A12 THE SITE/ EXISTING BUILDINGS

110 THE SITE

• Description: Repton Park main site is a gated development consisting of 15 blocks of flats and 148

houses. The site sits on the old Claybury psychiatric hospital site which was closed in 1995. The

site sits in 140 acres of parkland and is surrounded by Claybury woods.

• The main vehicular/pedestrian entrance is via Manor Road through the gate house, however

there are pedestrian gates in various other places within the boundaries as well as an emergency

access route for vehicles from the Avenues sited off Thomswood Hill.

120 EXISTING BUILDINGS ON/ ADJACENT TO THE SITE

• Description: The site was redeveloped in the early 2000’s by Crest Nicholson. The main hospital

blocks were retained and any new properties were designed in traditional masonry brick and

block construction to mimic the architecture of the estate.

• The roofs are primarily dual pitched sections covered in slates. The windows and doors existing

are timber. The area sits within a conservation zone and all original hospital blocks are grade 2

listed.

200 ACCESS TO THE SITE

• Description: Access to the site is via Manor Road. The gate house is manned 24/7 and prior

appointment will be required before turning up on site.

• Access to the internals of buildings is controlled. Should access be required, this will have to be

agreed with the Development Manager. Access to individual residential units will also have to be

agreed on an individual basis with each resident if required.

210 PARKING

• Restrictions on parking of the Contractor’s and employees' vehicles:

• Limitations: There is parking available within the development grounds. Contractors will be able

to access the grounds, however vehicles will have to be parked in a suitable manner and no

routes should be blocked. It is proposed to utilise the area along Clarence Gate (where it meets

Hazel Lane) to park contractors vans, however this is to be agreed at the Pre-contract, suitable

parking will be provided on the estate for contractors vehicles..

220 USE OF THE SITE

• General: Do not use the site for any purpose other than carrying out the Works.

• Limitations: Areas outside of the Contractors compound are not to be used for the storage

of materials or waste awaiting disposal.

230 SURROUNDING LAND/ BUILDING USES

• General: Adjacent or nearby uses or activities are as follows: The surrounding land to the North

and East is used primarily for residential us. Dogs for the blind are situated to the Western

boundary. Claybury Park surrounds the main part of the Western and Southern boundaries. The

estate is primarily residential in nature with a Virgin Active gym within the heart of the estate

housed in the old chapel.

• Residents within each of the blocks will have to be consulted prior to undertaking works, as such

there is to be a tenant liaison officer available to contact the residents to arrange access should it

be required.

240 HEALTH AND SAFETY HAZARDS

• General: The nature and condition of the site/ building cannot be fully and certainly ascertained

before it is opened up. However the following hazards are or may be present: N/A.

• Information: The accuracy and sufficiency of this information is not guaranteed by the Employer

or the Employer’s representative. Ascertain if any additional information is required to ensure the

safety of all persons and the Works.

• Site staff: Draw to the attention of all personnel working on the site the nature of any possible

contamination and the need to take appropriate precautionary measures.

MAIN CONTRACT TENDERING

110 SCOPE

• General: These conditions are supplementary to those stated in the Invitation to Tender and on

the form of tender.

145 TENDERING PROCEDURE

• General: In accordance with the principles of: JCT Practice Note 6 Main Contract Tendering

Alternative 2.

• Arithmetical errors: Correct for genuine errors – Price is dominant.

160 EXCLUSIONS

• Inability to tender: Immediately inform if any parts of the work as defined in the tender

documents cannot be tendered.

• Relevant parts of the work: Define those parts, stating reasons for the inability to tender.

170 ACCEPTANCE OF TENDER

• Acceptance: No guarantee is offered that any tender will be recommended for acceptance or be

accepted, or that reasons for non-acceptance will be given.

• Costs: No liability is accepted for any cost incurred in the preparation of any tender.

190 PERIOD OF VALIDITY

• Period: After submission or lodgement, keep tender open for consideration (unless previously

withdrawn) for not less than 90 Days.

• Date for possession/ commencement: See section A20.

193 PREVENTION OF CORRUPTION

• FirstPort may terminate this contract and recover all of its loss if the Tenderer, its employees or

anyone acting on the Tenderer’s behalf do any of the following things:

a) Offer, give or agree to give anyone any inducement or reward in respect of this or any other

FirstPort contract (even if the Contractor does not know this has been done); or

b) commit an offences under the Prevention of Corruption Acts 1889 to 1916

c) commit any fraud in connection with this or any other FirstPort contract whether alone or in

conjunction with Residents or employees.

• Any clause limiting the Contractor's liability shall not apply to this clause.

196 DATA PROTECTION

• The Contractor shall ensure that all information of the Site to which the Contractor has access

and any information collected by the Contractor in connection with the Contract (including

without limitation, oral or written material, software and also personal information as defined in

Section 1(3) of the Data Protection Act 1998 & General Data Protection Regulation 2018) shall:

1. be held in strict confidence

2. be used only within the limits of that site

3. be collected, maintained and otherwise used only in accordance with the requirements of

the Data Protection Act and Principles and also FirstPort’s policies and practices as to Data

Protection, which FirstPort notifies to the Contractor in writing from time to time

4. be made available, at no charge to FirstPort, in respect to any subject access requests

5. belong to the FirstPort.

6. be disclosed only with the consent of FirstPort and then only to those employees,

contractors and auditors or advisors who need to know (and then subject to a

confidentiality undertaking in substantially similar terms to this clause)

7. be kept secure

• The Contractor shall ensure, without prejudice to the provisions of this clause, that all its agents,

employees and sub-contractors engaged on work in connection with the Contract shall comply

with the terms of this clause.

201 SKIN CANCER

• The Contractor should familiarise itself with the risks associated with exposure to intense sunlight

for outdoor workers where the UV component can increase the risk of skin cancer for some

people such as those with fair skin or large numbers of moles or freckles. FirstPort expects the

Contractor to actively promote awareness of this risk amongst its employees, its sub-contractors

and their employees and the self-employed in such a way that they are positively and actively

encouraged by the Contractor to take appropriate measures to protect themselves where work is

undertaken outdoors.

202 UNDER THE INFLUENCE

• The Contractor shall ensure that no person in his employ (direct or sub-contract), agent or any

other person engaged by himself in connection with this project shall knowingly be on site, or

have access to the place of this works, under the influence of alcohol, or non-prescription drugs.

FirstPort will enforce zero tolerance in respect of this matter. FirstPort will expect that a breach of

this clause by any of the aforementioned persons be treated as a gross misconduct disciplinary

offence & as such treated accordingly by the Contractor. FirstPort also reserves the right to take

action against the Contractor in respect of any breach of this matter, including it as grounds for

determination of the contract & possible removal from the list of selected Contractors.

