Executi ve Summary
Mammoth Park is a 408 acre park tucked in between the communiti es of Mammoth, Calumet-Norvelt and Pleasant Unity located within Westmoreland County Pennsylvania. It is 8 miles from Latrobe and less than a 15 minute drive from Greensburg. This park is known for its natural beauty, its large fi shing lake, pavilion rentals, and Mammoth Slide.
The locati on of this park and its central positi on within the center of populati on of Westmoreland County allows this park to remain a regional park and draw upon local residents as well as county wide use. The local surrounding demographics show an age bracket of +/- 21% under the age of 18. This demographic is the ideal target age group as they bring families to the park. The fi shing and trails provide a natural setti ng and plenty of recreati on opportuniti es, while the 2 baseball fi elds, 2 tennis courts, and deck hockey provide the 5-18 age bracket with acti ve recreati on and league play opportuniti es. There are 14 pavilions available for rental with locati ons spread throughout the park. From quiet secluded pavilions to pavilions next to the lake; there is something for every gathering and event opportunity. Mammoth Park provides a passive nature recreati on park with a touch of acti ve sports. Mammoth Park has something for all interests.
This master plan focus is not on the redesign of Mammoth Park, nor for a park which has fallen in disrepair and in need of major overhauls for its conti nued use. This master plan is part of the standard and ongoing maintenance programing which all parks should have. This master plan’s purpose is up-grade for faciliti es and programming. Building a park is the easiest task in an overall park system. It is the maintenance, care, up-grades and programing, which take daily support and man-power, that makes the park. Too many top level parks are built each year only to become abandoned in 6 to 15 years aft er the equipment and the park fall into disarray. This is not the case for Mammoth Park.
The proposed master plan looks at targeted up-grades in programing, equipment, and safety. For programming, a 9 hole disc golf has been proposed. This is a low impact and very cost eff ecti ve park element which is currently trending in popularity. This item consists of steel baskets on poles (holes) and a designati on sign (t-box) which shows the course and Par. Additi on of a Disc-Golf course, adds to the programing up-grade for the future success of this park with low cost impact.
Equipment upgrades will be provided through the renovati on of the central playground and renovati ons of the tennis/deck hockey court. Playgrounds safety is an every evolving issue of codes and regulati ons. Playgrounds produced each year have newer and newer code and design concepts which make the older models fade in relevance quickly. Playgrounds are one of the most used items in a park, and used by the youngest park users. It is not required, but imperati ve to the future of a park that the playground be up-dated regularly and be safe. This master plan includes the replacement of the central playground and its needed up-grade. The tennis and deck hockey courts additi onally fall into the equipment upgrade category, as the courts need new surfacing and sports equipment to conti nue to provide functi oning and competi ti ve use. Cracks in the surface, older nets, and smooth playing surface are litt le items, but are the diff erence between empty courts and those used daily. These upgrade are recommended.

Finally the safety upgrades. The safety upgrades fall upon one of the most popular recreati on att racti ons in the park, Mammoth Slide. The subject of many YouTube (tm) videos and the hot topic of public input. But unfortunately the slide is outdated and has documented injuries to users. It is imperati ve this slide be upgraded for the future of its associati on with this park, and its future success. Its upgrade creates a challenge; keep the excitement of Mammoth Slide, while creati ng a slide which is a safely meets 21st century standards.
This park and its upgrades are part of the conti nued operati ons and maintenance plan for this park. These upgrades are not opti onal, but have great value in the future success and att racti on of this park. The goals are achievable; the park has the documented users to make this a reality; and, public support is present to help move this plan forward. It must be understood that without upgrades the park programs disappear and with that so do the park users. With no park users, the support which funds this park will also ulti mately disappear. Therefore, Mammoth Park upgrades are justi fi ed and will support on-going enjoyment for park visitors for years-to-come.

