AUTHORITY TO ENTER UPON AND USE LANDS FOR TRAININGAT EVANSTON RACE - COURSE, SOUTH AUSTRALIA, FROM10TH AUGUST, 1916, TO THE TERMINATION OF THE WAR.

HIS Excellency the Governor- General, acting withthe advice of the Federal Executive Council, has

been pleased to approve, under the powers conferred bysection 69 of the Defence Act 1003 -1915, of the Com-monwealth Military Forces being authorized to enterupon and use for training, manoeuvres, or other militarypurposes, from the 10th August, 1916, to the terminationof the war, all those lands in the State of South Aus-tralia, known as the Evanston Race- course, the propertyof the G-awler Jockey Club Limited, and of the ownersor occupiers of such lands who claim that they havesustained any damage or loss by reason of such entryor use being required to submit their claims for suchdamage or loss to the District Commandant, South Aus-tralia, within seventy -two hours of such entry or use.

Such claims will be submitted to a Board of threeofficers, and compensation as approved by the Ministerof Defence may be paid to the said owners or occupiers.

This cancels the notification respecting this ManoeuvreArea which appeared in Commonwealth of AustraliaGazette, No. 110, of 24th August, 1916.

been pleased to approve, under the powers conferred bysection 69 of the Defence Act 1903 -1915, of the Com-monwealth Military Forces being authorized to enterupon and use for training, manoeuvres, or other militarypurposes, between the ist October, 1916, and 31st March,1917, all those lands in the State of Tasmania enclosedwithin the following boundaries, viz. :That portionof the county of Cornwall bounded on the north by theNorth Esk River; on the south by the South Esk River,on the west by the main Hobart to Launceston roadfrom Perth Bridge on the south to the south - easternboundary of the parish of Launceston ; thence alongthat boundary to the North Esk River, and on the eastby the western boundary of the parish of Evandalefrom the North Esk River to where it crosses theHobart railway line ; thence south - easterly along therailway line to Evandale Station ; thence to the SouthEsk River at the road bridge ; and of the owners oroccupiers of any such land who claim that they havesustained any damage or loss by reason of such entryor use being required to submit their claims for suchdamage or loss to the District Commandant, Tasmania,within seventy -two hours of such entry or use. Royal Australian Naval Radio Service. Salary, £216 to£312 per annum. Commencing salary will be accordingto qualifications.

The following qualifications are necessary :Applicants should be between 30 and 45 years of age,

and should have had at least 8 years' practical workshopexperience in the design, construction, and running ofInternal Combustion Engines and Electric PowerPlants. Practical experience is also required in installingand repair work in connexion with dynamos, motors,rotary converters, switch- boards, transformers, &c.

Applicants must be of Australian birth' or permanentlydomiciled in Australia.

Successful applicant will be required to pass a medicalexamination as to physical fitness before appointment,and must take up duty at his own expense.

ACOMPETITIVE Examination for appointment asabove will be held on Saturday afternoon, 17th

February, 1917, and following dates.Applications Close. Applications must reach the Secre-

tary to the Commonwealth Public Service Commissioner,Customs House, Melbourne, not later than 14th Decem-ber, 1916.

Application Forms.- -Forms on which to submit appli-cations to attend the Examination may be obtained fromthe Commonwealth Public Service Inspectors, UnionBank Chambers, corner of Queen and Creek streets,Brisbane; Brookman's Building, Grenfell- street, Ade-laide; and the Secretary, Commonwealth Public ServiceCommissioner, Customs House, Melbourne.

Examination Centres. The examination in compulsorysubjects will be held in the capital city of each Statenamed, and also at such other centres where the numberof candidates or the remoteness of the locality wouldjustify the examination being arranged.

Candidates who elect to be examined in optional sub-jects will undergo examination in those subjects atcentres where there are technical colleges or juniortechnical schools which will provide facilities for theexamination.

