Engineering Export Promotion Council

My dear fellow exporters,

The Reserve Bank of India (RBI) by its Notification dated April 25, 2008 had extended the interestsubvention scheme for the current fiscal year till March 31, 2009. However, the Government hasnow decided to roll back the interest subvention scheme with effect from October 01, 2008 onthe ground that Rupee has started to depreciate against the Dollar. Furthermore the interest paidon EEFC account will also be withdrawn with effect from November 01, 2008.

The impact of these two measures clearly signal that counter - cyclical measures are beingimposed by the Government to control inflation in the country at the cost of increased output andexports. While protesting these two moves, the Council believes that carrying too far counter -cyclical measures could become dangerous and lead to recession in the economy. It needs tobe noted that the manufacturing sector had revived after 2004 on the back of considerableindustrial compression in the aftermath of the South East Asia crisis. In hindsight, we do believethat with a burgeoning trade deficit compressing exports could further aggravate the balance ofpayment situation that will also have its impact on the fiscal deficit.

The Council will be presenting its All India Export Excellence Awards for the year 2006-07 onAugust 09, 2008 at Kolkata. The Hon�ble Union External Affairs Minister Shri Pranab Mukherjeewill be the Chief Guest and give away the prestigious awards to the meritorious exporters.

Indonesia. India�s engineering exports achieved a growth of 6.08% during 2006-07 over the previous year. However, the

growth during April-December 2007 as compared to the same period for the earlier year is 97.02% which is very encouraging.

The recent trend in the export growth of engineering products and services to Malaysia could be a focal point to capitalize

on the opportunities existing over there.

Malaysia boasts one of South East Asia�s most vibrant economies, the fruit of decades of industrial growth and political

stability. Malaysia�s economic prospects remain healthy, although it faces fierce competition from its neighbours, and from

China and India.

Malaysia�s Business Landscape

Malaysia is among the world�s top 20 trading nations with a strong, open economy and a Government committed tointernational competitiveness in terms of trade and investment. As part of Malaysia�s commitment to WTO and unilateralliberalization measures, it has reduced or abolished important duties on almost 5,000 items. To facilitate trade, more than60% of tariff lines are subject to zero duty.

Malaysia is also a part of the ASEAN trade block. The bilateral agreement between India and the ASEAN countries whichis being negotiated at the moment, will provide newer opportunities to the Indian business community.

Under AFTA�s Common Effective Preferential Tariffs (CEPT), ASEAN member countries have agreed to progressivelyreduce import duties, ranging from zero to 5%, on all products. As an original member, Malaysia fully implements CEPT.

Two sides open booth : US$ 400 per sq. mtr. or Indian Rs. 18,000/- per sq. mtr.+ Rs. 2,225/- per sq. mtr. as deposit towards Service Tax.

(a) Early bird rates are applicable to those who will confirm their bookings on or before 14th August, 2008.

(b) Participants of this exhibition will get preferencial rates for INDEE-Shanghai to be held on 4-8 November, 2008at Shanghai, China.

Note : In case Service Tax is not chargeable, the deposit would be returned to participants.

If participants make payments in US dollars, then Service Tax is not applicable.

Due to limited availability of corner booths, allocation will be done on first-come-first-served basis subject to receiving full payment.

Payment & Cancellation

Full payment should be made along with Application Form, duly filled in latest by 30th August, 2008. The paymentshould be made by way of Demand Draft drawn in favour of �Engineering Export Promotion Council�.

Booking of space will be considered only after receiving 100% payment. 50% cancellation charges applicable if reservationis cancelled before 30th August, 2008. Any cancellation after this date would result in 100% forfeiture. Acceptance ofapplication and allocation of space will be at the sole discretion of the Council.

Shipment of Exhibits

In order to facilitate shipment of exhibits, Council will appoint a Shipping Agent.

Selection Criteria

Final selection of the participants will be done by a Committee based on the criteria such as Accreditation to the InternationalStandards (like ISO, QS, etc.), foreign collaboration, annual exports etc.

