(g) The State must provide anassurance that, and informationdescribing the manner in which, theprogram will expand and emphasizeconsumer choice and control;

(h) The State must provide anassurance that the State will supplementand not supplant other Federal, State,and local public funds expended toprovide any currently operating AFP inthe State;

(i) The State must provide anassurance that the State will place allfunds that support the AFP, includingfunds repaid during the life of theprogram, in a permanent separateaccount, apart from any other fund;

(j) The State must provide anassurance that the State’s community-based organization will invest funds inlow-risk securities in which a regulatedinsurance company may invest underthe law of the State if the organizationadministering funds invests fundswithin this account;

(k) The State must provide anassurance that the State’s community-based organization will administer thefunds with the same judgement and carethat a person of prudence, discretion,and intelligence would exercise in themanagement of the financial affairs ofsuch person;

(l) The State must provide anassurance that funds comprised of theprincipal and interest from the Stateaccount for this activity will beavailable to support the AFP;

(m) The State must provide anassurance that any interest orinvestment income that accrues on orderives from such funds after suchfunds have been placed under thecontrol of the organizationadministering the AFP, but before suchfunds are distributed for purposes ofsupporting the program, will be theproperty of the organizationadministering the program; and

(n) The State must provide anassurance that the State will limit theindirect costs of the total amountavailable for the AFP to 10 percent,including both the Federal and Statefunds.

In addition to the statutoryrequirements, each project must:

(a) Provide in accessible formatsmaterials that can be used by potentialloan applicants and lending institutionsto obtain, share and disseminateinformation on loan availability,eligibility requirements and proceduresand general loan related updates; and

(b) Coordinate and share information,resources and with the State ATActprojects.

(c) Conduct and submit to NIDRR andthe AFTAP an annual evaluation of its

activities using the data collectioninstrument to be developed the AFTAPdescribed in Priority 2.

Priority 2: Alternative FinancingTechnical Assistance Program

The Assistant Secretary establishesAFTAP in order to assist States inmeeting the objectives of the AFP.Consistent with the statutoryrequirements, the AFTAP project must:

(a) Provide assistance to Statespreparing applications for the AFP;

(b) Assist States to develop andimplement the AFP; and

(c) Provide any other information andTA the Assistant Secretary determinesto be appropriate to assist States toachieve the objectives of AFP.

In addition to the statutoryrequirements, the AFPTA project must:

(a) Develop and implement a self-assessment instrument to determine theeffectiveness of the AFPTA;

(b) Provide in accessible formatsmaterials that contains useful andreplicable information on loan projectsand can be used by States under theAFP and States planning to apply underthe AFP to improve the efficiency andeffectiveness of their loan projectsworking closely with the NationalInternet Project located at the GeorgiaInstitute on Technology;

(c) Develop a uniform data collectioninstrument for use by the AFP thatincludes, at a minimum, data onfeatures of loan programs and uniquecharacteristics and outcomes in order tocomply with annual reportingrequirements; and

(d) Share information and collaboratewith the TA programs funded underSection 104 of the AT Act.

1 Note: The total amount available in FY 2000 for the AFP is $3,800,000. The Secretary is required to award a minimum of $500,000 to Statesand to distribute any remaining funds among those States based on population and density. After award of $500,000 to seven States, the Sec-retary would have an additional $250,000 (approximately) to distribute among the seven States. If only four applications are approved for fund-ing, the Secretary would distribute all available funds ($3.8 million) to those four applicants. Program Title: Alternative FinancingProgram.

CFDA Number: 84.224C–1.Purpose of Program: The purpose of

the AFP is to award grants to States topay for the Federal share of the cost ofthe establishment and administration of,or the expansion and administration of,an AFP featuring one or morealternative financing mechanisms toallow individuals with disabilities andtheir family members, guardians,advocates, and authorizedrepresentatives to purchase AT devicesand AT services.

Eligible Applicants: Parties eligible toapply for the AFP are States andoutlying areas that receive or havereceived grants under the AT StateGrant Program (section 101 of theATAct).

Matching Requirement: The Federalshare of the cost of the AlternativeFinancing Program must not be morethan 50 percent. Therefore, because theminimum Federal share is $500,000 forStates, States are required to match atleast $500,000. The match must beprovided with cash, from State, local, orprivate sources. The State must matchat the exact level requested, $500,000 or

greater. The Federal share for anoutlying area would be $105,000;requiring a $105,000 match.

Program Title: Alternative FinancingTechnical Assistance Program.

CFDA Number: 84.224C–2.Purpose of Program: The purpose of

the AFTAP is to award a grant to apublic or private agency or organizationto provide information and TA to Statesparticipating in AFP.