Westmoreland County is located in southwestern Pennsylvania. Westmoreland County was founded on February 26, 1773 and was the fi rst county in the colony of Pennsylvania in which its enti re territorial boundary was located west of the Allegheny Mountains. The county is divided into thirds by four major traffi c routes which cross the county (Route 22, Route 30 and Interstate Route 70 and 76). Westmoreland County is primarily a rural county, however the county is approximately 13 miles from the City of Pitt sburgh on its western border and 6 miles from Johnstown, PA on its eastern boarder. Therefore, the most populated areas of the county are nearest Pitt sburgh in the Municipality of Murrysville and the county seat of Greensburg.
Mammoth Park is located in Mt. Pleasant Township, PA. Mt. Pleasant is a small area founded around the Radiator Mine and the Bryce Brothers and L.E. Smith Glass Companies. It has small communiti es and is surrounded by rural farming.
Westmoreland County has 10 county parks located within its borders and 5 county trail systems. Within this park system is Mammoth Park. The parks are managed and operated by the County Parks Department with partnerships with local municipaliti es and community groups running programs from these parks. Due to the locati on of Mammoth Park: between Greensburg and Latrobe, this park is prime to have opti mal draw from the highest populati on centers of Westmoreland County.

Mammoth Park (approximate acreage: 408) contains a 24-acre fresh water lake stocked by the Pennsylvania Fish and Boat Commission that provides excellent fi shing opportuniti es. Another att racti on at the park is the giant slide and creati ve play area. The 96-foot high rusti c giant slide has provided many thrilling rides to adventuresome park visitors.
Mammoth LakeA natural stopover for migrati ng waterfowl and a beauti ful area for a lake side picnic or hike. When frozen, the lake can be used for ice fi shing. The Infamous Mammoth Slide
Mammoth’s Giant Slide is something of a local legend in the Mt. Pleasant and Westmoreland County parks community. The slide is a long steel slide which is built into the woodlands. At its precipice is a large wooden fort which one must enter to access the slide. The steep slide carries users over a dip and crest in the middle for an exciti ng ride. The ride takes the users through the trees and woods and into an oasis tucked into the undergrowth of woods.
The slide is so popular, it has its own Facebook page “The Giant Slide of Mammoth Park”. The slide is used by the local community, including the students of St. Vincent College in Latrobe, PA. Though against the rules outlined at the top of the slide, some local riders bring their own pieces of wax paper to zip down the slide at top speeds. The danger of the slide is the reason for its popularity, and also the reason for its replacement.
Mammoth slide is in need of replacement and upgrade to meet the 21st century codes and safety regulati ons for a community park. Does this mean the fun has to end as new regulati ons go in? No, but it does mean that the park needs a slide which excites the users while incorporati ng the safety required by current code regulati ons.

As of the census of 2010, there were 369,993 people, 149,813 households, and 104,569 families residing in the county.
Mount Pleasant Borough has a populati on of 4,454 residents. The Township of Mount Pleasant has a populati on of 11,153 which surround the park. The township populati on density is 200 people per square mile. As of the 2000 census 21.96% of the households have children under the age of 18 and 27.7% of the populati on in the range of 25 to 44 years of age. From review of the populati on density, there are currently 2,341 children in Mount Pleasant Township.
Westmoreland County has a racial makeup of 96.58% White, 2.01% Black or African American, 0.09% Nati ve American, 0.52% Asian, 0.02% Pacifi c Islander, 0.15% from other races, and 0.64% from two or more races. 0.51% of the populati on were Hispanic or Lati no of any race. 23.7% were of German, 18.5% Italian, 9.7% Irish, 8.9% Polish, 6.7% English, 5.2% Slovak and 5.0% American ancestry according to Census 2000.
There were 149,813 households out of which 28.40% had children under the age of 18 living with them, 57.00% were married couples living together, 9.60% had a female householder with no husband present, and 30.20% were non-families. 26.90% of all households were made up of individuals and 13.30% had someone living alone who was 65 years of age or older. The average household size was 2.41 people and the average family size was 2.93 people.

out with 20 to 22.00% under the age of 18, 6.80% from 18 to 24, 27.50% from 25 to 44, 25.40% from 45 to 64, and 18.30% who were 65 years of age or older. The median age was 41 years. For every 100 females there were 93.10 males. For every 100 females age 18 and over, there were 89.70 males.
In reviewing poverty rates for the nati on, state, and region compared to Westmoreland County, it appears

the county has the lowest poverty rate among the four geographies. Poverty thresholds used for the calculati on of poverty rates are defi ned by the federal Offi ce of Management and Budget. However, generally speaking, the poverty threshold for individuals in 2010 is $11,139. For a family unit of four, that threshold is $22,113.

