Almost three years later, on January 25th 1924, 28 countries signed in Paris the International Agreement
establishing the Office International des Epizooties (OIE)

Legal obligation for disease notification in animals
The OIE was created in 1924
Legal obligation for all Member Countries to report to the OIE
One of the main missions of the OIE is to ensure transparency of worldwide animal disease
situation including zoonosis

World Animal Health Information System (WAHIS)
Access to WAHIS allows users from MemberCountries, namely Delegates or their nominees, toelectronically submit notification reports:
• Immediate notifications• Follow-up reports• Six-monthly reports• Monthly reports (since 2012)• Annual reports• Wild annual reports (since 2012)

Roles of the focal points for animal disease notification to the OIE
• Ensure the optimal collection of data
• Ensure the submission of information on animaldiseases (ex: terrestrial six-monthly reports should becompleted in collaboration with the OIE National FP onWildlife)
• Act as a direct contact point with the World AnimalHealth Information and Analysis Department of the OIEon matters related to information on animal diseases

Focal Points access to WAHIS…
WAHIS survey: 35% of FPs uses Delegate’s password
Different FPs:• Animal disease
notification• Aquatic animals• Wildlife• Laboratories
Different reports:• Immediate notifications
• Follow-up report• Six-monthly report• Annual report• Wild annual report
Delegate is the only one who can create access passwords for the FPs
Independent access of the Focal points:
• Allows FP to submit reports on their own
• Avoids inactivity when the Delegate changes
• Strengthens collaboration between FPs
• One FP is responsable for one type of report
• Allows substitute FPs
• Creates traceability of reporting
