So far, there is some good news to report, the Minister has announced that South Africa has maintained its Foot and Mouth disease freedom status following the visit by the experts from the World Organisation for Animal Health, the OIE in November/ December 2014. It is our hope that we can now turn our focus back to regaining the lost ground regarding the control of Bovine Tuberculosis and Bovine Brucellosis. Presentations by various commentators have painted a scary picture suggesting that these diseases are running amok. As veterinary professionals, we owe it to ourselves and the population at large to grasp the nettle in the control of these diseases in the interest of protecting public health. Colleagues, I took the opportunity to visit Gauteng Veterinary Services’ Community Services Clinic in Hammanskraal. programme begins and in their ownwords“There is nothing as refreshing for a state services system as an injection of new blood and ideas. The community service veterinarians are keen, energised, enthusiastic and willing to meet the pressing need for veterinary services, which they have observed with their own eyes in the few weeks that they have been working in communities. They have also contributed significantly into how the GVS Primary Animal Health Care (PAHS) program can be scaled up and what additional new service improvement ideas can be incorporated.” Simply put, I am veryimpressed with what I experiencedandwelldonetotheProvince!

The SAVC will finalise the rules forveterinarians some of which in theeyesoftheCompetitionCommission,areanti-competitiveaspertheTribunalorderofSeptember2014.Wewanttoclosethischapterandmoveontootherissues of concern to the professions

that are much more important. Thetargetdate in linewiththesettlementagreement is June2015.The reviewprocess is farbigger thanthat! I takethe opportunity to invite members oftheprofessionstousetheopportunityaswereview theact, the regulationsandrules tomake themwork inyourinterest. I was recently asked abouttherepresentationofveterinarypara-professionals and in reply indicatedthatthisispredeterminedinlegislationand it is only through amending theprincipallegislationthatwecanhaveadifferentdispensation.Ilookforwardtoseeingmembersparticipatinginfutureworkshopsasplannedbutthosewhoareunabletoattendshouldalsosendtheircommentselectronically.

Council has resolved to commencewith the CPD requirements as partof maintenance of registration forveterinarypara-professionalsas fromApril 2015. The introduction will bephasedinoverthreethreeyear-cycles,

ending inMarch31,2024.Veterinarypara-professionalswillbeexpectedtoaccrueten(10)structuredpointsandten(10)unstructuredpointsinitially.Inthe second round (April 2018-March2021), this changes to fifteen (15)structuredandthirty(30)unstructuredpointsandinthe3rdcycle,theywouldhave to fulfila requirement forfifteen(15) structured and thirty five (35)unstructured points. The incrementalintroduction ofCPDaims to alleviateproblemswithaccesstoopportunities

The SAVC presented its StrategicPlan to the Portfolio Committee onAgriculture,ForestryandFisherieson26March2015.Keyissuesraisedwastheneedfortheirsupportinresolvingthe requirement for veterinariansto acquire permits when handlingThreatened or Protected Species(TOPS),aregulationoftheDepartmentof Environmental Affairs. Councilseeks to implement the inspectorateas envisaged in theAmendment Billto theVeterinaryandPara-veterinaryProfessions Act. Council remainsconcerned with regards to variousissues of non-compliance including,thecontrolovertheuseofmedicines,lackofjudicioususeofantimicrobialsandresultantantimicrobialresistance.An inspectorate, working in tandemwith other authorities should bringlevels of non-compliance in line.Council further highlighted the needfortheimplementationofCCSinorderto improve food safety and securityin South Africa. This is in line withCouncils’ vision of advancing publicand animal health through qualityveterinaryservicesforall.

Business continuity is going to bethebiggestchallenge facedbymanyincluding those in private practice in2015 owing to the weakness in theEskom’s ability to provide electricity.Our new building has seen theinstallation of solar power to ensurethat we remain available whenevermembers stop by for one or otherreasonandthusavoidanydisruptioninservicethatweoffertoyou.

THREATENED oR PRoTECTED SPECIES [ToPS] PERMITS:

The Department of EnvironmentalAffairs [DEA] contacted and metwith the Department of Agriculture,ForestryandFisheries[DAFF]atshortnoticeonWednesday,11March2015.DrBoitshokoNtshabele,President ofthe SAVC attended the meeting aspartoftheDAFFdelegation.Followingthis meeting the SAVC submitted toDAFFtheAmendmentAct,ActNo16of 2012 pertaining specifically to theinspectorate; regulations pertainingto the increase in the maximum fine

from R 25 000 to R 500 000; andamendments toRule10pertaining totheuseofmedicineswhichdeterminesthattheveterinarianistheend-userofchemical immobilisation medicines.Theinformationwasfurthertransmittedto theDEA in yet another attempt toprovethattheSAVCisinapositiontoregulatetheveterinaryprofessionandthat the veterinary profession shouldnot be required to obtain additionalpermits.Nofurtherdevelopmentscanbereported.