Demographics Conclusion:
The demographics of Westmoreland County, Mt. Pleasant and Mt. Pleasant Township were reviewed as part of the Mammoth Park Master Plan. The demographics help to determine the current and projected number of residents and target park users groups to bett er help in the planning of Mammoth Park. Westmoreland County is a fairly large rural county and has 149,813 households as of 2010. Mt. Pleasant Township and Mt. Pleasant Borough combined have +/- 15,000 people of which 2,341 are children under 18 years of age and 3,089 are 25 to 44 years of age.
Using the local stati sti cal projecti ons and immediate use of the park, a target projecti on can be made of +/-4,100 immediate users (21% of Mt. Pleasant Township households with children under 18 plus a third of the 25 to 44 age bracket = 4,100 people.) Potenti al county wide use of the park could bring an additi onal 97,577 county residents to the park. This potenti al use by all county residents is highly unlikely. Therefore anti cipati on of a minor use by total county residents should be considered for the slide, planned events and sports organizati ons within this park. Especially, the use of the slide, which appears to reach beyond the 18 and under demographic and appears to include the 25 to 44 age group in this park.
Master planning for this site should include the immediate surrounding use from Mount Pleasant and a porti on of the populati on of Westmoreland County. Westmoreland County is very diverse and evenly spread out. When planning it is important to show acti viti es and uses for all age groups within the County. This park has been currently planned with acti viti es for all ages. The natural trails and picnic venues open the use to many age brackets. The mammoth slide provides a focal point which taps into the county wide users, in a limited applicati on. Not all of the county wide residents will access the park as regularly as the Mount Pleasant community, but will add to park att endance. Per the publicati on enti tled Parks and Recreati on in the United States by Margaret Walls, the charted number of visits to US Park system is 2.5 visits per capita per year. The publicati on City Park Fact 2015 prepared by the Trust for Public Land, has the Pitt sburgh area with a 9.8 park acres per 1,000 residents. Therefore it could be concluded that the park has potenti al, during peak season, to target and draw a potenti al 4,000 to 6,000 users.

The total area for Mammoth Park is approximately 408 acres with a 24 acre fresh water stocked fi shing lake. The master plan reviews the overall park with a main focus on the +/- 4 acres of property around the Mammoth Slide. The park is a combinati on of woodland cover with open fi elds. The topography is rolling with slopes of 10% to 20% within the woods and 1%-10% in fi elds.
The site has 2 sports fi elds, overlook, mammoth slide, basketball courts, tennis courts, street hockey court, shuffl eboard, sledding, fi shing areas, and passive recreati on space and trails.

Soils Reviewed
The majority of the site is going to be left undisturbed. Our proposed development of park features will meet the existi ng grades and uti lize the existi ng land, such as Disc Golf. However where the slide is located is classifi ed as GyC Guernsey silt loam.
Per the USDA report:
Guernsey silt loam is a series of deep, moderately well drained to somewhat poorly drained, medium textured soils on uplands. These soils are on benches and drainage divides that have smooth concave slopes cut by numerous drainage-ways. They are generally at elevati ons above the Pitt sburgh coal seam. The topography is gently undulati ng. Guernsey soils developed in material weathered from gray limestone, silt-stone, and clay shale. The surface layer is very dark grayish-brown. The lowermost part of the subsoil is yellowish brown and has dark-brown and dark-gray streaks and gray mott les. In the wet season these soils become saturated and unstable because the underlying clay shale tends to slow down the movement of water. Guernsey Series are more prone to landslides, and more prone to be corrosive to steel and concrete
Per USGS gov. 1982 publicati on, landslides in the Greater Pitt sburgh Region, Pennsylvania by John Pomeroy, the park is located in the Monongahela Group of soils. This has a low to moderate high chance of landslides.
ConclusionThe USDA soils report provide a glimpse into the soils of the site and their potenti al limitati ons. A geo-technical report and drilling should be performed prior to demoliti on and installati on of the new playground and slide footers within the slopes of this hillside. It will be imperati ve to have full knowledge of the limitati ons of the soils and depth to bedrock for the correct constructi on and long term safety of the proposed slide and renovati ons. Geotechnical report should also review locati on of potenti al coal seam within the slope. The report should provide recommendati ons for remediati on of coal, the address of slope stability, the design for footers for slide, and the limitati ons for constructi on regarding grading.

