DAVID P. MARTINI, P.E., F.NSPE Statement of Interest and Qualifications

For over 20-years I have been an active member of NSPE and have served in a variety of positions. Over the years, I have grown as an engineer and a leader thanks, in part, to the opportunities I have had as a member of this great organization. I feel that my passion for the principles that the organization was founded on along with my knowledge of the current issues facing Professional Engineers makes me qualified to serve as NSPE’s Vice President.

Similar to the circumstances that existed at the time NSPE was founded, there continue to be concerns related to the ethical practice of engineering, engineers practicing with questionable qualifications, and threats to the profession from third parties who downplay the importance of licensure in protecting the health, safety, and welfare of the public. We should not forget that NSPE is the only organization dedicated to promoting and protecting the value of the PE. I have been very committed to this effort by working to pass state legislation that protects the value of the PE License by preventing government agencies from requiring engineers to obtain additional certifications to perform work they are already authorized to perform under current licensure laws.

As our world becomes more connected and automated, I believe that the pressure from outside of the profession to reduce licensing requirements will only grow. With that in mind, NSPE’s role in promoting and protecting the role and necessity of the PE will be more important than ever. I believe that if we are not proactively communicating the importance of PEs, then we are not fulfilling our purpose as an organization. In the words of David Steinman, “The most far-reaching benefit to our profession and to all of its members lies in increasing the appreciation and respect of the general public for our profession.”

Thanks to the strong leadership of NSPE and its state partners, awareness related to the importance of PEs is being raised with government agencies, law makers, educators, and the public. However, our work is far from done.

To ensure that NSPE remains a leader in promoting and protecting the PE, I believe the following priorities are key to NSPE’s future success:

• Maintained focus on the PE• Focus on the future role of our profession in society• Strong partnerships between NSPE and the State Societies • Quantification and communication of NSPE’s value• New membership model implementation• Strategic partnerships

PROFESSIONAL EXPERIENCECurrently, I am a Principal Engineer with Bolton & Menk, Inc. (2000 to present), a consulting engineering firm that provides Professional Engineering and related services to public clients in the Upper Midwest and private clients throughout the world. In this role, I serve as consulting city engineer for the Minnesota cities of Deephaven, Greenwood, Mayer, Orono, and Woodland. I have business management responsibilities including supervision and mentoring of multiple staff members, budgeting, marketing, and training. In addition, I lead the firm’s Culture Collaboration Group. Prior to joining Bolton & Menk, I worked for the Minnesota Department of Transportation in various positions from 1994 to 2000.

MNSPE/NSPE INVOLVEMENTI have been an active member of the Minnesota Society of Professional Engineers (MnSPE) and NSPE since 1994. I have served in all of the officer positions at the chapter level, served on the chapter’s fundraising committee, and chaired its scholarship and Mathcounts committees.

I served on the MnSPE Board of Directors from 2007 to 2009 and then served in all MnSPE officer positions from 2009 to 2013, including President in 2011-2012. I served as the Chair of the MnSPE Legislative Relations Committee from 2007 to 2011 and remain an active member of the committee. In these roles, I have been active in promoting and protecting the value of Professional Engineering Licensure by actively advocating that certain positions and responsibilities require a Licensed Professional Engineer to ensure that the health, safety, and welfare of the public is protected. I’ve testified before Minnesota Senate and House committees on engineering issues and helped lead the effort for MnSPE to hire a lobbyist in 2011. In 2015, I worked with the Legislative Relations Committee to change state statutes so that state agencies cannot require Professional Engineers to obtain additional certifications to perform work already covered by licensure laws.

In 2010, I participated on a committee to update the MnSPE strategic plan, which included a fresh look at the society’s vision, mission, and goals. I’ve also served a three year term on the board for the Minnesota Professional Engineers Foundation and served as Chair of the scholarship committee in 2015.

I have been a member of the NSPE Program Prioritization Task Force and was appointed Chair of the Task Force from 2013 to 2015 by President Wittliff. I also served as MnSPE’s representative to the NSPE House of Delegates since 2013 and I am the North Central Region Representative for the NSPE PAC. In 2014, I participated in a NSPE Committee Leadership Summit Meeting in Orlando, FL to discuss the future direction of the origination. In 2014, I was awarded the NSPE membership grade of Fellow. In 2016, President Austin appointed me Chair of the Sustaining Fund Task Force, which was charged with reviewing current NSPE policies regarding sustaining funds for Interest Groups. Recently, I was appointed to the Discover E Board of Directors by President Verhalen and have become a member of the Committee on Policy and Advocacy.

Martini, PE, F.NSPE Dear Mr. Golden: It is with great pleasure that I announce that the Kansas Society of Professional Engineers’ (KSPE) Board of Directors unanimously voted to approve a motion to endorse the candidacy of David P. Martini, PE, F.NSPE for the Vice President position on the National Society of Professional Engineers (NSPE) Board of Directors during the KSPE Board of Directors Meeting held on Friday, December 16, 2016. This letter will serve as his endorsement and notification that Mr. Martini’s candidacy has the full support of the KSPE State Board of Directors. Since 1994, Mr. Martini has been an active member in the Minnesota Society of Professional Engineers (MnSPE) by serving on several committees and the Board for both the Traverse De Sioux Chapter and MnSPE. He has continued to serve the Society by his active involvement in NSPE via the Program Prioritization Task Force and as Minnesota’s representative to the House of Delegates. Mr. Martini has also been recognized for substantial contributions to his profession by receiving numerous awards from the Minnesota Department of Transportation for Work Zone Safety and Guardrail Systems expertise. Furthermore, his involvement in the community includes volunteering with the Cub Scouts and Feed My Starving Children. For these reasons, along with his proven leadership in the North Central region, we believe Mr. Martini will serve the Society well as NSPE Vice President. Martini, P.E., F.NSPE, for the position of NSPE Vice President. I first met David back in 2008 when both of us were on the MnSPE Board of Directors. David was a very active member through various fundraisers. He won the MnSPE Extra Mile Award in 2008. He was Chair of the MnSPE Legislative Relations Committee and kept the Board very informed on legislative items. David played a key role in getting the recent law passed in Minnesota that recognizes the education and experience requirements of the PE license as the gold standard of the engineering profession, and eliminates the automatic application of additional licenses or certification to licensed PEs. Over the years, I have seen David rise through the ranks of MnSPE with increasing involvement and served as MnSPE President in 2011/2012. He currently serves as MnSPE representative on the NSPE House of Delegates and is the North Central Region Representative for the NSPE PAC. He was the person that got me involved in the NSPE PAC. He has also been greatly involved with NSPE Program Prioritization Task Force where he served as the Chair. David certainly meets all the qualifications for candidacy as outlined in NSPE OP 12.9, and meets the qualifications required by the Candidate Screening Committee. David embodies the critical characteristics of an ideal leader, which he has demonstrated while holding positions with the Minnesota State, Chapter, and our National society. His demonstrated exemplary service earned him the NSPE Fellow Membership Grade in 2014. To conclude, I would like to restate my strong recommendation for David P. Martini, P.E. F.NSPE. I believe that he is what NSPE needs and will prove to be an indispensable asset to the organization.