PRICING/ SUBMISSION OF DOCUMENTS

210 PRELIMINARIES IN THE SPECIFICATION

• The Preliminaries/ General conditions sections (A10-A56 inclusive) must not be relied on as

complying with SMM7/ NRM2.

645 ‘LISTED’ DOMESTIC SUBCONTRACTORS

• General: Contract Documents provide that certain work must be carried out by a person of the

Contractor's choice selected from a list of not less than three persons given therein.

• The selected person: Will become a subcontractor as provided for in the Contract Condition for

Subletting.

• Additions to lists:

− The Employer or Employer's representative may, but only with the consent of the

Contractor which shall not be unreasonably withheld, add additional person(s) to the list at

any time prior to the execution of a binding subcontract agreement.

− The Contractor may, but only with consent, which will not be unreasonably withheld, add

additional persons to the list and must, if requested, submit (in an approved form)

evidence of the suitability of such additional person(s). Wherever possible, submissions for

addition of person(s) must be made, and consent obtained, before return of the tender.

When any submission for addition of person(s) is made with the tender the consequences,

if any, to the tender price compared to the use of the listed persons are to be made clear

or the tender will be treated as qualified.

• Shortage of names: If at any time prior to execution of a binding subcontract agreement less than

three persons named in the list (including any persons added as provided above) are able and

willing to carry out the relevant work, give notice without delay. The Employer will then forthwith

GENERAL & MISCELLANEOUS 1. Application of this Section

1.01 Whilst the Materials and Workmanship clauses are assumed not to be priceable, the Contractor shall allow for all of the obligations and liabilities imposed on him by these clauses either in his prices inserted against items in Section 3 – SPECIFIC WORKS, or against the item included for this purpose at the end of this section.

2. Materials Goods and Workmanship 2.01 All materials and goods are to be of good sound quality, free from defects and are to be

selected to be the best examples of their respective kind. Materials shall not be inferior to the latest provisions of the relevant British Standard, Euro Code or Code of Practice where these are applicable to the work described. Samples of materials and workmanship shall be provided for the Contract Administrator upon request and, if in the opinion and at the sole discretion of the Contract Administrator, are deemed unsuitable shall be removed from site or replaced at the Contractor’s expense.

3. Manufacturer’s Instructions 3.01 Where materials are specified by the proprietary name or name of the manufacturer, the

Contractor is to comply with the manufacturer’s current printed instructions and recommendations.

4. Making Good 4.01 Where works involve demolition and cutting out, these must be carried out with care to

reduce the amount of making good to a minimum. Unless otherwise stated, make good to match existing in all respects using materials and methods to totally match all visual characteristics and features of existing work. Leave joints between existing and new work as neatly as possible.

5. Carpentry & Joinery 5.01

“Ease and adjust” or “overhaul” where used with reference to the existing doors and windows shall mean adjusting joinery to easily open and close, re-hanging on new where hinges are worn, piecing in timber where existing damaged or rotted, reinforcing loose joints, hacking out and renewing all loose and missing putties, easing, oiling and adjusting all existing ironmongery (except where described to be taken off), replacing scuffed or broken parts and leaving both the joinery and existing remaining ironmongery in perfect working order upon completion, including glazing thereto.

5.02 Burning off of paintwork with naked flames will not be permitted. Chemical strip should be undertaken by skilled workmen and should not be used on carved surfaces adjoining glass, such as sashes.

6. Decoration Works : Application of Paints 6.01 All bare surfaces to be primed or sealed immediately after cleaning. All paints to be by

Azkonoble (Dulux Trade) unless expressly stated. Application should also be in accordance with their data sheets for each product.

6.02 All coats of paint must be thoroughly dry before subsequent coats are applied and rubbed down with fine water-proof abrasive where necessary to achieve a smooth and even finish free from imperfections.

6.03 No painting on exterior work is to be done during wet or foggy weather or upon surfaces which are not thoroughly dry. Temperatures are also to be noted when applying finishes.

456 Preparation for Water Washing

Protection surrounding surfaces that could be damaged by the subsequent treatment, including temporary masking of adjacent openings to avoid ingress of water into the interior of the building.

Method of protection to be approved by the CA prior to commencement.

460 Water Washing Generally

Use fine spray nozzels at least 300mm away from the wall face to provide intermittent (or pulsed0 nebulous (or atomised) sprays of water playing on the masonry surface. The spray shall be controlled by handpumps. the washing interval will be controlled by hand pumps. The washing interval will be initially established during the trial and may be varied as the washing is monitored but allow for ten second spray times interspersed by four minute drying periods until the deposits are loosened.

462 Water spray cleaning (mounted nozzles)

Surfaces: Minimize water run-off. Prevent damage. Adjustment of washing cycle and nozzle positions: Regularly to achieve optimum cleaning performance. All operatives must have been trained to use mounted equipment and have relevant experience with the equipment being used.

472 Pressurized water cleaning

401 RAKE OUT LIME MORTAR JOINTS

Rake out well to a depth of 35mm using chisels or hacksaw blades of appropriate width so as not to damage existing. Flush out with water to ensure debris does not wash off and stain below.

406 CEMENT REMOVAL

Remove cement patch repairs. This is best achieved by continual gentle tapping with a hammer at the centre of the repair until the different mechanical properties between the brickwork and the cementitious mix causes the two to part without damage. The process is lengthy, and time should be allowed for it. Care is to be taken to avoid damage to the stone substrate, particularly where the repairs are deep and well adhered. Avoid damage to edges of surrounding stone. Remove cement pointing by using hand tools such as quirks or narrow chisels. Clean out joints using dry air sprays and nonferrous or stiff bristle brushes.

411 SURFACE CLEANING READ IN CONJUNCTION WITH C40

Pre clean all retained work revealed to such standard to match surrounding cleaned work. Inspect with CA to agree exact areas to be repaired.

461 MORTAR GENERALLY

A palette of mortars shall be prepared for approval by the CA. Colours should be adjusted as necessary. Artificial pigments must not be used.

570 EXISTING LEAD TO BE REMOVED:

Will become the property of the contractor. The scrap value of such lead must be estimated by the contractor, itemised separately in the tender, and set against the tender sum.

580 REPLACEMENT OF EXISTING LEAD:

Must be carried out in small sections at a time to reduce the risk of weather damage to a minimum. Provide and maintain temporary waterproof coverings to ensure that there is no damage to the existing base and building.

620 PREPARATION OF EXISTING TIMBER BASES:

- Inform CA of any defective boards and comply with instructions for replacement. Ensure that all boards are securely fixed. Punch in any protruding fastenings and plane or sand as necessary to achieve an even surface.

- Moisture content: Not more that 22% at time of covering. Inform CA if moisture content greater than 16%.

660 UNDERLAY:

- Handle carefully to prevent tears and punctures. - Lay on dry base in strips across fall of roof, lapped and fixed in position with copper or

stainless-steel staples or clout nails. - Do not lay over roof edges but do turn up at abutments. - Wood core rolls, where used, must be fitted over the underlay. - Keep underlay dry and cover with lead at the earliest opportunity.

