FESTIVAL RULES

1. An entrant who does not comply with these rules may be disqualified from participating in the Festival.

2. In a class in which an age limit is prescribed, entry must not be over the prescribed age on the last day of Decemberpreceding the Festival.

3. (a) Entrants may enter older age groups than their actual age.

(b) Grade choirs may also enter an older level than their actual grade.

4. (a) A participant may compete in only one age group in any section as shown in the Syllabus.

(b) A participant in brass, woodwind and percussion sections may compete in only one level in a section but maycompete at different levels if he or she is entered in more than one section.

5. Conductors may be either professional or amateur. A conductor may conduct any number of groups in the same classor in any number of classes. Conductors may not perform with the groups which they conduct.

6. In CHORAL classes, the minimum number of voices required to compete is ten unless otherwise stated (e.g. SmallVocal Ensemble).

7. A GRADE CHOIR is a choir consisting of a group of pupils from any one grade in the school.

8. Except where otherwise provided, classes are competitive with marks and public adjudication.

9. CLASSROOM SINGING shall be by the total number of pupils on the register of a classroom or a combination ofclassrooms within the same grade in a school, provided the total number of pupils in an entry does not exceed forty.

10. CLASSROOM SINGING will be non-competitive with no marks or individual public adjudication. Privateadjudication sheets will be available.

11. Except where otherwise provided, vocal, piano and instrumental solo classes for entrants aged thirteen years and overare competitive.

12. Except where otherwise provided, vocal, piano and instrument solo classes for entrants aged twelve years and underare non-competitive.

13. An entrant in a vocal or choral class who has selected a song which is in a language other than English shall file anEnglish translation, with the copy provided for the adjudicator.

14. Vocal solo and choral test pieces may be transposed. The adjudicator must be notified of any transpositions before thebeginning of the class.

15. Test pieces in vocal solo classes must be performed from memory.

16. In brass, woodwind and string sections, repeats are to be played where indicated. In the piano and voice sections,repeats shall not be played or sung; however, Da Capo repeats should be observed.

17. In String classes for juniors, entrants may have their own instruments tuned by a teacher or other person.

18. The chord may be given on the piano at the commencement of each piece of unaccompanied music.

19. An entrant who is arranging for his or her own accompanist shall: (a) seek the willingness of the accompanist toaccompany the entrant before the entrant enters the accompanist’s name on the entry form; (b) enter the name of theaccompanist on the entry form. This information is of great importance to the program committee.

20. Entries must be submitted on the official entry form. The entry form must be signed by the teacher of the entrant andforwarded to Mrs. Lisa Smith (accompanied by the entry fees indicated in the Syllabus).

21. Entry forms which do not give the requested information or which are improperly completed are subject to rejection.

22. Entry fees cannot be refunded except where an entry is rejected due to late entry.

23. An entry reply form will be forwarded to each participant, a separate form being supplied for each class in which theparticipant has entered. This entry form will state the order, time and place of the class and shall be shown before eachclass. In cases where an entrant has a conflict in time between two classes, an immediate call might enable theExecutive Secretary to resolve the problem. If not, the competitor must elect to withdraw from sufficient classesin order to resolve the conflict.

24. (a) Entrants shall perform in the class order indicated in the program. The Association reserves the right to changethe order where circumstances warrant, provided a teacher who has entries in such a class is notified previouslyto the change. In the event of illness, accident or other emergency, a substitute may be made in duets, duos, trios,quartets, quintets or group classes provided the Executive Secretary is notified in writing, giving the reasons forthe substitution prior to the time set for the performance, and provided the substitute is eligible under the rulesgoverning the class.

(b) The order of performance will not be changed to accommodate accompanists unless special circumstanceswarrant, in which case the Executive Secretary must be notified.

25. An adjudicator may stop a performance at any time.

26. The marks awarded by an adjudicator are final.

27. Certificates will be awarded to the three entrants gaining the highest mark in each competitive class, but a certificatewill not be awarded unless the following percentages of the possible marks have been obtained: (a) 75% in choral,orchestra and band classes. (b) 80% in all other classes.

28. An entrant may be invited to perform at a final concert and should be prepared to appear if requested. This shall bewithout remuneration or payment for incidental expenses.

29. Complaints and protests shall be made to the Executive Secretary in writing and not to the adjudicator. A complaintor protest shall be accompanied by a fee equivalent to the entry fee of the class protested. The protest fee will berefunded if the complaint or protest is sustained by the Festival Association.