Persons Eligible to Enter. The examination will beopen to males who, at date of examination, will havereached their fifteenth but not their sixteenth birthday;but a successful 'candidate cannot be appointed until hereaches his sixteenth birthday. Officers of the Common-wealth Public Service, if within the prescribed agelimits, will be allowed to compete with candidates fromoutside the Service; but an officer can only qualify forappointment in his own State.

Examination Fee. Candidates will be required to sub-mit with, their applications a postal note for 5s. asentrance fee.

An officer on the permanent staff will be exempt frompayment of fee if, as an officer of the CommonwealthPublic Service, he paid an entrance fee at an examina-tion, held under the Commonwealth Public Service Actor Regulations, at which he was not successful; but if,at the last examination of the kind for which he entered,and at which a fee was payable, he was admitted withoutpayment of fee, he will be required to lodge a fee of 5s.with his application.

An officer who claims to be exempt from payment offee should indicate in his application (a) the number ofthe examination for which he entered and paid a fee;(b) the year (and, if possible, the date) in which it washeld; and (c) the position for which he competed.

It should be noted by officers that payment of entrancefee at a previous examination for appointment to theService does not carry exemption. Exemption is onlygranted when,a fee was paid at a previous examinationwhile the candidate was an officer.

Subjects of Examination. The subjects of examina-tion, the ,marks attaching to same, and the minimummarks it will be necessary to obtain in order to pass theexamination, will be as under: --

Vacancies.The number of vacancies which it is esti-mated will probably occur in each State during theeighteen months for which successful candidates will beeligible for appointment is as follows :Victoria, 25;Queensland, 10; South Australia, 10.

Period of Eligibility. Successful candidates will beregistered as eligible for appointment during theeighteen months following the publication in the Com-monwealth Gazette of the results of the examination, atthe expiration óf which period the names of thoseunappointed will be removed from the " Register ofQualified Candidates"

Conditions of Appointment. Successful candidates willbe appointed in their order of passing the Examination,subject to their having reached their sixteenth birthday.A successful candidate from outside the Service must,upon appointment, produce evidence of the date of hisbirth and a medical certificate, satisfying the Commis-sioner in such particulars as he may determine, of soundbodily health and freedom from physical defects. Hewill also be required to assure his life in accordance withthe Regulations. A successful candidate should notundergo medical examination until he is instructed bythe Commissioner to do so.

Appointees will be trained in the work of electricalmechanics in the telephone and telegraph sections of theDepartment.

Naval and Military Training.--Before a successful can-didate, who is liable for training under the compulsoryclauses of the Defence Act 1903 -15, can receive appoint-ment, he must produce evidence from his Area Officerthat he has rendered the personal service required, orhas been granted a temporary exemption.

Refusal of Appointment. If a successful candidatedecline to accept an appointment offered to him, or failto reply within seven days to a communication from theCommissioner or a Public Service Inspector respectinghis nomination to the Public Service, his name may beremoved from the " Register of Qualified Candidates."

Examination No. 674.FOR APPOINTMENT AS TELEGRAPH MESSENGER (GENERALDIVISION) AT MELBOURNE AND SUBURBAN POST OFFICES.

A COMPETITIVE Examination, for appointment asabove, will be held in Melbourne, subject to the

following conditions :--Date of Examination. Saturday afternoon, the 3rd

February, 1917.Persons' Eligible to Enter. Boys who, at date of

examination, will not be less than 14 years of age norwill

have reached their 16th birthday.Applications Close. -- Applications must be lodged not

later than Thursday, the 14th December, 1916, with theSecretary, Commonwealth Public Service Commissioner,Customs House, Melbourne, from whom printed formsof application may be obtained either by written orpersonal request.

Examination Fee. Each application must be accom-panied by a postal note for 5s., made payable to theSecretary, Commonwealth Public Service Commissioner,Melbourne.

Eligibility for Appointment. Successful candidateswill be eligible for appointment during -the eighteenmonths following the publication of the results of theexamination ; but if within that period a successful can-didate reaches his 17th birthday he will thereupon ceaseto be eligible for appointment.

