A. Matters to be submitted to the Hon 'ble Chief Minister (InchargeHome) through Administrative Secretary, Home Department.

1. All Policy matters.

2. AppointmentlPromotions/Transfer of Gazetted Police Officers of andabove the rank of SP/equivalent Levels.

3. Stop-gap Placement/Regularization of Inspectors as DySPs In thePolice Department.

4. Disciplinary cases relating to imposition of major/minor penalties.

5. Induction of SPS officers to IPS.

6. Creation/abolition of posts in various Departments under theadministrative control of Home Department.

7. Accord of administrative approval for Police works.

8. Formulation of any amendment to the Rules and Manuals.

9. Deputation of Officers/officials abroad for training! official business.

10. Appointment of Director Sainik Welfare.

8. Departmental· proposals requiring approval of Hon'ble ChiefMinister in coordination through Chief Secretary.

9. Proposals relating to compassionate appointments under SRO-43involving relaxation to be referred to Hon' ble Chief Minister throughChief Secretary in coordination.

10. Cases to be referred to the Finance, GeneralDepartment, Planning, Department of Law,Parliamentary Affairs for advice/ opinion.

16. Sanctioning of advance drawals up to Rs.25.00 lakh with theconcurrence of Director, Finance of the Department.

17. Delegation of DDO powers in respect of officers of the Departmentsunder the administrative control of Home Department with theconcurrence of the Director, Finance of the Department.

18. Advance drawal cases exceeding Rs.25.00 lakh with the pnorconcurrence of the Finance Department.

19. Issuance of Government Guarantees with the concurrence of theFinance Department.

20. Condemnation/write off of un-serviceable store items.

21. Sanction of purchase of vehicles with the prior concurrence of theFinance Department.

22. Authorization of funds in case of Centrally Sponsored Schemes withthe concurrence of the Finance Department! Planning &Development Department.

23. To constitute various Committees pertammg to auction, survey,purchase and contract as per the Book of Financial PowerslFinancialCode.

24. To authorize opening of bank account by an officer with theconcurrence of the Finance Department.

25. To sanction compensation as per MACT award with the prioragreement of the Department of Law, Justice and ParliamentaryAffairs.

26. To sanction ex-gratia relief as per fixed norms.

27. To sanction compensation, relief in relaxation of rules pursuant toorders of the Hon'ble Court and with the prior concurrence from theFinance Department! Department of Law, Justice and ParliamentaryAffairs.

Any other matter not mentioned above shall be disposed of with theapproval of the Hon'ble Chief Minister (Minister IIC Home).
