In a Letter dated 11 May, addressed to both the Municipal Manager and the Executive Mayor, the MEC ordered the Manager to correct the transgressions and perform his duties as the administrative head to enable the Department to execute its executive and legislative functions properly and timely without hindrance. Such a duty is not a favour but a legislative duty imposed on him as the Municipal Manager. According to the letter the Municipal Manager failed to implement the Integrated Development Plan (IDP) and failed to monitor the progress thereof. The Manager’s attention is drawn to the provisions of Section 35(1) (a) (b) and (c) on the status of an IDP, which are (a) principal strategic planning, (b) binds the municipality, (c) binds all other persons. It further illustrates a complete lack of information review and updates of housing plans, township establishments, including informal settlements. The recording of water backlogs illustrates lack of understanding and knowledge of the actual number of households without access to water and sanitation in various wards of the municipality. It can be deduced from consistent failures to provide required data that the municipality is not enforcing performance and consequent management since this incident has been a repeat occurrence on various occasions. PROVINCIAL - The MEC of Cogta (Cooperative Governance and Traditional Affairs), Ms RM Mtshweni cracked the whip on the Municipal Manager of Lekwa Municipality, Mr Linda Tshabalala, and pleaded with the Executive Mayor to assist the manager who has failed to perform his duties in terms of Section 55 of Municipal System Act.

Records illustrate inconsistencies, inaccuracies and non-reliability of the information provided to make any useful assessment of progress towards addressing the water and sanitation backlog within the municipality.

As the Administrative Head of the municipality, he was criticised and chastised for not performing his task of holding the managers directly accountable to do their work properly and, as a result, they fail to report correctly and properly.

The Municipality has failed on various occasions to provide timely, accurate, and well prepared reports. This has resulted in the department being unable to report timely to various committees of the Legislature. DM

STANDERTON - Three of the top 20 municipalities who owe Eskom for non-payment of bulk electricity could still be cut off next week. Eskom announced on Friday that it has made repayment arrangements with 17 defaulting municipalities and warned that the remaining parties would experience power interruptions on 5 June should they fail to reach an agreement.

Eskom Spokesman, Mr Khulu Phasiwe, said last week that two of the targeted municipalities are in the Free State and the third is in the Mpumalanga province. “The three municipalities that have not made agreements with Eskom are Maluti-a-Phofung Municipality, Ngwathe Municipality and Lekwa Local Municipality. Bulk electricity supply in these municipalities will be interrupted should we fail to reach an agreement by Thursday,” said Phasiwe. Lekwa Local Municipality has since made an arrangement with Eskom to pay their outstanding debt.

Phasiwe said the other 17 municipalities have paid part of their debt and have committed to settle the balance over a stipulated period. The 17 municipalities that have made arrangements with Eskom are Matjhabeng Municipality, Emalahleni Local Municipality, Thaba Chweu Local Municipality, Govan Mbeki Municipality, City of Matlosana Local Municipality, Naledi Local Municipality, Thabazimbi Local Municipality, Msukaligwa Local Municipality, Lichtenburg Municipality, Nala Local Municipality, Makana Local Municipality, Madibeng Local Municipality, Randfontein Local Municipality, Dihlabeng Municipality, Nketoana Local Municipality, Nama Khoi Local Municipality and Westonaria Local Municipality.

Minister of Cooperative Governance and Traditional Affairs, Pravin Gordhan, last year announced that municipalities owed Eskom a collective R10.8-billion by the end of June. Eskom recently said monies owed for outstanding municipal power supplies had been reduced by R54-million since April 10, 2015. Eskom says that they are reasonable and don’t expect anyone to settle debt of R60 million all at once. Eskom are still prepared to sit down with the remaining parties before they move to drastic options. JD

Three municipalities face dark possibilities

Lekwa Local Municipality is one of the municipalities who made arrangements at a late stage with Eskom to settle the outstanding electricity debt. Eskom has vowed not to cut off the electricity supply on 5 June, but warned that if Lekwa does not comply with their agreement, Eskom reserves the right to cut off all electricity supplies to Standerton.

JD

NATIONAL - Eskom announced today that Group Executive for Group Capital Dan Marokane is leaving, and the company was at pains to stress that no allegations of misconduct or wrongdoing have been levelled against him. “Mr Marokane believes that the agreement to separate is in the best interests of both parties, to allow the board to pursue its plans for the company under the current leadership, and for him to seek new career opportunities,” the Eskom media desk said in a statement.

Marokane was among four senior Eskom executives placed on suspension earlier this year while an investigation into the state of affairs at the parastatal is being conducted. “With the separation, the enquiry initiated by the board into the state of affairs at Eskom will continue as planned, and Mr Marokane’s suspension falls away,” Eskom said. “The separation is also

by no means in anticipation of the outcome of the enquiry, the latter whose objective is to enable the organisation to deal with its challenges.”

Marokane joined the power utility at the beginning of 2010, having held several executive leadership roles during his tenure at the company. These ranged from Primary Energy, Eskom Enterprises, Group Commercial and Technology and most recently his role as Group Capital executive where he was responsible for driving the utility’s build programme, as well as attaining the first synchronisation of Medupi Unit Six. “Eskom thanks Mr Marokane for his contribution during his term in the organisation and wishes him well in his future endeavours.”

Marokane’s departure follows that of former Eskom CEO Tshediso Matona, who chose to part ways with the company

nearly two weeks ago. Eskom spokesperson Khulu Phasiwe said at the time: “Matona has decided that he needs to take a break from Eskom and pursue his career elsewhere . . . It is expressly noted that no misconduct or wrongdoing is alleged by Eskom against Mr Matona.”

