A. Introduction
This updated Resettlement Plan (URP) is about Jixi City Urban Drainage Infrastructure
Construction Subproject - Pipe Canal Subproject (JX-WT-W11). The URP should be read
in conjunction with the agreed Resettlement Plan in May 2017, the website is :

B. Resettlement impacts identified at the feasibility stage
The 2017 Resettlement Plan (RP) confirmed that a total length of the newly built sewer
network and stormwater pipe network is 39.5 km, and a total length of the newly built open
channel is 10.1 km. Because the new sewage pipe network and stormwater pipe network
are laid in one side of existing roads, only temporary occupation of a total of 240 mu of
state-owned road land is involved. New open channels require permanent acquisition of 18
mu of collective land, affecting 75 households and 249 people. All civil work construction of
the contract does not involve house demolition.
C. Changes to the project scope at the detailed design stage
1. Engineering parameters in the Feasibility Study and the Resettlement Plan
are inconsistent
The engineering parameters, like length of pipelines, in the Feasibility study report (FSR)
and the RP are inconsistent. The Jixi Urban Drainage Infrastructure Construction
Subproject - Pipe and Canal Construction Contract (JX-WT-W11) is part of the Jixi Urban
Drainage Infrastructure Construction Subproject. The contents under this contract include:
(1) a new sewer pipeline network; (2) a new stormwater pipeline network; and (3) a new
stormwater open canal. After comparing the engineering parameters in the RP and the FSR
of this contract, it is found that some parameters are inconsistent. In the preliminary design
and detailed design, the engineering parameters are also changed compared to those in
the FSR, and the specific changes are shown in the table below:

As the implementing unit, Jixi Municipal Facilities Maintenance Centre believes that the
engineering parameters in the RP may have statistical errors since the engineering
parameters in the FSR were not changed at the feasibility study stage. Compared to the
FSR, the lengths of the new sewage pipelines and stormwater open canals planned at the
feasibility study stage has been reduced. The specific changes are shown in the table
below:

2. The construction content was reduced during the detailed design phase.
As can be seen from the table above, the length of the new sewage pipelines, stormwater
pipelines and stormwater open canals planned at the feasibility study stage has been
greatly reduced by 11, 0.4, and 1.51 km, respectively. This is mainly because some of the
pipeline construction has been completed with the counterpart funds along with the
construction of the urban roads or flood control works of other projects. At the same time,
at the detailed design stage, the length of the pipeline is designed according to the actual
survey data, and the estimated value of the feasibility stage is modified. The resettlement
due diligence has been carried out for 4 sewage pipelines and 1 stormwater pipeline built
with counterpart funds in the above table. See Annex 1: Resettlement Due Diligence
Report for details.
D. Impacts of land acquisition and house demolition
1. Comparison of impact scope
According to the draft Resettlement Plan, the impact of resettlement from the
sewer/stormwater network and the stormwater canal included temporary land acquisition
from the sewer/stormwater network and permanent land acquisition from the stormwater
canals but does not involve house demolition. The sewer/stormwater network will be piped

along the side of existing roads and will be excavated and restored on state-owned road
construction area. Therefore, the temporary land occupation does not involve collective
lands and will not affect any individual households. The restoration of the temporary land
shall be the responsibility of the civil works contractor, and the costs are included in the civil
works contract. The civil works contractors are responsible for road restoration when the
sewer/stormwater pipes are installed.
For the stormwater open channel construction, only the new extension section of the
Lengjiagou Upper Extension Canal will be constructed on rural collective land and involve
permanent land acquisition, but not involve contracted farmland. At the same time, some
collective land will be occupied temporarily.
According to detailed design and resettlement detailed measurement survey, the contract
will occupy 176.99 mu land temporarily, including 5.86 mu collective-owned land and
171.13 mu state-owned land; and acquire 6.07 mu collective land permanently. The
impacts have been reduced from 240 mu temporary land occupation and 18 mu land
acquisition in the RP respectively. In addition, 1066.42 m2 of residential houses will be
demolished with 9 households and 39 people affected, which are newly added compared
with the RP.
The changes of permanent and temporary land acquisition in the Resettlement Plan and
the detailed design are shown in the table below:

2. Impact scope after detailed survey
Based on the detailed design and survey, the new sewer/stormwater pipeline network does
not involve permanent land acquisition and house demolition, but only temporary
occupation of state-owned road land, so no residents will be affected. The open channels
under this contract involve the dredging of the channels of the 6 existing channels and the
reconstruction or reinforcement of the retaining walls on both sides, but do not involve
permanent land acquisition, house demolition and temporary land occupation. However,
the existing Lengjiagou Open Channel will be extended to the south as the new section of
the open channel, which means the existing open channel will be extended to the south for
558m with width of 7 to 11 m. Thus, the extension of Lengjiagou Open Channel requires (i)
permanent land acquisition of 6.07 mu of collective land (including the water surface) of
No.1 Group of Changzheng, Hongtai Village of Hongxing Township in Jiguan District, which
are all natural river ditch. The collective land acquisition does not involve the use of
residents’ farmland, (ii) 1066.42 m2 of house demolition of residential houses adjacent to
the ditch, affecting 9 households, 39 people, including 19 women, but no low-income
households are affected. (iii) The road access for the construction will require the temporary
occupation of 5.86 mu of collective land along the ditch, but does not involve the residents’
cultivated land, so no residents will be affected by the temporary land occupation.

Therefore, the permanent land acquisition and temporary land occupation under this
Contract will involve 1 township, 1 village and 1 village group, but no residents are involved;
the house demolition will involve 1 village and 1 village group in this township, with a total
of 9 households and 39 people affected by the house demolition. The impacts of land
acquisition and house demolition are summarized in the table below.

3. Basic information of households affected by house demolition
The construction of this contract will demolish residences of 9 households in No.1 Group
of Changzheng, Hongtai Village of Hongxing Township in Jiguan District. The basic
information of 9 households is as follows:

No.1 Group of Changzheng, Hongtai Village of Hongxing Township in Jiguan District is
close to urban area of the city. The existing residents include not only farmers, but also

workers or retirees who used to work in the city. Workers or retirees working in cities have
a fixed salary income, and some have housing in cities. For residents who are still farmers
now, most of the family labours are working in the city, especially the young people. After
marriage, most of them live independently, and buy houses in the city and have left the
land and current rural houses.
Among the nine households affected by this contract, one is a retired worker with a fixed
pension. In addition to this residence, the other members of the family who work as laborers
in urban areas have another house in the Jixi urban area.
E. Compensation standards
The compensation standard for permanent land acquisition and crops involved in
accordance with the standard in Resettlement Plan (2017) for Hongxing Township and
Xijiao Township in Jiguan District is: permanent land acquisition compensation is
CNY36,666.85/mu; young crop compensation: CNY2,200 /mu. The temporary acquisition
of road construction site involved in this contract and the road restoration costs are still in
line with the standard in the Resettlement Plan, which is CNY12,666.7/mu. There is no
house demolition involved in this contract, so there is no compensation standard for house
demolition set in the RP of 2017.
According to the document of Jixi Municipal People's Government (Ji Zheng Gui [2020] No.
7), from October 1, 2020, the new comprehensive land price for the land acquired in Jixi
City will be implemented, that is, the compensation standard for the permanent land
acquisition under this contract (Hongxing Township, Xijiao Township, Jiguan District) is
CNY68/m2 (or CNY45,333.56/mu), which is higher than that in RP of 2017. For temporary
land occupation of road construction, the road recovery cost is CNY12,666.7/mu. The
compensation standard for the temporary occupation of collective land is CNY6.8/m2 or
CNY4,533.36/mu per year, and it is planned to occupy for 2 years; The housing price of
residents shall be determined by an assessment agency according to the market price to
determine the compensation amount. The compensation standards for house demolition
are: CNY2,080 /m2 for brick and concrete structure, CNY1,980 /m2 for brick and wood
structure and CNY1,880/m2 for civil structure based on current local market evaluation. At
present, the price of second-hand houses in the project area is CNY1,900-2,200/m2. With
the evaluation standards, the residential house with the same structure can be bought at
similar area in the market. The houses of 9 households affected by the demolition are all
licensed houses.