ewEXISTING CONDITIONS OF SITE ELEMENTSThe next process of the master plan is to evaluate the existi ng conditi ons of the park elements in the area of development. This step determines if park elements are in good working order and functi on and can be used in the overall master plan or if they need immediate repair or removal. JTSA existi ng conditi ons review was limited to the mammoth slide and areas around the slide, the improvements to the tennis courts, new playground locati ons, and disc golf layout.
The rankings are:Excellent: New or near new conditi ons. Meeti ng codes and safety. This structure or item should remain as is.
Good: The structure or item is in safe conditi on but will needs some upgrade and overall maintenance to keep serviceable.
Fair: The structure has a series of items which need repaired to meet standard safety and code issues. Should be corrected or removed prior to new elements to be placed.
Poor: The structure or item is inadequate and is a potenti al safety hazard to the park. Immediate repair or removal is required.
Mammoth Slide Conditi on- Fair
The primary park element for the review of this master planning process was the Mammoth Slide. The Mammoth Slide is and shall remain one of the main focuses of Mammoth Park in the eyes of the community. The current slide is a steel slide which is approximately +/-100 feet long slide steel slide which takes riders from a fort at the top to a rubber platf orm at the bott om. The slide runs through the woodlands and provided the riders with a tunnel eff ect. The problem with the slide is per current playground safety codes the materials, the sides, and the severity of elevati on make

ewthe slide a potenti al liability item. In additi on the runway at the bott om of the slide is adequate for standard slide users however the slide users, even though signs prohibit, use wax paper to sit upon when coming down the slide. This makes the slide speeds very rapid and the users exceed the runway at the bott om of the slide.
The primary concern of the slide, beyond its steel structure, is the height of the slide at the take off point and the relati onship of this slide and the height of the ground. The current slide does not have sides above 8 inches in height. These heights are not extra low for a slide, however with the steep takeoff and drop, a higher side slope and or possible tube on the take off would be recommended.
The overall conditi on of the side is Fair- as it has items which do not meet current playground safety codes, such as the exposed edges at top of the slide which are now classifi ed as potenti al catch for hooded sweatshirts and thus a strangulati on potenti al.
The upgrade of the slide should consider uti lizati on of the same pathway with some modifi cati on for the new slide, this would take advantage of the existi ng vegetati on, the current soil conditi ons, and would have minimum impact.
Mammoth Park Tennis Center. Conditi on- Good

The Mammoth Park Tennis Courts are Good/Fair conditi ons. The courts surface can use reconditi oning and the fencing shows signs of ware. The goal for the tennis courts is to provide a multi purpose use of the courts for deck hockey and tennis play. For this

the surface should be overlaid with new asphalt top coat and a new color coati ng system applied. No major cracks were noted in the court, nor signs of foundati onal movement due to water problems with the tennis courts and existi ng deck hockey area. The improvements to the deck hockey should include some rubber matti ng or board system to surround the deck hockey area.
Deck Hockey
The existi ng conditi ons of the areas under review for Mammoth Park are in good conditi on. The total park is a very impressive park system with over 400 acres of recreati on space for users, with a lake, 14 pavilions, and plenty of opens space, and trails to adventure through. This park is an example of maintenance and up-grade. The Mammoth Park team understands that to keep the park fresh and relevant to users, it requires new ameniti es and up-keep of existi ng faciliti es.
The soil review provided no major impact for the type of renovati ons proposed. The soils along the slopes for the new slide should have a geo-technical boring on the locati ons of the proposes slide to determine proper footer depths and insure no slippage of material which would undermine and structurally impact the future slides. Due to the type of soils, our recommendati ons would be to minimize earthwork and cut depths along the current slopes and create designs which work to keep as much existi ng vegetati on as possible.
The site is typical rolling hills of Western Pennsylvania and the possibility of making all items in the park fully ADA accessible may be diffi cult if not impossible. The combinati on of existi ng steep slopes and nati ve soils may limit the amount of cut and contouring of the land to create long linear and mildly sloped pathways of 5% or less as required to meet ADA guidelines. The creati on of a slide which is fully accessible from the top to the bott om of the slide, including ADA entry and exit points, maybe very diffi cult without major impact to the existi ng land.
The master plan reviewed the open space around the lake for its suitability for disc golf. The areas on the banks of the lake and the areas of stream fl ow from the lake should be avoided. Beyond those locati ons, a disc golf course will have minimum impact during