FIXING/JOINTING LEAD

710 HEAD FIXING LEAD SHEET:

- Where not specified otherwise, secure top edge of lead sheets with two rows of fixings, 25 mm and 50 mm from top edge of sheet, at 75 mm centres in each row, evenly spaced and staggered.

- Sheets less than 500 mm deep may be secured with one row of fixings, 25 mm from top edge of sheet and evenly spaced at 50 mm centres.

715 FIXINGS:

- Where not specified otherwise, fix lead sheet to timber substrates with: Copper clout nails to BS 1202-2, table 2, with annular ringed, helical threaded or serrated

shank, length not less than 20 mm, shank diameter not less than 2.65 mm, or Stainless steel (austenitic) clout nails with annular ringed, helical threaded or serrated shank, length not less than 19 mm, shank diameter not less than 2.65 mm.

- Where not specified otherwise, fix lead sheet to concrete or masonry substrates with: Brass or stainless steel screws to BS 1210, table 3, length not less than 19 mm and diameter

not less than 3.35 mm, with washers of the same material and plastics plugs of length and diameter to suit screws.

770 WELTED JOINTS:

- Form with a 50 mm overlap, 25 mm underlap and copper or stainless-steel clips (clause 720) at not more than 450 mm centres.

- Welt overlap and clips around underlap, loosely turn over and lightly dress down.

780 DRIPS WITH SPLASH LAPS:

- Dress underlap into rebate along top edge of drip and fix with one row of nails at 50 mm centres on centre line of rebate.

- Dress overlap over drip and form a 40 mm splash lap.

700 UNSUITABLE CONDITIONS:

- Take all necessary precautions including restrictions on working hours, providing temporary protection and allowing extra drying time, to ensure that coatings are not adversely affected by climatic conditions during and after application.

- Prevent or control exposure of operatives to solvent vapour levels exceeding occupational exposure standards set in the current Health and Safety Executive (HSE) document EH40.

3.1.02 The works to be carried out are as stated on the drawings and/or described below. In the event of discrepancies, the drawings are to take precedence. The following items are to be separately priced but the tender sum will constitute an all-inclusive offer:

3.1.03 All discrepancies are to be notified to the CA as soon as they are discovered. The relevant clauses within this specification are to be sent to any subcontractor undertaking the works for them to ensure they price correctly. Missed items will have been deemed to be all inclusive within the price.

3.1.04 The scope of works comprises the external cleaning, decorations and miscellaneous repair works to the 15 Apartment Blocks as referenced in section 3.1.01 at Repton Park.

3.1.05 Allow for programming the works within the timescales allotted. Review Section A35. A detailed programme of work must be forwarded before start on site.

3.1.06 Section A32 (Management of Works) is to be read and priced for.

3.1.07 Due to the age of the properties (either built or refurbished circa 2003) asbestos was no longer allowed to be used within the UK construction industry. Whilst it is unlikely asbestos will be found within the buildings during these works, there is always the possibility (however slim) that there may be unknown asbestos in hidden locations which may become disturbed. If any material is discovered that may possibly contain asbestos, the material must not be disturbed in any way until the CA has been informed and it has been tested by a specialist. This must be organised by the Contractor in cooperation with the Contract Administrator, following the procedures laid down by FirstPort.

3.1.08 Due to the age of the buildings, it is unlikely that Lead will be present within the materials as elements were all stripped right back during refurbishment, the Contractor must however remain aware of paints and the like especially within the older blocks on site, which may have lead paint below the top surface.

£ p 3.1.09 It is to be assumed that the premises will be occupied in accordance with

the Preliminaries throughout the contract period. Access will be required at all times through the entrance doors & to fire escape doors. This is a residential estate & contractors are to be aware of this when considering works. Contractor will need to allow for suitable separation and protection for all work taking place. Users will still occupy the buildings within other areas and require access to and from their buildings, so communal stairwells, fire escapes and the like must remain un-obstructed.

3.1.10 Allow for protection of the building users from the building works. The Contractor is to allow for the protection of the ‘live’ areas. All debris is to be removed from site as it is produced in accordance with the hours stated in the preliminaries. It may be necessary to temporarily store materials on site pending suitable times for removal. There are the facilities for skips on site, however these must be more than 5m from a building.

3.1.11 Allow for the provision of adequate contract site safety signage visibly displayed or attached to working area to main entrance.

3.1.12 All items below are to be included but are not exclusive and the contractor is to allow for any other items he feels are necessary according to the drawings.

3.1.13 During the works, a WC unit should be priced for. This will either be located behind the gym or towards the Avenues entrance into Repton Park. The block must be kept clean and tidy at all times. There are no existing storage areas available on site for contractors use. Contractor is to provide storage and canteen areas as part of their CDM.

3.1.14 The Contractor should note the following:

• No holes or cutting may be carried out to the structure or external finishes without the consent of the CA.

3.1.15 Please note that any recommended sub-contractors in the Description of works are not to be considered Named or Nominated.

3.1.16 On submission of a price, the contractor shall be deemed to have visited site, in order to price the works, and included for all items required to allow the works to be undertaken for the submitted price.

3.1.17 The site is to be kept clean and tidy at all times.

3.1.18 The contractor is responsible for taking all their own working dimensions and site measurements. Dimensions where shown are only for guidance and shall not be used for pricing purposes.

3.1.19 All loose and friable waste which may cause dust spread is to be double bagged before taking through common parts to the compound for removal from site.

3.1.20 It is recommended that this site is visited before pricing.

3.1.21 Where numerical amounts are stated, this is as a guide for the re-measurement of works on site. Where amounts differ, these will be added or omitted as required. the contractor should make his own measurements on site both for tendering purposes and also when ordering materials etc.

Preliminary Works

3.2.01 The contractor is to allow for the temporary relocation of all external furniture i.e. communal benching, planters etc. to allow for access to the works. Location of items to be agreed with the Development Manager at the pre contract meeting. All items to be returned to their existing positions upon completion of the works.

3.2.02 The contractor is to allow for all necessary temporary boarding in order to protect the existing landscaping / hard standings from damage during the works.

3.2.03 The contractor is to allow for masking all external and internal glazing whilst decoration works are being undertaken to individual windows / doors, to prevent paint splashes on the glazing. Glazing is to all be left in a clean neat state at the end of the works. Neat lines are to be created on the glass where overrun of paint is produced.

3.2.04 The contractor is to allow for protecting, taking off, temporary supporting and fixing upon completion, any cables or services running adjacent to the areas of work.

3.2.05 The contractor is to include for appropriate health and safety signage to be displayed around the scheme whilst works are being undertaken i.e. “wet paint” and “no access” signage.

