4.1 INTRODUCTION
4.1.1 PURPOSE OF THIS REPORT
The Guidelines for the Formulation of SDF’s (January 2011) have been
applied in the process of drafting the Mossel Bay Spatial Development
Framework, situated in the Western Cape Province of South Africa. The
guidelines prescribe 7 phases, of which 2 phases involve public
participation. The purpose of this report is to serve as a record of the public
participation phases undertaken during the Mossel Bay SDF process.
This report will be updated as the various phases of the project are
completed.
4.1.2 GUIDELINES FOR THE FORMULATION OF SDF’s (January 2011)
These guidelines comply with the Municipal Systems Act, 2000 (MSA) (Act
32 of 2000), the National Environmental Management Act, 1998 (NEMA)
(Act 67 of 1998) and the principles of the Development Facilitation Act,
1995 (DFA) (Act 67 of 1995). The following section briefly describes where
public participation fits in this process.
4.1.3 PUBLIC PARTICIPATION PHASES
The SDF guidelines (referred to in 4.1.1, above) stipulate a total of seven
phases of which public engagement (or public participation) forms part of
in order to:
Create an awareness of the project and the process;
Identify strategic issues,
Stimulate future thinking; and,
Provide valuable information for analysing the status quo.
The guidelines make provision for two interactive public participation
phases, Phases 2 and 5 (refer to Figure 4.1.3.1).

Phase 2 involves consultation with Council, internal departments, the
general public, other municipalities/districts and government agencies.
The main purpose of this phase is to gain an understanding of the current
issues within the municipality and to formulate a spatial vision or desired
future scenario for the study area.
Phase 5 again involves public consultation. The purpose is to achieve
support for the draft SDF by consulting municipality, government agencies,
local councils, the public and various sector experts. Inputs from this phase
will be evaluated and incorporated into the draft SDF in order to produce
a final SDF would then be presented for Council adoption.

4.2 PUBLIC PARTICIPATION: PHASE 2 REPORT BACK
4.2.1 PUBLIC PARTICIPATION PROCESS PLANNING
The initial phase of the consultation process involved the confirmation of
suitable dates for conducting the various consultative meetings. Suitable
dates were discussed with the Mossel Bay Municipality and the following
dates and venues were confirmed and meetings held, see Table 4.2.1.1:
In each instance of the public consultations, discussions were specifically
directed towards issues and problems currently being experienced within
the settlements and the Mossel Bay Municipality. Discussions around
formulating a future spatial vision for the municipality were also
undertaken.
It was decided that the IDP Indaba on 27 February 2016 would be the ideal
place to address the public as representatives of all the wards would be
present. The public was separated into groups per the ward where they
reside. Thereafter, they were asked to confirm the issues as listed in the
current IDP and also to write and draw on A0 maps of their wards, where
issues and opportunities were indicated. All notes in red were problems or
issues, green markers were used for opportunities and black was used for
general notes.
The methodology followed at each meeting/workshop involved the
following agenda items which were presented by CNdV africa:
1. Welcome and Introduction
2. Background to Spatial Development Frameworks (SDF’s)
3. Discussion 1: Questions and Problems; confirming IDP issues
4. Discussion 2: Vision for Municipality / Stakeholders
5. Summary and Way Forward

4.2.2 NEEDS, ISSUES AND PROBLEMS
The following needs, issues and problems were raised at the various
meetings/workshops and are listed here:
Note: all present indicated that all the issues listed in the IDP are still
relevant.
Ward 1 1.1 Problems and Issues A query for future housing development was requested on
Remainder Erf 912 in Kwanonqaba.
Erf 1717, along the N2, has small scale farming that has been
proposed for those living within the informal settlement. Finding
alternative land should also be considered for this.
Pollution and refuse removal remains a problem across the
ward, including illegal dumping. This needs to be managed.
Severe flooding occurs in the western portion of the ward.
Surface water drainage infrastructure is needed.
Western portion of the ward is a high crime area and needs
mobile police surveillance or a police station. Criminal activities
occur outside Isalathiso Primary School between Erf 145 and Erf
146, mobile police monitoring is required, as well as streetlights
for surveillance.
1.2 Areas of Opportunities People do not have dedicated locations for traditional
initiation, should be considered.
The sports fields found in erf 1717 needs to be upgraded.

