DISASTER PREPAREDNESS/MANAGEMENT PLAN
ACTIVITY:
1. Prepare an outline of a good disaster preparedness/management plan
It is essential that the plan is easy to read and understand. It should also allow
flexibility. Hereunder is a suggested format for a disaster plan.
a. Situation give a brief description of the threat (earthquake, typhoon,
fire, volcanic eruption, tsunami, landslide, flood, etc.), its likely effects,
and the projected needs arising therefrom.b. Aim the aim of the plan should be stated in a clear and concise
statement.
c. Concepts of operation a brief description of the threat, its likely effects, the needs arising therefrom and how such needs will be met/responded to.
d. Allocation of responsibilities the pattern of responsibilities will have
emerged during the earlier steps. This is the state when everybody isalready clear as to who is responsible for what, so they can therefore start
preparing their won plans in their respective area of responsibility. It is
timely to consider the following:
-what has to be done?
- who can best do it?- when must it be done?
- how can it be done?
e. Allocation of resources make an inventory of available resources for
use in all phases of the disaster operation. Some resources need to be
shared by two or more teams like transportation and communicationsfacilities. The plan should be definite about this sharing to prevent delay
and misunderstanding among the different teams involved. It is best to
assemble said resources under the headings of manpower, money,
transportation, special equipment, shelter (public evacuation centers andprivate homes) in tabulated from for ready reference.
f. Coordination this should include who is the overall coordinator, area ofcoordination of the different teams, the reporting procedures, channel ofcommunication and arrangements for effecting appropriate coordination.
2. Practice/Demonstrate simulations of a disaster and a drill on how to
respond can help identify weakness in the plans which can then be corrected
before the actual event takes place.
3. Evaluate prepare an evaluation/ assessment of the plan (if the plan is successful
