scheme?

This program provides:

Support for triennial funding of the Adelaide based Screen Development Agency,The Media Resource Centre in association with Screen Australia.

Support for programs of activities by other organizations delivering tangibleprofessional development outcomes to emerging and mid career practitioners inSA.

Support for the delivery of screen culture activities including , exhibition,

networking and marketplace oriented programs and events that promote andprofile South Australian film, television and digital media industry locally and on anationally.

eligible?

Programs and events that promote the profile of the South Australian film, television anddigital media industry on a national stage and advance development, production,exhibition and marketplace outcomes for the local industry.

Programs that deliver concrete professional development outcomes for South Australianpractitioners in line with the priority target areas identified by the SAFC.

Programs that have been developed in collaboration with the SAFC and other relevantindustry organisations representing the interests of stakeholders in the relevant industry

sectorsExamples of priority professional development goals identified by the SAFC include:

Indigenous professional development

Digital Media professional development (development and production of narrative-driven interactive projects, cross-platform projects and transmedia marketing anddistribution)

Development, production, financing, marketing and distribution of

Short Films, Webseries, Low budget features and Television projects

Professional and project development for key creatives: producers, screenwritersand directors

Professional development for crew roles requiring strategic opportunities asidentified by the SAFC

NB: In addition to other professional development outcomes, programs that deliver

tangible projectoutcomes, or that complement other programs that deliver tangibleproject outcomes will be viewed favourably.

who iseligible?

Funding is available under three (3) categories:

Categ ory 1: Sc reen Deve lopm ent Agency Support Med ia ResourceCentre.

In accordance with the SAFCs strategic plan to support the professionaldevelopment of entry level and emerging film and digital media makers funding isallocated to underpin key Screen Development Agency activities in SouthAustralia through the joint support of the Media Resource Centre (MRC) inassociation with Screen Australia.

The SAFC recognises the MRC as a key partner for the delivery of professionaldevelopment programs for entry level and emerging practitioners in SouthAustralia.

SAFC support for the MRC is subject to the following criteria:- the terms and conditions outlined in the Screen Australia, SAFC, MRC

tripartite three-year funding agreement and annual approval of programs and

reports via the SAFCs annual Letter of Commitment;

- the consistency of proposed programs with the professional development

objectives as identified in the SAFCs Strategic Plan.

- appropriate consultation, engagement and collaboration with other agencies,

professional guilds and providers to deliver high calibre projects that

effectively address the needs of discreet industry sectors.

- annual evaluation of program delivery against established KPIs consistent

with the SAFC, SA and MRC annual and triennial planning cycles

- a focus on delivering a broad range of development, and production

opportinuies to entry level and emerging film and digital media makers in SA.

- delivery of innovative screen culture and exhibition programs and activities

- the availability of SAFC funds.

Categ ory 2: Emerging and Mid-Ca reer Professional DevelopmentPrograms

The SAFC will also consider applications from organisations providingprofessional development programs for emerging to mid-career practitioners,

subject to the following considerations:

- programs must deliver tangible and measurable outcomes for local practitioners

with a focus on skills and craft development;

- the consistency of proposed programs with the professional development

objectives as identified in the SAFCs Strategic Plan;

- it must be demonstrated that programs do not duplicate the programs offered by

the MRC; the SAFC looks favourably on strategic partnerships between

professional industry organisations, including engagement with the SAFC, MRC

and relevant stakeholders to discuss, plan, promote, coordinate and in somecase to jointly deliver programs/activities;

- the degree to which the programs complement the strategic priorities identified

through the annual Professional Development Planning Day undertaken

between the SAFC, MRC and relevant professional guilds and associations;

- applicant organisations must have a substantial record of achievement in

terms of delivery, innovation and quality, and must demonstrate they are the

significant provider of the programs or have the unique ability to deliver the

programs;


NB: Due to the nature of the digital media sector, with new emergingtechnologies, market pathways and areas of professional expertise, the SAFC willconsider on a case-by-case basis the merits of applications to deliver entry andemerging level programs as well as mid-career programs where there arerelevant digital media outcomes.

Categ ory 3: Sc reen Culture, Exhibition, Networking & Marke tplac eProgram

The SAFC will consider applications from organisations with exhibition, networkingand marketplace oriented programs and events that promote and profile SouthAustralian film, television and digital media industry on a national stage andadvance marketplace outcomes for the local industry.

In assessing Category 3

- the range of activities, services and programs undertaken which support thedevelopment, promotion and/or analysis of screen culture;

applications, the SAFC considers the following criteria:

- if the program can be delivered fully through co-operation with the MRC andthe utilization of MRC resources;

-the role and effectiveness of the organisation in developing, promoting orstimulating discussion/analysis of screen culture in South Australia;

- the cultural, economic and industry benefits derived from these activities forthe wider community of South Australia;

- the financial performance of the organisation, including its ability to obtainsustainable funding from sources other than the SAFC, including membership;and


General Eligibility Conditions for all categories:

Not for profit organisations active in the area of screen culture and professionaldevelopment are eligible to apply.

government funded tertiary organisations are not eligible for funding.

Organisations need to have a substantial track record in delivering innovative andhigh quality programs and must demonstrate they are the significant provider oftheir program.

Organisations must be based in South Australia. Organisations based outsideSouth Australia can apply but must demonstrate commitment to activities within thestate.

Organisations applying for funding are required to have an ABN and be registeredfor GST.

Any party who is in default of any contractual obligations to the SAFC is not eligiblefor funding.

Allocation of Approved Funds:

A proportion of funds under this program may be directed towards the operatingand administrative overheads incurred by an organisation in delivering specificSAFC funded programs only. Such costs must be justified within the budgetbreakdown for relevant SAFC-approved programs.

General Conditions of Funding:

The SAFC will require full acknowledgement for its support in all publicity and othermaterials in relation to activities associated with its funding.

GST is payable on Screen Culture and Professional Development Program grantsand organisations will need to submit a tax invoice in the approved format in orderto receive payments.

Prior to submitting a formal application, applicants must

Organisations intending to apply for funding under Category 2must attend theannual Professional Development Planning Day undertaken between the SAFC,MRC and relevant professional guilds and associations. The date for the planningday will be advertised on the SAFC website in tandem with advertisement of thecall for applications for each year and will take place at least one month prior to thedeadline for applications.

Decisions are made by the CEO/ SAFC Board as appropriate and, whereappropriate, ratified by the South Australian Minister for the Arts.

Decisions by the SAFC are final and irrevocable.

A comprehensive business plan as well as the following:

A signed and completed Screen Culture & Professional Development Programapplication form. Application forms are available from the SAFC website

A comprehensive statement describing the aims, objectives and structure of theorganisation

Details of the proposed program of activities for the relevant calendar year

Description of how the program will deliver tangible outcomes for practitioners asmeasured against established key performance indicators in line with the SAFCstrategic priorities for professional development

A budget for proposed programs for the relevant calendar year

The financial results (income and expenditure) for the two previous calendar years An audited financial statement for the previous financial year

The names of Board or Management committee members

A report on organisational activity and results for the previous financial year

The ABN of the organisation

Any other supporting material or documentation as appropriate that may assistconsideration of the application.