Phasiwe, in later reports, admitted that Matona had received a ‘golden handshake’, but refused to reveal the details, saying, “At this stage those details are not going to be made public. We will do so in due course when we issue our financial year-end statement.” Matona was suspended in March – just seven months into the job – along with three other executives, when an investigation into the company’s poor generation capacity, cash flow issues and other problems was announced. He launched an unsuccessful court bid to be reinstated.

Soos vele mense twyfel jy soms.

Toe ek buite kom was my bakkie alreeds in vlamme.

PROVINCIAL - Unwanted veld fires can cause loss of life, damage to property and destroy the environment. The Department of Environmental Affairs’ Working on Fire (WoF) programme is warning communities in the province to be vigilant in preventing unwanted veld fires this winter. Last year the province experienced the worst fire season in seven years and a total of 447 fires were successfully suppressed by the members of WoF.

“If it wasn’t for the hard work and dedication by 24 teams comprising 450 firefighters in total stationed throughout the province, the damage to property and the environment could have been much worse,” explained Nothando Shezi, spokesperson for WoF. She added that most of the fires that had ravaged the province had mainly been caused by human negligence.

WoF’s general manager, Mr Martin Bolton, has hence requested members of the community to take ownership in reducing the number of fires. “Unwanted veld fires can cause loss of life, damage to property and destroy the environment,” said Bolton. He also provided some safety tips to prevent unwanted fires:

• If possible make firebreaks around your home, use a mower, spade or rake to trim branches near your home and clear roofs and gutters of any leaves and twigs.

• Remove all rubbish, leaf litter and shrubs growing too close to your home.

• Store wood, fuel and paint well clear of the house.

• If possible check if you have adequate

Doseer alle lam-mers ouer as 12 weke teen lintwurm en rondewurms. Verskaf ook Vit A en minerale (inspuitbaar of oraal). Doseer lammers jonger as drie maande teen melklintwurm.

JD

This man was arrested by Kasselman Security Services on Monday morning in Berg Street for suspected housebreaking. The suspect broke a lock on the garden gate to gain entry to the premises, and when he peeped through a window of the home, the domestic worker noticed him and activated the panic alarm. Nine minutes later the suspect was arrested in front of Laerskool Standerton and taken to the Standerton police station. He was released soon afterwards due to a lack of evidence.

DUNDONALD - Gert Sibande TVET Col-lege hosted a ten-year anniversary celebra-tion at Dundonald Campus in the remote rural area of Chief Albert Luthuli Municipality on Thursday last week.

The celebration was intended to acknow-ledge and recognize Sibanesetfu Campus as one of the fastest growing institutions and best performing campuses in the college and the province as well as nationally since it was established a decade ago. In addition to the re-markable success story, Gert Sibande TVET college paid special tribute to various stake-holders who contributed enormously to make the campus a shining example that working together with one goal, one vision, collective participation and maximum focus, can mean the sky is the limit. Amongst the stakeholders listed were business partners, students, staff members and community structures. Gert Sibande college-CEO and principal, Mr Nick Balkrishen, gave the audience a brief back-ground of the campus when it was established ten years ago, in 2005 only 22 students were enrolled and the following year 72 students.

STANDERTON - South African Police Services women network took time off to curb crime and reached out to a destitute family in Ext 6 on Tuesday last week. Ms Thandi Radebe, is a single unemployed mother of eight children whose family depend on social grants for three children.

The remaining five children cannot benefit from the social grant because they have no birth certificates and identity documents. Thandi was never married, she was assisted by her uncle to obtain documents for the first three children. After the uncle passed away a few years ago she claimed that she was sent from pillar to post by the Department of Home Affairs. Ms Joyce Mnisi who is a volunteer manager of victim empowerment at Standerton Police, visited the family a few weeks ago and witnessed the pathetic conditions of the shack with children going around without warm clothes this time of the year.

She was touched by the state of affairs of the family and confirmed to the women network the sorrow state of the family. Women in blue and their business

partners were also touched and took action to collect clothes from the public and kind hearted people around.

The family received clothes for all the children during the hand over. Thandi expressed her deep appreciation for the gesture and thanked women network. DM

A disgruntled resident of Geelhout Avenue re-ported this obstructed water meter in front of his house. He is busy building on his stand when he accidentally cut the main plastic wa-ter supply line to his house. He tried to close the water supply at the municipal meter, only to find roughly 20 bricks on top of the meter. When these bricks were removed there was also no handle to switch of the flow of water. He is now wondering how the monthly water read-ing was made, as it is obvious that these bricks have been there for quite a while and that it is impossible to see the digits on the meter.

Gizelle is ook as Mej Persoonlikheid bekroon.

STANDERTON - Bishops, writers, pupils and principals gathered at Hoërskool George Hofmeyr on 27 May for a moti-vational session aimed at the Gr 12 pupils of several schools in the Stanwest circuit. The purpose of the event, as explained by the principal, Ms Magda Kriel, was to encourage the matriculants present as they will represent Stanwest during the upcoming June, record and final examina-tions.

Bishop Mokoena of the Potters-more Worship Centre opened the ceremony with a spiritual mes-sage and encouraged the pupils to be eagles and to fly as high as the wind can carry them. “Guys, you can make it! Work hard to

ensure that your dreams become a reality,” he continued after ex-plaining to those present that only hard work can ensure success.

The second and final speaker of the day, author Ackson King Mwami and representative of Gert Sibande College, also de-livered an inspiring message and informed the pupils of the ‘ABC of success.’ According to him, success begins with association (the first ‘A’) and encouraged the teenagers to surround themselves with those who bring out the best in them.

The second step, Mwami con-tinued, is to believe in oneself and the third is to be committed to what you are doing. He said that commitment is to take charge