30. In classes in which any test piece is the competitor’s own choice, the music should be passed in to the Secretary tothe Adjudicator on the day of the performance. The following information should be provided on the cover sheet ofthe music:• Class Number/Description• Name of participant• Title of selection and page number• Length of time to performPlease number the first of each line in music score.

31. Memorization is required for all competitive solo classes. If music is used, adjudication may be given but theentrant will not receive a mark , be eligible for awards or compete in the Rose Bowl Competition.Note: Provincial rules state that in order for a participant to be recommended to Provincials, they must have

performed their concert group from memory.

32. Laws regarding copyright must be fully observed by the Festival. Accordingly, photocopies must not be used inthe Festival. Please note that adjudicators are obligated to stop a performance where photocopies are being used.

33. No competitor may participate in more than 12 classes. Sight reading classes are not included in this figure. Any competitor exceeding the limit runs the risk of having the excess entries refused by the secretary because of scheduling difficulties. No awards are given on the basis of the number of classes entered.

34. Vocalists shall not be over the age of 28. This is consistent with other disciplines and will be implemented at the provincial festival.

AWARDS

1. An entrant who has not complied with the Festival Rules is not eligible for an award.

2. In the non-competitive solo classes, scholarships are awarded to entrants who, in the opinion of the adjudicators,show most promise of further development musically.

3. In the competitive classes in which scholarships and awards may be presented, 85% of the possible marks must beobtained in at least one performance class he or she is to represent. (Sight reading is not considered as aperformance class.)

4. Scholarships will be announced at the final concert.

5. In Vocal, Piano and Instrumental classes, entrants are strongly encouraged to enter the sight-reading classes,as sight reading will be considered in the awarding of scholarship and trophy awards.

6. All scholarships are awarded at the absolute discretion of the adjudicators.

VOCAL, PIANO AND INSTRUMENTAL TROPHY AWARDS

1. In order to qualify for the Vocal, Piano and Instrumental Trophy Awards, a competitor:

• Must have reached his or her 13th birthday on or before December 31 preceding the Festival.

• Must be entered in the following classes and receive a mark not less than 85% in at least one class in thesesections:a. Concert Groupb. One other class

2. It will be left to the discretion of the adjudicators in each of the relevant sections whether to make arecommendation at all. The adjudicators will consider the degree of difficulty of music performed as well as thestandard of musicianship.

ROSE BOWL COMPETITION

In order to qualify for the Rose Bowl Competition, a competitor must have reached his or her 13th birthday on or beforeDecember 31 prior to Rotary Festival Week as well as entering one of the following Concert Groups: Vocal, Piano, Brass,String or Woodwind. The adjudicators are asked to recommend not more than two solo entrants from each Concert Groupsection. It is the absolute discretion of the adjudicators in each of the relevant sections:

1. Whether to make a recommendation at all.2. Whether to recommend one or two entrants.

In order to qualify for participation in the Rose Bowl Competition, an entrant must receive a mark of not less than 85% in atleast one class in the section he or she is to represent and must have performed in more than one class in the section. Thecompetitors selected for Rose Bowl Competition will perform any two of the same concert group selections as performed inthe competitive sessions.

The winner of the Rose Bowl Competition will be decided by a panel of the adjudicators . The winner will be announced atthe final concert along with the winners of other scholarships and awards.

CHORAL TROPHY

The Choral Trophy will be given each year for the annual choral competition. It will be awarded on the recommendation ofthe adjudicator for the best overall performance by a choir of 25 or more singers aged 18 years and under.

To be eligible for this trophy, a choir must receive a mark of 85% in a performance of two contrasting selections, one ofwhich must be sung in two or more parts. One of the two selections may be a folk song. No soloist is allowed. Theadjudicator can consider and recommend that the award be made to a choir entered in only one class, provided they carriedout the above regulations.

The adjudicators will consider the degree of difficulty of music performed and the versatility and standard of musicianshipdisplayed by a choir in the classes in which it performed.

THE NATIONAL COMPETITIVE FESTIVAL OF MUSIC

Every music festival in Canada is invited to participate in the National Competitive Festival of Music, subject to thegeneral regulations of the National Festival. At the local festival, there may be one winner named in each of the followingclasses: Solo Voice, Piano Solo, String Solo, Woodwind Solo, Brass Solo, and Instrumental Ensemble (minimum of three,maximum of five performers).

The rules state that the winner who is recommended in each eligible class will be the participant who displays the greatestmusicianship, with a minimum of 85%. The winner progresses to the National Festival through the Provincial Festival.

