The Communications menu lets staff manage messages, correspondence, system alerts, text watch lists, Virtual Recruiter searches, and their Email Log. (The Communication tools also are available from My Staff Workspace My Staff Resources, as discussed in chapter 2.)

From the Communications menu, staff can manage:

• Messages – Staff can exchange communications with individuals, employers, and staff. • Correspondence – Staff can create and modify correspondence (letters), print correspondence

addressed to individuals or employers, and create labels. • Communication Templates – Staff can create and modify templates used to create

correspondence. • Alerts – Staff can manage system and personal alerts, and manage text watch lists for unwanted

words or phrases. • Virtual Recruiter – Staff can use the Virtual Recruiter component to assist employers and

individuals. The Virtual Recruiter tool allows staff assisting employers to create and save résumé searches. The Virtual Recruiter tool allows staff assisting individuals to create and save job searches.

• Email Log – Staff can view emails sent or received through the system. These communications options are covered in the following topics. The options that are under the My Staff Resource menu also have short descriptions in that chapter. However, the details are included in this chapter.

Communications Center

Manage Messages The system lets staff view and delete messages to and from other staff, individual users, or employers, as well as message alerts that have been received. To access messages: Select CommunicationsMessages on the Navigation menu. The My Staff Messages screen displays all messages (as shown in the following figure). The screen displays the sender in the From column. Click the link in the Subject column to open the message. The Msg Date column displays the date the message was received, or, in the Sent folder, it displays the date the message was sent.

The following table lists of some of the navigation, selection, and action controls on the My Staff Messages screen.

Item Description

Inbox folder Displays messages received that are currently active, both read and unread.

Deleted folder Displays deleted messages.

Drafts folder Displays messages that were created but not sent.

Junk folder Displays messages that were filtered by the system as being questionable.

Sent folder Displays sent messages.

Purged folder Displays messages that were removed from the Deleted folder. Purged messages are still stored on the system, but cannot be viewed by employers or job seekers.

A closed envelope displays if the message has not been opened or read.

An open envelope displays if the message has been read.

Msg Date Displays the date the message was received or sent.

Page Select a page number to go to that page or use the arrows to move backward and forward between pages.

Page Numbers

Page Size Select the number of messages to display per page.

Mark as Read Select messages by checking the corresponding boxes in the Select column and click the Mark as Read link at the bottom of the screen.

Delete Selected Item(s) Click the checkbox next to the message to be deleted then click the Delete Selected Item(s) link at the bottom of the screen.

Purge Selected Item(s) In the Deleted folder, click the checkbox next to the message to be deleted then click the Purge Selected Item(s) link at the bottom of the screen.

View Communications Templates

Click the View Communications Template link to open the Communications Templates screen.

Create New Message Click the Create New Message button to create a new message.

Filter Click the + Show Filter Criteria link to open the filter fields. Enter a date range in the Date Range fields (From date and To date) and click the Filter link. The screen will refresh, displaying only messages received during that date range. To clear the filter, click the Reset Filter link.

Message Filter

Note: If there are new or unread messages upon login, a Message Alert pops up. Click OK to open the My Staff Message screen.

Work with Existing Messages Click the Subject link to open and read a message. Some of the common controls found within messages include:

• Delete – On the My Staff Messages screen, click the checkbox next to the message to be deleted then click the Delete Selected Item(s) link at the bottom of the screen. – OR – With the message open, click the Delete button to move the message to the Deleted folder.

• Reply – Click the Reply button to reply to the sender. • Cancel/Return – Click the Cancel or Return to Message Center button (at the bottom of the

screen) to go back to the message list. • Print Message – This link opens the message in a separate window so it can be printed.

Sample Message

• Special links and controls at the bottom of the message – These links vary depending on the type of message. They allow the user to review and manage data associated with different message types (e.g., Virtual Recruiter, Qualified Candidate, or Meeting).

Note: One advantage of receiving messages in the system, rather than as emails, is that several controls related to the message type can be part of the message. A few of the possible message types and controls that will be in the mail messages are described in the following subtopics.

Following is an example of a Notification of Job Referral(s) Made message that an individual might receive when referred for a job through the Virtual OneStop system (e.g., via staff). The example also shows the confirmation receipt that the staff member would receive, as well as the link to job details in the message that both would get. This allows them to view the job from the original job search that prompted the referral. Clicking the link allows them to access the job for more details, such as how to apply.