Ward 2 2.1 Problems and Issues Corner of Adriaan Street and Mayixhale Street (Erf 19616)
experience problems with an illegal pickup/drop off taxi point.
The old taxi rank should be used, or another provided.
Severe criminal activities occur along Mabolo Street. This needs
to be controlled/monitored by mobile police services.
A police station is proposed on the vacant land, near the
Shoprite Centre.
The Marikana area, north of 7th Avenue , has shacks in a bad
state as it is situated on a slope. Possible land relocation for
them to build better homes is necessary.
Walking distance for the taxis is far and unsafe. A safe pick
up/drop off point for taxi’s is needed near 7th Avenue, where
the informal settlements residents reside (Erf RE/912).
More pick up points, bus stops, traffic circles and pedestrian
walkways are required.
Speed humps are needed in Dywili Street.
A play park is needed in the south western area of the ward.
Shack settlements in watercourses should be relocated 2.2 Areas of Opportunities There is commercial and business opportunities located
adjacent to Thembelihle Avenue, where many taxis pass
through.
More small housing sites should be identified on the corner of Bill
Jeffrey and Mayixhale street.
This area should be designed as a CBD
Land behind the newly built residential area should be
designated for small scale farming.

Ward 3 3.1 Problems and Issues Waste removal and illegal dumping is a problem between
Olifant Street and Stofele Street.
A high school is proposed on Erf 2510.
The corner of Zola Street and Tataeni Street has sewerage
problems.
Flooding and storm water drainage is required along Adriaans
Avenue and is marked on the map.
A clinic and/or hospital is needed.
A play park is needed near Imizamayethu Crèche located on
Erf 5419, on Olifant Street.
A crèche is needed near Olifant Street and Wawawa Street.
Upgrading of the community hall, near the sport fields on Erf
6508 is needed.
A farm (5.5Ha) is for sale and should be bought by the
municipality, with their allocated budget for backyard dwellers.
Housing is proposed for this land.
3.2 Areas of Opportunities
Suggested areas of land north of the N2. Participants did not
appear to consider the land south of Louis Fourie as it was
not in the ward
Land near the Louis Fourie /N2 interchange was identified as
opportunity to accommodate backyard dwellers.

Ward 4 4.1 Problems and Issues The old cricket ground in Groot Brak River need upgrading.
Private initiative to work with the youth sports academy should
occur, and this could become a potential sports hub.
Power Town Informal Settlement (located in Wards 4 and 5)
experience severe flooding and needs to be relocated. The
relocation of Power Town residents to Sonskyn Valley, which is in
Ward 10, has been proposed.
The area is a sensitive ecological area that needs rehabilitation;
it’s a flat plain in need of restoration.
As stated in the IDP, potholes remain a problem in Brandwacht.
Brandwacht also requires a library.
There are erven demarcated on the map, within Brandwacht,
that are still provincial property and should to be handed to
municipality for RICA and FICA problems, as street names and
title deeds have become difficult to manage etc.
4.2 Areas of Opportunities
The beaches need upgrading and should be promoted for
tourism. The strand has blue flag status and should be
preserved.
River mouth in Hartenbos Landgoed has opportunity for
recreational opportunities as it has extensive bird life near the
riverside, big open sand dunes for athletic training
opportunities. It should be protected and promoted.
Around Brandwacht, there are potential hiking trails and tourist
attractions, strawberry picking farms, job creation and food
security opportunities. Tour guides training. Strawberry farm are
very willing to cooperate.
The cricket grounds require upgrading. A sporting academy
nearby has agreed to work together with the municipality to
upgrade these grounds for recreational use. This should be
followed through.
The Groot-Brak River area that has been identified for arts and
crafts opportunities.

Ward 5 5.1 Problems and Issues The Klein Brak Rivier area fall within the 100 year flood line and
there is already problems with development.
Power Town Informal Settlement is a health hazard and should
be relocated (proposal has been made in the neighbouring
ward)
Road infrastructure on R102 in South West of Ward 5 is a hazard
and needs upgrading.
Jonkersberg is mainly farming area. Facilities such as a crèche,
electricity, mobile clinic, clean water, etc. is needed.
There are infrastructure problems in Toekoms and Tergniet, near
the coast line.
There is land available and identified for housing, in Toekoms.
There is an asbestos piping issue in the Glentana area, as well
as problems with the sewerage network.
There are large quantities of alien invasive species with severe
fire breakouts and has become problematic near Greenhaven.
There is nobody to monitor and clear these areas. This possible
job creation.
The fire hazard area include the area north of Groot Brak River,
travelling south along the N2 towards Quteniqua Strand and
Glentana.
Need for infrastructure services and mobile social services were
identified for Jonkersberg.
5.2 Areas of Opportunities Promote the estuary in the South Western portion of Ward 5,
where flooding is occurring. There are opportunities for birding
tourism and upliftment.
Big interface with Ward 4 with boundary lines, therefore,
proposals for both wards should coincide. The improvement of
cycle routes, pavements, walkways and beautification along
this area in Groot Brak Rivier is needed to attract tourism
activities and business opportunities.
Improve library in Groot Brak Rivier.
There was a query about the development that has been
approved near the Groenkloof Retirement Village in Tergniet.
Tourism opportunity identified on the east of the coast.