WILDLIfE RANCHING SoUTH AfRICA [WRSA] VS SAVC

The matter in which the WRSAhas taken DAFF, the SAVC andMCC to task regarding the use ofchemical immobilisation[anaesthesia]medicinesasperRule10oftherulesforveterinariansisstillpendingacourtdate. It is expected that the matterwillbeheardduringthesecondhalfof2015.

CoMPULSoRy VETERINARy CoMMUNITy SERVICE [CCS]

TheDAFFcommunicatedthedateforimplementation ofCCSas tentativelybeing2016.Informationregardingtheprocess, including Frequently AskedQuestions [FAQs] is available on theSAVC’swebsiteonthislink.CCSwillbecentrallycontrolledundertheguidanceof the DAFF. AMENDMENT ACT, ACT No 16 of 2012

TheActwasassentedtoon6December2012. However the Act is not inoperationandispendingthefinalisationof the regulations pertaining to CCSregulations, Appeals, Inspectorate andSuspensions. It is foreseen that theregulations will be finalised within thenextquarteroftheyear.PleasevisitthislinkforaccesstotheIntegratedAct,ortothislinkforacopyoftheAmendmentAct.

MEDICINES AND SToCK REMEDIES

MEETINGS HELD WITH THE REGISTRARS of ACT 101 of 1965 AND ACT 36 of 1947

Oneofthegoalsduringthecurrenttermof office of this Council is to achievevast improvement of the control anduse of veterinarymedicines and stockremediesintheinterestofFoodSafetyandSecurity,humanandanimalhealthandwell-being.ThetasktodothiswasgiventotheFoodSafetyCommitteeoftheSAVCwhometwiththeRegistrarsofActs10and36onThursday,12February2015.IncludedinthediscussionswereitemssuchastheRoleandMandateofeachRegistrar; theRoutetotheSouthAfrican Health Products RegulatoryAuthority (SAHPRA); Overlaps in dualregistration;Compoundingofmedicines;Antimicrobial resistance and foodsafety; Pharmacovigilance; Licensingof manufactures and wholesalers;JointinspectionsofAct36andAct101;Import and Exports of unregisteredvaccinesandAuthorisationofvaccinesfor clinical trials. These meetings willbe continued in future but specificallyin June 2015 to ensure that solutionsare found for the indiscriminate use ofmedicinesespecially in foodproducinganimals.

TheFoodSafetyandSecurityCommitteewasinformedbytheRegistrarofAct101of1965that thecurrentMedicinesandRelated Substances Amendment Bill[B6-2014]providesforadispensationwhereby a veterinarian who intendsto compound would in future have to

obtaina license from theDepartmentofHealth [DoH]. Please visit this linkforaccesstotheBill.

This information is a quick summary as a reminder of these obligations:

• Comply fully with any conditions placed regardingyourscopeofpracticeor limitationsplacedonyourstatusbytheSAVC.

Physiotherapy and RehabilitationTherapy isconcernedwith identifyingand maximising quality of life andmovement potential within thespheres of promotion, prevention,treatment/intervention, habitation andrehabilitation. Movement, functionand performance are assessedand goals are agreed using uniqueskills. A demand has been identifiedto establish a new veterinary para-professioninthefieldofphysiotherapy/physicalrehabilitationspecificallyforanimals.As such the new veterinarypara-profession would fall under theSouth African Veterinary Council, asstatutorybody.

DEMAND fRoM oWNERS, TRAINERS AND INDUSTRIES

Animals are highly valued by SouthAfrican citizens, both as companionanimals and in working spheres.These include competition horses,competitiondogsaswellascompanionhorses and dogs. Owners havepursuedfurthercaretoensureoptimalperformance and quality of life fortheiranimals.SouthAfrica’sexportingindustry forhorseshasalsogrown inthe racingandendurancedisciplines.Trainersandownersrealisethevalueof optimal performance in theseathletes.