Sample Job Referral Notification

Create New Messages To create a new message, click the Create New Message button (at the bottom of the My Staff Messages screen). The New Message screen will open. Recipient Info Select a Recipient Type (e.g., Employer, Individual, Staff, etc.) from the Recipient Type drop-down list.

• Once the Recipient Type is selected, a list of recent recipients will appear. Click the green button next to the recipient(s) to send the message to them. As they are selected, they will appear in

the Selected Recipient(s) section. Click the red x to remove them from the recipient list. • If the recipient is not in the list, click the Search link. The Search screen will open; search for and

select the recipient, and click the Continue button. The system will return to the New Message screen automatically. Continue to search for and select recipients, as needed.

• (OPTION) Select either the Login Name or User ID radio button and enter values for system users separated by a comma; then click the Add link.

Recipient Info

Delivery Method Select the Delivery Method. The Internal Message option is checked as a default. To send the message via email as well, click the Email checkbox and select the email address from the drop-down list. To send the message via text message (if available), click the Text Message checkbox. Selecting Text Message will remove the ability to format the message using HTML and will restrict the character length. Indicate whether or not you require a receipt stating that the message was read by selecting one of the Request Read Receipt radio buttons.

Delivery Method

Message • Enter the subject of the message in the Subject field. • Enter or paste the body of the message in the text field provided.

Spell Check – Click the Spell Check link to check the spelling. Clear Text – Click the Clear Text link to delete the text from the message. Remove All Formatting – Click the Remove All Formatting link to remove any formatting

that was added to the text. Insert Template – Click the Insert Template link to insert the text of a template, which then

can be edited. Insert Variable – Click the Insert Variable link to insert variables (e.g., Recipient’s Company

Name, Address, Today’s Date, etc.). Preview – Click the Preview Message link to view the message as it will look when sent.

Signature Block Options To enter a signature block to the message, click the Add Signature checkbox and select a signature from the drop-down list. Attachments To attach documents to the message, click the + Show Attachment Options link. Click the Browse button to navigate to the document and double-click to select the document. Multiple documents may be attached to the message.

Manage Correspondence With Virtual OneStop, staff can create, modify, and save correspondence to individuals, employers, or other staff, and print mailing labels. Staff can create new letters, copy existing letters to create new ones, and email or print them. This is performed through the Communications Correspondence component.

Correspondence/Letter Templates List Screen

On the My Staff Letters screen, staff can: Create a new letter – Click the Create New Letter/Print Mailing Labels button. (See the

“Create Correspondence” section for instructions.) View and print a letter – Click the link in the Letter Name column to view the letter. Download a letter – Click a link in the Download column to save the letter in that format (e.g.

PDF, Word document, etc.). Copy a letter – Click the corresponding Copy link in the Action column to create a copy of a letter

and save that copy as a new letter. The system will open the letter in edit mode. Continue creating the letter as described in the “Create Correspondence” section below.

Edit a letter – Click the corresponding Edit link in the Action column to open the letter in edit mode.

To save the changes made to the letter, check the Overwrite Existing Letter on Save checkbox and click the Save button.

Overwrite Existing Letter on Save

To save the edited version of the letter as a new letter, simply click the Save button. A new letter is created by default to preserve the history of correspondence.

Delete a letter – Select the corresponding checkbox(es) in the far-right column and click the Delete link to delete the selected letter(s). (Letters also may be deleted while the letter is open in edit mode by clicking the Delete link at the bottom of the screen.)

• Filter the list of letters – Select an option from the drop-down list at the top of the screen. The options include View All Current, View All Deleted, and View All.

Create Correspondence To create a new letter:

1 Click the Create New Letter/Print Mailing Labels button. The New Letter screen will open. 2 Select a Correspondence Type (Letter or Mailing Label) from the drop-down list.

3 Select a Recipient Type (e.g., Employer, Individual, Staff, etc.) from the Recipient Type drop-down list.

Once the Recipient Type is selected, a list of recent recipients will appear. Click the recipient link(s) to send the message to them. As they are selected, they will appear in the Selected Recipient(s) section.

If the recipient is not in the list, click the Search link. The Search screen will open; search for and select the recipient, and click the Continue button. The system will return to the New Message screen automatically. Continue to search for and select recipients, as needed.

4 Select the Correspondence Output option(s) to indicate how the letter will be generated.

Correspondence Output

5 Select the method to save the letter. The letter is saved as a PDF file by default. To save the letter as an internal file as well, select the Internal checkbox.

