2. Nature

Under APEC mechanisms, APSEC is guided by APEC Energy Working Group (EWG). In Chinese context, APSEC accepts the guidance of its Steering Committee comprising leaders from National Energy Administration, Ministry of Foreign Affairs and Tianjin University respectively. APSEC is affiliated to National Energy Administration, and Tianjin University is responsible for the daily operation and management of the Center.

3. Vision & MissionsVision To become an internationally renowned think-tank in the field of energy with widespread and far-reaching influence on the sustainable development of Asia Pacific and the globe.

Missions 1) To promote pragmatic cooperation on sustainable energy development among APEC economies; 2) To act as National Energy Administration’s think-tank on conducting strategic research and international cooperation in the field of sustainable energy development.

4.1 Objectives

APSEC aims to:promote advanced ideas and models of sustainable energy development across the APEC region, and facilitate cooperation among member economies in information exchange, policy dialogue, technology R&D, demonstration and dissemination, and capacity building in the field of sustainable energy.

4.2 Work Scope To provide an information platform and regularly release

publications on sustainable energy development among APEC economies;

To build an Asia Pacific intelligence network and establish an APEC expert pool on sustainable energy;

To conduct technical exchange, dissemination and application on sustainable energy in the APEC region;

To facilitate the participation of APEC economies in APEC-funded research projects, as well as joint industry projects such as Low Carbon Model Town project in China;

To organize training courses to representatives from APEC economies.

7. Work rules

General Principles APEC shall adhere to regulations and other relevant requirements and provisions of APEC and the Ministry of Education towards Tianjin University while it carries out research and conference activities on behalf of the APEC.

Workflow

• 1) For its independent projects, APSEC shall first report the work-plan to EWG secretariat to obtain the consent of all APEC economies, and then invite relevant stakeholders from APEC economies to participate before undertaking the project in accordance with the previous work-pan reported to EWG, and finally submit relevant outcome report;

• 2) For projects jointly conducted by APSEC and within-APEC cooperation mechanisms (e.g. APERC), a coordinated work-plan shall be submitted to EWG secretariat to obtain consent of all APEC economies. All relevant economies are invited to participate in the project, which is to be conducted in accordance with the previous work-pan submitted to EWG before the final report on project outcomes is released;

• 3) For projects jointly conducted by APSEC and entities from non-APEC economies, relevant APEC rules shall be adhered to. Documentations are to be submitted to obtain consent at the level of Task Forces or Senior Officials Meeting. Then the project will be carried out according to the submitted work-plan, and later the project outcomes shall be reported.

8. Partnerships

• All incoming APSEC projects, e.g. the APEC Low Carbon Model Town promotion activities and clean coal technology transfer etc., are open to all APEC economies. Relevant local governments, enterprises, research institutes and financial institutions are encouraged to participate in APSEC projects.

• Based on the specific cooperation content and models with each partner, APSEC shall seek to establish a strategic partnership network with a regular communication mechanism.

• Meanwhile, a core team of partners and strategic cooperation alliance shall be formed in China. For cooperation within a project lifecycle, a dedicated task force shall be assembled.

resources from all stakeholders, become familiar with the procedure and rules, and establish the regulatory framework. • Making APSEC an integral part of APEC to serve energy

Planning Objectives • Accomplish the construction and initial development of

APSEC, and enter the first phase of its sustainable development; • meanwhile, prepare funding for its subsequent sustainable

development and lay a solid foundation for upgrading to the second phase.

1. Development Plan for the first FIVE years

Planning Scope • During the first five-year period, APSEC will utilize the existing

APEC Low Carbon Model Town project as a basis to ensure that the Center runs properly;

• meanwhile, based on the Center’s feature of “being Technology-Oriented”, the Center will launch new flagship projects relating to the present main energy issues in the Asia Pacific, enabling more APEC economies’ involvement;

• the Center should have representative projects, activities and achievements every year, which can be reflected in APEC Energy Ministers Meeting and even the Leaders’ Summit.

Outcomes of Planning • Provide a clear positioning, concrete direction and specific

work scope for the early-stage development of APSEC. On the basis of making the Center step onto the right track of daily operation as soon as possible, the Center shall establish extensive contacts and cooperation with other APEC economies, providing comprehensive service for the regional nations’ sustainable energy development.

2. Year 2015 work plan

Goals 2015 is the first year after APSEC was formally established. It is the first step

that is troublesome, hence the task is arduous. Firstly, the office should be completed as soon as possible; Secondly, the construction of the regulations, which the daily operation

requires, and the definition of resources integration model should be completed as soon as possible.

Moreover, the Center should really merge with APEC, which includes becoming familiar with the rules and procedures of international organizations.

On this basis, the Center should also achieve several meaningful and excellent outcomes, making APSEC’s voice be heard at the next Energy Ministers Meeting as well as Leaders’ Summit.

2. Year 2015 work plan

Infrastructure Construction • Complete the finalization of office location and refurnishment, the office

equipment procurement, as well as administrative personnel recruitment by the end of January.

Establishment of the Operation Mechanism • Complete the establishment of regulations on human resources, finance,

international cooperation etc., and also finish the construction of the institution nature, organization regulation, work flow, team building etc.;

• Complete the definition of the specific implementation plan of the projects and activities;

• Complete the combination of the existing resources and the development of the new resource channels, and establish the treelike integration model of the core cooperation team and the strategic partnership network.

Project Development Plan • APEC Low Carbon Model Towns (Promotion Activities) • Upgrade the existing 26 Low Carbon Model Town (LCMT) projects, especially the 15 outstanding town planning projects

to the APEC platform to share information and experience and carry out international cooperation. Promote practical cooperation among APEC economies in urbanization, make an active response to the work arrangement on urbanization by the APEC leaders in "Beijing Agenda”.

• Clean Coal Technology Transfer Project • APSEC senior experts and the central state enterprises shall apply for the first round of APEC funding projects, and seek

the support and extensive participation of APEC economies. Develop the technology and market analysis, and compile the feasibility report. Seek the technology consumer and supplier, build the service team for technology transfer, and make an in-depth research.

• Constructing Asia Pacific Knowledge Network on Sustainable Energy • Write project introduction and point out the need for assistance by other APEC economies. Obtain the support and

information channel on APEC platform, contact and collect intelligence resources, and construct the website.

Background and Significance - Clean Coal Technology (CCT)

CCT is a collection of technologies being developed to mitigate the environmental impact and improve the efficiency in the process of coal development and utilization including coal mining, processing and combustion, conversion, and pollution control. CCT is a technology to make coal reaching maximum potential energy use and releasing pollutant to the atmosphere at the lowest level, to achieve the purpose of clean and efficient utilization of coal.

The main work of EWG is to promote CCT development in APEC, such as Ultra-Supercritical (USC) coal-fired power generation, Integrated Gasification Combined Cycle (IGCC) and Carbon Capture, Utilization and Storage (CCUS).)

Objectives

To create a platform for all APEC economies to participate in the activities of CCTs, and to build a CCTs database providing a technology category list and priority technical review.

To develop and provide recommendations on promoting technology transfer and dissemination of CCTs.

To make all partners clear about the significance and prospects of CCTs and to enhance common understanding among APEC economies on development of CCTs.

To build one or two pilot projects based on practical projects, and through the real application to join the cooperation among economies in APEC region.