Human Physiotherapists withfurthereducationinthefieldofanimalshave formed part of a group offeringthisserviceandwaspermittedtoworkon animals by way of a gentleman’sagreement between the SAVC andtheHeathProfessionsCouncilofSA.This group of therapists has growntremendouslyinSouthAfricaoverthelastyearsandmanyotherprofessionalshave become interested in this field.These include veterinarians as wellas veterinary nurses. Various otherindividuals have also recognised theneedandtriedtomakeacontributionto this field by completion of shortcourses,readingbooksandeducatingthemselves.

The demand and need for thisservicehavekept increasingasnotedby the growing amount of practicesopeninguptoofferthisservice.Trainershave observed the improvement intheir athletes’ abilities, veterinarianshave recognised the vital role it playsin recovery from injuries, surgeriesandotherpathologiesandownersareseeking these services as they havebecomeawareofthebenefits.

MANy ARE TRyING To fULfIL THE DEMAND

As discussed earlier various peopleand professionals have recognisedthe demand and jumped at theopportunitytofulfilit.Withthisgrowingdemand there is a pressing need toprotect the public and the animalsfrom unqualified and inadequatelyqualifiedtherapists,toensuretheleveloftreatmentexpected.Theveterinaryhealthteamrequiresthatprofessionalstake responsibility for theiractionsbyproviding quality care. The aim is toimproveoptimal healthandquality oflifewhich includes reducingpainanddiscomfort in animals. All animalsshouldbefreeofpainanddiscomfort.

REGISTRATIoN UNDER THE SoUTH AfRICAN VETERINARy CoUNCIL

In lightofallof this theSouthAfricanVeterinary Council called a meetinginOctober2012toevaluatetheneedtohavethisprofessionregisteredandregulated by Council. This meetingwas attended by representatives ofall fields within the current practisingfield.Theseincludedphysiotherapists,veterinary nurses, veterinarians,hydrotherapists,equinebodyworkers,canine body workers, chiropractors,Equine-Librium College and others.The decision to start the process ofregistering a single profession undertheSAVCwasrecommendedbyalmosteveryone. A workgroup was formedwith representatives from all groups.It is the workgroup’s responsibility toprovide recommendations to theSAVC for registering this profession.These documents include the scopeof practice, minimum standards ofqualifications, day-one skills, andrecommendations for the grandfatherclause and rules and regulationsdocument.

The workgroup have met severaltimes over the past year and a half.The scopeof practice, dayone skillsand minimum standards documentshave been approved in principle bySAVC. Members of the workgroupgave feedback to theirmembers andgaveinputtotheworkgrouponthesedocuments.

The scope of practice and day-one skills documents describe thenecessary skills required by thisprofessional.

Theminimumstandardsdocumentis the layout of the qualification intothe field. Any provider, who wouldlike to offer thequalification, requiresaccreditation with the Council ofHigher Education (CHE), registrationof the qualification with SAQA, andregistration with the Department ofHigherEducationandTraining(DHET);approvalofthestandardsofeducationand trainingwill fall under theSAVC.Theprovideroffering thequalificationisanecessarystep in registering theprofession. Any provider may applyto the SAVC to have its curriculumevaluated for acceptance. SuchproviderswillberequiredtocompletetheSelfEvaluationReport.

TheRegulationsandRulesdocumentwillsetoutspecificguidelinesforpractices.

These will includeminimum equipmentrequired, practice requirements, rulespertaining to records and all aspectsrelatingtopracticesuccessfully.

Partoftheprocessofregisteringanew profession is the registration ofcurrentpractisingtherapistsunderthegrandfatherclause.Itisanticipatedthateveryonewhowishes to register andworkinthisfieldinSouthAfricawillinfuturehavetocompletetheprescribedqualificationandregisterautomaticallyunder SAVC.The grandfather clauseprovidesforregistrationinthechange-over period. All therapists who wishto registerwith theSAVC tocontinuepractising will be required to do sowithin six months after the SAVCpromulgated the new profession. Itwassuggestedbytheworkgroupthatthe process under the grandfatherclauseincludesatheoryandpracticalexamination. The specifics of thisprocess still need to be finalisedandacceptedbySAVC.

TheSouthAfricanAnimalPhysicalRehabilitation Association (SAAPRA)will serve as an association to theprofession. An association will offerCPDcoursesandrepresentmemberson SAVC. Please make contact toapply for membership and receiveinformation on the first meeting –[email protected]

The name of the new professionis still to be finalised, pending theoutcome of various processescurrentlyunderway.