Travel and Hotel Accommodation

Council will assist participants in locating suitable airlines and hotels at Kuala Lumpur, Malaysia at negotiated ratesthrough accredited Travel Agents. However, participants are free to make their own travel/hotel arrangements.

Visa

Council will issue recommendation letters in favour of the representatives of the participating Indian companies in INDEEfor issuance of visa for the show. However, EEPC will not give any guarantee to this effect, as this is the sole discretionof the Malaysian High Commission in India.

MDA Grant

All eligible participants will be entitled to MDA grant under Focus ASEAN Programme of the Ministry of Commerce,Government of India as per the MDA Guidelines effective from April 01, 2006. The MDA Guidelines can also be downloadedfrom http://www.commerce.nic.in/mda-guidelines.pdf

Assistance would be permissible on travel expenses by Air on return Economy Excursion Class fare and charges of builtup furnished stall subject to an upper ceiling of Rs. 1,50,000/- (Rupees One Lakh Fifty Thousand only).

Further, eligibility for MDA grant is subject to exporting companies having FOB value of exports not exceeding Rs. 15crores in the preceding year, having completed 12 month membership with EEPC with regular filing of returns and fulfillingother conditions, details of which can be obtained from respective Regional Offices of EEPC.

In order to have its first-ever foothold into the one of the most upcoming industrial nations in the world, EEPC is pleasedto announce its forthcoming INDEE at Shanghai, China scheduled to take place at Shanghai New International ExpoCentre (SNIEC), Shanghai, China during 4-8 November, 2008. This INDEE is being coincided with Metalworking & CNCMachine Tool Show which is the concurrent Show covered under China International Industry Fair 2008 that is consideredto be one of the major events in China visited by business community not restricting within South East Asia and Asia-Pacific but all over the world.

CIIF 2008 is being organized by Shanghai World Expo (Group) Co., Ltd., in association with Hannover-Messe InternationalGmbH & Hannover Fair Shanghai Ltd., and co-organized by China Machinery Industry Federation. The event issupported by various departments of Government of China such as �

The People's Republic of China has the second largest economy in the world after the US with a GDP of over US$ 7 trillion (2007)when measured on a purchasing power parity (PPP) basis. In November 2007, it became the third largest in the world afterthe US and Japan with a nominal GDP of US$ 3.42 trillion (2007) when measured in exchange-rate terms. China has beenthe fastest-growing major nation for the past quarter of a century with an average annual GDP growth rate above 10%. China'sper capita income has grown at an average annual rate of more than 8% over the last three decades drastically reducingpoverty. The country's per capita income is at about US$ 2,000 at nominal exchange rates and US$ 7,800 in PPP terms in2006, according to the IMF.

The country is one of the world's largest producers of a number of industrial and mineral products, including cotton cloth,

tungsten, and antimony, and is an important producer of cotton yarn, coal, crude oil, and a number of other products. Its

mineral resources are probably among the richest in the world but are only partially developed. China has acquired some

highly sophisticated production facilities through trade and also has built a number of advanced engineering plants capable

of manufacturing an increasing range of sophisticated equipment, including satellites.

Industry and construction account for about 48% of China's GDP. Around 8% of the total manufacturing output in the world

comes from China itself. China ranks third worldwide in industrial output. Major industries include mining and ore processing;

iron and steel; aluminum; coal; machinery; armaments; textiles and apparel; petroleum; cement; chemical; fertilizers; food

processing; automobiles and other transportation equipment including rail cars and locomotives, ships, and aircraft; consumer

products including footwear, toys, and electronics; telecommu-nications and information technology. China has become a

preferred destination for the relocation of global manufacturing facilities. Its strength as an export platform has contributed

to incomes and employment in China. The state-owned sector still accounts for about 40% of GDP. In recent years,

authorities have been giving greater attention to the management of state assets - both in the financial market as well as

among state-owned-enterprises - and progress has been noteworthy.

India-China Bilateral Trade and the emerging opportunities

Trade relations between the two countries have been on the increase. At present the balance of trade is in favour of China.India�s exports to China were to the tune of US$ 8,287.48 million in the year 2006-07 and imports from China to India wasUS$ 17,447.01 million. Thus the total trade was US$ 25,734.49 million.

