5. COMMITTEE SECTION –IV (PA PERS LAID ON THE TABLE) 6.1. Functions: The Committee Section-IV provides secretarial assistance to the Committee on Papers Laid on the Table, Rajya Sabha. The Committee on Papers Laid on the Table, Rajya Sabha performs the following functions:- a) Examining the Annual Reports and Audited Accounts of Government Companies, Public Sector Undertakings bodies created by an Act of Parliament, Cooperatives, Institutes and Societies framed and financed by the Government. Nearly 1109 such Organisations/Government Companies, etc. are under the purview of the Committee; b) Ensuring all the Papers/Government Notifications, complete in all respect are laid within the time prescribed by the relevant statutes and also in compliance with the provisions of the Acts governing laying of papers of these organisations; and c) Monitoring the implementation of the recommendations of the Committee set out in the various reports of the Committee. 6.2 Composition of the present Committee: The term of the previous Committee headed by Shrimati Syeda Anwara Taimur ended on the 3 rd September, 2006 and it has been reconstituted w.e.f. 4 th September, 2006 under the Chairpersonship of Shrimati Syeda Anwara Taimur. The Committee consists of ten Members nominated by the Chairman, Rajya Sabha. The List of Members of the Committee is placed at Annexure 6.1. 6.3 Performance of the Committee Section during the year under review: i) Meetings: The Committee during the year 2007 held 7 meetings to transact its business. 5. COMMITTEE SECTION –IV (PAPERS LAID ON THE TABLE)

6.1. Functions: The Committee Section-IV provides secretarial

assistance to the Committee on Papers Laid on the Table, Rajya

Sabha. The Committee on Papers Laid on the Table, Rajya Sabha

performs the following functions:-

a) Examining the Annual Reports and Audited Accounts of

Government Companies, Public Sector Undertakings bodies

created by an Act of Parliament, Cooperatives, Institutes and

Societies framed and financed by the Government. Nearly

1109 such Organisations/Government Companies, etc. are

under the purview of the Committee;

b) Ensuring all the Papers/Government Notifications, complete

and

c) Monitoring the implementation of the recommendations of

Committee.

6.2 Composition of the present Committee: The term of

6.3 Performance of the Committee Section during the

year under review:

i) Meetings: The Committee during the year 2007 held 7

meetings to transact its business. The details of the meetings

are given as per Annexure 6.2.

ii) Extension of time limit: During the year 2007,

118 cases of requests from the Ministries regarding

grant of extension of time for laying the Annual

Reports/Audited Accounts of Government

Companies/Organisations were received in the Section

and the Committee after due examination granted them

extensions. Besides these cases, 13 cases were placed

before the Committee for its consideration and in 5

cases, the Committee undertook local visit and held

discussions with the management of the concerned

Government organizations. In rest of the cases

representatives of Ministries and organizations were

invited for oral evidence before the Committee.

iii) Visits undertaken by the Committee: The Committee

undertook three local visits as per Annexure 6.3 and held

discussions with the management of the Government

organisation. The Section arranged the visit and meeting of

the Committee with the organization at their headquarters

and officer of the Section also accompanied the Committee

during its visit. The Committee also undertook two study

tours as per Annexure 6.4.

6.4 Reports of the Committee presented to Rajya Sabha:

The Committee presented 4 reports to the House during the year as

per Annexure 6.5. These reports were drafted in the Section and

follow-up action was also taken up with the concerned

Ministries/Departments. In the 106th, 107th, 108th and 109th

Reports, the Committee took up for consideration and scrutiny of

the Notifications/Orders and the Annual Reports and Audited

Accounts of Government Companies/Organisations laid by the

various Ministries on the Table of the Rajya Sabha during the 210th

and 211th Sessions and gave recommendations applicable to all the

Ministries.

6.5 Goals of the Section: The Section ensures the

examination of papers laid on the Table of Rajya Sabha in

accordance with Chapter XVII-B of the Rules of Procedure and

Conduct of Business in the Council of States; the rules for internal

working of the Committee; and the recommendations/decisions of

the Committee contained in its various reports.

6.6 Analysis of the work done: An analysis of the work done

during the year 2007 shows that this Section did all the work

assigned to it promptly, efficiently and in time. The Annexures 6.2,

6.3, 6.4, 6.5 and 6.6 give a glimpse of work done by the Section

during the year 2007. It may also be stated that the Section

maintained and updated the position regarding the laying of the

Annual Reports and Audited Accounts of various Government

Companies/Organisations, both in the LAN-based laying software

and in the index cards and took up for examination the cases where

there was delay in the laying of the papers. Quarterly Reports

showing the work transacted by the Committee during all the

quarters of the year 2007 were prepared. Quarterly Reports were

also sent for review to the Hon’ble Chairman. The Annual Action

Plan for the year 2007 was also chalked out. The Review of Action

Plan for the period January to October, 2007 was done by the

Secretary General.

6.7 Status of computerisation and progress: All typing

work of the Section is being done on the computer. The Section

maintains a record of the laying position of the papers of various

Government Companies/Organisations in the on-line LAN-based

computer. Regular entries regarding the meetings of the

Committee are made in the Computer Software titled ‘Committee

Tours & Meetings’. The development of a suitable Windows-based

software accessible on Personal Computers for transferring of all

data regarding the laying of the papers of Government

Companies/Organisations etc. is in progress.

6.8 Issues under Examination: The Section examined

various issues relating to laying of the papers of Government

Companies/Organisations during the year 2007 which are given as

per Annexure 6.6.

The Chairperson and the Members present also decided to visit Mumbai and Goa during the 1st week of August, 2007 which was postponed earlier, to hold discussions with the managements of some Govt. Companies/Organisations located there in connection with delayed laying of their Annual Reports and Audited Accounts for which the permission of the Hon’ble Chairman had already been obtained.

The Committee heard the Secretaries and the representatives of the following Ministries/ organizations respectively regarding delayed laying of papers: (i) Ministry of Health and Family Welfare (Deptt. of Health and Family Welfare)/ and the Secretary General, Indian Red Cross Society. (ii) Ministry of Women and Child Development and the Member Secretary, NCW, National Commission for Women (NCW).

The Committee considered its future programme and after some discussion decided to have oral evidence of a few New Delhi based organisations regarding delayed laying of their Annual Reports and Audited Accounts on the Table of the Rajya Sabha. The Committee, accordingly decided to hear the Secretaries of the Ministries of

Culture; Consumer Affairs, Food and Public Distribution and External Affairs along with the representatives of the National Culture Fund (NCF); Development Council for Sugar Industry; and Indian Council of World Affairs (ICWA) respectively on Tuesday, the 30th October, 2007 and visit the headquarters of the Hindustan Vegetable Oils Corporation Limited and Council for Scientific and Industrial Research on Wednesday, the 31st October, 2007 to have discussion with the concerned Ministries and the managements of these organisations on the subject matter. The Committee further decided to visit the headquarters of certain Hyderabad and Kerala based organisations from 12th to 16th November, 2007 to discuss with the management of these organisations the delayed laying of their Annual Reports and Audited Accounts on the Table of the Rajya Sabha.