Insummaryitisclearthatthereisaneedandademandfortheprofession.This profession will be part of theveterinary team ensuring an holistictreatment approach to animals. It isvital that these professionals needto take responsibility for their actionsandthereforebeadequatelyeducatedand regulatedbyaprofessionalbody– South African Veterinary Council.The professionals will be expectedto comply with CPD requirements toensure their continual growth in thefieldafterqualifying.

This letter serves to inform allthe stakeholders and public of theproposed changes within this field.The SAVC still has to approve andfinalisetheprocess.

Council received a request from the South AfricanAssociationofVeterinaryTechnologists (SAAVT) inJuly2013 to grant amnesty to members of the profession,holders of prescribed qualifications who were notregistered with Council, as required by law.A decisionwastakenbyCouncilon31July2013tograntamnestyagainst prosecution of veterinary technologists withprescribed qualifications who lapsed their registration.Theamnestyperiodexpiredon30September2014.

Anyholderofaprescribedqualificationwhoperformstheservicesofaveterinary technologistmustberegisteredwithCouncilandmust follow theprescribedregistrationprocess.Employersofemployeeswithouttheprescribedqualificationsmustapplyforauthorisationofsuchpersonstoperformthetasksofveterinarytechnologists.

DuringtheCouncilmeetingon21and22October2014,CouncilapprovedtheimplementationofitsCPDrequirementsforVeterinaryPara-professions,afteratrialruntookplaceovertheperiod1April2009–November2012.

Council has furthermore decided to not implement the regulations as was initially and over a period of six years resolved, but has created a special dispensation for the veterinary para-professions, in that:

• Allveterinarypara-professionalsregisteredorauthorisedon,orbefore1April2015willhavetocommencetheirfirstCPDcycleon1April2015.Thiscyclewillend31March2018,andten(10)structuredandten(10)unstructuredCPDpointsmustbeachievedforthisperiod.

• Theabovementionedmembersmustachievefifteen(15)structuredandthirty(30)unstructuredCPDpointsintheirsecondCPDcycle(1April2018till31March2021),and

• Fifteen(15)structuredandthirtyfive(35)unstructuredCPDpointsarerequiredfortheirthirdcycle(1April2021till2024).TheCPDrequirementwillremainasforthisperiodfortherestoftheCPDcyclesfollowing2024.

The same CPD requirements will apply to members who register with Council from 1 April 2015 – 31 March 2018.

MemberswhoregisterwithCouncilfrom1April2018–31March2021,mustachievefifteen(15)structuredandthirty(30)unstructuredCPDpointsintheirfirstCPDcycle(1April2018till31March2021),andforanyconsecutivethreeyearCPDcyclethereafter,theymusthavefifteenstructuredandthirtyfive(35)unstructuredCPDpoints.

DearColleagues

Therecentreportsonsuicideamongstourcolleagueshitreallyhard.Therehasalwaysbeentherumourthat theveterinary profession has one of thehighestsuiciderates,butitisonlynowthatithashitrealityinmymind.Ourprofessions has been under severepressure lately - fromdocumentariesonhowexorbitantourfeesare,totheSitatungadebacle, to rhinopoachingscandals,tothedeadhipposcandal...We serve in professions wheregratification is very rarely expressedby our clients or employers. Weare expected to do miracles withas little money as possible or evensimply euthanise healthy pets dueto irresponsible pet ownership. Dueto the information available on theinternet, clients even diagnose theirownpetsanddemandwhatmedicationwe should dispense. The currenteconomic climate certainly does nothelp either. Depression is a reality!It isnotsomethingtobeashamedofanditiscertainlynotasin!Thegoodnewsare that there ishelp ifwe justreachout.Iwishtoshareafewtipstoemotionalwellbeing,whichI’velearntthroughheartacheandtrauma:

1. Maintainyourintegrityatalltimes.Nobodyhastherighttotryandforceyou to do something against yourmoralandethicalvalues.

2. Set healthy boundaries, both intheworkplaceandathomewithyourfamily. A boundary is a personal“property” line that marks the thingsthatweareresponsiblefor.Itclearlydelineatesyesandnoinsituations.Ifour parentsdid not knowhow to sethealthy boundaries, they would nothavebeenabletoteachushowtodoit. A good book giving guidance onthisis“Boundaries”byDrHenryCloudandDrJohnTownsend.

3. Remember that you can onlygive of yourself if your own cup isoverflowing. If your cup is only halffull,youaregivingat theexpenseofyourself.

4. Try and live a balanced life andmake time for hobbies. Creativity islinked to the emotional part of yourbrainandbydoingsomethingcreative,itstimulates“feelgood”emotions.

