21 through FY26- 27, as required by the Orange County TransportationAuthority ( OCTA) for Measure M2 eligibility.
Public hearing on the budget was opened and closed at the Regular meeting of June 16, 2020.
Council Discussion ensued and direction provided to city staff.
Councilmember Solorio clarified motion to approve to approve amended actions
captured by City Manager Kristine Ridge the direction pointes of each department andthat staff return with their best effort at accommodating those recommendations fromthe Council with staff report and/ or presentation for the July 7, 2020 Council meetingwith non -substantial changes.

Executive Director of Public Works Agency Nabil Saba provided a briefpresentation.
Mayor Pulido opened the public hearing at 7: 58 p. m.
PUBLIC COMMENTS
Kristopher Fortin with Santa Ana Active Streets spoke in opposition to Item 75B
and noted safety concerns for bicyclists and pedestrians.
Kelly Crowsley spoke in opposition to the item due to a lack of a protective bikelane.

Council discussion and direction to staff continued.
Councilmember Sarmiento, noted the lack of trust in the community that needs tobe addressed to create a balance and directed staff to present to council withoptions of the various committees in other cities.
Councilmember Solorio, asked staff, colleagues, and the community to considernew ideas and approaches, results to improve community safety overall and createa culture of non -violence and kindness. Directed staff to consider the 10 largest
cities, the type of powers each has, number of members, appointers, cost toadminister program, and where in the organization it sits.
Councilmember Mendoza, expressed support in exploring an oversightcommission and inquired about existing disciplinary actions, policy and laws at thestate and federal level, and reform propositions from the governor and presidentialadministration. Directed staff to include a clear understanding of civilianqualifications, costs to employ or to compensate board members, and indicate proand cons of giving the powers of a subpoena.

Mayor Pulido expressed support to find areas of improvements to be applied to
many areas.

SUMMER AND FALL PROGRAMS ( E. G., ETHNIC STUDIES AND THE NOW
VIOLENCE MOVEMENT, INTERACTIVE STEAM ONLINE EDUCATION,
STUDENT LEADERSHIP AND PUBLIC SPEAKING, OPEN- AIR ARTS
PROGRAMS, AND TECHNOLOGY ACCESS PROGRAMS), AS WELL AS
BRING BACK FOR COUNCIL CONSIDERATION WITHIN 45 DAYS FINAL
RECOMMENDATIONS FROM OUR YOUTH COMMISSION TO ALLOCATE
ANOTHER $ 1. 5 MILLION OR MORE OF THIS FISCAL YEAR' S ALLOCATION

Council discussion ensued and direction provided to staff.
Councilmember Solorio requested to revise his request, due to the recent
changes, to direct staff to bring back for council consideration within 45- daysfinal recommendations for use of the entire $ 6 - $ 7 million in the youth fund that isfunded by the Cannabis Fund that will be available as of July 1, 2020. In addition, requests city departments, the City Zoo, Santa Ana Unified School District, theDiscovery Cube and Santa Ana based non -profits submit proposals to fund 2020summer and fall programs.
Councilmember Solorio made brief statements on behalf of Youth Commission
Chair Joseph Acevedo.
Mayor Pro Tern spoke regarding childcare.
PUBLIC COMMENTS
Thai Phan spoke in support of youth programs.
Gerry Almendariz, Superintendent with Santa Ana Unified School District, spokein support of Item 85B for summer programs and spoke on various other topics.
Dulce strongly believes in investing in youth and supports ethnic studies and non- violent movements. Spoke regarding Youth Commission meetings and variousother topics.
Kathy Decker, Executive Director for the Friends of Santa Ana Zoo, spokeregarding the Santa Ana Zoo and redirecting youth funds for its educationalprograms.
Steve Gallegos spoke in support of investment in youth, however, expressedconcern with the recommended programs.

Magdalena Sorria spoke in support of item and various other topics.
Cecilia Iglesias spoke in opposition of the item, and stated funds should be puttowards other City services and spoke on various other topics.

Executive Director of Parks, Recreation, and Community Agency Lisa Rudloffspoke.
Mayor Pro Tern Villegas spoke in support of the plan provided by ExecutiveDirector of Parks, Recreation, and Community Agency Lisa Rudloff outlined in her2019 memo along with redeploying the part-timers.
Councilmember Bacerra clarified that the code does not require the Youth
Commission ratify a list before proceeding with the implementation of programs.
Councilmember Sarmiento clarified that the cannabis funds are restricted for youthexpenditures and youth programing. Expressed support of opinions from all schooldistricts, however, city staff, in particular Executive Director of Parks, Recreation, and Community Agency Lisa Rudloff, have given a lot of thought of how the cityshould expend these monies and the city has an obligation and role to deliver youthservices. In addition, requested that funds be provided direction to include WiFiaccess to benefit youth and residents.
Councilmember Penaloza, spoke on the need to provide WiFi access to thecommunity.
Councilmember Mendoza, reported that Santa Ana Unified School
District purchased hotspots and urged the city to collaborate with Santa AnaUnified School District.
Councilmember Penaloza, spoke on working on a partnership with the Santa AnaUnified School District.
Mayor Pulido, believes there is a middle ground, is supportive of monies to staywith the city to do more for youth and directed city manager to bring back ideas, talk with councilmembers regarding wish list and return to council to move forwardwith youth services.
