We also learned she had raised similar questions regarding bylaw submissions from other Federations. Following our November Board Meeting, on behalf of the Federation Board, I wrote a detailed letter to President Ken Thomas about the issues regarding our 2019 bylaw submission and the fact that they had not yet been approved. After a cordial and constructive phone conversation, Ms. Henley agreed to sign off on our 2019 bylaws. In return, I agreed to facilitate a review and to possibly propose new amendments this year. On January 27th, we met for two hours with Ms. Hensley; Henry Brattlie attended in person at Headquarters and Robert Allen and I participated electronically. We addressed and resolved many of her concerns and we agreed to propose four new bylaw amendments with wording changes for this year. Our Federation Board approved these proposed amendments and forwarded them for action to our Federation Bylaws Committee, which voted by email to recommend adoption. These will be included for approval on our 2020 ballot, along with votes on our officer candidates and our 2020- 2021 Federation Budget. Highlights included review of our proposed budget, and an offer from Blue Cross/Blue Shield to help defray costs for chapters to secure new banners with the new NARFE Logo. The Strategic Planning Committee recommended we suspend any attempts to consolidate Areas V and VI. However, the committee will review current area boundaries in light of newly drawn congressional districts. The Voting Procedures Committee recommended using all paper ballots again for 2020. Headquarters updates on Marketing and Membership, Legislative Advocacy, and Federal Benefits will follow. We will also have a call for nominations for statewide offices from the floor and a candidates’ forum for federation and regional officer candidates. In addition, we will have the usual business updates and the awards ceremony, plus hold our annual Memorial Service. Mark Your Calendar and plan to participate!

Federation Bylaws As required by NARFE National Bylaws, we submitted our 2019 amended bylaws promptly to National Headquarters following the ballot vote to approve them, specifically to National Secretary/Treasurer Kathryn Hensley. We subsequently learned that Ms. Hensley had a number of questions and concerns about our approved amendments and other parts of our bylaws. 2020 NC NARFE Federation ElectionPlans are under way for our annual federation election, which will again be conducted by paper ballots. Members of the Ballot and Teller Committee will meet in Salisbury to count the ballot, reducing travel costs because two members live in the area. We are still looking to incorporate electronic voting with a private company for next year’s (2021) election. We are also exploring an electronic option through

our own website. The 2020 ballot will include names of the candidates for statewide offi ce: of President, Executive Vice President, Secretary, Treasurer. It will also include candidates for Area Vice President. Further, proposed bylaws changes and the board-approved Federation Budget for FY 2020-2021 will be included, along with the Annual Audit Report. The schedule may be affected by the ongoing coronavirus emergency. The tentative schedule at this time is as follows:

• Board Meeting Highlights

Highlights of the 3rd Quarter NCNARFE Executive Board Meeting

The 3rd quarter NCNARFE Executive Board meeting was held from 9 am to 3:30 pm on Wednesday February 12, 2020. It was held using Go-to-Meeting.

1. A report was received from Bill Shackelford, Region X Vice President (VP). Potential items to be discussed at the March National Executive Board (NEB) meeting were reviewed. Some concerns raised by the NCNARFE Executive Board to be discussed at the NEB meeting were: More guidance is required from Headquarters as to what officers can contact National-only members, since their numbers are increasing in the Federation. VP Shackelford was also requested to discuss the response time of Headquarters returning telephone calls to members. Members have complained that calls are not returned in a timely manner.

2. Several email votes of the Executive Committee were conducted between the 2nd Quarter and 3rd Quarter Executive Board meetings. The formation of a special committee was approved to review possible cost saving measures as membership declines and reports, affecting our fiscal status, from the OAM System are not readily available at this time. Another email vote of the Executive Board approved a revised form for the submission of proposed bylaw amendments. Another email vote approved the formation of a special bylaws committee to review recommendations made by Headquarters regarding the NCNARFE Bylaws approved by the membership in July 2019.

3. Pat Brannin, the Area II Vice President, is continuing to work with the Charles R. Patton Chapter in Asheville as they progress through the steps to close. The Board also approved a motion to allow Pat to Serve as Area II Vice President as well as the Charlotte Chapter Vice President at the same time.

