Inspection and Maintenance
The entire construction site shall be inspected by a trained personnel at least once every seven days during active constructionactivity and within twenty-four hours after a rainfall event greater than 0.5 inches in twenty-four hours.
Inspections must be recorded in writing and will include the date/time of inspection, name of the inspector, findings and correctiveactions taken, and rainfall amounts that are greater than 0.5 inches in twenty-four hours.
All erosion prevention and sediment control BMPs and pollution prevention management measures must be inspected to ensure theeffectiveness. Corrective actions must be taken with twenty-four hours of discovery, or as soon as field conditions allow access.Perimeter control devices must be repaired or replaced when sediment reaches one-half the height of the device.
Construction site vehicle exit locations must be inspected for evidence of off-site tracking onto paved surfaces. Sediment must beremoved from paved surfaces within twenty-four hours of discovery.
Records
The SWPPP and inspection and maintenance records must be kept on site during construction. Certification of designers and installersshall be available upon request.
Erosion Prevention and Temporary Sediment control Practices
General SWPPP Notes
Do not disturb areas outside of the construction limits and preserve all natural buffers as shown on plans.
Erosion prevention and sediment control BMPs shall be in place prior to commencement of any ground disturbing activities.
Stabilization of exposed soil areas, including stockpiles, must be 'initiated immediately' (as defined by the Minnesota Permit No: MNR100001) whenever construction activity has permanently or temporarily ceased and will not resume for a period more than fourteencalendar days.
Temporary soil stockpiles must have silt fence or other effective sediment controls and can't be placed in any natural buffer.
Permanent Stormwater Management System
Pollution Prevention Management
Building products, including pesticides, herbicides, insecticides, fertilizers, treatment chemicals, and landscape materials, that havethe potential to leach pollutants must be under cover to prevent contact with stormwater.
Hazardous materials and toxic waste must be properly stored in sealed containers to prevent spills, leaks or other discharges.Restricted access must be provided to prevent vandalism.
Storage and disposal of hazardous materials and solid waste must be done in compliance with Minnesota Administrative RulesChapters 7045 and 7035.
Portable toilets must be positioned and secured to prevent being tipped over. Sanitary waste must be disposed of in accordance withMinnesota Administrative Rule Chapter 7041.
A spill kit must be available at all times for fuel and related chemical spills/leaks. Discharges must be cleaned and disposed ofimmediately, as required by Minnesota Statue 115.061.
Vehicle equipment washings must be limited to a defined area. Wash area runoff must be contained and properly disposed of. Noengine degreasing is allowed on site.
Concrete and other washout waste must not contact the ground and must be disposed of in compliance with the MPCA rules. A signmust be installed adjacent to each washout facility that requires site personnel to utilize the proper facilities for disposal of concreteand other washout wastes.
Final Stabilization
Final stabilization is not complete until:
1. All soil disturbing activities at the site are complete and all soils are stabilized by a uniform perennial vegetative cover with adensity of seventy percent of expected final grown.
2. The permanent stormwater management system is constructed and is functioning as designed.
3. All temporary erosion prevention and sediment control BMPs have been removed and all sediment is disposed of.
