In January 2005, we received further recognition wherethe HKEJM ranked our Department of Economics thirdamong Hong Kong’s seven universities in a researchperformance survey. The survey compared the number ofarticles published by academic staff in international economicsjournals and the number of Competitive Earmarked ResearchGrants (CERG) per full-time academic staff member. OurPhilosophy Department was ranked 157th by the PhilosophyLists Evaluative Survey of Graduate Philosophy Departments,which ranked 711 philosophy departments around the world.We topped the list among local institutions.

While we know that ranking lists are always debatable, theabove rankings which based on fairly well-defined criteriaprovide a solid indicator that our academic staff are enjoyinga growing reputation both locally and internationally. Withmore articles appearing in premier journals and bookspublished by reputable presses around the world, our researchoutput and academic activities are making us more noticeableon the global academic map.

Following a campus visit in June 2005, the RGC alsocommended us for our research achievements in view of thelimited resources available. They commented particularlyfavourably on the research productivity of our hard-workingfaculty, especially considering our heavy teaching loads andthat many of the most productive scholars at the Universityheld key administrative posts. The RGC Members alsorecognised the University’s decision to focus on priority areas.

To ensure that faculty members have sufficient time andopportunity to engage in research and development, theUniversity allows them, through rearrangement of their

teaching schedules, to take up to 12 months’ study leave toconcentrate on research, study and writing full time. During2004/05, seven faculty members took research and study leavefor a period of six months each.

Staff are also encouraged to participate in conferences andscholarly activities locally and internationally, in order to keepabreast of the latest developments and to share theirexperiences in their fields of expertise. During the year,a total of 77 academic papers were presented. Besidesreporting on their research findings, staff were able to gainfeedback before publishing their work. In 2004/05, a totalof HK$800,000 was committed to conferences and otherstaff development activities.

During the year, the RPSC also allocated HK$2.3 millionto support 47 research projects undertaken by our academicstaff.

Research Activities and HighlightsInstitute of Humanities and Social SciencesPromoting interdisciplinary and multidisciplinary academicactivities, our Institute of Humanities and Social Sciences(IHSS) brings synergy to the work of various research units:the Asia-Pacific Institute of Ageing Studies (APIAS), Centrefor Asian Pacific Studies (CAPS) and Centre for Public PolicyStudies (CPPS) in the social science areas; and the Centre forHumanities Research (CHR) and Kwan Fong CulturalResearch and Development Programme (KFCRD) in thehumanities areas. In addition to organizing, supporting andsponsoring interdisciplinary research, the IHSS also identifies

suitable subjects for research as well as themes for its seminarseries and annual interdisciplinary conference.

In 2004/05, activities focused on the quality of life, spiritualityand the pursuit of happiness. Three seminars concentratingon secondary school education and spiritual issues were heldin the first semester. In the second semester, four seminarsunder the theme “Lessons from History” were held, whichexamined cultural, political, social and historical issues arisingfrom different past events.

In June 2005, the IHSS’s interdisciplinary conferenceon “Progress, Happiness, and Public Policy” was organizedin conjunction with the Hong Kong Society for Quality of

Life under the sponsorship of the Centaline Charity FundLtd. Attended by philosophers, historians, political scientists,economists, sociologists, psychologists, religious leaders, socialworkers and many others, the conference examined whatconstitutes progress, whether people today are happier thantheir ancestors, what makes people happy, and what rolepolicy can play in enhancing happiness within the population.A volume entitled “Happiness and Public Policy: Theory,Case Studies and Implications” will be published byPalgrave Macmillan, edited by Prof. HO Lok-sang andProf. NG Yew-kwang.

In 2004/05, the Arts and Social Sciences Programme ResearchBudgets continued to allocate 10% of its budget to fund theIHSS’s interdisciplinary research projects. Two researchprojects, “Happy Farming Programme: An Exploratory Studyfrom an Inter-Generational Perspective” and “A HappinessIndex and Determinant of Happiness Study”, were completedduring the year. The results of these studies were presentedat the above conference, and a report has been posted on theIHSS website.