constructi on, and with a proper layout of the course the impact to the surrounding landscape will be minimal. Align the future disc golf to avoid sensiti ve areas of wildlife such as ponds and stream where users will step on, in, or over water sources and the remainder of the site should be very suitable for play.
The playground and tennis courts area were reviewed and each was found in good conditi on and modifi cati ons would enhance the overall quality of the park.
In conclusion, the major immediate need for this park is the resoluti on for the Mammoth Slide to conti nue to provide a major park feature, but with current safety standards for playground equipment. Beyond the slide, the other modifi cati ons can be classifi ed as medium needs.

Design Process
The design process for Mammoth Park was a team process with Westmoreland County Parks and the Westmoreland County Residents. Input was provided during meeti ngs and at the March for Parks event.
The goal of the master plan process is to develop a design guide for the future of the porti ons of Mammoth Park which were under this scope of review. The informati on provided in this guide shows the design process which was taken to achieve the fi nal master plan. A master plan is a guide, and as a guide it provides the user with the informati on and feedback from the individuals involved in the design process and the steps which were taken to make the design. It is not a constructi on document package and therefore interpretati on and modifi cati on can be made to the fi nal concept as long is it holds the major theme and agreed upon conceptual ideas. As a guide Westmoreland County can modify and adjust as required for constructi on and to allow for phased progress.
The Mammoth Park Master Plan is a evaluati on of selected porti ons of an existi ng park. Unlike some master plans this is not an evaluati on of the total park, its use, and overall conditi ons, but a review of selected areas of this park and how they can be enhanced and implemented to create newer and exciti ng acti viti es to keep this current park relevant and happening in the eyes of the Westmoreland County users. This master plan will review the lake area for disc golf, the tennis courts for upgrade and deck hockey, the Mammoth Park slide for upgrade and renovati ons, and the playground near the Mammoth Slide for upgrades and renovati ons.

The fi rst goal of the master plan was the review and layout of a disc golf course through the park. Disc golf or frisbee golf is a low impact, and very popular park sport in which users throw frisbee through the park in att empt to land the frisbee in a raised cage or “golf hole”, within a selected number of throws per the “Par” of the course. The sport makes park users explore and uses various parts of the park which otherwise have minimal acti vity.
The disc golf course was laid out with 9 holes shown at the locati ons in fi gure 3.2. Signs as illustrated in fi gure 3.1, show the player the layout of the course to the hole and the anti cipated number of frisbee throws it will take to get the frisbee to the cage. The locati on was shown to uti lize the large agriculture fi eld and large open space area of the park.
The disc golf in this area will have minimal impact to the site; the fi elds can sti ll be used for agriculture, and the disc golf has the opportunity for large space between tee and hole with higher Par levels for the course.

Design Opti on A for the Mammoth Slide focus is on a central plaza at the top of the slide and the creati on of 3 slides to replace the one existi ng slide. The middle slide takes the route of the existi ng Mammoth Slide while the two side slides follow new pathways down the hill.
This design creates a park concept that came from the existi ng fort at the top of the slide and uses this theme throughout the new slide plaza and park. This idea was not to take the place of the old slide, but bring its history and style into a new and modern plaza which is larger and has more room for social events.

Design Opti on B- Mammoth Slide
This design opti ons focuses on the coal in the region and provides a multi -level park with connecti on via land bridges over landscaping beds. The park has a coal car track pavement patt ern which runs through the park taking the user from the entrance to the slides.
Once inside the plaza there are three slides in this opti on. One long straight and fast moving slide, and two shorter slower slides. This opti on ti es into the lower pavilion while providing a new pavilion at the top of the slides.