3.2.06 The contractor is to confirm the proposed access equipment to be utilised on site and associated costs herein. Should the method of access differ between elevations, then the type and cost of the proposed access will be clearly set out on an elevation by elevation basis and fully illustrated / detailed within the contractors tender return using separate costings sheets if necessary. The contractor must take into account the vehicle access routes on the site, particularly when working along the main thoroughfares such as the Boulevard. Car parks and entrance driveways cannot be blocked at any time.

3.2.07 ALL COLOURS AND MATERIALS TO BE AGREED AT PRECONTRACT MEETING PRIOR TO PLACING ANY ORDERS.

3.2.08 The programme of works will be agreed such that only two blocks at any one time are to be worked upon. A time scale of 18 weeks will be allotted for this project.

3.2.09 Before any contractor carries out the decoration works, there are to be sample areas undertaken and agreed as completed to an acceptable quality standard with the CA. This will involve a door, a window and metal work externally, as well as samples of re-pointing and cleaning of external surfaces. Once the quality standard has been approved by the contract administrator, the contractor shall ensure all subsequent works are completed to the same quality standard. These are to be done at least 2 weeks prior to main works starting so that there is time for the nominated residents to agree these with the CA.

3.2.10 All windows on the site are timber framed, the site is in a conservation area and as such care must be taken to prolong the life of the existing windows as long as possible. There are a combination of side hung casements and sliding sash windows across the various blocks. Allow for contacting each resident to ask them to leave their windows open on specific days. For this reason a residents liaison officer is recommended to be available on the site during the works. Please note that residents may forget to open windows and allowance must be made to miss windows and return to areas when the windows are able to be opened.

3.2.11 Where decorating windows – Satinwood - Apply 1 coat of Weathershield Quick Dry Undercoat (colour tba) with a brush and 2 full bodied satinwood coats (Brilliant White). Gloss - Apply 2 coats of Weathershield Quick Dry Undercoat (Colour tba at pre-contract meeting) with a brush and one full bodied gloss coat (Colour - Brilliant White). Paints as Section M60/126 by Dulux.. Paints as Section M60 by Dulux. The external faces and opening casement reveals are to be decorated, but not the internal faces. Colour of undercoat to be agreed at pre-contract meeting. All windows are to be decorated in the open position, allowed to dry, then shut at the end of each day. The site is not to be left completely unattended during the day as whilst the site is gated, there are undesirables who still manage to enter the site.

3.2.12 When preparing the metalwork to be painted, it is advised that a mini air sander (run off a small air compressor) is used e.g. 3M Roloc Disc Sander (which has the quick change Roloc pads). This equipment will produce a smooth finish quickly and get in between the railings easily. The finish required on the metalwork prior to it being decorated shall be to the standard produced by a mini air sander even if none is used. Note: electric drills or large grinders with sanding attachments do not produce an even finish. When using power tools googles shall be warn at all times.

3.2.13 Where repairs are requested below these are to be priced, however all repair works such as repointing or resin repairs to timber are to be agreed with the CA prior to being undertaken. Where it asks for a cost for Xsqm of repointing, should more or less be required, the figure submitted will be utilised as the agreed rate.

3.2.14 Where lime bloom/efflorescence is visible on the brickwork, these areas are to be brushed with a stiff brush/wire brush to remove as much as possible. The CA is to be on site to assess damage caused (much of the staining has come from the discharge of overflows and boiler flues). The boiler flue discharge is likely to be acidic and therefore may have etched the brickwork. These works are not to be undertaken in the wet and should be agreed on a block by block basis before starting.

3.2.15 Communication: Letters are to be placed through resident’s letter boxes 1 week prior to works being undertaken to each area to give the residents time to contact the contractor and agree logistics. Letters to have the contractors contact details on them. Programme: A High-level programme showing approximate dates is to be included within the tender return (with a start date of 25th May 2020) showing when each block is proposed to be started.

3.2.16 Drawings: During the works, contractors will be provided with the external elevations. These will be marked up showing locations of repair works undertaken and provided back to the CA at the end of the contract.

3.2.17 Contractor is to allow for decorators to attend site on 4 Saturdays (toward the end of the contract) to pick up areas which have been missed due to residents being unavailable.

3.3 Scope of Works – Aundle House

Windows 3.3.01 Allow for rubbing back windows/patio doors to remove all loose and flaking

paint. Where required take back to bare timber in order to gain a suitable surface to decorate. Leave the surface smooth and even ready to receive decoration. Expose any damaged/rotten areas ready to receive repair. There are 76No windows/double patio doors on Aundle House.

3.3.02 Allow for 12No 20mm wide x 100mm long Window Care timber resin repairs. Repairs are to receive a primer coat on completion.

3.3.03 All bare timber to receive primer coat. Colour of primer coat to be agreed at pre-contract meeting.

3.3.04 Allow for decorating all windows in satinwood as section 3.2.11.

3.3.05 Whilst the windows and doors are open, allow for checking hinges, oiling and adjusting. Make CA aware of any damaged/broken hinges. Do not repair until advised to.

£ p Doors 3.3.06 Rub back the timber front entrance door to remove all previous stain (to

prevent it from bleeding through the new finish) leave a smooth finish ready for decoration. All door furniture is to be removed prior to decoration. Any brass furniture is to be polished up prior to being reinstalled. Opening elements are to be decorated in the open position and allowed to dry prior to being closed. Allow for decorating with 2 coats of Dulux Ultimate Woodstain, Colour: Walnut. All as M60/122. Ensure that glass is neatly cut around and any runs removed.

3.3.07 The 2 louvered plant doors leading out into the rear garden are to be rubbed back, then decorated in 2 full bodied coats of Dulux Ultimate Opaque wood stain. Colour is to match the existing all as section M60/121. Doors and frames are to be painted both internally and externally. Allow for cleaning up brass hinges, weather bars and escutcheon plates.

3.3.08 Allow for 4No 20mm wide x 100mm long Window Care timber resin repairs to the base of the door frames. Repairs are to receive a primer coat on completion.

3.3.09 Allow for undercutting the front entrance doors and decorating the bottom to seal the doors. Supply and install Stormguard Proline threshold for either inward or outward opening doors (dependant on door hanging).

Plastic Gutters 3.3.10 The contractor is to allow for checking that all rainwater gutters and

downpipes are free from defects i.e. loose connections. Rainwater gutters are to be cleared and left in a clean, unobstructed, free flowing condition. Allow for cleaning all PVCu elements with a non-acetone containing cream. Gutter joints are to be checked. Allow for replacing 6No seals to joints.

3.3.11 Supply and install 4No 76mm PVCu downpipe clips (Black) to replace those which have broken. Positions of new brackets to be agreed with CA prior to being installed.

External metal work - guttering, downpipes, metal railings etc. 3.3.12 Where there are lead elements to the building (around the turret top, the

valleys etc), allow to clean up with wire brush to remove any salts/stains and paint lead in patination oil.