4. Chris Huber, Area III Vice President raised a concern that some of the chapters in her area feel that they receive little value added from the NC Federation and NARFE Headquarters. The Board discussed possible ways that this could be addressed. To clarify the purpose of a Federation, it was pointed out that in the National NARFE Bylaws that the responsibilities of a Federation are: To ensure that its chapters’ and members’ concerns are presented to the NEB. A federation shall promote within its respective area the aims and objectives of the association. Any action of a federation shall be only advisory in its effect upon the chapters and members. Further discussion is planned.

5. Membership Chair Ron Buffaloe reported that a handbook is being developed to assist chapters in recruiting new members at health fairs and other federal agencies. It is being reviewed by some chapter members and will be ready for final approval at the 4th Quarter Executive Board meeting. Membership statistics as of February 1, 2020 were 2,208-chapter members, 2,712 National-only members, for a total of 4,920 members. This is a loss of 386 members since Jan. 1, 2019. Chapter treasurers need to be reminded that per capita dues are due to the NCNARFE treasurer by the end of February. Area Vice Presidents were asked to contact any chapters within their areas that have not yet paid their per capita dues.

6. National Legislative Officer Charles Talley discussed the US President’s 2021 budget. There are several things included in the budget that could impact the federal workforce and retirees, such as eliminating COLA’s. etc. Information is included in the NARFE Magazine. Everyone was asked to encourage their chapter and national members to contact their legislators and tell them not to tamper with our earned pay and benefits.

7. NARFE, as a member of the 4th Branch, continues to support efforts to extend the Bailey Settlement to all retired federal, state, and local employees.

8. Since May 1, 2019, $8,497 has been donated to Alzheimer’s Research from the NC Federation. Donated prizes are needed for the Alzheimer’s Table at the annual meeting. Donations may be made to Vivian Vair, the NCNARFE Alzheimer’s Coordinator.

9. The Executive Board approved a proposed 2020/2021 NCNARFE budget. It will be presented at the annual meeting and placed on the ballot for member vot.

10. The updated NCNARFE Policy and Procedure Manual was approved. A copy of the updated manual will be posted on the NCNARFE Website for easy access.

11. The 2020 Annual Meeting will be held at the Crowne Plaza Hotel in Hickory May 5 – 7, 2020. Registration forms and hotel information are available on the NCNARFE Website. Registration forms should be submitted to Sam Crain, by April 1. Hotel reservations must be made by April 21 to get the special annual meeting rate. The 2021 annual meeting is tentatively planned for the Clarion Hotel (formerly the Holiday Inn) in Fayetteville, NC.

12. Voting for 2020 will be conducted by paper ballot. Every member should receive a ballot in the mail. Candidate information may be found on the NCNARFE Website.

13. Other topics included a discussion about chapter banners with the new NARFE logo on them, the possibility of a NCNARFE Online Store, and the strategic plan.

A New Financial Reality The fiscal year for the Federation is winding down and will be over on April 30, 2020. If you look at the financial report in this paper, you will find we have just about spent all the budget for the year. The bad thing is the Chapters have had a problem receiving the correct amount of chapter dues because of the problems at Headquarters trying to get the reports correct. This has caused a trickle-down effect with the Federation and has severely affected the Per Capita Dues coming to the Federation. The

Federation has also had a problem receiving the 10% money from Headquarters because of the same problem with the reports from Headquarters. This has caused a serious cash flow problem. I am hoping it all gets corrected before the fiscal year ends. It is also the time of the year to look forward to the future. At the February Federation Meeting the 2020-2021 Proposed Budget was approved but, of course, the budget must be approved by the membership, so it will be discussed at the Annual Meeting in May and be on the ballot after the Annual Meeting. Please take time to familiarize yourself with it so you can ask questions. I have consolidated this year’s budget and actual income and expenses along with next year’s budget on one form so it can be easily compared. Another thing we have done is change the fiscal year from May to April to August to July. This was done to better align the fiscal year with the expenses of the Annual Meeting. In previous years the new officers were taking office at the Annual Meeting and their predecessor already spent a large part of their budget. This just did not seem right, so we changed the fiscal year. In order to do that, we had to create a fiscal year for one quarter to transition to the new fiscal year. You will also find this on the same form.