6 Enter the subject of the message in the Subject field. 7 Enter or paste the body of the message in the text field provided. 8 See the previous section of this chapter, “Create New Messages,” for instructions on using the

additional text tools. 9 When creating a new letter, the system offers one additional tool for staff who are having trouble

thinking of the correct terms they want to use. Click the Insert Actions Words link to see system-recommended words that may apply. The new window that opens displays lists of words, sorted by category. To add a word to the letter, simply click on it.

10 Add a signature block to the letter, if desired, as described in the previous section, “Create New Messages.”

11 Click the Save button to save the letter.

Print Correspondence There are two options to print a letter:

• Open the letter in edit mode by clicking the Edit link in the Action column. Click the Print link at the bottom of the screen. The letter will open in a new window.

The other printing option is to simply click an option in the Download column. From the application that opens, print the letter using the application’s tools (e.g., Word, PDF, etc.).

Create and Print Mailing Labels To create mailing labels:

1 Click the Create New Letter/Print Mailing Labels button. The New Letter screen will open. 2 Select a Correspondence Type (Letter or Mailing Label) from the drop-down list as described in

the ”Create Correspondence” section above.

3 Select a Recipient Type (e.g., Employer, Individual, Staff, etc.) from the Recipient Type drop-down list as described in the ”Create Correspondence” section above.

4 Select the Label Size from the drop-down list.

Print Mailing Labels

If unsure of which size to choose, click the View Table of Corresponding Avery Templates link. A table opens that shows the Avery Label options and their corresponding dimensions.

5 Click the Print Mailing Labels link at the bottom of the screen to print the labels.

Manage Communication Templates The Communication Templates menu option lets staff review the system-generated correspondence templates or review, create, and modify their own templates for use in the correspondence and messages discussed in previous topics. Staff can use templates to send form letters to individuals, employers, other staff members, or providers. To access Communication Templates (both those created by the user and the default system templates), select Templates Communication Templates on the Navigation menu. By default, both system templates and templates that the staff member created will display. To view only system templates or only user-created templates, click the + Show Filter Criteria link. Select System Default or Not System Default from the System Type drop-down list and click the Filter link.

Communication Templates

On the Communication Templates screen, staff can perform the following tasks.

Create a New Template – Click the Create New Template button to create a new template. Edit – Click the corresponding Edit link in the Action column. The Correspondence Template

screen will open. Change the Template Name, Type, Status, and/or Body Text. Click the Save button to save the changes.

Note: Users cannot edit system-generated templates or templates created by others. To edit a template that someone else created, copy it and save it as a new template.

Preview – Click the corresponding Preview link to view the template. (The Preview screen does not allow changes.)

Copy – Click the corresponding Copy link in the Action column to open the template in edit mode. Staff can create a new template by copying an existing one and then editing it and saving it with a different name. After clicking the Copy link, the Correspondence Template screen will open. Change the Template Name. Users may also change the Type, Status, and/or Body Text, if needed. Click the Save button to save the changes.

Delete – Click the corresponding checkbox in the far-right column and click the Delete link to delete the selected template(s). Users can delete only templates they created, not templates that others created or templates generated by the system.

Filter the list of templates – Click the + Show Filter Criteria link to open the filter fields.

Select a Template Status, Letter Type, and/or System Type to view only certain types of templates.

To view only user-created templates, click the Created by Me checkbox. Select a Local Region and/or Office from the drop-down lists to view only templates created

by staff members in that region and/or office. Select a staff member’s name from the drop-down list to view templates created by that

person. Click the Filter link. The screen will refresh, displaying templates that match the criteria. To

clear the filter(s), click the Reset Filter link.

Template Filter Criteria

Note: The letters generated from these templates will always be “signed” as the person who is logged in and sending the letter. This is true regardless of who created the template.

Create a Correspondence Template To create a new letter template:

1 Click the Create New Template button. The Correspondence Template screen will open.

Name – Enter a Name for the template. Type – Select the Template Type (Individual, Employer, Provider, Staff to Staff, or Analyst). Status – Set the Status to Active or Inactive. Visibility – Select whether the template is available to all other staff or not by selecting one

of the radio buttons. Template Body Text – Type in or paste the Template Body Text in the textbox provided. Spell Check – Click the Spell Check link to check the spelling. Clear Text – Click the Clear Text link to delete the text from the Template Body Text box. Remove All Formatting – Click the Remove All Formatting link to remove any formatting

that was added to the text. Insert Variable – Click the Insert Variable link to insert variables (e.g., Recipient’s Company

Name, Address, Today’s Date, etc.). 2 Click the Save button to save the new template.