3.3.13 Allow for lightly abrading the black metal railings to the balconies/Juliet balconies at the front and side of the building to produce a smooth surface upon which to decorate. These are then to be primed in the appropriate primer (spot priming in different primer where required) and decorated in 2 full coats of Dulux Metalshield (black) as section M60/126.

Mastic 3.3.14 Allow for removing 15Lm of dried out mastic around doors and windows

and replacing with brown to doors and white to windows – Mastic to be polysulphuric based as Soudal Silirub P2 - Overpaintable Sealant Neutral Cure/Sikaflex EBT or similar approved - in White.

£ p Cleaning of brickwork

3.3.15 Allow to clean areas of brickwork which are stained white as 3.2.14. Trial area to be undertaken and agreed with CA on each block before continuing with all areas.

3.3.16 Once the CA is satisfied that the staining has been removed to a satisfactory extent, allow for softwashing 30sqm of brickwork (www.softwashing.uk), using a cleaning chemical to remove the dirt. Ensure that any plants below are washed off of any chemicals which may have come from the works.

3.3.17 Allow for clearing any debris from low level air bricks to allow air to freely flow below the floor void of the property.

Garage Block – Aundle House 3.3.18 Allow for staining the vertical timber shiplap boarding which surrounds the

garages. Allow for 2 coats of Cuprinol Shed and Fence Protector as Section M60/120. Colour: Chestnut.

3.3.19 Allow to replace singular length of white timber fascia to the garage block which has been hit by a vehicle. New spliced timber section to be same profile as the existing. Allow to prime new timber with Dulux Weathershield Aquatech preservative Basecoat as Section M60/124.

3.3.20 Clean down white timberwork to garage with warm soapy water, then redecorate all areas of timber which have been currently painted white. Allow for painting with 2 coats of Dulux Weathershied Exterior Quickdry Satin all as section M60/124 – Colour Brilliant White.

3.3.21 Allow for replacing 5No slates on the roof of the garage block. Slates to match existing in size, shape and profile and colour.

3.3.22 Allow for repointing 3No 1sqm areas of brickwork. Repointing is to match the existing colour of mortar, as well as the pointing style. Locations to be agreed with the CA on site.

3.4 Scope of Works – Bradfield House

Windows 3.4.01 Allow for rubbing back windows to remove all loose and flaking paint.

Where required take back to bare timber in order to gain a suitable surface to decorate. Leave the surface smooth and even ready to receive decoration. Expose any damaged/rotten areas ready to receive repair. There are 127No windows on Bradfield House.

3.4.02 Allow for 30No Window Care timber resin repairs to be a maximum of 20mm wide x 100mm long. Repairs are to receive a primer coat on completion (colour of primer coat to be agreed at pre-contract meeting).

3.4.03 All bare timber to receive primer coat. (colour of primer coat to be agreed at pre-contract meeting).

3.4.04 Allow for decorating all windows in satinwood as section 3.2.11.

3.4.05 Whilst the windows and doors are open, allow for checking hinges, oiling and adjusting. Make CA aware of any damaged/broken hinges. Do not repair until advised to.

Doors 3.4.06 Rub back the timber front entrance doors to remove all previous stain (to

prevent it from bleeding through the new finish) leave a smooth finish to ready for decoration. All door furniture is to be removed prior to decoration. Any brass furniture is to be polished up prior to being reinstalled. Opening elements are to be decorated in the open position and allowed to dry prior to being closed. Allow for decorating with 2 coats of Dulux Ultimate Woodstain, Colour: Walnut. All as M60/122. Ensure that glass is neatly cut around and any runs removed.

£ p 3.4.07 The two sets of double doors external to the car park entrance are to be

rubbed back, then apply 1 coat of Weathershield Quick Dry Undercoat with a brush and 2 full bodied satinwood coats. Paints as Section M60 by Dulux. Doors and frames are to be painted both internally and externally. Allow for cleaning up hinges, weather bars and escutcheon plates.

3.4.08 Supply and install weather bars to the two sets of doors above. Weather bars to be planted onto the face of the doors and rebated to suit.

3.4.09 Allow to remove the external rear entrance door and frame on the ground floor and replace with new. Dispose of all arisings.

New door to be made with thicker side rails (120mm) each side. Allow to reuse the hinges, lock etc. glazing to be double glazed safety glass. Overhead closer to be installed as GEZE TS4000S Door Closer - Silver Allow to decorate the door in 2 coats of Dulux Ultimate Woodstain, Colour: Walnut. All as M60/122. Ensure that glass is neatly cut around and any runs removed. Door to be manufacturers in hardwood with bridle joints for the intersections. Allow to make good all disturbed surfaces ready to receive new decorations.

3.4.10 Allow for undercutting the front and rear entrance doors and decorating the bottom to seal the doors. Supply and install Stormguard Proline threshold for either inward or outward opening doors (dependant on door hanging).

£ p 3.4.11 Allow for scraping off and replacing 100Lm of white EDPM joinery seals

and replacing with new EPDM P shaped seals. Colour – White.

Gutters and Downpipes 3.4.12 The contractor is to allow for checking that all rainwater gutters and

downpipes are free from defects. i.e. loose connections. Rainwater gutters are to be cleared and left in a clean, unobstructed, free flowing condition. Allow for cleaning all PVCu elements with a non-acetone containing cream. Gutter joints are to be checked. Allow for replacing 6No seals to joints.

3.4.13 Supply and install 4No 76mm PVCu downpipe clips (Black) to replace those which have broken. Positions of new brackets to be agreed with CA prior to being installed.

3.4.14 Allow for decorating all fascias. Rub back to leave a smooth and even surface, apply 2 coats of Weathershield Quick Dry Undercoat with a brush and one full bodied gloss coat. Paints as Section M60/126 by Dulux.

External Render 3.4.15 Allow for cutting 10No chases within the corners of render runs to the

perimeter of the car park to produce expansion joints. Fill the chase with mastic to point up. Mastic colour to match paint colour. Sika Sikaflex EBT+ All Weather Sealant or similar approved.

The locations of all chases to be agreed on site prior to being undertaken.

3.4.16 Allow for cleaning down the external rendered wall areas to the ground floor and basement. Utilise pressure washer at a suitable distance not to damage the render. Once washed apply light biocide to kill any algae which may be on the building.

3.4.17 Allow to decorate all externally rendered areas to the ground floor and basement in 2 coats of Dulux Weathershield smooth masonry paint – Colour TBA on site.

3.4.18 Allow for hacking off 10sqm of render and replacing with new sand and cement render. Allow for key coat and finishing coat (location - by the entrance to the basement carpark). New render finish to match adjacent areas in terms of texture etc.

£ p 3.4.19 Allow for applying 2 coats of blackjack bitumen paint to the previously

blackened areas below the render. Everbuild 90105 - Black Bitumen Paint 901 or similar approved all as section M60/160.