The Hong Kong Institute of Business StudiesAs the research arm of Lingnan’s business programmes, ourHong Kong Institute of Business Studies (HKIBS) aims atstimulating business-related research that will enrich ourprogrammes and enhance our research productivity. TheInstitute has firm links with the local business andinternational academic communities.

To encourage collaborative research among the faculty, sevenresearch clusters that broadly embrace a number of relatedprojects were established during the year. Five projects/papershave already been completed, while another ten are in

progress. Six research seminars focusing primarily on businessand economic developments in the PRC were also held duringthe year, while a number of articles and commentaries werepublished in international journals.

With the completion of the large-scale joint-research project,“The Developments and Prospects of EconomicDevelopment in the Pearl River Delta and its ‘EconomicIntegration’ with Hong Kong and Macau” in the 2003/04academic year, a volume on Economic Co-operation betweenPearl River Delta, Hong Kong and Macau (�� !"#$%�� !") will be published by the Joint Publishing (HK)Co. Ltd in late 2005. This volume is expected to become animportant reference for scholars and officials interested inthe region.

In addition to these activities, the HKIBS took a leadingrole in coordinating events in the local and regional businesscommunities. In August 2004, the Institute co-organizedthe “2004 Academy of International Business (AIB) SoutheastAsia Regional Conference” held in Macau, with some 70papers presented in 18 concurrent sessions. In December2004, the Institute co-organized another conference inMacau, the “10th International Conference on the Co-ordination System for the Chinese Economies”, with TheInstitute for Sustainable Development, Macau University ofScience & Technology and the Hong Kong Society for Asia-Pacific 21.

In collaboration with the Hong Kong Pei Hua EducationFoundation Ltd, the HKIBS also organized and conducted“The Third Hong Kong Seminar for Minority Nationalitiesof China” during late May to early June 2005. Thistwo-week programme welcomed 37 senior officials from

Participants alsoreceived first-hand information through visits to some ofHong Kong’s leading business organizations, including TheBank of China, Hong Kong Jockey Club, Hong KongInternational Airport, the Hong Kong Trade DevelopmentCouncil, Hong Kong Cable Television Ltd, Hong KongConvention and Exhibition Centre, Hong Kong MonetaryAuthority, and the MTR Corporation.

with the Chinese Executives Club (CEC) of the Hong KongManagement Association. This event was the eighth in anannual series organized since 1996 with the CEC; speakersincluded our President Prof. Edward CHEN; Mr. RonnieC. CHAN, Chairman of Hang Lung Group Ltd and Prof.CHEN Guanghan, Director of the Centre for the Studies ofHong Kong, Macau and Pearl River Delta, Sun Yat SenUniversity in Guangzhou.

OthersLingnan University was a key organizer of the Pacific RimConference on Globalization and Regionalism in Hong Kong.The Hong Kong Economic Association’s third biennialconference and the Western Economic AssociationInternational’s (WEAI) sixth biennial conference both tookplace in 2005. The two economic associations thus jointlyorganized the Pacific Rim Conference in Hong Kong, withLingnan University and the University of Hong Kong asco-organizer/sponsor. Covering over 40 concurrent sessionswith topics ranging from corporate risk management, housingmarket and economic growth in China to economic issuessuch as privilege and discrimination, monetary policy,exchange rates, risk and investment, foreign trade, theConference provided a forum for both academic andprofessional economists to discuss issues of global and regionalconcerns, and facilitated the exchange of ideas across thePacific and around the world. Mr. Frederick MA Si-hang,Hong Kong’s Secretary for Financial Services and the Treasury,was the distinguished guest speaker, while key economistsattending the conference included Nobel laureate Prof. JamesJ. HECKMAN, World Bank representative Mr. DeepakBHATTASALI, and Asian Development Bank representativeMr. Jesus FELIPE.