Important Issues Fellow NCNARFE members, there are several issues this edition of The Beacon brings. We have elections coming up for our Federation offi cers; there are bylaws amendments we have to vote on; there’s the proposed budget for the next fi scal year. You’ll see them elsewhere in the paper. Read and study them so you can cast an informed vote after our federation annual meeting in May. There’s one issue, though, that needs your immediate attention. The cost to publish The Beacon is rising. We mail about 2,000 hardcopies at about $0.70-$0.75 per copy, which includes layout, editing, printing, and mailing. We also send out some 2,000-2,500-email versions. For the email versions we obviously don’t pay for printing or mailing, but we do incur the layout and editing costs. The cost is rising because of increased mailing rates and layout and editing costs for which our publisher has heretofore not charged us. As a result, Beacon costs are the Federation’s largest single expense--about $6,000 a year (look at the treasurer’s report to see the exact number.) Rising costs wouldn’t matter so much if our income rose to offset the increase. Unfortunately NCNARFE, like all federations in NARFE, is losing members. For each member we receive 10% of the national dues back from NARFE. We also receive from each NCNARFE chapter a per capita fee based on chapter membership. As our membership drops, Federation income drops. To assist our chapters we also lowered the per capita fee by about half. Until three or four years ago, our income was some $45,000/year, but our income now is just a bit more than half that. As a result, the Federation Board

has had to make changes to its spending, but really can’t touch the newspaper cost. So, what can be done? One proposal is to place ads in the paper. Individual members, chapters, and outside entities could purchase ad space, sending the check to the Federation treasurer and sending the ad to the Beaconeditor. We would have up to four ads per issue; the costs would be $50 for 1/4-page ad; $100 for 1/2 page; and $200 for a full page. In fact, to kick it off, you’ll see some campaign ads in this issue. Please remember, though, that any ad in The Beacon in no way means NCNARE endorses the product and/or advertiser. Another proposal is to charge a fee to those members who wish to receive a printed copy of The Beacon. That cost could be maybe one dollar per issue. The mechanics for making payments TBD. Charging a fee could encourage hardcopy recipients to receive the electronic version. One thing we have to note, though. Of the last three electronic issues, only about 1/3 of the recipients even bothered to open the email and of those who did, we have no way of knowing how many actually bothered to read the paper. The same can be said for hardcopy recipients. We have no way of knowing whether they even bother to read it. Couple this with the rising costs and we face a dilemma. Is The Beacon a valuable and informative resource for you as a member of North Carolina NARFE? Does it keep you abreast of news you can use? Is the format worthwhile? What can we do to make it more valuable? Is it timely? Is it worth the increased cost we incur to send it to you quarterly? Are you willing to see ads placed to defray some of the cost? Are you wiling to pay for a hardcopy? Should we publish The Beacon only two or three times a year, or go directly to electronic copies only. We want to keep you informed and communicate with you as regularly as we can, but we have to understand we can’t continue doing so in the face of dwindling resources. I encourage you to contact us about this issue and give us your thoughts about which way to go. You can contact the Federation Board members directly, using their contact information here in The Beacon. We have some hard decisions to make soon, but we need your input. The Beacon is your newspaper and how we use it is up to you.

Candidates for Federation Offi ce Fellow NCNARFE members, this year we’re electing our offi cers for the next NCNARFE biennium. We’ll be voting by ballot (as we did two years ago) following the Annual Meeting in May. You can read more about the voting process in a separate article here in The

Beacon. We’ll be casting ballots for our statewide offi cers plus our Area Vice Presidents. We have no announced candidate for Executive Vice President, so we will have nominations for that position at the Annual Meeting. This is also the case for our Area Vice Presidents. You can read the statements for the announced candidates in separate articles here in The Beacon.

Robert Allen, Candidate for Region X Vice President(robert4rvp.org)