This design will create a plaza which has multi ple elevati ons changes and combines a more natural and botanical garden feel to Mammoth Slide. The concept was to enjoy the plaza as a whole, with the slide being the added bonus.

This design opti ons focuses on creati ng a separate pavilion and playground area for parti es and rentals. This opti ons puts focus on having the pavilion area up front and closer to the parking area and the war memorial. It is separated from the drop off area by landscaping and wooden split rail fencing.
The slide would be on the rear side of this pavilion area and on a lower level, which would separate the pavilion and playground from the slide users. This opti on would be ideal for large rental uses as the acti viti es and excitement would happen at the slide area, allowing the top porti on to be for the gathering, eati ng, and playground use.

Design Opti on D, is a moderati on of Opti on C. This opti on places the playground in the middle of the plaza and places the program elements all on one level so that the pavilion, playground and slide are all together. The circulati on for the playground and the slide are all in front of the pavilion with the return to the slide funneling the users up to the pavilion area then out into the playground.
This design also incorporated viewing platf orms in the middle of the hillside, shown in Opti on A, to watch riders as they race down the slides, providing great photo opportuniti es.
This opti on has a landscape buff er and fencing to separate the pavilion from the road and drop-off , providing safety for pedestrian circulati on and privacy from the roadway.

Design Opti on E, is a moderati on of Opti on B. This opti on provides a more open footprint and a simple design. The pathways lead the users to the open plaza with a seatwall around its perimeter. A single pavilion stands in the middle of the plaza with 2 trees for shade. The slides, per Opti on B, take the users to a loop path which routes them back to the main plaza area.

Community Feedback- March for the Parks
On March 19, 2016, Westmoreland County Parks had their annual March for the Parks event. Our master planning team had a booth at this event and took the day to showcase the master plan opti ons and concepts with the many park users of Westmoreland County. With the master plan opti ons on display boards within the tent, our team passed out questi onnaires to the event att endees and asked them to fi ll them out and provide feedback for the park.
The bulk of our questi ons and discussions took place during the beginning of the march, when all the walkers were stati oned at the gates before kick-off . Our questi onnaires were answered by a range of people aging from teenagers to adults averaging in their 40s through 50s. Adults were typically parents of children who use the park.

The park att endees were shown master plan opti ons for mammoth slide and a small presentati on of the proposed project. In additi on to the opti ons shown, sketches and layouts were shown on smaller handouts and boards. Our team collected 25 responses from a variety of users varying in age. The responses and questi ons are shown on the pages that follow. The result of the questi onnaires confi rmed that Mammoth Slide is the most popular item in the park for Westmoreland County residents, who are mostly seasonal users of the park during the summer.

From the people who fi lled out questi onnaires and groups of people involved in the site presentati on and discussion, all had very positi ve feedback on the Disc Golf course and its locati on. This supports the course layout as shown in Figure 3.2. The slide opti on preferred was Opti on A or Figure 3.3. For the playground, all agreed a new playground would be a good additi on to the park and upgrades are always welcome. The same feedback was given about the upgrade to the tennis courts. When asked; what is the most important improvement to focus on, the Mammoth Slide won the vote with the playground improvements coming in second.

The park master plan opti ons were reviewed and developed by the Westmoreland County Parks team and then taken to the public to receive feedback and determine if our team was on track with the ideas and concepts for this park. From the feedback, it was an overwhelmingly yes to the design concepts and thoughts of the parks team. The upgrade to the Mammoth Slide came with great appeal and with a litt le apprehension at the same ti me. Some of the regular statements were “ Now don’t go and make this slide not fun”. The current slide has a lot of appeal due to the locati ons, steepness, and fear factor of the slide. The goal of this master plan has to be to create a slide which is up to current codes, but sti ll provides the thrills, the view, and the feeling of Mammoth Slide without taking out the excitement by just putti ng in an ordinary slide.
The disc golf, playground upgrades, and tennis court upgrades were all thought of very positi vely and these items should be considered as required general upgrades and repairs. Playgrounds have a 6 to 10 year life span at most, with current playground safety upgrades, requiring new playgrounds to stay current and ahead of the safety trend. In additi on, playgrounds have some of the most liable maintenance and use items within the park system, so removal and replacement of playgrounds with new structures is a safe and good way to insure you meet the current code regulati ons. The disc golf is just another way to keep the park acti ve and trending. This is a very popular sport among younger adults and this park appears to be fi lled with them.
The recommendati on from the preliminary design phase is to proceed with Opti on A of the sketch design for the giant slide, and the disc golf, tennis, and playground as shown.