It is suggested that teachers or instructors who feel that some of their students might be eligible for the Provincial andNational Festivals should look at the National Festival Regulations before their students enter the local Festival. By doingso, they may be sure that the student will have complied with all of the applicable regulations in the choice of their entriesin the local Festival, with special emphasis on memory work.

GENERAL REGULATIONS for Classes 1 - 7(Excerpt from “The National Music Festival Official Regulations & Syllabus 2007")

1. It is the responsibility of each contestant to read and comply with the rules and regulations governing the NationalMusic Festival, including the Concept and Dress Code as set out in competition guidelines. If clarification orassistance is needed, contestants should contact their Provincial Administrator or the Executive Director of theFederation of Canadian Music Festivals.

2. The National Music Festival shall be open to non-professional musicians who are: i) Canadian citizens, or ii) livingor studying in Canada, who perform at festivals affiliated through Provincial Music Festival Associations.

3. A non-professional musician shall be defined as a person whose principal means of livelihood is not obtained fromthe performance of music in the particular category in which he or she is competing. This does not, however,preclude such a person having occasionally received remuneration for musical services rendered, even in the area inwhich he or she is competing.

4. Contestants in Class 1 will not be over the age of 33 and contestants in Classes 2 through 7 shall not be over the ageof 28 on December 31 prior to the National Festival. Local festivals must obtain proof of age.

5. Contestants are prohibited from being in contact with the adjudicators until competitions are completed.

6. A high standard of music selection is expected at each level - Local Festival, Provincial Festival and NationalFestivals. Selections must be of advanced difficulty and should include at least one large-scale work.

7. All copyrights must be observed. Contestants must provide original scores of music, containing solo andaccompaniment in the proper key, for the adjudicator. The accompanist must have an original score on the piano,and members of chamber groups must perform from original parts. Failure to do so automatically disqualifies thecontestant. As an aid to the adjudicators, contestants must number the first bar of each line in their scores.

8. Memory work is mandatory at the Provincial and National Festivals in Classes 1 through 6.

9. A written recommendation from the adjudicator will be necessary before any contestant may advance from the LocalFestival to the Provincial Level and from the Provincial Level to the National Festival. The recommendation formfrom Provincial Level to the National Finals must be signed by the contestant, signifying knowledge of andagreement with the General Regulations.

10. In solo classes, if a contestant returns to the National Festival, and in the Chamber Group Class, if more than onemember returns, no repetition of music will be allowed.

11. Solo contestants may enter National Music Festival Classes in local festival only in the province in which they liveor study and may be recommended to the Provincial Level by only one festival in that province. No contestant mayrepresent more than one province at the National Music Festival.

12. The majority of members in a chamber group must study or reside in the province they represent. The majority(51%) must consist of new members who have not participated in a first-place chamber group at the NationalFestival for the last three years.

13. A first place winner in Classes 1 through 7 at the National Festival shall not be eligible to compete in the same classat succeeding National Music Festivals in the following three festival years. Winners of the Grand Award are noteligible to compete in the same class.

14. There will be no non-sanctioned recording or photographing of competitors during performances.

15. The President of the Federation of Canadian Music Festivals shall be the final authority in all matters pertaining tothe National Music Festival.

REGULATIONS FOR LOCAL FESTIVAL COMPETITIONS(Excerpt from “The National Music Festival Official Regulations & Syllabus 2007")

1. The maximum number of competitors recommended from each local festival to compete at a Provincial Festival inNational Festival classes 1 through 7 inclusive shall be determined by the Provincial Association. The decision of aProvincial Association shall apply equally to all local festivals in that province. (Note: To be eligible for theNational Festival competition, a competitor must obtain a minimum mark of 85 % in the appropriate classes at thelocal festival.)

2. Local Festivals will be advised in due course regarding time and place of the Provincial Level of competition in theirrespective areas.

REGULATIONS FOR PROVINCIAL LEVEL OF COMPETITION(Excerpt from “The National Music Festival Regulations & Syllabus 2007")

1. Winners in classes at Local Festivals pertaining to National Festival Classes 1 through 7 are eligible to compete atthe Provincial Level, upon the recommendation of the adjudicator.

2. Contestants will be responsible for providing their own accompanists. Accompaniment is restricted to one piano inClasses 1, 2, 3, 5 & 6. No accompaniment will be allowed in Class 4.

3. No marks shall be given but the winner in each class at the Provincial level of competition, if recommended by theadjudicator, is then eligible to compete in the National Music Festival. Alternates may be recommended at thediscretion of the adjudicator, should a satisfactory standard be attained.

