The wind industry is a promisingsource of job creation for Texas, where25 percent of the nations wind poweris generated. Currently, wind power
employs some 50,000 peoplenationwide, but a report by the U.S.Department of Energy estimates thatnumber will grow to 300,000 by 2030.
Manufacturers should beattracted to Texas, given the prettyrapid growth of the wind i ndustryin this area, says Rick Walker, aninstructor at Texas Tech University inLubbock and president of SustainableEnergy Strategies.

the granddaddy of all wind farms nearRoscoe. Nearly 630 towering turbinesspanning 100,000 acres across fourcounties generate 781 megawattsof electricity at the Roscoe WindComplex. The wind farm, built byE.ON Climate and Renewables NorthAmerica, is the worlds largest, withthe potential to power 230,000households at full capacity.
When the Roscoe complex began
churning out electricity in October2009, it barely snatched the claim toworlds largest from Horse HollowWind Energy Center, a 735-megawattinstallation completed in September2006 southwest of Abilene.

in West Texas and had growing energydemand, says Steven Stengel,spokesman for project developerNextEra Energy Resources.
Peascal I, Iberdrola Renewablesfirst 202-megawatt wind farm in theKenedy County community of Sarita,came online in April 2009.
The project, and the community,caught a tail wind in fal l 2009 whenthe U.S. Department of Energy
awarded Iberdrola Renewables$114 million in stimulus money tocomplete Peascal II.
Also in development is acollaborative project of the U.S.Renewable Energy Group, Cielo WindPower and Chinas Shenyang PowerGroup to build a 600-megawatt windfarm on 36,000 acres in West Texas.
In response to the activity, theTexas Legislature has workedaggressively to increase transmissioncapabilities, which are close tocapacity i n many cases.
At the behest of the legislature, theTexas Public Utility Commission hasadopted a plan to deliver renewableenergy to consumers from CompetitiveRenewable Energy Zones, or CREZs,including 2,400 miles of new345-kilovolt transmission lines.
A lot of times its difficult to getpower from the big windy place wherethe wind blows to the cities wherethe homes and businesses use theelectricity, says Johnson of IberdrolaRenewables. And Texas is ahead ofother parts of the country. JE

World-class educational and researchinstitutions, an educated workforceand significant state investment havecreated a climate where innovation iswelcomed and rewarded.
In 2001, lawmakers appropriated$800 mi llion for science, engineering,research, commercialization and
infrastructure. In 2002, Gov. Rick Perryestablished the Council on Science andBiotechnology Development.
In 2003, the Texas Legislaturepassed and the governor signed
legislation authorizing the TexasEnterprise Fund, a deal-closingfund to attract businesses and newjobs to Texas. were doing for our member companies, were continuallyrunning into that intersection of traditional chipmanufacturing and ways that those (chips) are now beingapplied in other areas, says Anne Englander, director ofcorporate relations for SEMATECH. Theres certainlyconvergence of whats happening in the chip area andwhats happening in areas like bioenergy.
A critical factor in Texas success in fostering thedevelopment of nanotechnology is a top-flight networkof research universities, which in turn produce a highlyeducated workforce.
Weve got the M.D. Anderson Cancer Center in Houston,
which does some of the worlds greatest medical research andseveral medical centers that are associated with the Universityof Texas and Rice and Texas A&M, says Dan Holladay,SEMATECH advanced technologies manager. And theres alot of energy research that goes on at these universities.
Von Ehr of Zyvex works closely with Rice Universityresearchers, and he underwrote the establishment of ananotechnology program at the University of Texas at Dallas.
Supporting and working with local un iversities is aninvestment in the future of the industry, the way Von Ehrsees it, and Texas willingness to ma ke that investmentbodes well for the states future in nanotechnology.

for the eighth straight year, passing$163 billion in 2009, up more than96 percent from just a decade earlier.
The most recent data available fromthe U.S. Bureau of Economic Analysisindicates that Texas received morethan $119 billion in foreign directinvestment in 2007. More than 368,000Texans, or 4 percent of the statesworkforce, are employed by foreign-owned companies.

Texas boasts 13 deep-water ports,eight airports with internationalservice and the nations largest roadand rail networks.
One of the biggest advantages wehave is that were situated close to thePort of Houston, which gives us easyaccess to the ports, and thatscertainly helped us from a freightstandpoint, says Ben Wulf, vicepresident of marketing andinternational sales for portable airconditioning manufacturer Port-A-Cool in Center. Overall, the climatehas been very favorable.
Port-A-Cools exports equal about25 percent of its business and sends
products to roughly 65 countries.The same assets are attractive for
foreign companies looking to relocateto the United States or establish astateside presence.
Michele LaNoue, CEO of Headworks,relocated her company to Texas 10years ago from Austria. In the finaldecision phase, Houston was pittedagainst Chicago. Ultimately, Houstonwon on location and warmer weather.
Our initial market that we werefocusing on was Latin America andSouth America and the U.S. andCanada, LaNoue says. So the portwas important to us. And snow. Thatwas the killer.
In 2007, Samsung opened a$3.5 billion sem iconductormanufacturing plant in Austin, andToyota, which has been making trucksin the state since 2006, is transferringadditional production to its SanAntonio operation. The Lone Star State has made entrepreneurship apriority, equipping startups with both financial
support and technical assistance. In 2005, the state rolled out
the Texas Emerging Technology Fund, which has invetedmore than $234 mil lion with the intention of ushering newtechnology to the marketplace and creating high-skil l jobs.
TETF is a very competitive, highly sought-afterinvestment fund that basically bridges the gap betweentech start-ups and companies that are already in theirgrowth stage, says Jose Luque, president and CEO of theAustin-based identification technology company,Merkatum, which received a $1 million TETF investment.
This process has been of tremendous value to us, hesays, not only because of the capital, which has helped usaccelerate our growth process, but because the strategic
involvement with our investor, TETF, has been veryproactive and very positive.Other recent success stories include:
WHAM! , a Collin County company, received a$1 million investment for its next generation videoapplications, which enable high definition consumervideo calling.
Mayan Pigments, in El Paso, received a $250,000TETF investment in 2008. The company iscommercializing an eco-friendly manufacturingprocess and resulting pigments that are not heavymetal-based.
StarVision Technologies Inc., in College Station,develops intelligent optical-based guidance,navigation and surveillance systems. The companysSpeedStar product will give domestic aerospacecontractors, such as the military and NASA, a way toreduce their dependency on foreign made guidanceand navigation products.
Falcon International, in Odessa, received an $850,000TETF investment. The company produces armorplating for Humvees and other mi litary equipment.

The advantage to us is that Texas A&Mhas one of the top aerospace programs inthe country, and because of that, we cancollaborate with the faculty t here and leveragethe national recognition that they have to
create this company and license keytechnology, Jacox says. Weve got accessto an excellent workforce.
The company, which was founded in 2003and now employs 15 staff members, receiveda TETF investment of $750,000 in 2007.
We also were able to use that as leverageon getting additional contracts from sourcesoutside the state, Jacox says. That kind offoresight, in terms of setting aside thosedollars, has been unique in Texas.