Eligible Applicants: Parties eligible toapply for grants under the AFTAP arepublic or private agencies andorganizations, including institutions ofhigher education with sufficientdocumented experience, expertise andcapacity to assist States in thedevelopment and implementation of theAFPs carried out the ATAct. A Statereceiving a grant under the ATP wouldnot be eligible for a grant under theAFTAP.

Matching: No match is required.Selection Criteria: The Secretary uses

the following selection criteria toevaluate applications for prioritiesunder both the Alternative FinancingProgram and the Alternative FinancingTechnology Assistance Program. (See 34

CFR 75.210). The maximum score for allthe criteria is 100 points.

(a) Significance (10 points total). (1)The Secretary considers the significanceof the proposed project; and

(2) In determining the significance ofthe proposed project, the Secretaryconsiders the extent to which the resultsof the proposed project are to bedisseminated in ways that will enableothers to use the information orstrategies.

(b) Quality of the project design (25points total). (1) The Secretary considersthe quality of the design of the proposedproject; and (2) In determining thequality of the design of the proposedproject, the Secretary considers thefollowing factors:

(i) The extent to which the goals,objectives, and outcomes to be achievedby the proposed project are clearlyspecified and measurable (8 points).

(ii) The extent to which the design ofthe proposed project is appropriate to,and will successfully address, the needsof the target population or otheridentified needs (8 points).

(iii) The extent to which the proposedproject represents an exceptionalapproach to the priority or priorities



established for the competition (6points).

(iv) The extent to which the proposedproject will be coordinated with similaror related efforts, and with otherappropriate community, State, andFederal resources (3 points).

(c) Quality of project services (15points total). (1) The Secretary considersthe quality of the services to beprovided by the proposed project;

(2) In determining the quality of theservices to be provided by the proposedproject, the Secretary considers thequality and sufficiency of strategies forensuring equal access and treatment foreligible proposed project participantswho are members of groups that havetraditionally been underrepresentedbased on race, color, national origin,gender, age, or disability (5 points); and

(3) In addition, the Secretaryconsiders the following factors:

(i) The extent to which the services tobe provided by the proposed project areappropriate to the needs of the intendedrecipients or beneficiaries of thoseservices (5 points).

(ii) The extent to which the technicalassistance services to be provided by theproposed project involve the use ofefficient strategies, including the use oftechnology, as appropriate, and theleveraging of non-project resources (5points).

(d) Quality of project personnel (15points total). (1) The Secretary considersthe quality of the personnel who willcarry out the proposed project;

(2) In determining the quality ofproposed project personnel, theSecretary considers the extent to whichthe applicant encourages applicationsfor employment from persons who aremembers of groups that havetraditionally been underrepresentedbased on race, color, national origin,gender, age, or disability (5 points); and

(3) In addition, the Secretaryconsiders the following factors:

(i) The qualifications, includingrelevant training and experience, of theproject director or principal investigator(5 points).

(ii) The qualifications, includingrelevant training and experience, of keyproject personnel (5 points).

(e) Adequacy of resources (15 pointstotal). (1) The Secretary considers theadequacy of resources for the proposedproject.

(2) In determining the adequacy ofresources for the proposed project, theSecretary considers the followingfactors:

(i) The adequacy of support, includingfacilities, equipment, supplies, andother resources, from the applicant

organization or the lead applicantorganization (8 points).

(ii) The extent to which the costs arereasonable in relation to the objectives,design, and potential significance of theproposed project (7 points).

(f) Quality of the management plan(10 points total). (1) The Secretaryconsiders the quality of the managementplan for the proposed project.

(2) In determining the quality of themanagement plan for the proposedproject, the Secretary considers thefollowing factors:

(i) The adequacy of the managementplan to achieve the objectives of theproposed project on time and withinbudget, including clearly definedresponsibilities, timeliness, andmilestones for accomplishing projecttasks (5 points).

(ii) The extent to which the timecommitments of the project director andprincipal investigator and other keyproject personnel are appropriate andadequate to meet the objectives of theproposed project (5 points).

(g) Quality of the project evaluation(10 points total). (1) The Secretaryconsiders the quality of the evaluationto be conducted by the proposedproject.

(2) In determining the quality of theevaluation, the Secretary considers thefollowing factors:

(i) The extent to which the methodsof evaluation are thorough, feasible, andappropriate to the goals, objectives, andoutcomes of the proposed project (5points).

(ii) The extent to which the methodsof evaluation include the use ofobjective performance measures that areclearly related to the intended outcomesof the project and will producequantitative and qualitative data to theextent possible (5 points).