I’m Robert Allen and I’m the candidate to lead Region X into NARFE’s second century as Regional Vice President. We’re about legislative advocacy and service, but a new century requires new leadership in tune with the changing times. Continuity can be important, but that doesn’t mean we’re focused on what’s important. As your Regional VP, I’ll make sure we stay focused on the right things. NARFE is at a crossroads. Will we continue the status quo of constant membership losses, fi nancial diffi culties, and little action at the top to remedy these problems? Or will we have an NEB (National Executive Board) of forward-thinking members who can build on our solid reputation of legislative advocacy and federal benefi ts expertise? What’s needed is indisputable, strong leadership to carry on this fi ne work by securing our fi nancial future, increasing our membership, and producing reasonable policy fundamental to our operations. How do we get on track? The NEB functions more as another layer of bureaucracy when it should be operating as our Board of Directors to carry out our legal, fi duciary, and governance duties, while advancing our mission. I’ll help get us on the right track looking at those and other responsibilities across the board. Serving on the national bylaws committee gives me unique insight and I’ll put that and my other experience to good use. I’ll ensure our policies are sound. I fi lled the unexpired term of the prior North Carolina Federation Secretary from November 2015 through April 2016. I was appointed by Federation President Ron Buffaloe and approved by the Executive Board. I was then elected to three terms as Federation Secretary in 2016, 2017, 2018 and am now seeking a fourth term in 2020.I am currently serving as the President of the Salisbury Chapter 0720 of NC NARFE, as well as functioning as the acting secretary of that chapter. During my terms as NC NARFE Federation Secretary, I have assisted with a variety of projects, such as working on the Planning Committee for the NC NARFE Conventions and now Annual Meetings, assisting with reviewing and updating the NC NARFE Policy and Procedure Manual, and other duties as assigned. I am also the secretary for the 4th Branch, which is working to expand the coverage of the Bailey Settlement for retirees. I have had years of experience taking minutes with different organizations in which I have been actively involved.. I have served as Church Council Secretary in 1977 at a Lutheran congregation in Angola, NY, and as Church Council Secretary at St. James Lutheran Church in Fayetteville, NC 2004 – 2006. I also served as President of the Congregation Church Council at St. James in 1996 and 1997. Beginning in 2012, I have served as the minute taker for the annual assembly of the North Carolina Synod of the Evangelical Lutheran Church in America. I am currently serving my 3rd year of a 3-year term on the Congregation Church Council at St. John’s Lutheran Church, Salisbury. I was elected Church Council Secretary. David Phillips, Candidate for NCNARFE Secretary

Since 2014, it has been honor and privilege to serve as your Region X Vice President representing NARFE members residing in Kentucky, North Carolina, Tennessee, Virginia and West Virginia. I am announcing my intention to seek reelection to the Region X Vice President

position for 2020–2022. My decision to run for re-election for the RVP position is to insure clear continuity of leadership in Region X

representation. In many aspects, NARFE is at a crossroads and needs to change its course of direction with emphasis on including ALL members, Chapter & National-only, in recruitment and legislative events. It is my intention to see that this change happens for all NARFE members.

I will remain assertive in bringing your concerns to the attention of the NARFE Headquarters staff and to the NEB. I want to see NARFE, as the only 100-year-old organization advocating for and protecting earned benefi ts of Federal employees and annuitants, remain strong and grow stronger.

NARFE has been going through an unprecedented period of change. Our organization is evolving to answer the needs and desires of future Federal employees and retirees. Strong leadership and clear communication is the key to success.

As RVP, I plan to continue working closely with the Federations and Chapters of our Region. I have consistently provided summaries of the NEB meetings and decisions to the Federation Presidents and Executive Boards. It has been my practice to attend as many Federation Board Meetings as possible, and I am continuing this work in spite of having these travel expenses de-funded. I feel personal communication is so important that I am personally bearing this cost. I am announcing my candidacy for the office of Treasurer of the North Carolina Federation. I have been privileged to hold this position for many years having vacated it only to be your Federation President in 2012-2013. I would be honored to serve again and be entrusted with the Federation’s funds. My NARFE experience has included serving as Smoky Mountain Chapter 1420’s

President, Vice President, Service Officer and Sunshine Chair. Recently, I have served as Vice President of the Charles R. Patton Chapter 0156 for the past two years. I also have been a Life Member of NARFE for twenty-one years. My experience in the Federal workforce has adequately served me in that I have served extensively in the Financial career field. I started my career in the Supply field but was one of the first individuals to convert to the Accounting career field in the Air National Guard. My Federal Civil Service career was as an Accounting Technician, Budget Officer, Data Officer and concluded my 30-year career the last 8 years as the Comptroller, GS-12 for the 164th Tennessee Air National Guard in Memphis, Tennessee. Along with my civilian career, I served 38 years in the military and retired as a Lt Col. My military career paralleled the same positions as my civilian career. I made extensive financial decisions that changed the Comptroller career field for years to come. I would greatly appreciate your support and vote in electing me as your Federation Treasurer.