5. Try everyday to identify at leastonethingthatyoucanbegratefulforinyourlife.

6. Lookaroundyouanddeliberatelybreatheinthebeautyofnaturearoundyou.

7. Air your emotions - don’t keepit cropped up inside. Cropping it upinsidewilldigestyoufrominsideandit also causes magnification of theproblem.

8. Have a support group - whetherit is friends, close family or spiritualfamily.

9. Forgive quickly. Unforgiveness

keepsYOUcaptiveandnotthepersonthathaswrongedyou.

10.If you have unresolved issues inyourlife,dealwithitandputitbehindyou.Don’tclingtothepastasitmaycloud your future. Seek help if youhaveto!

11.Nobody has the right to belittleyourproblem.Nobodyhastheexactsame circumstances, temperamenttypeandlifehistorythanyou!

12.If you feel overwhelmed bylife, seek help! If you feel that noprogressismadeatonepsychologist/psychiatrist/counsellor, try someoneelse!

13.Ifyouareaspiritualperson,keepon “feeding” your spiritual life anddon’tneglectit.

Rememberthathelpisjustaphonecallaway!Youareauniqueperson.Notjust do youhaveunique fingerprints,you even have a unique voice. Thefrequencies,toneandtimbreofeveryvoice are unique. Embrace youruniqueness!n

South African veterinarians aregoverned by the VETERINARY ANDPARA-VETERINARY PROFESSIONSACT NO. 19 OF 1982; following ourmission statement, to ‘protect thehealth and well-being of animals andanimalpopulations’, weendeavour toabideby strict rulesof practice, ethicsand honesty, taking into considerationthe client, the profession and mostimportantlythewelfareofthepatient.

Observing a global trend whereveterinarians are constantly assessingprocedures carried out on all animals,itwasfeltappropriatetoceasedockingpuppies tails as it is consideredunnecessary,hasnofunctionalvalue,in

nowayimprovesthequalityoflifeoftheanimalandmostimportantlyisregardedpainfulandunethical.

Veterinary Science is an ever-evolving science and it is incumbenton us as a profession to stay at the‘cutting edge’ of developments inall spheres including ethics, as thegeneral population becomes moresensitive to animalwelfare andweasaprofessionbecomemoreproficientinunderstandingthewaytheanimalbodyworks,itisimperativethatweareopentochangeandadapttotheneedsofourpatients, particularly in minimising thepaininflicteduponthem.

Tail docking

The tail of a dog acts as a rudderinbrakingand turningand it isawell-known fact that all racing breeds andhunting hounds have tails and usethem effectively. What has not beenresearchedthoroughlyyet istheeffectofthelossofsuchastabilisingruddertothebackandhindlimbjointsofthedog.

Thetailalsomakesupanimportantpartofcommunicationfromdogtodogandfromdogtoman,andevenwhenadog’stailiswagging,lookingatthetailitselfrendersalotofinformationaboutwhatthedogistryingtosay.n

Some tail vocabulary• Slightwagswithsmallswings:commonlyasimplegreeting-“Hithere”

• Lowsweepingwag:satisfaction,positiveinterest,“letusplay”

• Broadwags:happyandrelaxed“gladtoseeyou”

• Fastbroadwagorbig,fastcircularmotion:happyslowwagswiththetailathalf-mast:lesssocial,couldmeaninsecurity

• Rapidwagwithtailbetweenthehindlegs:nervousnessorfear

• Tailtuckeduptightagainsttheabdomen:submissionandfear;probablymotivated by the need to cover the genitals to avoid another dog’sattemptstosnifformounthim

• Tailraisedandbristled:veryconfidentandreadytoreactaggressively

• Ahigh-heldstiff tailsignalsimminentattack–withorwithoutanyotherbodylanguagevisible

• Tailheldhighandstifflywaggingatthetiponly–readytoreactaggressively

So tail talk may indicate advise of joy, fear, anxiety (thunderstormapproaching), or of caution; it enables allows one to avoid dog bites andinformswhenashyorfearfuldoghasrelaxedandisreadytomakefriends;whilecuttingoffadog’stailcanbeequatedinhumansto,ifnottolosingone’svoice,thenlosingtheabilitytodescribewithyourhands:itcutsoffpartofhowtheycommunicate.

AsfarastheVeterinaryprofessionisconcerned,taildockingisout-dated,unethical and unnecessary as it has no advantage for the animal or theirwelfare.
