COUNCIL OF MINISTERS REGULATION TO

PROVIDE FOR THE ESTABLISHMENT OF THE

INDI ATRIAL PARKS DEVELOPMENT

CORPORATION

This Regulation is issued by the Council of

Ministers pursuant to Article 5 of the Definition of

Powers and Duties of the Executive Organs of the

Federal Democratic Republicof EthiOpia-Proclamation

No.691/2010, Article 47(1) (a) of the Public

Enterprises Proclamation No.25/1992 and Article 35(1)

of the Investment Proclamation No. 769/2012.

1. Short Title

This Regulation may be cited as the "Industrial

Parks Development Corporation Establishment

Council of Ministers Regulation No. 326/2014".

2. Establishment

1/ The Industrial Parks Development Corporation (hereinafter the "Corporation") is hereby established as a federal government public enterprise.

2/ The Corporation shall be governed by the

Public Enterprises Proclamation No. 25/1992.

3. Supervising Authority

A body to be designated by the government shall

be the supervising authority of the Corporation.

4. Head Office

The Corporation shall have its head office in Addis

Ababa and may have branch offices in areas where

industrial parks are established.

5. Purpose

The purposes for which the Corporation is

established shall be:

1/ to develop and administer industrial parks,

lease developed land and lease or transfer,

through sale, constructions thereon;

2/ to prepare detail national industrial parks

master plan based on the national special

master plan and receive land and serve as

industrial park land bank in accordance with

agreement concluded with regional

governments;

3/ in collaboration with the concerned bodies, to

make necessary infrastructure accessible to

industrial park developers';

4/ to outsource, through management contracts,

when it deems necessary, the management of

industrial parks;

5/ to promote extensively the benefits of

industrial parks, and thereby attract investors

to the parks;

6/ in line with directives and policy guidelines

issued by the Ministry of Finance and

Economic Development, to sell and pledge

bonds and to negotiate and sign loan

agreements with local and international

financial sources;

7/ engage in any other related activities

necessary for the attainment of its purposes.

6. Capital

The authorized capital of the Corporation is Birr

10,000,000,000 (Ten Billion Birr) of which Birr

2,500,000,000 (Two Billion Five Hundred Million

Bin) is paid up in cash and in kind.

7. Liability

The Corporation may not be liable beyond its total

assets.

8. Duration of the Corporation

The Corporation is established for an indefinite

duration.

9. Repealed Regulation

The Ethiopian Industrial Development Zones

Corporation Establishment Council of Ministers

Regulation No. 297/2013 is hereby repealed.

10. Transfer of Rights and Obligations

The rights and obligations of the Ethiopian

Industrial Development Zones Corporation

Established under the Council of Ministers

Regulation No. 297/2013 are hereby transferred to

the Corporation.

11. Effective Date

This Regulation shall enter into force on the date

of publication in the Federal Negarit Gazette.