Vacancies. It is estimated that 100 vacancies willoccur during the period of 18 months referred toabove.

Salary. The salary attached to the position is 1styear, £39; 2nd year, £52; with an increase, after afurther twelve months, to £60 per annum conditionalon passing a test in sending and receiving telegraphmessages at the rate of twenty words a minute.

On reaching the age of 21 years officers of the GeneralDivisions may be paid a salary of £132 per annum.

Subjects of Examination. The subjects of examinationwill be

(a) Handwriting To be judged from the candidate'spapers in spelling. (Maximum marks, 100.)

(b) Spelling To be tested by writing, from dicta-tion, not less than 180 words. (Maximummarks, 150.)

(c) Arithmetic First four rules, simple and money.(Maximum marks, 200.)

General Particulars. Candidates will pass this ex-amination if they secure half marks in Handwriting andin Spelling only; but those who also gain half marksin Arithmetic will be eligible for promotion to a higherposition in the General Division. 'those who do notsecure half marks in Arithmetic will be required to passa further examination, after appointment, in that sub-ject, in order to become qualified for promotion. ATelegraph Messenger on attaining the age of 18 yearsmust retire from the Service unless he has qualified forpromotion. Promotion examinations are held halfyearly.

Telegraph Messengers, upon being qualified for pro-motion, may be appointed to higher positions in theGeneral Division, such as Telephonist, Postman, As-sistant, Mail Driver, and Indoor Messenger, and, uponpassing an examination in telegraphy, as PostalAssistant. Officers may advance from these positions toother and higher positions in the General Division.

Telegraph Messengers and other General Division offi-cers of two years' service may qualify for transfer tothe Clerical Division by passing competitive examina-tions that are held for that purpose from time to timeas the requirements of the Service demand.

Appointments will be made in order of merit; but incases where a successful candidate does not residewithin a reasonable distance of an office at which avacancy exists, the Commissioner reserves the right toappoint another boy who, though having obtained lowermarks at the examination, resides in closer proximityto the post -office in question.

Appointment Subject to Conditions. A successful can-didate upon appointment must produce evidence of thedate of his birth and a medical certificate satisfyingthe Commissioner in such particulars as he may deter-mine of sound bodily health and freedom from physicaldefects. Successful candidates should not undergomedical examination until instructed by the Commis-sioner to do so.

Applicants outside the Public Service are eligible forappointment to the Administrative and ProfessionalDivisions, but are not eligible for appointment toClerical or General Division vacancies, unless they werein the service of a State on 1st January, 1901, or areat present permanent officers in the service of a State,or have retired from the service of the Commonwealthor of a State.

Minimum and maximum salaries where shown indicatethe limits of the class or grade in which the position isclassified. Subject to the provisions of the Public Ser-vice Act appointments may be made at any salary withinthose limits. Successful appointees must comply withthe life assurance provisions of the Public Service Actand Regulations.

Officers of the Public Service should note that inany case where the minimum salary of a position in theClerical Division is not the minimum salary of a Class,and the successful applicant is not eligible for the formerby reason of not having received the salary of the nextlower subdivision for twelve months, he will be granted'an allowance equal to the difference between the salaryfor which he is eligible and the minimum salary of theposition until be can be advanced by annual subdivi-sional increments to the latter salary.

Where vacancies are notified in positions which havebeen the subject of award, the minimum and maximumsalaries shown are "those prescribed by the award. Ifthe officer appointed to any such position is eligible tobecome, but is not, a member of the organization whichobtained the award, he can only be paid the rates ofsalary prescribed in the Public Service Act or Regula-tions for the position to which he has been appointed,unless and until he becomes a member of the organiza-tion, when the award rates shall apply.

Officers who may be transferred without promotion orincrease of salary, as the result of an application for anadvertised vacancy, will be required to pay their awnexpenses of removal unless the transfer comes withinthe conditions prescribed in Public Service RegulationNo. 54.