Ward 6 6.1 Problems and Issues No representatives were present for this ward. 6.2 Areas of Opportunities No representatives were present for this ward.
Note: Representatives of the neighbouring ward made general notes on
the plan for ward 6. Mainly relating to the need to upgrade the St Blaise
hiking trail.

Ward 7 7.1 Problems and Issues Areas outside of the boundary are also important, some parts
fall within the new boundary lines and needs to be changed.
Public Transport for children is needed.
The intersection between R102 and Hartenbos Heavens requires
traffic lights and a traffic stop.
A Clinic is needed north east of the new boundary lines.
Community hall is required north east of the new boundary lines
near Bay View.
The primary school in Sonskyn Vallei requires public transport
services and needs to be expanded.
Sports areas for recreational facilities are needed.
Upgrading of the crèche and community hall is needed.
Power Town Informal Settlement has various issues.
Graveyard area is required.
The following comment was made during the feedback of Ward 7:
“We cannot move left and right if the relocations of people are not
agreed upon. It’s unsettling families from their livelihoods and
homes…”

Ward 8 8.1 Problems and Issues Houses in Ntankwa requires upgrading.
The gravel roads in Tarka need upgrading. The streets in this
area need pavements, side walks and speed humps.
The ward is in need a community hall.
The traffic on Louis Fourie Road during festive season is
damaging the road, maintenance of this road is in need from
Hartenbos towards the bridge.
Old age home needs to be improved.
The Bay Hospital needs more allocated parking space.
In Marsh Street, the old school residents for boys and girls need
upgrading.
8.2 Areas of Opportunities Bowling court needs upgrading.
The St Blaize Hiking trail needs upgrades in the easterly direction
towards the Mossel Bay point.
The Harry Giddy Park needs upgrading.
Maintenance of the ACVV retirement village is needed.

Ward 9 9.1 Problems and Issues Mention of a housing project in Hopeville was made on large
portion of land north of Louis Fourie Road.
A dumping site in Hillcrest, north of the high school needs a
clean up project.
Erf 4243 has natural pedestrian routes which experiences crime
and needs to be upgraded and developed for a safer
environment.
There is a severe refuse removal backlog in the area above
Kiewiets Kroon and needs to be cleaned with regular cleaning
services. The communities are being affected as it is a health
hazard.
A road needs to be linked or extended north west of Ward 9 to
Ward 13, over Erf RE/2001.
The water canal runs past Joe Slovo towards the sea and needs
an upgrade for recreational facilities.
9.2 Areas of Opportunities There is vast amount of vacant space for housing projects. The
erven identified are RE/2001, 14702 and 19201.
The youth need access to the rugby field since they play better
than the official team.
Water is running through the natural wetland and has potential
to become a conservation area and recreational walking
route, with cycling trails. There are also animal species that
need conservation.
Road links were also identified to better integrate the various
components of Kwakonquaba.

Ward 10 10.1 Problems and Issues The Hartenbos River is not in a good state, the natural opening
to the river mouth is not healthy.
Hartenbos Primary School, off Louis Fourie Road and near
Sonskyn Vallei is over capacitate and is expected to receive
more students when Power Town relocates. Infrastructure
development needs to be considered.
The walking distances to school from Sonskyn Vallei and the
surrounding area is over 3km and is not safe. Safe pedestrian
and cycling routes are needed.
There is no storm water drainage throughout the ward and is
currently causing flooding in certain areas.
There is only one route to access the school, this needs to be
reconsidered for traffic flow and safe walking routes.
There are no play parks in the ward and is needed outside of
the holiday resorts.
The large vacant wetland next to Hartenbos Primary School is
currently used as a stormwater drainage system, which has the
potential to be a play park or be developed for a high school.
Severe flooding occurs during rainy seasons along the railway
line.
A police station is needed in the ward or a mobile police van
near the main road at Goedehoop Plaas.
The Hartenbos tennis courts require upgrading. 10.2 Areas of Opportunities The Hartenbos River has a natural eco-system with bird life such
as Flamingo’s, this can be promoted for tourism and bird
watching.
A high school is needed in the area.
A paved boardwalk that extends from Hartenbos River to
Mossel Bay, along the beach front will be great for recreational
purposes.
There are open spaces in the ward, marked on the map that
can become play parks.

