It is with great pleasure that I join with my colleagues on the Board of Freeholders in presenting toyou the annual Ocean County Recycling Directory.
Recycling has been an integral part of Ocean County’s programs and services for many years. And,this year, we celebrate 25 years of the New Jersey Source Separation and Recycling Act.
We want to make certain that recycling in Ocean County is convenient to you the residents and thatit also is cost effective. Inside this guide you will find a wealth of information that will make yourrecycling efforts easy and convenient. With your help, Ocean County has become a true leader inrecycling. The program allows us to protect the environment and reduce the cost of disposing solidwaste through a host of recycling programs.
I hope this guide provides you with all the information you need so that recycling programs in OceanCounty remain viable to both the economy and the environment.

The Ocean County Northern Recycling Center consists of a 60 acre site which includes a new single stream facility with state of the art processing equipment, education center, two large com-post fields, backyard compost demonstration area, 24 hour resident drop-off recycling center anda special waste drop-off area. The 24 hour resident recycling center is located at 601 New Hamp-shire Avenue, Lakewood Township. The special waste, compost and wood chip pick-up areas arelocated at the 535 Oberlin Avenue entrance. The Ocean County Southern Recycling Center consists of a recyclables transfer station, specialwaste building and a compost facility which is located at 379 Haywood Road. The resident recy-cling center located at 350 Haywood Road, Stafford Township, is open 24 hours. If you have anyquestions please call 609-978-0913.

FREQUENTLY ASKED QUESTIONS1. What types of batteries are recyclable? Non-chargeable batteries such as dry-cell batteries, AA, AAA, DD, and 9 Volt are NOT accepted in the County’s recycling program due to DOT regulations. Dry cell batteries can sort circuit andcatch fire while being transported. Also they fall below Federal and State hazardous waste standards and can be thrown inthe garbage. The county’s Northern and Southern recycling centers accept button batteries and re-chargeable batteries inaddition to automotive batteries. Dry cell batteries no longer contain enough recyclable materials to be marketed. (See page6 and 12 for additional information.)
2. What do I do with propane tanks? If your local recycling center does not accept them (check pages 6&7) contact a local propane distributor for proper disposal or exchange. Propane tanks are not accepted at the County’s two Recy-cling Centers. Ask your local HomeDepot, Lowes and propane distributor about their trade-in policy. Scrap dealers may also ac-cept them. (See page 8)
3. What do I do with an old refrigerator or air conditioner? You will need to contact an appliance dealer to removethe Freon from the appliances who will then provide a receipt to your municipality for pick up of the appliance. Munici-palities and private haulers will not collect appliances containing FREON unless this receipt is presented. Also, New Jer-sey Clean Energy Program is offering a $50.00 rebate to recycle your old fridge or freezer. Call 877-270-3520 or visitNJCleanEnergy.com to schedule a pick up.
RECYCLING COLLECTIONThe New Jersey Mandatory Recycling and Source Separation Act and the Ocean County Recycling Plan
requires municipalities to make provisions for the collection of residential recyclables including: bottles and cans, newsprint, cardboard and mixed paper.
The curbside collection of recyclables varies significantly with many municipalities providing weekly col-lection and others providing bi-weekly collection. All the municipalities are required to make provisions to collectthe mandatory recyclable material from residential areas. Many coastal communities have a summer and win-ter collection schedule to accommodate the increases in quantities generated by summer vacationers. A num-ber of municipalities provide a drop-off center where residents can bring recyclables. Please review the table onpages 6 and 7 for details on drop-off centers. In addition, the municipalities are responsible for the collection ofbulky items and appliances. Please contact your municipal recycling coordinator to obtain information on pro-cedures and fees.

Ocean County shares 50/50 with the municipalities from the sales of recyclables processed at the Materials Processing Facility at the Ocean County Northern Recycling Center. The County returns revenues to each municipality that participatesin the County’s recycling program. Since the recycling revenue sharing program began in 1995 by the Ocean County Board of ChosenFreeholders, over $13 million has been returned to municipalities. The more your town recycles the greater the economic benefit willbe. The total savings for 2011 to the towns for avoiding tipping fees at the landfill was more than $5 million!!! The money can be usedto fund existing recycling programs such as improvements to existing recycling drop-off centers, purchase roll off containers or other projects deemed appropriate by the town. Towns received revenue checks that totaled anywhere from $2,254 for Mantoloking to $157,523for Toms River for their recycling efforts for the second half of 2011. Over $773,780 was awarded to the following municipalities: BarnegatTownship $25,175; Barnegat Light $3,041; Bay Head $2,871; Beach Haven $10,044; Beachwood $10,136; Berkeley Township $37,765;Brick Township $82,248; Eagleswood Township $2,327; Harvey Cedars $2,793; Island Heights $2,567; Jackson Township $41,301;Lacey Township $40,176; Lakehurst $2,690; Lakewood Township$106,604; Lavallette $7,737; Little Egg Harbor Township $28,292;Long Beach Township $21,868; Manchester Township $31,976;Mantoloking $1,254; Ocean Township $8,309; Ocean Gate$2,847; Pine Beach $2,768; Plumsted Township $5,119; Pt.Pleasant Beach $11,086; Pt. SOLID WASTE DISPOSALThe solid waste generated in Ocean County has been disposed of at the Ocean County Landfill Corporation Inc. facilityfor many years. The Ocean County Landfill is privately owned, has a double composite liner system that is seven feetthick. The Ocean County Landfill is located on Route 70 in Manchester Township.

An NJDEP permit is required for solid waste disposal from all cars or trucks with a weight of more than 9,000 pounds.This permit must be secured from the NJDEP Division of Solid and Hazardous Waste — call (609) 292-7081. All payments must be made in cash or by the establishment of a pre-paid account.

Guidelines for Proper Disposal of Household MedicationDO NOT flush unwanted medications or pour down sinks or drains. Traces of certain medications have been found in local waterways, such as Barnegat Bay. They harm fish and wildlife. As of January 1, 2011, due to the new ELECTRONIC WASTE recycling laws, televisions and computers can no longer be landfilled. Municipalities are required to make provisions to collectthese items for recycling or you may bring them to the County’s two Recycling Centers.

The limit is 20 paint cans per day. The program is for Ocean County residents and taxpayers ONLY.

The Board of Chosen Freeholders with the Department of Solid Waste Managementsponsor free “how to” compost classes each spring and fall for Ocean County residentsand taxpayers. Residents can learn how to manage their organic waste and understandthe environmental benefits of home composting in these classes taught by Ocean County
Master Composters. Classes are held in the Ocean County Recycling Education Centerat the Northern Recycling Center in Lakewood Township. Classes run approximately anhour and a half and are limited to 25 people.