For the licensed houses within the demolition scope, in addition to the compensation for
house demolition according to the market evaluation results of different house structures,
Jixi Municipal Government (JMG) also provides corresponding subsidies.
For the affected households (AHs) who choose to purchase apartment in the urban area of
Jixi City in the online transaction platform developed by the government within 3.5 months
of signing agreement, the government will give subsidies according to the actual
transaction area but not more than the original licensed house area (i)If AHs choose to
purchase multi-storey apartment for resettlement, the subsidy is CNY1,000/m2; (ii) if AHs
choose to purchase high-rise apartment for resettlement, the subsidy is CNY1,500/m2.
Based on site visits and consultations it is confirmed that, multi-storey apartments and high-
rise apartments are available in urban area of Jixi City that can be chosen by affected
households in light of their willingness. Consultations with the affected persons and
government agencies confirmed that the various localities in Jixi urban area are supported
with complete public facilities and services, including nursery, supermarket, clinic and
public transportation.
For AHs who choose monetary resettlement, if they complete the relocation within 3.5
months, they can receive a reward of CNY700/m2 in terms of original licensed house area
that is to be demolished.
In addition, each AH is entitled to receive a moving fee of CNY1,000 per household, which
is enough to cover all the moving expenses of one household in Jixi City.
F. Resettlement of households affected by house demolition
The new extension section of the Lengjiagou Upper Extension Canal in this contract needs
permanent acquisition and temporary occupation of collective land in Hongtai village of
Hongxing Township but does not involve affected households and people directly;
meanwhile, it needs to demolish houses of 9 households in No.1 Group of Changzheng,
Hongtai Village of Hongxing Township in Jiguan District, affecting 39 people.
The project IA is responsible for the permanent land acquisition and temporary land
occupation of the contract, including informing the project content and implementation plan,
negotiating compensation standards, paying compensations, monitoring and reporting.
However, the demolition of residential houses involved in this contract has been listed in
the "Notice on Issuing the Second Batch of Urban Shanty Area Renovation Project Plan in
2020" [Hei Peng Gai [2020] No. 7] issued by the Heilongjiang Province Non-coal Urban
Shanty Renovation Promotion Office (see Annex 2), and JMG is responsible for the house
demolition, compensation payment and resettlement.

1. Resettlement willingness
The permanent land acquisition and temporary land occupation in this contract belong to
collective land and do not involve the contracted farmland of farmers. Therefore, the
compensation for permanent land acquisition and temporary land occupation will be paid
directly to the village collective, and the use of the compensation will be decided by the
villagers' congress.
According to the "Notice on Issuing the Second Batch of Urban Shanty Area Renovation
Project Plan in 2020" [Hei Peng Gai [2020] No. 7] issued by the Heilongjiang Provincial
Non-coal Urban Shanty Renovation Promotion Office, there are two resettlement options
for house demolition related to this contract: monetary resettlement and purchasing
housing from the open market for resettlement.
After full consultation with the affected households, among the 9 AHs, 3 households have
chosen monetary resettlement and 6 households have chosen to purchase housing from
the open market for resettlement. The specific resettlement willingness is as follows:

There are no affected ground attachments.
G. Information disclosure and Public Participation
The land acquisition and house demolition implementation agency of this contract is the
Jiguan District Government (JDG) of Jixi City. The land acquisition and resettlement and
compensation involved in the contract will be implemented by JDG. The land acquisition
and house demolition department of the JDG has initiated consultations with the village
committee and representatives of AHs in October 2020 to inform the project construction
content, land acquisition and demolition compensation standards, land acquisition and
demolition implementation plan, resettlement measures for AHs, and conducted on-site
surveys and inspections.
The construction of open channels will greatly improve the sanitary and ecological
environment of the existing ditch, benefit the health of residents, and improve the living
environment. At the same time, it can also resist greater flood disasters. They all believe
that the construction of open channels can greatly benefit them.
Since the construction of open channels will widen the current ditch, it is necessary to
expropriate the collective river embankment land on both sides of the ditch. Because the
land of river courses and embankments is collectively owned and does not involve
contracted farmland, it has no impact on personal livelihoods. The village committee stated
that the compensation for land acquisition will be used to improve the sanitation
environment in rural areas and help low-income families solve their difficulties in life.
For households affected by the house demolition, they were concerned about whether the
compensation is enough to buy house or apartment in the local area after receiving the
house compensation. When they learnt that they can not only receive compensation for
house demolition according to the market price as determined by a real estate appraisal
agency, but also receive rewards or subsidies for relocation, they were all satisfied,
because it is enough for them to buy apartment.