Stonework 3.4.20 Allow for softwashing the coping stones to the gables and below the

railings.

3.4.21 Repoint the coping stones to the 5 gables and below the railings to the perimeter of the building. Mix of 4:1 – fine sand:cement.

3.4.22 Allow for repointing the gap in between 80No stone window cills. Mix of 4:1 - fine cement:sand.

External metal work - metal railings etc 3.4.23 Where there are lead elements to the building (flashing at low level to the

terrace, roof valleys etc), allow to clean up with wire brush to remove any salts/stains and paint lead in patination oil.

3.4.24 Allow for lightly abrading the black metal railings to the terrace to the perimeter of the building, the railings to the steps and also the grates to the basement carpark to produce a smooth surface upon which to decorate. These are then to be primed in the appropriate primer (spot priming in different primer where required) and decorated in 2 full coats of Dulux Metalshield (black) as section M60/126.

3.4.25 Allow for re-fixing 8No brackets into the brick piers using a chemfix.

3.4.26 Supply and install 20No Black Bolt and Nut Protection Caps to fit bolts to the fencing. Size to be confirmed. Caps as: http://www.rosscastors.co.uk/tube-inserts-fittings/bolt-and-nut-caps.html

Mastic 3.4.27 Allow for removing 15Lm of dried out mastic around doors and windows

and replacing with white to doors and white to windows – Mastic to be polysulphuric based as Soudal Silirub P2 - Overpaintable Sealant Neutral Cure/Sikaflex EBT or similar approved - in White.

Cleaning of brickwork 3.4.28 Allow to clean areas of brickwork which are stained white as 3.2.14. Trial

area to be undertaken and agreed with CA on each block before continuing with all areas.

3.5 Scope of Works – Tavistock House

Windows 3.5.01 Allow for rubbing back windows to remove all loose and flaking paint.

Where required take back to bare timber in order to gain a suitable surface to decorate. Leave the surface smooth and even ready to receive decoration. Expose any damaged/rotten areas ready to receive repair. There are approximately 183No windows on Tavistock House.

3.5.02 Allow for 40No 20mm wide x 100mm long Window Care timber resin repairs. Repairs are to receive a primer coat on completion.

3.5.03 All bare timber to receive primer coat prior to undercoating.

3.5.04 Allow for decorating all windows in gloss as section 3.2.11.

3.5.05 Whilst the windows/doors are open, allow for checking any hinges, oiling and adjusting. The sliding sash windows are weighted with springs within plastic conduits, which are face fixed to the internal reveals of the windows. Any broken springs or conduits are to be reported to the CA.

Doors 3.5.06 Rub back all timber doors (15No) to remove all previously applied stains

(to prevent it from bleeding through the new finish) leave a smooth finish ready to receive decoration. All door furniture is to be removed prior to decoration. Any brass furniture is to be polished up prior to being reinstalled. Opening elements are to be decorated in the open position and allowed to dry prior to being closed. Allow for decorating doors in 2 coats of Dulux Ultimate Woodstain, Colour: Walnut. All as M60/122. Ensure that glass is neatly cut around and any runs removed.

3.5.07 Allow for cleaning up brass hinges, weather bars and escutcheon plates. Allow for 20No 20mm wide x 100mm long Window Care timber resin repairs to doors and frames. Repairs are to receive a primer coat on completion.

£ p 3.5.08 Allow for undercutting the front and rear entrance doors (which serve the

common part areas only (4No) and decorating the bottoms to seal the doors. Supply and install Stormguard Proline threshold for either inward or outward opening doors (dependant on door hanging).

External metal work - Guttering, downpipes, metal railings etc 3.5.09 The gutters and downpipes are aluminium, the contractor is to allow for

checking that all rainwater gutters and downpipes are free from defects. i.e. loose connections.

3.5.10 Gutters and downpipes are to be cleaned using a liquid detergent in warm water with a bristled scrubbing brush.

3.5.11 Once clean allow for applying a clear acrylic bonding primer to the downpipes and the fronts and bottoms of the gutters. Do not paint the internal surface of the guttering. Allow for applying 2 coats of Dulux Metalshield (black) as section M60/126.

3.5.12 Rainwater gutters are to be cleared and left in a clean, unobstructed, free flowing condition.

3.5.13 Where there are lead elements to the building (around the turret tops, cupolas, flashings, hips, valleys etc), allow to clean up with wire brush to remove any salts/stains and paint lead in patination oil.

3.5.14 Allow for lightly abrading the black metal railings within the curtilage of the building to produce a smooth surface upon which to decorate. These are then to be primed in the appropriate primer (spot priming in different primer where required) and decorated in 2 full coats of Dulux Metalshield (black) as section M60/126.

3.5.15 Allow for decorating the external wall lanterns mounted to the perimeter of the building beside doors. Lanterns are to be cleaned down, rust spots removed and any split edges feathered out to allow for a smooth painted finish. Apply 2 coats of Dulux Metalshield as M60/126.

3.5.16 Allow for chem fixing 10No downpipe fixings back into the wall.

Mastic 3.5.17 Allow for removing 80Lm of dried out mastic around doors and windows

and replacing – Mastic to be polysulphuric based as Soudal Silirub P2 - Overpaintable Sealant Neutral Cure/Sikaflex EBT or similar approved - in White.

Collar joint and mortar repairs 3.5.18 Allow for renewing 30Lm of collar joints around the sash windows.

3.5.19 Allow for repointing 20No 1sqm areas of brickwork with mortar to match existing in colour and profile. Mortar is to be mixed on site and agreed with CA prior to being installed. Mortar is to match existing colour and strength (contains lime).

3.5.20 Allow for raking out loose areas of mortar and repointing 20Lm of cement pointed verges.

£ p Cleaning of brickwork

3.5.21 Allow to clean areas of brickwork which are stained white as 3.2.14. Trial area to be undertaken and agreed with CA on each block before continuing with all areas.

3.5.22 Once the CA is satisfied that the staining has been removed to a satisfactory extent, allow for softwashing 100sqm of brickwork (www.softwashing.uk), using a cleaning chemical to remove the dirt. Ensure that any chemicals which may have come from the roof whilst doing the works are washed off the plants below.

3.5.23 Allow for clearing any debris from low level air bricks to allow air to freely flow below the floor void of the property.

3.5.24 Allow for brushing all plant growth, algae and lichens from the window cills and plinth (as seen below) with a stiff brush/wire brush to remove as much as possible. Once removed apply a biocide to these areas to kill off the growth. Biocidal wash such as “wet and forget” to be used contractor is to agree chemicals prior to application contractor is to agree chemicals prior to application.

External Timberwork 3.5.25 Allow for rubbing back the timber cupolas to remove all loose and flaking

paint. Prime, then decorate in Dulux gloss as M60/126. Colour to match existing.