Engineering goods scope in China

China ranks first as an importer of engineering goods and machinery in the world with imports in this category reaching US$335.30 billion in 2007. China mainly imports machinery and engineer-ng goods from Europe, Japan, South Korea andTaiwan. In 2007, to meet the demand of machine tools, China imported products worth US$ 9.72 billion. Indian engineeringindustry is yet to tap this market largely on account of lack of understanding about Indian engineering industry in China.

China today is also a major importer of machinery items. There are niche areas where we can promote our exports to meetChinese demand. Many Chinese companies are interested to source vendors and parts from India either for projects inChina or for projects in third countries. Products that are looked to be sourced from India are :

Pressure Vessels, Pressure Vessels Internals, Air Coolers, Heat Exchangers, Storage Tanks, Furnaces, Boilers, CoolingTowers, Pumps, Compressors and Boilers, Agitators and Mixers, Fans, Turbines, Gears, Electric Motors, Valves, Pipes,Fittings, Flanges and Ring Joints, Transmitters and Converters, Control Room Instruments, Control Valves, Safety Valves,Instrument Cables and Tubes, Electric Cables, Transformers, Medium Voltage Panels, Low Voltage Panels.

Share of Small and Medium Industries in total exports is also growing at a steady rate. Out of the above mentioned items thereare various items manufactured by Indian small and medium industries that have good export potential for the Chinese market.

Selection Criteria

Final selection of the participants will be done by a Committee based on the criteria such as Accreditation to the International

Standards (like ISO, QS, etc.), foreign collaboration, annual exports etc.

Travel and Hotel Accommodation

Council will assist participants in locating suitable airlines and hotels at Shanghai at negotiated rates through accredited

Travel Agents. However, participants are free to make their own travel/hotel arrangements.

Council will issue recommendation letters in favour of the representatives of the participating Indian companies in INDEE

for issuance of Visa for the Show. However, EEPC will not give any guarantee to this effect, as this is the sole discretion

of the Embassy of China in India.

MDA Grant

This project is under Market Access Initiative (MAI) Scheme of the Government of India. Therefore, the cost of participation

is highly subsidized. In fact, the cost of direct participation is Euro 280 per sq. mtr. However, no separate subsidy under

MDA is available for this event.

Abu Dhabi Water and Electricity Authority (ADWEA) unveiled its 5-year strategic plan. As part of the plan, a numberof new projects have been lined up. In the near future, ADWEA shall receive tenders concerning Al Showayhat ProjectS2 for the production of 1500 Megawatt and 100 million water gallons per day. Abu Dhabi aims to raise power generationcapacity by 35 percent within five years, but may face challenges in attracting foreign firms as competition for projectsacross the Gulf Arab region heats up. Demand will rise almost 80 percent in the same period to 10,600 MW, while capacityreaches 12,503 MW in 2010, Director of Privatisation Abdulla Al Nuaimi stated that industry was facing challenges tomeet growth needs due to a lack of contractors to build new power plants. Demand for power in the world�s largestoil-exporting region is surging on population growth and commercial and industrial expansions fuelled by record oil prices.Projects across the region have increasingly suffered delays over the last two years as soaring construction costs, labourshortages and a lack of qualified contractors have hit market. UAE Firm Won the Contract for Supplying Buses to Australia

Hafilat Industries, the region�s leading manufacturer of quality aluminium buses licensed by Australia�s� Volgren, won aDh 30 million contract to produce and export European-quality buses to Australia. Investment in Solar Energy Technologies

Masdar, the Abu Dhabi Future Energy Company, fully owned by Abu Dhabi Government will invest US$ 2 bn in solar energytechnologies. Major Investments of Steel in Gulf Region

According to latest industry research, more than US$ 18 billion is being invested in 46 steel manufacturing plants throughout

the Gulf region in an attempt to close the widening gap between supply and demand for steel. The database of research

company Proleads, which monitors major construction projects across the region from initial study to completion informed

that Saudi Arabia with 17 and the UAE with 16 are leading the way in steel plant projects individually varying in value

from US$ 2 billion to US$ 15 million. Oman has plans for six steel plants, Bahrain for four and Qatar has three. Topping

one in Oman.

