    1 Introduction

    1.1 Scope

    This document describes the benefits of the 2G/3G Neighboring Cell Automatic Optimization feature and the principle of implementing this feature in Huawei GSM BSS.

    The feature involved is GBFD-510901 2G/3G Neighboring Cell Automatic Optimization.

    This document is intended for:

    Personnel who need to understand the 2G/3G Neighboring Cell Automatic Optimization feature.

    2 Overview

    The 2G network must be compatible with the 3G network to support the roaming and handover between GSM and UMTS. Operators need to provide continuous and high-quality services in the boundary of different systems to avoid call drops of moving MSs.

    In traditional conditions, inter-RAT neighboring cells are configured on the basis of drive tests and analysis, which is time-consuming and labor-consuming, and the test result is incomprehensive owning to the limitations of drive tests. A tool is required to check the inter-RAT neighboring cell configuration automatically based on the data analysis to improve the efficiency and accuracy.

    Together with the Nastar network optimization tool, Huawei GSM BSS can analyze the 2G/3G neighboring cell configuration based on numerous measurement reports (MRs) from MSs, show the analysis result on the map, and find out missing or redundant 3G neighboring cells for the GSM serving cell.

    Configuring appropriate 3G neighboring cells according to the Nastar analyzing result helps to improve the inter-RAT handover success rate and reduce the call drop rate, thus improving the GSM network quality and the user experience.

    This document introduces the 2G/3G Neighboring Cell Automatic Optimization feature from the following aspects:

    3 Technical Description

    3.1 Network Topology

    This feature should be supported by the MS, BSC, M2000, and Nastar. To implement this feature, create a corresponding task on the Nastar. Figure 3-1shows the network topology of this feature.

    3.2 Task Creation

    The procedure for creating a 2G/3G neighboring cell automatic optimization task is as follows:

    1. Create an end-to-end task on the Nastar and set the following basic information: task name, OSS name, NE name, NE type, start time for the measurement, end time for the measurement, MEASPERIOD, and scrambling code of the 3G neighboring cell to be measured, and NcellInterFLevelThres0 to NcellInterFLevelThres7.

    2. The Nastar sends the task to the M2000, the M2000 then sends the task information to the BSC through a MML command. After receiving the command, the BSC performs the measurement and generate a result.

    3. The BSC updates the BA2 one time in each measurement period. The BSC adds UMTS cells (frequency + scrambling code) into the BA2 (the number of newly-added cells is the same as the measurement step), and then sends the updated BA2 to MSs through System Information (SI). Then, MSs report the level of 3G neighboring cells through MRs.

    4. The BSC collects MRs from MSs, and then sends the data to the M2000.

    5. The Nastar obtains the measurement files, configuration data, and counter values from the M2000, and then provides the optimization suggestion after analysis.

    6. The 2G/3G neighboring cell analysis results are shown in the map directly. Together with the engineering parameters, the analysis result helps the network optimization engineers figuring out the missing and abundant 2G/3G neighboring cells.

    3.3 Neighboring Cell Analyzing Algorithm

    Neighboring cell analyzing algorithm is used for determining missing or abundant cells.

    The algorithm grades and sorts 3G neighboring cells on the basis of the absolute level, relative level, and number of MRs of the 2G serving cell and 3G neighboring cells. A greater score indicates a higher priority. Then, the algorithm determines the missing or redundant cells according to the priority.

    The algorithm for determining the missing cell is as follows:

    If a cell is not configured as the neighboring cell but the priority of the cell is greater than the advised number of neighboring cells, the cell is considered as the missing neighboring cell.

    The algorithm for determining the redundant cell is as follows:

    If a cell is configured as the neighboring cell but the priority of the cell is smaller than the advised number of neighboring cells, the cell is considered as the redundant neighboring cell.