The AHs have been informed about the grievance redress mechanism (GRM) of this project
(see Jixi Resettlement Plan of 2017). The land acquisition and demolition department of
JDG stated that it will promptly accept the problems and appeals raised by the AHs and
solve their problems in a timely manner.
In the event of any restrictions due to COVID-19 outbreak or other unforeseeable
phenomena during further consultations and negotiations with the AHs, virtual meetings
(videoconference, telephone calls, wechat) will be carried out. The PMO and concerned
agencies will strictly adhere to social distancing, wear protective masks/equipment during
in-person meetings in line with government protocols and guidelines.
H. Budget
In the Resettlement Plan, the resettlement budget for the Jixi Urban Drainage Infrastructure
Construction project is CNY6,952,200, including CNY855,900 for permanent land
acquisition and CNY4,657,200 for road restoration. Since this subproject includes 4 civil
construction contracts, the Resettlement Plan of 2017 does not provide the resettlement
costs involved in this contract.
According to the document of Jixi Municipal People's Government (Ji Zheng Gui [2020] No.
7), from October 1, 2020, the new comprehensive land price for the land acquired in Jixi

compensation costs for the land acquisition and young crops have been changed

some of the pipelines have been completed with the counterpart funds. In addition, due to
the house demolition involved, the compensation for the house demolition is added, as

The monitoring of implementation of the provisions of this URP shall be carried out in
accordance with the internal and external monitoring requirements formulated in the
resettlement plan, and the monitoring report shall be submitted to ADB once every six
months. Jixi Municipal Development and Reform Commission signed the consulting
services contract of "External Resettlement and Social Monitoring and External
Environmental Monitoring Service – Jixi" with the Wuhan Yunhaichen Consulting Co., Ltd.

In the event of any restrictions due to COVID-19 outbreak or other unforeseeable
phenomena during monitoring, virtual meetings (videoconference, telephone calls, wechat)
will be carried out. The external monitoring agency will strictly adhere to social distancing,

1. Introduction
The Resettlement Plan of 2017 confirmed that the total length of new sewage/stormwater
pipe network is 39.5km, and the total length of new open channels is 10.1km. Because the
new sewage/stormwater pipe network is laid in one side of the existing road, only the
temporary occupation of state-owned road land with a total of 240 mu is involved, and the
occupation of collective land is not involved.
From April 2017 to May 2020, Jiguan district government of Jixi City built sewage pipelines
and stormwater pipelines with a total length of 12.8 km by domestic counterpart funds. The
installation of pipes only involved the temporary occupation of state-owned construction
land of 91.5 mu, without persons affected directly.
According to the safeguard policies of ADB, a resettlement due diligence report (DDR) was
required on the project that has been completed with counterpart funds but is still included
in the ADB project. The purpose of this DDR is to verify whether the project meet the
requirements of involuntary resettlement in the ADB’s Safeguard Policy Statement (2009).
2. Construction site and land use
The sewage pipelines and stormwater pipelines are located in Jiguan District of Jixi City.
The sewage pipelines consist of New Dark Pipes, Nanxing Street, Kuangling River Upper
Extension and Foundry Bridge Upstream, and the stormwater pipeline is Nanxing Street
stormwater pipeline. See Table 1 for the length, starting point and ending point of each
pipeline, as well as the temporary occupation area.

3. Impact of resettlement
The construction of the sewer/stormwater pipes only involved the temporary occupation of
state-owned urban construction land and didn’t involve the rural collective land and the
demolition of any buildings and ground attachments. No person was affected directly. The
land condition of the construction site before construction is shown in Table 2.

4. Construction reasons and construction time

The reasons for the construction of the pipelines in advance are as follows: first, to
cooperate with the construction of residential areas, sewage collection pipelines need to
be equipped in time to ensure the normal life of residential areas; second, the government
has obtained the national special construction funds, which need to be used within the
planned time, and cannot wait for the contract procurement of ADB projects. The specific
reasons and construction time of the pipelines are shown in Table 3.

The contractors were responsible for the earthwork backfill and ground (road) surface
restoration after laying the pipeline, and the cost was also included in the contractor's civil
engineering contracts. The 3 sewage pipelines (New Dark Pipes, Nanxing Street,

Kuangling River Upper Extension, Foundry Bridge Upstream) were constructed
underground for urban construction which didn’t affected urban roads. All sites were
compacted after earthwork backfilling. Nanxing Street sewage / stormwater pipeline was
laid under the existing urban road, which involved the restoration of road surface. The
construction had been completed in May 2020, and the road surface of Nanxing Street was
restored at the same time.
5. Conclusion
The sewage pipelines and stormwater pipeline involved in the project had been constructed
from April 2017 to May 2020. The construction of the pipelines only involved the temporary
occupation of state-owned urban construction land, and no person was affected directly.
The road surface of urban roads involved in the project construction had been restored. Up
to date, there was no residual problem of resettlement.