REGULATIONS FOR NATIONAL MUSIC FESTIVAL(Excerpt from “The National Music Festival Regulations & Syllabus 2007")

1. Should a satisfactory standard be attained, the adjudicators at the Provincial Level may recommend a winner in eachof Classes 1 through 7 to proceed to the National Music Festival Finals.

2. If a contestant who has been recommended to participate in the National Music Festival is unable to do so, analternate shall be eligible to compete (see Provincial Regulations #3). Should a regular member of a Chamber Group

(for valid reasons) be unable to proceed to the National Music Festival, one substitution will be permitted.

3. All contestants proceeding to the National Music Festival will be provided with meals and living accommodations; travel costs to be provided only if funds are available. All contestants, including those from the Host Province, must stay in the assigned accommodations. If clarification is necessary, contestants should contact the Provincial Administrator or the Executive Director of the Federation of Canadian Music.

4. The names of official accompanists for the National Festival will be given to contestants only if requested, on the proper form, prior to July 15. Contact with, and payment for official accompanists, are the responsibility of the contestant requiring this service. Contestants are encouraged to bring their own accompanists, keeping in mindthat all professional, travel and living expenses of personal accompanists must be borne by the contestant and/or accompanist. Accompaniment is restricted to one instrument, which shall be the piano.

5. Arrangements will be made for contestants to practice at the National Music Festival. In addition, contestants will be allowed official rehearsal time in the hall in which they will perform.

6. Performance adjudications and workshops will be given following the conclusion of competitions.

7 All contestants must attend the Grand Award Competition in formal attire (refer to Code of Conduct), and first-place winners in Classes 1 through 7 are required to perform.

8. Adjudicator recommendation forms from Provincial winners (and alternates, if any) for the National Festival must be submitted to the Executive Director of the Federation of Canadian Music Festivals not later than July 1 of the current festival year.

9. All information forms from Provincial winners and alternates for the National Festival must be submitted to the Executive Director not later than July 1 of the current festival year. The National Music Festival Committee reserves the right to contact the alternate if forms from a Provincial winner are not received before the deadline. This action would, of course, disqualify the Provincial winner from competition.

PERFORMANCE REGULATIONS(Excerpt from “The National Music Festival Regulations & Syllabus 20077")

• For the purpose of this Festival, in Classes 2, 3, 5 & 6, a Concerto or a Concerted Work is defined as any compositionoriginally written for solo instrument with orchestral accompaniment.

• An own choice selection is defined as “a single movement composition or one or more movements of a multi-movement composition.” Song cycles are an example of a multi-movement work.

• In Class 1, contestants proceeding to the Provincial Level of competition must include the selection(s) on which theywere recommended by the adjudicator at the local level. The recommended selections must include an operatic aria orsacred aria from the standard repertoire.

• In Classes 2 - 7, contestants proceeding to the Provincial Level of competition must perform at least two consecutivemovements of the selection on which they were recommended by the adjudicator at the local level.

• Contestants are advised to reflect a variety of styles and periods in their choice of repertoire.

• Contestants are encouraged to use Canadian compositions in their performances.

• Oral introductions are not permitted in competitions at the National Festival in any discipline.

CLASS 1 VOCAL SOLO - Any voice

Provincial Festival Maximum time limit to be determined by the Provincial Association.Only solo, unaccompanied works are permitted.Two selections consisting of:• At least two movements of a senior, advanced multi-movement work.• One own choice selection, but not another movement of the above work.

CLASS 5 - WOODWIND SOLO (Contestants are requested to state which instrument they will play.)

CLASS 7 - CHAMBER GROUP (Contestants are requested to state their voice category or instrument)

A combination of any recognized orchestral instruments including harp, guitar, recorder and/or percussion with orwithout piano and/or one voice, with a minimum of 3 to a maximum of 6 performers, one performer to a part. Whenpiano is included, the piano part must be original and not an orchestral reduction.

CHORAL TROPHY REGULATIONS(Excerpt from “The National Music Festival Regulations & Syllabus 2007")

Note: Choirs submitting tapes or CD’s to the Provincial Level of competition must perform the same selections on whichthey were recommended by the adjudicator at the local level.

33. Participation is limited to amateur Canadian Choirs performing in the appropriate class(es) at affiliated festivals.34. A Festival Official must supervise and witness the recording of the performance of choirs recommended for

Provincial/National competitions. Taping guidelines are available from the Provincial Festival Office or the

Executive Director, Federation of Canadian Music Festivals.35. If a tape or CD is submitted for adjudication at the Provincial Festival, the same one must be submitted to the

National Festival. Conversely, a live performance at the Provincial level shall be recorded and that tape or CDsubmitted to the National level.

