3.14 HAZARDOUS/REGULATED MATERIALSA hazardous material is any substance or mixture of substances capable of having adverse effectson human health and safety or the environment. Hazardous material issues are consideredthroughout project development to address compliance with NEPA and FTA regulations andguidelines.

3.14.1 MethodologyHazardous materials located within the ROW or the site of a proposed project can pose health andsafety, environmental, liability, and cost concerns. To address these concerns, a preliminaryinvestigation was conducted to identify known sources of contamination within the project studyarea. The preliminary investigation consisted of reviewing regulatory agency databases(Banks, 2005) and conducting field reconnaissance in order to identify sites with the potential toimpact construction activities.

Table 3-39 lists the databases searched and the search distances used based on requirementsidentified in the American Society for Testing and Materials (ASTM) standards.

3.14.2 Identified SitesThe database search identified 97 mapped listings within the search radii. The listings wereassociated within 69 facilities or areas of concern, some of which had multiple listings. The locationof each of the listings was plotted by Map ID and is presented in Figure 3-42 and Figure 3-43.

The database search report was reviewed and all 69 facilities and areas of concern are listed inTable 3-40 with a summary of issues related to the listing. The facilities and areas of concern werethen classified as high, moderate, or low potential for RECs based on the information provided inthe database. Facilities or areas of concern classified as either high or moderate potential werefurther assessed during the site reconnaissance to determine the potential impact on constructionactivities associated with the project.

In addition to the results provided in Figures 3-42 and 3-43, the database search identified 18orphan/ unmapped facilities, 17 of which were spill related. Due to insufficient address data, Banksdid not map these facilities; however, upon further review, it was determined that ten of thefacilities or areas of concern were not located in close proximity to the alignment. There was notsufficient information provided to determine the location of the eight remaining listings.

The Leaking Underground Storage Tank (LUST) database search identified 29 LUST facilitieswithin the search radius and no unmapped LUST facilities within the search radius. TheUnderground Storage Tank (UST) database search identified 28 mapped UST facilities and oneunmapped UST facilities within the search radius. Facilities that currently have USTs in use alsohave the potential to further impact the environmental integrity of the property due to the possibilityof future leaks or spills. The Resource Conservation and Recovery Information System (RCRIS)databases identified 15 Generator facilities (RCRA GEN), one treatment, storage, and disposalfacility (RCRA TSD), and one corrective action facility (RCRA COR) within the search radii. TheEmergency Response Notification System [ERNS] and State Spills (SPILLS) database searchidentified five mapped facilities and 17 unmapped facilities within the search radius. TheComprehensive Environmental Response, Compensation, and Liability Information System[CERCLIS] List (SCL) databases identified one mapped facility within the search radius. TheCERCLIS No Further Remedial Action (NFRAP) database identified one site. Thirteen State Sitesand three Solid Waste Landfills (SWL) were identified with the search radius.