Final Master Plan Overview
The fi nal master plan was developed through the Recreati on Team and the feedback of the public during March for Parks. This master plan does not reinvent this park but adds ameniti es and looks to three main park elements for renovati on and replacement.
Mammoth Park is a successful park for the community and county. The combinati ons of woodland space and lake make this park a very att racti ve and year round recreati on locati on. It is a passive recreati on park with opportuniti es for hiking, fi shing, and picnics. The park also has acti ve uses with its baseball and tennis courts, but these locati ons are spaced between vast areas of woodlands and fi elds to buff er their impact. The park is well maintained and has regular upkeep and improvements.
The success of a park is through maintenance, programs and up-grades. Mammoth Park and this master plan focus on up-grades. Up-grades allow the park to maintain a new appearance and stay relevant in the eyes of the users. Many parks and master plans do not budget for the future needs for up-grades, just repairs and maintenance. First, the playground replacement and improvement: This is something which is needed in all parks on a 10 year cycle, or at least planned for. The improvements in playground equipment and the ever evolving playground safety regulati ons make playgrounds obsolete very quickly. This up-grade is needed for park safety and liability. The new playground is a Playworld 5-12 molded play-structure with new safety surfacing. This will provide fun for families and piece-of-mind for parents who expect to see a 21st century level of playground safety in their child’s playground.
The next improvement is the additi on of disc golf. The disc golf course is one of the most current trending and popular park items to place in passive recreati on setti ngs. Trending items are very good as they pull people to the park and allow the park to build long standing park users. Trending can also be bad as the acti vity fades in popularity. However positi ve disc-golf is: It is a very cost eff ecti ve trending sport which has litt le impact to the park. This is a very easy up-grade and will be very popular in the teenage to family demographic.
The fi nal item on the master plan is Mammoth Slide. It is a very exciti ng item to focus this master plan on. This slide is one of the main items within the park which att racts park users. Beyond the lake itself, Mammoth Slide is a local hit. Plans must be made to provide an up-grade to this slide and bring it into the 21st century safety standards without loosing all the fun and excitement which made this slide fun. The goal on this was to create a plaza and a main gathering area around the slide to highlight this as a major park feature and provide opportuniti es for picnic and parti es near the slide. Unfortunately, no current playground company will produce a steel slide with the slopes of the current slide. The proposed slide will no doubt be slower than riding on a piece of wax paper down the current slide. So we must make this slide exciti ng and create a total new experience to make up for the reducti on in danger eff ect of the slide.

Final Master Plan - Disc GolfThe site sits in agriculture land with secti ons of the park sti ll being culti vated. With this, the total park has gaps in potenti al use. A park does not have to program every inch of the park. Natural beauty is what brings the user to the site. The fi elds and open vistas provide an opportunity to enjoy this open space and size of the park in a very popular and trending disc golf course. The disc golf course will provide additi onal recreati on acti viti es around the lake and the adjacent picnic areas. The disc golf will provide an interacti ve, yet low impact sport, to move visitors around the park to areas they may normally not venture. Disc golf holes have been laid out to enjoy the views of the lake as well as the open fi elds. The disc golf course shall have a Tee-off starti ng locati on for each hole which shows a graphic of the layout of the course and the number of (par) throws it is projected to get the disc into the cage. The goal of the game shall be to place a frisbee within a steel cage or basket located on the course. This is a prefabricated unit which is installed like a fence footer.
Maintenance: Seed and mulch areas within the Park disc course regularly. Check on signs and goals each month to check for broken pieces. Replace as needed through manufacturer.