A Joint Venture between a German & UAE Company for Air Separation Plants in Abu Dhabi

Linde AG, the world�s second-largest producer of industrial gases and a partner will invest $ 800 million to build two air

separation plants in Abu Dhabi. A joint venture named Elixier has been signed between Linde and the Abu Dhabi National

Oil Corporation (ADNOC) to build the factories to produce oxygen for natural gas exploration. The plants will be ready

at the end of 2010. ADNOC holds 51 percent of Elixier and Linde holds 49 per cent.

UAE Company invests in Pakistan

Mr. Salah Khamas, Director of Khamas Group of Companies, a UAE-based company has visited Pakistan to finalise

a $ 100 million housing project in the city. The project consists of commercial markets, residential schemes, playgrounds,

swimming pools, a community centre, a recreational park and several modern facilities. He said that other cities, including

Karachi, Gwadar and Islamabad also had potential for investment, especially in construction projects. He said that after

the completion of the project, the Khamas Group planned to launch another housing project targeting the low-income

level groups.

India reached Second Position to Export to UAE

Emirates Industrial Bank (EIB), citing official UAE statistics show that India has reached the second position in the list

of exporters to the country for the first time since the UAE was created 37 years ago. Official figures show that China

was the top exporter to the UAE in 2007, while India became the second supplier of goods to the Gulf country for the

first time after its exports to the UAE rocketed by nearly seven times in five years. From only Dh 9.2 billion in 2002,

the UAE�s imports from India shot up to around Dh67bn in 2007.India�s exports last year accounted for nearly 16 per

cent of the UAE�s total imports of around Dh418.7bn. The figures showed India is rapidly narrowing the gap with China

and at current growth, it could be a serious threat to Beijing�s bid to maintain that position. The report said that there

are several factors for this increase, mainly the decline in the dirham against other currencies, mainly the UK pound

and the euro by more than 40 per cent and because of the sharp fall in the US dollar, to which the dirham is pegged.

This made imports from other countries, mainly Asian, more competitive.EIB figures showed China, which has been

storming into lucrative markets in the oil-rich region, maintained its position as the largest exporter to the UAE, with its

exports to the emirates soaring to an all-time high of Dh69.9bn in 2007, an increase of around 33.9 per cent over the

Dh 52.2 bn export value in 2006. The 2007 value accounted for nearly 16.7 per cent of the UAE�s total imports. From

around Dh 319.5 bn in 2006, the UAE�s total imports jumped by nearly 31 per cent to Dh418.7bn in 2007 to turn the

country into the largest market in the Middle East by overtaking Saudi Arabia.A surge in crude prices over the past few

years has allied with a sharp expansion in the non-oil sector to largely boost the UAE�s economy and catapult it to the

second place in the region after Saudi Arabia.

First Copper Rod Factory & New Cable Factory in UAE :

Dubai Cables Co. Ltd. (Ducab) inaugurated its first copper rod plant and the new cable factory at the Mussafah Industrial

Area. The $ 45 million copper rod plant, which is the first copper rod factory in the UAE, has a capacity of 110,000 tonnes

per annum which can be increased to 160,000 tonnes in the future. The two facilities were unveiled by Shaikh Hamed

bin Zayed Al Nahyan, Chairman of the Abu Dhabi Crown Prince Court and Chairman of the Higher Corporation for

Specialised Economic Zones (Zonescorp). A large number of dignitaries, including ministers, senior officials were present

on the occasion. Mr. Andrew Shaw, the Managing Director of Ducab said the new copper rod plant will take the raw

copper cathode and convert it to high quality 8mm diameter copper rod � the key raw material for cable manufacture.

