Posting Orders
� District selection committee is the competent authority to issue orders to school Assistants and its equivalent cadres selected by Promotions / Direct appointments and Transfer orders
� Regional Joint Director is the competent to in case of Gazetted HeadMaster Gr.II / MEOs
� Probation Period - Any Teacher appointed either by Direct Recruitment or promotion in any post must be on probation for a period of two years in the continuous period of three years of service.
Transfers of Teachers
� Every Year Transfer schedule will be issued in Summer Vacation by a notification.
� All guide lines and norms are prescribed in the notification and the applications are submitted through online.
� Teachers seniority list will be prepared at the district level duly following norms and conditions as per the transfer notification.
Transfer of Teachers contd.,
• Teachers are transferred from school to school in the same management within the District.
• Minimum period of eligible service for transfer is two years and compulsory transfer is taken up for those who completed 8 years of service at the same place.
• Government is only the competent authority for Inter District Transfers.
• Transfers will be taken up after rationalization.
Recruitment process� Vacancy position is obtained for all categories after Rationalization of Teachers
� Teacher Recruitment Notification will be issued by C & DSE after getting the approval from Govt.
� Syllabus and question papers shall be designed by the expert committee at Sate level in coordination with SCERT.
� Recruitment Test will be conducted for 80marks with 160 multiple choice questions in the Content and Methodology.
� 20% weightage is for APTET score and 80% weightage for in Teacher Recruitment Test (TRT).
Recruitment process contd..,
� The details of allocation of marks for written test and weight-age to different categories of posts and age relaxation shall be decided by the Govt.
� A candidate for selection to these posts shall possess requisite qualifications as per notification.
� APTET is the pre-requisite qualification.
� The Common Rule of reservations are followed
� Age for General candidates : 18 years to 39 years
� SC / ST / BC : 44 years and
� PH candidates : 49 years
� Ex-service man – 3years relaxation to upper age limit

• B.Ed. Or its equivalent
APTET
• Qualifying in APTET
Teacher Deployment and Classes Taught:� School Assistant posts shall be filled with 2/3rd
on Promotion from the feeder category and 1/3rd through Direct Recruitment.
� Monthly promotions are in practice.
� Teachers appointed in Secondary Schools shall teach for Class VI to X in the concerned subjects as per the School Time table.
� School Academic calendar is designed and followed.

•Every school must follow the instructional periods as per School calendar.•Work load of subject teachers is as follows for a Week.
Work Load contd.,
� The optimum strength of a class/ section is 40. The second section of a class shall be formed if the strength exceeds 60.
� Third section will be formed if the strength of the class exceeds 100 similarly 4th, 5th sections etc., shall be formed. Accordingly Additional Teachers are provided.
� If the School crosses strength more than 1000 then the school is bifurcated in to Boys and Girls separately.
� If school strength crosses more than 400 second PET post is sanctioned.
Scale of Pay of the Teachers
� State IX Pay Revision commission recommended Master Scales and the following pay scales are fixed to the Teachers in their categories. It will be revised for every 5 years.
� Gazetted Headmasters – Rs. 18,030 - Rs.43,630� Lecturers – Rs. 18,030 - Rs.43,630� School Assistant – Rs. 14,860 - Rs.39,540� Teachers/GR-II and PETs – Rs. 10,900 - Rs. 33,000
� Automatic Advance Increment for every six years of service will be added as per service rules.
� D.A. and HRA as per norms provided with salaries.
Contract Teachers
� No contract Teacher system is in the State.
Appointment of RMSA Teachers
� The sanctioned 9569 RMSA Teacher posts were regular and Teachers are appointed with regular scales as per the guideline 2/3rd by way of Promotion from the lower category and 1/3rd by way of Direct Recruitment duly following the State Norms.
�
Conclusion
� The result is that the management team of the education service is responsible for one of the government’s largest financial budgets.
� These resources must be managed with efficiency, effectiveness, skill and sensitivity if the maximum return is to be gained from such a major investment.
�With, over 90 percent of the education budget being spent on the salaries of teachers an effective teacher management structure, supported by an efficient management information system, is essential.