Create Correspondence Template Screen

Edit a Correspondence Template To edit an existing template, click the corresponding Edit link in the Action column. The Correspondence Template screen will open. Change the Template Name, Type, Status, and/or Body Text. Click the Save button to save the changes.

Note: Templates that include “MY” variables (e.g., ##MYFULLNAME##, ##MYEMAIL##, ##MYSIG##), will be generated with the name, email address, signature, etc., of the person who is logged in and sending the letter. This is true no matter who created the template.

Copy a Correspondence Template Staff can create a new template by copying an existing one and then editing it and saving it with a different name. To copy a template, click the corresponding Copy link in the Action column to open the template in edit mode. After clicking the Copy link, the Correspondence Template screen will open. Change the Template Name. Users may also change the Type, Status, and/or Body Text, if needed. Click the Save button to save the changes.

Note: To edit a template created by someone else, copy it and make the edits or ask the author to edit the template and change the Visibility setting to “Public (visible to all).”

Manage Alerts Staff can use open the My Alerts screen to view their existing alerts, turn on other alerts, and define thresholds for the staff alerts they will receive for specific individual, employer or other actions Staff can edit and set parameters for receiving the different types of alerts, including:

• My Alerts – These are staff-defined alerts sent as system mail at specific intervals to notify staff of activity/status changes.

• System Alerts – These are system-generated alerts, e.g., those sent to employers and individuals when they register in the system and when they have job orders or résumés that will soon expire.

• Text Watch – These alerts notify staff of invalid or unwanted words or phrases found in the system (e.g., in job orders).

Note: The menu order for the three options may change depending on your system.

Manage Alerts

View System Alerts The View System Alerts menu option lets staff view all system-generated alerts (both enabled and disabled). The system sends these alerts to employers, individuals, or other users when certain conditions apply (e.g., when they register in the system or when they have job orders or résumés that will expire soon). To view the system alerts:

• Select CommunicationsAlertsView System Alerts from the left Navigation menu. On the System Alerts screen, staff can perform the following tasks:

Filter the list – Click the + Show Filter Criteria link to open the filter fields. Select as many filter criteria as necessary. When selecting filters, choosing “None Selected” is the same as selecting “All.” For instance, when filtering by System Alert Category, selecting “None Selected” will display all categories (General, Workforce, and UI).

Select a System Alert Category (General, Workforce, or UI). Select a System Alert Type (Generic or Specific). Select an Enabled setting (Yes or No). Select a Recipient Type (Individual, Employer, Staff, Analyst, Provider, Office, System

Defined, or Multiple). Select if the alert is processed nightly (Yes or No). Click the Filter link. The screen will refresh, displaying alerts that match the criteria. To clear

the filter(s), click the Reset Filter link. • Display – The list appears in “Summary” view by default. To view the list in “Detailed” view, click

the Detailed link above the header row. The same alerts will appear in the list but the system will display more information about each alert.

View Alert System

• View – Click the View link in the Action column to view the details of the alert (as shown in the example at right).

Note: Alerts may contain variables (i.e., words or phrases beginning and ending with double hash tags (##)), which are placeholders that are filled in when the alerts are sent.

Manage My Alerts The Manage My Alerts menu option lets staff manage the alerts received when certain actions occur that are related to system-registered individuals or employers. The system will send these alerts when these actions have already occurred or are about to occur. Staff can modify their alert subscriptions at any time. The system allows staff to set some alerts to occur one time or repeatedly, based on a user-defined setting.

To open the My Alerts screen:

• To receive an alert, click the checkbox in the left-hand column. (To no longer receive an alert, uncheck the checkbox.) Some alerts have additional settings in the Days column and the Notify column.

Days/Notification – If needed, select an option from the drop-down list in the Days column and in the Notify column. These settings determine how frequently the system will send the alert. The system can alert only on the day that the alert is valid (e.g., 1 day prior to a WIOA Activity end date), or it can send it on that day and every subsequent day that the alert is still valid and the issue is outstanding.

Note: The alert frequency settings allow staff to control whether they receive one message (when the alert matches the threshold or days) or several messages (once a day for X days either before or after the match day). Staff are encouraged to periodically clean out old messages to help preserve disc space.

• Click the Save button to save the settings. Alerts are broken down into the categories shown in the following list.

Category Description

Individual Registrant Alerts

When system-registered individuals engage in any of the actions listed, the system generates and sends an alert via system message to the assigned case manager.

Job Order Alerts When an employer’s job order expires in X days, or when an employer’s job referral has a designation of “Hired,” the system generates and sends an alert via system message to the assigned case manager.