By launching the two new plants, Ducab, which is jointly owned by the Dubai and Abu Dhabi governments, is on course

ADNOC started Sulphur Production

Abu Dhabi National Oil Company (ADNOC) Marketing and Refinery Directorate Sales Manager Dagher Al Murar has told

that mega gas projects under way in the UAE will nearly quadruple sulphur production within five years to more than

six million tonnes per year and turn UAE into one of the top producers of the substance. Sulphur output by ADNOC

is currently estimated at around 1.7 million tonnes and most of it is exported to North Africa and southeast Asia. As

a result of ambitious expansion plans by ADNOC and its group of companies, especially the sour gas field developments,

ADNOC is set to be among the largest sulphur producers worldwide by 2013, nearly four times the current production

of around 1.7 million tonnes per year. He said around 800,000 tonnes of the emirate�s sulphur output are exported to

end-users, mainly Morocco, Tunisia, Senegal and Jordan. Other quantities are destined to various Asian and African

markets such as India, South Africa, South East Asia, and China, which is considered the main driver in sulphur demand,

with an import of around 10 million tonnes per year. According to Al Murar, current sulphur prices have jumped more

than 10 fold over the average price of the first-quarter of 2007, reaching a record US$ 600 per metric tonne, the highest

level through history. He attributed the unprecedented price rise to a sharp increase of fertiliser demand worldwide, led

by the surge in bio-fuels production and the efforts to avoid shortfall in food and grain supply worldwide, which in turn

contributed to a sharp growth in sulphur demand and lack of sufficient supply.

Dubai Aluminium Co Increase its Production Capacity

Dubai Aluminium Co (Dubal) increased output by 12.6 per cent year-on-year in 2007 to 889,548 tonnes, spurred by robustdomestic and global demand. Competitively priced energy and a construction boom in the world�s biggest oil exportingregion, where there are more than $ 1 trillion (Dh 368 trillion) of infrastructure projects, are boosting demand. Dubal isexpected to increase its production capacity to more than 950,000 tonnes by the end of this year. Dubal aims to beamong the world�s top five aluminium producers by 2015. Its expansion plans include the construction of the world�slargest green-field aluminium smelter complex, costing $ 8 billion, a joint venture with Mubadala Development Co. TheEmirates Aluminium (Emal) complex in Abu Dhabi would eventually have an output capacity of 1.5 million tonnes a year.Russia�s Rusal now operates the world�s biggest aluminium smelter at Bratsk with a capacity of 976,000 tonnes per year.Dubal�s only competitor in the Gulf Arab region, Aluminium Bahrain (Alba), which produces 830,000 tonnes of the metala year, said last year it has plans to raise its output by up to 45 per cent to about 1.2 million tonnes.

Investments in Sewerage System :

Alan Thomson, Managing Director of Abu Dhabi Sewerage Services Company (ADSSC) stated that Abu Dhabi is investingDh 12 billion in expanding its heavily over-loaded sewerage system in the next five years so as to meet the needs offast growing emirate. Under the master plan for the emirate of Abu Dhabi, which was finalised early this year, the seweragecapacity of 400,000 cubic metres per day would be multiplied to 1.2 million cubic metres, to expand the growing requirementsof new communities being developed on Al Reem, Saadiyat, Yas and other islands. ADSSC chief said that the seweragemaster plan which had been devised according to the needs of Abu Dhabi�s Vision 2030, envisages Dh 12 billion investmentsinto the sector in the coming five years. Abu Dhabi Sewerage Services Company (ADSSC) has awarded a Dh 160 millioncontract to Concorde Industries to design, fabricate, construct, and commission a membrane bioreactor sewage treatmentplant for the largest planned labour accommodation facility in the UAE. The facility will treat waste water from theConstruction Workers� Residential City (CWRC), a planned Dh 418 million labour compound in the Al Mafraq area of AbuDhabi. The plant will have the capacity to recycle used water and sewage of up to 30,000 cubic metres a day and willtreat the waste water produced by up to 32,000 workers, technicians and supervisors. Once the water is purified almostto the level of potable water, it will be re-used in the machinery and cooling facilities within the CWRC. Concorde recentlydelivered a Dh 30 million, two million-gallon-per-day pot-able water project on Abu Dhabi�s Al Yasat island.