Ward 11 11.1 Problems and Issues We have a unique situation in this ward, two communities in diverse
contrast but work together. However, the same problems keep
coming up.
Similar problems resonate across the wards are police stations. There
are drugs in the Kwanonqaba and the Marikana area in Dana Bay
and Asla Park that are coming in from the national freeway.
Population has grown more than 37% and the crime is rising at a rapid
rate, which needs to be brought into control. The high speed route
dividing the wards, that serve as easy access points for drug deals
needs to be addressed.
We need a proper built police station. With the planning of Petro SA,
this was noted as a priority and the police station was never built when
priorities shifted.
Isla Road, Mzati Road and Miritana Street are narrow and cars cannot
move up and down simultaneously. They need to be paved with
proper sidewalk.
The dumping site is extremely dangerous. People are getting sick.
Dumping must be addressed with immediate effect.
Petro SA has an effluent dumping site that releases in the estuary south
of Dana Bay and has foam sticking to the rocks, directly across from a
fishing hub that is endangered. The conservancy is registered with
Cape Nature and this needs to addressed.
There needs to be better access to the cemetery below Louie Fourie
Road.
11.2 Areas of Opportunities Our greenbelts need to be properly maintained. The indigenous plants
needs to be maintained and alien invasive species should be
eradicated as they are a fire hazard and could bring job creation.
We need a parking area near the St. Blaize hiking trail route.
There is only one road access into Dana Bay. This is a hazard if a fire
breaks out. Individuals in Dana Bay are essentially trapped with one
road entry and exit point, indicated on the map. A secondary access
route has been proposed that links to Louis Fourie Road and should be
enhanced.
There has been approval for a 65 room hotel by Mquini development
on shifting dunes, on the beachfront. 1st beach has been a
precedent, where houses disappeared in the sea and this
development should not take place. No planning is being done and
should addressed.
There is a need for a police station and a library in Asla Park near Erf
19491.
North of Louis Fourie Road, there is a need for a decent clinic and a
play park for the children.
The community halls need to be developed; indoor sports grounds is
great for the volatile weather. Community halls that can be
transformed into indoor facilities/ multi functional –aftercare/ nursery
schools etc need to be promoted.
Municipality has land available here. A university or college and high
school is needed.
1st and 2nd beaches need to be upgraded for tourism sector.
Asla Park is far from the nearest petrol station which is found in Dana
Bay. A closer petrol station is required, not only for tourism but also for
locals, that have to travel from ward 2 and 13 to get petrol.
A business node is suggested on the corner of Flora road. Road to
Dana Bay and Louis Fourie road.

Ward 12 12.1 Problems and Issues We need a permanent community hall upgrade.
We need gravel road infrastructure upgraded with street-lights
and pedestrian walkways.
The refuse is not collected on time, as such, the dumping sites
are not cleared and keeps growing. The dumping is out of
control and occurs everywhere. The refuse removal services
need to take place efficiently and a thorough clean up should
be conducted.
We are in need of a mobile police station, since there is no
vacant land for a permanent structure. Marked on the map is a
location identified near the liquor store or tavern, in Isazane
area.
Expansion of the clinic is needed. The walking distance to the
clinic is also far and unsafe.
There is a riverbank near this dumping site that flows into the
water, this needs to be rehabilitated.
12.2 Areas of Opportunities We need our community hall back. It is a great community
project area for sewing and other workshops.
Tree planting and a community food garden would be great in
the Diaz Primary school grounds.
A play park is needed near Gaaitjie Street.
A transport link is needed between extensions 9 and 13.

Ward 13 13.1 Problems and Issues Housing is proposed on Erf RE/2001, above Louis Fourie Road.
A petrol filling station is proposed on Erf 20659.
An after care or crèche is proposed on Erf 9231.
A Taxi rank is proposed at the back of the shopping centre
(proposed by the neighbouring wards).
We would like food gardens, proposed below the western road,
where there is vacant land.
Land should be made available for a church.
Sports grounds are proposed for maintenance and upgrading
in Boplaas.
A high school is proposed north east of the ward boundary.
The police station is needed. 13.2 Areas of Opportunities October Street requires upgrading and runs along a natural
green belt.

Ward 14 14.1 Problems and Issues We need upgrades of the gravel roads to tar roads and near all
urban development.
Housing development is required in the area above
Wolwedans.
Soccer fields and netball courts are needed for recreational
purposes.
North of the ward, near Bosmans rivier, there are food gardens
required, hospital services, schools, crèches and transportation
routes.
Friemersheim area requires stormwater drainage and transport
infrastructure that has wider pathways.
14.2 Areas of Opportunities No areas or opportunities identified.