These are to be rubbed back, then stained in Dulux Ultimate Opaque as M60/121. Condition of boards to be discussed with the CA prior to work being undertaken (when access can be obtained). Should the boards be rotten, these will be replaced from the contingency sum.

Other 3.5.27 Supply and install 4No brown 100mm vented louvres to replace broken

ones.

Roofing Works 3.5.28 At present no works are to be undertaken to the roofs. Whilst on site allow

3.18 General

Access 3.18.01 Provide all access equipment required to undertake these works.

Access equipment must be thoroughly considered before deciding upon a specific option. We recommend assessing access routes as part of the tender, as it will be deemed that the contractor has visited site and taken this all into consideration before choosing what types of access they submit. Allow for protection of surfaces such as paving and provide spreader plates and door fans as required if utilising scaffolding. Ensure that any scaffolding which is erected to walkways and above entrances is accentuated and relevant warnings and protection against impact implemented. When using scaffolding, allow for double boarding of scaffolding to prevent debris from falling below. Any scaffold ties are to be agreed with the CA prior to installation, upon dismantling of scaffold, all areas are to be made good including reseeding of grassed areas and making good of walls where scaffold ties have been installed. The contractor must take into account the vehicle access routes around the site. The car parks, main boulevard and entrance driveway cannot be blocked at any time. RAMS will be required to be submitted before any access equipment is brought to site. Note: Some of the garden areas (highlighted in grey are demised to residents. These will be able to be accessed, however they are not common part areas and access will have to be agreed with the residents. Access to these areas is available via gates to each area which will not require entering the building to get to. MEWPS are recommended. It is advised to utilise spider platforms where possible as there are substantial amounts of soft grounds to pass over to reach areas of the building. Any damage incurred will be put right at the contractors expense.

Commissioning & Maintenance 3.18.02 On completion of the works, provide a fully detailed manual to the CA

incorporating any warranties, instructions, manufacturers literature, information regarding spare parts, servicing requirements and certification. NICIEC electric test certificates shall be provided for all lighting circuits upon completion. All as Prelims Section A37.

Contract Management 3.18.03 The contractor is to allow for all project management associated with this

contract, including resident liaison, communication with all stake holders and any other aspects to ensure the efficient and smooth delivery of this project.

3.18.04 The contractor is to provide a competent and experienced foreman on site for the entire duration of the works. The foreman may be a full time or working foreman and capable of taking direct instruction from the CA.

3.18.05 The contractor is to have a suitably qualified and competent first aider and first aid equipment available on site.

1.6 Serving of notices by the Health and Safety Executive

The Principal Contractor must issue written notification to the Client and the

Principal Contractor within 24 hours of receipt of any notices from the

Health and Safety Executive in respect of the works.

1.7 Emergency Services

The contractor is to satisfy themselves with the location of the nearest

emergency and accident provision. Detail of emergency provision to be

included in the site specific risk assessments and construction phase health

and safety plan.

2.0 CLIENT’S CONSIDERATIONS AND MANAGEMENT

REQUIREMENTS

2.1 Planning for and managing the construction work.

The Client has assigned their duties to the Principal Designer for the

duration of these works.

The following information is available for inspection:

Health and safety file

OM Manuals

Health and safety log book

Asbestos survey

Drawings

Any other appropriate documentation

2.2 Welfare provisions

The following facilities are available on site:

o Potable water

o Facilities to boil water

o Areas to prepare and eat food – There are areas undercover within

the basement of both Cheltenham House and Bradfield House.

Any other welfare requirements will be agreed and clarified in the

construction phase health and safety plan. WC to be provided by contractor.

Allow for Oasis Unit as part of the tender.

2.3 First Aid

There are no first aid facilities onsite. Details of first aid provisions are to

be included in the Principal Contractor’s Construction Phase Plan.

2.4 Fire prevention and Fire Safety Plan

The Principal Contractor is to carry out a fire risk assessment and prepare

and regularly update a fire safety plan for the works. Details to be

contained within the construction phase health and safety plan.

The Principal Contractor is to adhere to the guidance given in HSE 168 “Fire

Safety in Construction” and the requirements of the Construction

Confederation Fire Protection Association’s “Fire Prevention on Construction

Sites – The Joint Code of Practice on the Protection from Fire on

Construction Sites and Buildings Undergoing Renovation”.

2.5 Monitoring Health and Safety on Site

The Principal Contractor must manage health and safety throughout the

project and keep a record of all notifiable incidents and near misses.

2.6 Security of the premises

The Principal Contractor is responsible for the ongoing security of the

property throughput the duration of the works until all works are

satisfactorily complete.

3.0 ENVIRONMENTAL RESTRICTIONS AND EXISTING ON-SITE

RISKS & ARRANGEMENTS FOR CONTROLLING SIGNIFICANT

SITE RISKS

3.1 Site conditions

The development comprises of 140 acres of parkland housing 15 blocks of

flats and 148 houses. The development is a gated community with a

manned security staff 24/7.

The contractor should note that the property will remain occupied

throughout the works. All appropriate measure must be taken to protect

the residents, the safety and security of the property. Details to be

included in the construction phase health and safety plan.

The land use around the site is Primarily Woodland to the Western and

Southern boundaries, with residential units to the North and East.

3.2 Location of existing service particularly those that are concealed

- water, electricity, gas

The Principal Contractor is to satisfy themselves as to the location and size

of all live services in relation to the works.

3.3 Deliveries and storage

The Principal Contractor is to satisfy themselves that all deliveries in relation

to the works are capable of being delivered safely to site and through

existing access locations. Space will be made available for containers for

storage if required. All materials, cabins and compounds must be kept

secure and be locked at all times. Whilst this site is semi secure, it does

attract thieves who jump the perimeter fencing.

3.4 Asbestos

An asbestos survey is available for the site.

It is not believed that there are any asbestos containing materials in the

properties as they were redeveloped after 2001. Due to the age of the

building it is possible that there are asbestos containing materials located

within some of the buildings. If during the course of the works any material

is found that may contain asbestos all works should cease in that area and

the Principal Designer and Contract Administrator should be notified

immediately.

3.5 Deleterious materials

The Principal Contractor is to satisfy themselves as to the presence of

deleterious materials within the property and take all appropriate measures.

Details to be included in the construction phase health and safety plan.

3.6 Construction Phase Plan

The Principal Contractor is to provide a detailed construction phase health

and safety plan specific to the site and works being undertaken.