Scan Card Alerts If the scan card terminal (machine) requires a polling application to collect scan card data, the system will send an alert if the polling application becomes inactive for an active terminal. Note: Any staff member who sets this alert will receive it, when applicable. It does not require case assignment.

Eligible Training Provider (CRS) Alerts

When any provider has a training program that is due to reapply for eligibility in X days, the system generates and sends an alert via system message to the assigned case manager.

Wagner-Peyser (WP) Alerts

When a system-registered individual will soft exit the WP program in X days, the system generates and sends an alert via system message to the assigned case manager.

Workforce Innovation and Opportunity Act (WIOA) Alerts

When WIOA program participants engage in any of the actions listed, the system generates and sends an alert via system message to the assigned case manager.

Trade Adjustment Assistance (TAA) Alerts

When TAA program participants engage in any of the actions listed, the system generates and sends an alert via system message to the assigned case manager.

Generic Program Alerts

When Generic program participants engage in any of the actions listed, the system generates and sends an alert via system message to the assigned case manager.

Miscellaneous Alerts

If the staff member subscribes to Text Watch alerts, they will receive a system-generated message when a text violation occurs.

IEP Alerts If the staff member subscribes to IEP alerts, they will receive a system-generated message when any IEP goal or objective is nearing the Estimated Date of Completion.

Employer Profile Alerts

If the staff member subscribes to Employer Profile alerts, they will receive a system-generated message notifying them of any changes employers make to their general profile, work site profile, or contact information.

Manage Text Watch Lists The Text Watch menu option lets staff manage Text Watch Lists. This component allows staff to identify key words or word strings that may be discriminatory, fraudulent, or otherwise unwanted. The system screens jobs and other areas of the system to prevent jobs that contain Text Watch words from being posted in the system. When the words or word strings are detected, the system sends a notification to staff. To open the Text Watch screen:

To Enable Text Watch Alerts:

1 The top of the screen indicates whether or not the staff member has enabled Text Watch alerts. If the status is DISABLED, click the link below the Status (as shown below).

2 Check the checkbox in the left-hand column. Select the desired checkboxes in the Notify column to receive the alerts (i.e., Individuals, Employers, Internal, and/or External Job Orders).

3 Click the Save button to save the Text Watch Alert settings. The Text Watch screen will now show a status of ENABLED.

Filter the Text Watch Alerts List To filter the list of Text Watch alert:

• Click the + Filters link to open the filter fields. • Select the filters to display in the list by choosing all checkboxes that apply. Uncheck the boxes

for alerts that should not display in the list.

Create Text Watch Alerts Authorized staff can enter words or word strings that are inappropriate or discriminatory into the system so the system will notify them when those words appear in the system (e.g., in job orders).

To create a Text Watch alert: 1 Click the Add a new text watch entry link at the bottom of the screen. The Text Watch

Information screen will open. 2 Text to watch – Enter the word or word string in the Text to watch field. 3 Area(s) to watch – Select the areas of the system to monitor for the word or word string entered

in the previous field. 4 Click the Save button to save the Text Watch alert.

When excluded words or word strings occur in a job’s Title or Job Description, the system will exclude that job from displaying in any job searches in the system. When excluded words or word strings appear in a message sent by an employer, all associated emails are blocked and the job seeker to whom it was sent is warned that it may be a job scam. Edit Text Watch Alerts To edit a Text Watch alert, click the corresponding Edit link in the Action column. The Text Watch Information screen opens (as shown in the section above). Make changes to the alert as needed and click the Save button.

Delete Text Watch Alerts To delete a Text Watch alert, click the corresponding Delete link in the Action column. A window will pop-up to confirm the deletion. Click the OK button to delete the alert.

Virtual Recruiter Virtual OneStop lets staff create and manage résumés and job search alerts for the individuals and employers they are assisting. The initial Virtual Recruiter screen looks similar to the individual and employer Virtual Recruiter screen, except that it will display the lists for both job search and résumé Virtual Recruiter alerts that the staff member created. To open the Virtual Recruiter screen:

• Select CommunicationsVirtual Recruiter from the Left Navigation menu. The Virtual Recruiter is explained in chapter 2 and Appendix A of this User Guide. For more details on the Virtual Recruiter for employers and job seekers, access the videos in the Learning Center.

Email Log The Email Log displays a log of the staff member’s email messages – both sent and received. The emails may include those sent to external email addresses with an attached résumé or email messages sent through the system to other users. To view emails that were sent or received, select an option from the Display Emails drop-down list. To open an email, click the View link in the Action column.