Agreement in Energy Sector

Abu Dhabi National Energy Company PJSC (TAQA), a global energy company, and THEOLIA, a leader in the production

of electricity from wind energy, signed a strategic partnership agreement in the renewable energy sector in Morocco. This

agreement aims to create a consortium of these two prequalified companies to respond jointly to the international invitation

to tender for the construction and operation of a 300 MW wind farm located in Tarfaya, Morocco. TAQA and THEOLIA further

agreed a 50/50 partnership in the Compagnie Eolienne du Detroit (CED), including studying the possibility of optimizing

wind sites in Morocco, notably the Abdelkhalek Torres wind farm near the current site of CED. This site, located in the

North of Morocco and enjoying excellent wind conditions, offers a double opportunity: the possible repowering of the 84

turbines commissioned in 2000 and the possible extension of the wind farm by several hundred additional MWs (1).

(1) the Wadi Shallala wastewater treatment plant (WWTP), including all civil, electrical and mechanicalworks and operation and maintenance training (a treatment with nitrogen removal is not includedunder the scope of works, but the option to include a nitrogen treatment is considered by providingthe required space on the site - the plot of the treatment plant is located about 1.2 kilometre south-east of Sal in the Al-Ruwaysa Valley about 1 kilometre before it joins the Shallala Valley);

(2) an effluent pump station at the treatment plant site;

(3) a pressure pipe to the Sal reservoir and a gravity pipe to the central Irbid WWTP;

(4) optional : an effluent pipeline from the Wadi al-Arab WWTP to the new storage/equalisation tankdown from the Wadi al-Arab dam in north Shounneh;

(5) technical sludge dewatering at the existing WWTP at Wadi al-Arab (the proposed mechanical sludgedewatering consists of three centrifuges - two duty and one stand-by) located near the existing sludgeholding tank no 1 at the Wadi al-Arab treatment plant; and

(6) optional : a storage/equalisation tank with a volume of 115,000 cubic metres down from the Wadial-Arab dam, including a booster station, flow measurement and connection for the existing irrigationcarrier pipeline.

The supplies of goods from DTA to EOU/EHTP/STP/BTP are regarded as deemed exports and DTA supplier is eligible for

deemed export benefits. Based upon disclaimer from DTA supplier, EOU/EHTP/STP/BTP units can also claim these benefits.

This is the position as per para 6.11(a) and 8.2(b) of FTP.

2. Para 6.6.1 of HBP v.I lists out the goods permitted to be imported/procured from DTA by EOUs. Thus, deemed export

benefits under chapter 8 of FTP should be allowed to DTA supplier/EOUs only in respect of permissible goods under para

6.6.1 of HBP v.I.

Exim Bank Extends US$ 100 Million LOC to Sri Lanka to Finance Railway Upgradation

Export-Import Bank of India (Exim Bank) has, at the behest of Government of India, extended a Line of Credit (LOC) of US$100 million to Government of Sri Lanka, to finance upgradation of the Southern Railway Line from Colombo to Matara in SriLanka.

The proceeds of the US$ 100 mn credit line will be used to implement the Phase 1 of the project. The main activities underthis Phase include supply of materials for rail track rehabilitation from Colombo to Matara and for purchase of Diesel MultipleUnits (DMUs) and locomotives.

Under the LOC, Exim Bank will reimburse 100% of contract value to the Indian exporters, upfront upon the shipment ofequipment and goods/provision of services. Besides promoting India's exports, Exim Bank's LOCs enable demonstration ofIndian expertise and project execution capabilities in emerging markets.

With the signing of this LOC Agreement, Exim Bank has now in place 98 Lines of Credit, covering 91 countries in Africa,Asia, Latin America, Europe and the CIS, with credit commitments amounting to US$ 3.27 bn, available for utilization forfinancing exports from India. Exim Bank's LOCs afford a risk-free, non-recourse export financing option to Indian exporters.

4. For the above period, the charges shall be for the full year irrespective of the date of enrolment.