The tennis and deck hockey court shall remain in the current locati on. The surface is adequate for a top coat and resurfacing applicati on including a plexi-pave coati ng. This would bring the playability back to the tennis courts and provide a good surface for deck hockey and its use for both feet and roller blades. The deck hockey court will be an integrated part of the tennis complex uti lizing existi ng fencing and footprint where possible.
As shown in Figure 4.3, a deck hockey rink in Pitt sburgh PA, is also a functi oning multi -court for basketball and hockey. The fencing was modifi ed to have an interior board system for hockey. The board system can be made of rubber matti ng, wooden dashers, or a modular deck system. The base of the court is bituminous with plexi-coat overlay.
Maintenance: The same as a tennis and basketball courts. Fence repair and replacement. Patch bituminous cracking and overlay surface. Provide plex-coat overlay replacement every 3 to 5 years. Top surface of bituminous should be a FJ-1 sand base bituminous surface for smooth play. Cracks and opening not acceptable for tennis courts and deck hockey. Do not salt or shovel snow.

The Mammoth Slide has been proposed as a 3 slide modular fi berglass slide system. The slide will follow the grades of the land with minimum grading for the installati on of the slide. Each slide will have a run off of horizontal slide long enough to come to a full or reduced movement stop. The use of wax paper and the impact to speed of user must be considered in calculati ons from manufacturer due to the history of its use at this site. Walkways and landings shall be provide at the terminus of each slide with a walkway back to the upper plaza. The top plaza shall have a drop off from the parking lot with walkways to the Mammoth Slide Plaza. The plaza is surrounded with verti cal wooden pillars which are design to represent the original Mammoth Slide entrance fort. The plaza shall have a 20 x40 pavilion for acti viti es and parti es. Each slide shall have a port for entry with the slide tube extending beyond areas which have 3 or more feet of drop between slide and ground. There shall be one slide with ADA accessibly opportuniti es and a ADA landing. In the middle of the plaza shall be a garden and the site shall be surrounded by landscaping. Existi ng trees shall remain where possible to keep slide moving through the woods as original design.
Maintenance: The slide and parts shall be checked each month. Bolts ti ghten. Manufacturer representati ve shall review breaks or cracks. Walkways shall be cleared of debris, and check each season for structural interiority. Replace concrete slabs as needed upon separati on of concrete or depressions.

Westmoreland County Parks and Recreation
In conclusion, the fi nal Master Plan for Mammoth Park is an excepti onal Up-Grade for a very nice and well used park. These upgrades are very needed. Like many popular parks, as the equipment ages it becomes less safe and codes and legal requirements from insurance companies begin to play a larger and larger role. Many ti mes, the equipment and programs which stay in the park are a directed by what the insurances companies say can stay and what must go.
Mammoth park is an example of the need for upgrade. Each area under review has not fallen to the maintenance wayside, but the age of the elements are past due for the current safety and park use standards. The excepti on to this is only with the Disc Golf Course, and for this the goal is additi onal park programing which is also an upgrade to aid the park to remain fresh and current.
The Mammoth Slide shall be the largest task for the park to ensure a successful renovati on. This slide is very popular and has many YouTube (tm) videos created from its users. Blogs and opinion columns highlight the fun and excitement of Mammoth Slide. Finally at the public input session the main item directed to our team was “Don’t take the fun out of the slide”. Therefore this slide should maximize its speed, pitch, and design within the allowable and safe guidelines of the manufacturer.
The park programs in this master plan: Mammoth Slide, playground upgrade, deck hockey/tennis court, and the Disc -Golf will provide a conti nued and renewed use to a park which currently has the demographics, the documented use, and the public support for this project.

State Representati ve Mini-GrantsTypically, a local state representati ve solicits the communiti es for potenti al projects that they can help fund with small $5,000 mini-grants.
Private Grants and SponsorshipsThis can be obtained by many possibiliti es for a community park, especially for a sports park. For a baseball fi eld, the sales of adverti sement is very successful funding source. This includes adver-ti sement on the windscreens, sponsorship of on the scoreboards, adverti sement on the turf, and naming rights to each fi eld and/or park for 40% or greater of the targeted locati ons constructi on cost.
