stakeholder workshops. The study justified the constriction of the Bangor Bypass which

has now been completed.

Rouse Hill Arterial Roads Study for the NSW Roads and Traffic Authority – A multi-disciplinary study including

landuse and travel demand forecasting, infrastructure assessment, and road safety assessment. This study was used

to guide the initial identification of future road requirements and provided the justification for the widening of Wind-

sor Road.

Blacktown Mall Planning Study for Blacktown City Council – Examination of traffic issues associated with the Main

Street, Blacktown and the consequences of reopening the pedestrian mall. The mall was subsequently opened to

general traffic in accordance with the recommendations of the study.

Rocks Traffic Modelling for Sydney Cove Redevelopment Authority – Assessment of a number of options for the

road network aimed at improving accessibility and safety for pedestrians.

Traffic study of the proposed upgrading of the Pacific Highway between Lyons Road and Englands Road in Coffs

Harbour for the NSW Roads and Traffic Authority – This study produced an assessment of safety aspects of adja-

cent local and sub-arterial roads as well as forecasts of future conditions.

Sydney Airport Olympic Strategy Plan for the Federal Airports Corporation – A traffic forecasting model was devel-

oped for determining people and vehicle movements at Sydney Airport during the 2000 Olympics period. The model

was used to determine car parking, queuing and kerbside requirements as well as traffic flows.

Parramatta - Chatswood Railway EIS forecasting of future road traffic conditions for ERM Mitchell McCotter – Fu-

ture traffic conditions upon completion of the Parramatta – Chatswood Railway were determined for input to the EIS

for the project.

Transit Network Studies for Transitways (NSW Department of Transport and Roads and Traffic Authority) –

Patronage demand study of transitways proposed for Sydney by the NSW government.

Roper Lane Traffic Study for Hornsby Council – Development of options for improving local traffic conditions in

collaboration with the local community.

Rose Bay Traffic Study for Woollahra Council – Local traffic study identifying options for improving access. Local

surveys and community consultation through public meetings was used to guide the assessment.

West Naremburn Local Area Traffic Management Study for Willoughby Municipal Council – Major local area traf-

fic management study aimed at resolving long term problems and divisions within the local community. Community

input was achieved via public meetings, newsletters, street meetings, and feedback sheets. The recommended

works were subsequently adopted by Council and have now been completed.