4.0 THE HEALTH AND SAFETY FILE

4.1 The Principal Contractor is to provide two hard copies and one electronic

copy of all information provided for the Health and Safety File and should

contain:

1. Details of the works

2. Details of all materials included in the works including COSHH data

sheets

3. Maintenance requirements

4. Approvals, consents, test results and warranties

5. Drawings (where applicable)

6. Service runs and/or alterations to existing provision

7. Review date

5.0 THE CONSTRUCTION PHASE PLAN

5.1 The Construction Phase Plan should contain information on the following

(this list is for guidance and is not exhaustive):

Description of the works

Management of the works

Vehicle and pedestrian routes

Delivery and storage

Protection of residents and general public

Site Rules

Fire and Emergency Procedures

5.2 Implementing and Monitoring the Health and Safety Plan

The Construction Phase Plan should be reviewed throughout the works.

Any significant changes, amendments or updates to the plan should be

communicated to all the parties involved with the project

6.0 HAZARD REGISTER

6.1 The designers and principal designers have undertaken to reduce the risk

to those undertaking all construction works and the ongoing use and

maintenance of the property. The following risks have been identified as

being present during and after the works. The Principle Contractor is to

take account of these items and detail how they will manage and control

them throughout the works in their Risk Assessment and Method

Statements within the Construction Phase Health and Safety Plan.

6.2 Asbestos, (if present)

Should any contractor encounter materials the identity of which is

uncertain, he is to cease work concerning those materials immediately

and refer to the Principal Contractor’s Site Manager for guidance. An

assessment of the findings will be carried out including the likely

exposure to persons and the extent of the substance. Analysis of the

material by an accredited UKAS laboratory and use of a licensed removal

contractor will form part of the assessment.

6.3 Working at Heights:

All temporary access / working platforms / mobile towers / suspended

access equipment will be risk assessed as to suitability in compliance with

The Work at Height Regulations 2005. All scaffolds will be erected to

comply with the Construction (Health, Safety and Welfare) Regulations

1996 and BS EN 12811-1 (which requires scaffoldings to be designed

unless they fall within the criteria for a scaffold built to NASC TG20. BS

5973 has been withdrawn by British Standards but is still currently

accepted by HSE as an acceptable standard). Any scaffold adjacent to

occupied properties or road elevations will be fitted with debris netting, in

addition to the standard protection of brickguards to provide full

protection to any third party. Method Statements for scaffolding will be

required prior to commencement of work; this will detail description of

scaffold to be provided, any exclusion zones at ground level and measures

to deter children and others from climbing on to the scaffold.

6.4 Services including temporary electrical installations,

If services drawings are not available, the Principal Contractor (PC) will

CAT scan the ground prior to any excavations. The PC will also operate a

permit to dig procedure.

6.5 Traffic routes and segregation of vehicles and pedestrians.

Traffic control must be exercised to ensure that vehicles leaving site are

either driven out forwards, or reversed under supervision of a competent

banksman, this may require on occasions qualified banksman wearing

suitable high visibility clothing. Vehicles with restricted visibility will be

supervised by a competent banksman when manoeuvring; all vehicles on

site will be supervised when reversing. Reversing of vehicles will be

discouraged. Pedestrians will be segregated from working operations at all

times.

6.6 Crane / hoist Lifting Operations

Method statements must be produced that give consideration to ground

conditions, operating restrictions, including the provision of a trained

operator and banksman, erection, handover and maintenance records and

comply with the PUWER & LOLER 1998 Regulations.

6.7 Manual handling

Where reasonably practicable, the Principal Contractor will ensure all loads

over 25 kg (20 kg for repetitive work) will be only handled by a suitable

mechanical lifting device, i.e. during installation of services equipment.

6.8 Biological Organisms:

The alterations to sewer and drainage systems may bring operatives into

contact with harmful micro organisms. Work on sewer and drainage

systems will be completed in accordance with the contractor’s method

statement and risk assessments. Operatives working on sewer and

drainage systems will wear suitable PPE at all times and follow suitable

hygiene practices when leaving the work area.

6.9 Lead/lead paint:

Any applications where lead or lead compounds have been utilised and are

to be removed as part of the demolition stage must be approached with

due regard to the regulations covering the protection of people and the

environment.

6.10 Vermin:

Where there is evidence of the presence of vermin (rats)/pigeons etc. The

attention of Contractors and Operatives will be drawn to the need for

adequate precautions to be taken whilst working in these areas.

6.11 Noise

No excessively noisy tasks with regard to the occupants or neighbouring

premises are to be carried out. All measures will be taken to ensure all

plant/machinery and other noisy operations are carried out as far as is

reasonably practicable, to an acceptable level. From the operatives’ point

of view, Noise Assessments will be made available to all personnel; where

PPE is advised it will be worn.

6.12 Dust

All measures will be taken to ensure all dust-laden tasks are carried out as

far as is reasonably practicable, to a minimum (well below the

requirements of EH40). Risk assessments will be carried out and will be

made available to all relevant personnel; where PPE is advised it will be

worn.

6.13 Pollution

All reasonably practicable measures will be undertaken to provide a

pollution free project where at all possible. Where reasonably practicable,

non-hazardous substances will be used, regular monitoring will be

undertaken by Company Name to ensure that any pollution is maintained

to an acceptable level. Site management will strictly enforce measures to

ensure levels of dust and waste will be kept to a minimum at all times.

6.14 Housekeeping

All reasonably practicable efforts will be made by all Contractors to keep

the site at an acceptable level of cleanliness, all Contractors will be

informed that trades will be held responsible for their own cleaning

operations, with particular regard to emergency escape routes. Any stock

piling of rubbish will be disposed of before the end of each working day.

All spoil and debris removed from the project will be to licensed waste

disposal sites.

6.15 Occupied Areas

The existing buildings will be in use at the time of these works. All

existing pedestrian, vehicular and fire escape routes will be maintained.

6.16 Carpentry

All wood working and processing operations must be undertaken in such a

way that the generation of wood dust is controlled and not allowed to

spread where it may affect the individual doing the work or others close

by.

6.17 Decoration

All decorating and related operations must take account of the relevant

COSHH information for the products being used.

6.18 Roofing

Method Statements are required for roof works, including details on

method of hoisting, movement of materials, protection of operations at

both roof and ground level. No roof height working at constant wind

speeds above 25 m.p.h.

6.19 Protecting the Public

All necessary precautions will be taken to ensure the protection of the

public is of the utmost priority throughout the duration of the works. Any

work activities that may encroach or are located adjacent to public areas

will be properly planned and monitored at all times. Issues such as vehicle

movements, lifting operations and street works will be allocated additional

resources to allow the necessary safe methods of work to be planned,

implemented and monitored.

6.20 Reducing noise and vibration

Where possible any breaking out or excavating will be carried out by

machine with operatives a safe distance away from the work area.

Any hand tools used will be assessed for noise and vibration and the

assessments controls followed.

6.21 Reducing Trip/Slip Hazards

Allow for placing signs to clearly mark any obstacles, loose laid or missing

floor coverings. Where possible allow for lifting and relaying floor

coverings on the same day.

Residents to be clearly informed by notice/letters through their doors the

day before any levelling compounds are used.