36. The performance should be recorded on a high quality cassette tape or CD. No acoustic or electronic compensation,filtering, or other enhancement is to be used while recording.

37. Tapes, CD’s, and music should contain no reference to the name of the choir, its conductor or the festival from whichthey have been sent.

38. It is preferable to have the recording done during the actual performance but should this not be feasible, it must bedone within three weeks with the same choir, conductor, accompanist, and accompaniment as in the originalperformance. The recording shall be its first take.

39. A complete original music score for each selection, containing choral parts and accompaniment, in the proper key isrequired for the adjudication. Failure to do so will lead to disqualification. As an aid to the adjudicators, the first barof each line in the score must be numbered.

40. All copyrights regarding music must be observed. Manual copies or photocopies of copyright music will not beaccepted.

41. An entry fee of $50.00 per choir is required at the National level.

The competition will be conducted at three progressive levels:

LOCAL FESTIVAL Adjudicators at the local festival may choose, in each of the five Choral categories, onechoir that is felt to be of National standard. The written recommendation along with therecording of the performance and original music shall be sent to the Provincial Secretary.

PROVINCIAL FESTIVAL Adjudicators at the Provincial Festival may choose, in each category submitted, one choirthat is felt to be of National standard. The written recommendation along with therecording of the performance and original music shall be sent to the Executive Director ofthe Federation of Canadian Music Festivals by not later than July 1st.

NATIONAL FESTIVAL Tapes and CD’s from all provinces will be heard by two appointed adjudicators, and thewinners of the five Choral competitions will be notified by telephone.

CHORAL TROPHY CLASSES

CLASS 8 - CITY OF LINCOLN TROPHY

The City of Lincoln Plaque and Award shall be given for the best performance by i) a choral group of 13 or more singersthe majority of whom are 18 years or over, or ii) a choir of men and boys. Competition is based on the total performance oftwo contrasting selections, one of which must be sung in three or more parts. Only one of the two selections may be afolksong. Brief solo passages are allowed.

CLASS 9 - GEORGE S, MATHIESON TROPHY

The George S. Mathieson plaque and award shall be given to the best performance by a junior choral group of 13 or moresingers aged 19 years and under as of December 31 prior to the National Festival. Five percent (5%) of the choirmembership may exceed the specified age limit by no more than two years. Competition is based on the totalperformance of two contrasting selections, one of which must be sung in three or more parts. One of the two selectionsmay be a folk song. Brief solo passages are allowed.

CLASS 10 - THE RICHARD W. COOKE TROPHY

The Richard W. Cooke Plaque and Award shall be given for the best performance by a small ensemble of 8 - 12 singerswith no age limitations. Competition is based on the total performance of two contrasting selections, one of which must besung in three or more parts and one of which must be a madrigal. Brief solo passages are allowed.

CLASS 11 - DR. & MRS. J.F.K. ENGLISH

Dr. & Mrs. J.F.K. English Plaque and Award shall be given for the best performance by a choir of 13 or more singers,aged 14 years and under as of December 31 prior to the National Festival. Five percent (5%) of the choir membership mayexceed the specified age limit by no more than two years. Competition is based on the total performance o two contrastingselections, one of which must be sung in two or more parts. Only one of the two selections may be a folksong. Brief solopassages are allowed.

CLASS 12 - MARGARET WHARTON MEMORIAL

The Margaret Wharton Memorial Plaque and Award shall be given for the best performance by a choir of 13 or moresingers, aged 10 years and under as of December 31 prior to the National Festival. Five percent (5%) of the choirmembership may exceed the specified age limit by no more than two years. Competition is based on the total performanceof two contrasting selections, one of which must be sung in two or more parts. Only one of the two selections may be afolksong. Brief solo passages are allowed.

PIANO CONCERT GROUPEntries in Classes 400 to 408 shall be own selection, but not more than FOUR selections within the noted time limit. Theseclasses will be judged on the discrimination shown in selection and on group arrangement, having regard to contrast,appropriateness, keys, style, period, etc., as well as technique, interpretation, and stage presence. This will play an integralpart of the competition. Competitors must not include in these classes any selections which they are already performing inthe current Festival. BRASS CONCERT GROUP: Own choice of three selections. Time limit of 15 minutes. Competitors will be judged on the discrimination shown in theirselection (which must be from standard concert repertoire and from three different eras), and on the group arrangement,having regard to contrast, keys, etc., as well as technique and stage presence. Competitors must not include in this class anyselection which they are already performing in another class in the current Festival.