Instructions for ApplicationNarrative: The Assistant Secretarystrongly recommends the following:

(a) A one-page abstract;(b) An application narrative (i.e., Part

III that addresses the selection criteriathat will be used by reviewers inevaluating individual proposals) of nomore than 75 pages double-spaced (nomore than 3 lines per vertical inch) 8.5x 11’’ pages (on one side only) with oneinch margins (top, bottom, and sides).The application narrative page limitrecommendation does not apply to: PartI—the electronically scannable form;Part II—the budget section (includingthe narrative budget justification); andPart IV—the assurances andcertifications; and

(c) A font no smaller than a 12-pointfont and an average character density nogreater than 14 characters per inch.

Instructions for Transmittal ofApplications:

(a) If an applicant wants to apply fora grant, the applicant must—

(1) Mail the original and two copiesof the application on or before thedeadline date to: U.S. Department ofEducation, Application Control Center,Attention: (CFDA 84.224C–1 or C–2 andthe title), Washington, DC 20202–4725,or

Appendix—Application Forms andInstructions

Applicants are advised to reproduce andcomplete the application forms in thisSection. Applicants are required to submit anoriginal and two copies of each applicationas provided in this Section. However,applicants are encouraged to submit anoriginal and seven copies of each applicationin order to facilitate the peer review processand minimize copying errors.

Frequent Questions

1. Can I Get an Extension of the Due Date?

No. On rare occasions the Department ofEducation may extend a closing date for allapplicants. If that occurs, a notice of therevised due date is published in the FederalRegister. However, there are no extensions orexceptions to the due date made forindividual applicants.

2. What Should Be Included in theApplication?

The application should include a projectnarrative, vitae of key personnel, and abudget, as well as the Assurances formsincluded in this package. Vitae of staff orconsultants should include the individual’stitle and role in the proposed project, andother information that is specificallypertinent to this proposed project. Thebudgets for both the first year and allsubsequent project years should be included.

If collaboration with another organizationis involved in the proposed activity, theapplication should include assurances ofparticipation by the other parties, includingwritten agreements or assurances ofcooperation. It is not useful to includegeneral letters of support or endorsement inthe application.

If the applicant proposes to use uniquetests or other measurement instruments thatare not widely known in the field, it wouldbe helpful to include the instrument in theapplication.

Many applications contain voluminousappendices that are not helpful and in manycases cannot even be mailed to the reviewers.It is generally not helpful to include suchthings as brochures, general capabilitystatements of collaborating organizations,maps, copies of publications, or descriptionsof other projects completed by the applicant.

3. What Format Should Be Used for theApplication?

NIDRR generally advises applicants thatthey may organize the application to followthe selection criteria that will be used. Thespecific review criteria vary according to thespecific program, and are contained in thisConsolidated Application Package.

4. May I Submit Applications to More ThanOne NIDRR Program Competition or MoreThan One Application to a Program?

Yes. You may submit applications to anyprogram for which they are responsive to theprogram requirements.

5. What Is the Allowable Indirect Cost Rate?The limits on indirect costs vary according

to the program and the type of application.In this case it is limited to 10%.

6. Can Profitmaking Businesses Apply forGrants?

Only States may apply for the AFP andthere are specific eligibility requirements forthe TA project however, profitmaking entitiesare eligible to apply for the AFTAP.

7. Can Individuals Apply for Grants?

No. Parties eligible to apply for the AFP areStates and outlying areas that receive or havereceived grants under the AT State GrantProgram (section 101 of the ATAct).

8. How Soon After Submitting myApplication Can I Find Out if It Will BeFunded?

The time from closing date to grant awarddate varies from program to program.Generally speaking, NIDRR endeavors tohave awards made within five to six monthsof the closing date. Unsuccessful applicantsgenerally will be notified within that timeframe as well. For the purpose of estimatinga project start date, the applicant shouldestimate approximately six months from theclosing date, but no later than the followingSeptember 30 of the current fiscal year.

9. Can I Contact NIDRR To Find Out if MyApplication Is Being Funded?

No. When NIDRR is able to releaseinformation on the status of grantapplications, it will notify applicants byletter. The results of the peer review cannot



be released except through this formalnotification.

10. If My Application Is Successful, Can IAssume I Will Get the Requested BudgetAmount in Subsequent Years?

No. Funding in subsequent years is subjectto availability of funds and projectperformance.

11. Will All Approved Applications BeFunded?

No. It often happens that the peer reviewpanels approve for funding more applicationsthan NIDRR can fund within available

resources. Applicants who are approved butnot funded are encouraged to considersubmitting similar applications in futurecompetitions if such competitions are held.This would depend on subsequentappropriations.

Public reporting burden for thesecollections of information is estimated toaverage 30 hours per response, including thetime for reviewing instructions, searchingexisting data sources, gathering andmaintaining the data needed, and completingand reviewing the collection of information.
