“Illicit Drug Trafficking”

Preamble

The GA,

Acknowledging the severity of the problem transnational organized crime poses in matters of the trafficking of illicit drugs,

Recognizing the need of international cooperation in the prevention and eradication of the trafficking of illicit drugs,

Concerned with the health and well-being of mankind, social stability and protection of rule of law,

Recalling the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol amending the Single Convention on Narcotic Drugs, 1961,

Reminding the vision embraced at 1998 United Nations General Assembly Special Session on the World Drug Problem, calling for a Drug-Free World,

Taking into Account the difficulties arising with the emergence of New Psychoactive Drugs.

Acknowledging the valuable work of the INCB

The GA,

1. Establishes an international standard of drug rehabilitation program, with appropriate funding, to assist recovery of the addicted and prevent the recurrence of drug use;

1. Accepts for the purpose of this agreement the following terms, defined as follows:a) „INCB“ means the International Narcotics Control Board,b) „NPs“ means New Psychoactive Substances;

2. Notes with Deep Concern the rising relevance of illicit drug trafficking;

3. Proclaims that illicit international drug trafficking shall be brought to an end;

4. Welcomes a commitment of all parties to implement national legislation on prohibiting all drugs and substances listed in the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol amending the Single Convention on Narcotic Drugs, 1961;

4. Reaffirms that the extent of prosecution of drug-related crimes on a domestic level remains within each and every sovereign nation's own jurisdiction.

5. Recommends to broaden the mandate of the INCB to the following tasksa) Keeping a continuously updated list of NPSs,b) Monitoring the current inventions of NPSs;

6. Convinced that national effort, legislation and enforcement is needed to ensure the goals defined in clause 3;

7. Emphasizes that national effort shall be taken to promote practices leading to a reduction in demand of illicit drugs and NPSs;

8. Urges to raise civic awareness concerning the dangers of illicit drugs and NPSs;

9. Draws Attention to the need to decrease the supply side, namely the drug production;

10. Keeps in Mind that drug cultivation is a source of income for many farmers;

11. Expresses its Wish for the promotion of alternative development programs, in order to eliminate or significantly reduce the production of illicit narcotic crops and to provide alternative sources of income for farmers;

12. Recommends international cooperation;

13. Further recommends all nations to engage in a greater extend in joint cooperations to combat drug trafficking. Whereas joint cooperation to protect cross-boarder drug trafficking shall include

a) active collaboration in the marine to secure the waterways, b) active collaboration in border patrol

14. Invites all nations to engage in the exchange of information concerning potential drug smugglers, dealers oder cultivators.

15. Reminds all nations to give financial substance to the appropriate bodies of the UN in order to help the nations in financial need for eliminating drug cultivation and trafficking.

16. Calls upon all nations to eradicate the demand for drugs, by improving education and the access to it.

17. Notes with interest the success of Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors under United Nations Office on Drugs and Crime (UNODC), and encourages the South-American countries to copy this success and establish a South American Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances under UNODC focussing on coordination, training, criminal intelligence and professionalization of criminal justice functions, policing infrastructure and security forces,

18. Proposes to, in the frame of the South American Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances under UNODC, increase the financial and human resources deployed for the fight against drug trafficking in South-America,

19. Stresses that this provision does not affect in any way the sovereignty of the respective countries.

20. Encourages all nations to develop and implement measures that target the demand side of the global trade drugs, such as prevention campaigns, rehabilitation centers and needle exchange programs.
