2,445.59 ACRE SLOAN RANCH CULBERSON COUNTY LOCATION: This pretty mountain ranch lies just south of Van Horn. To reach the ranch, one would drive 3.4 miles south of I-10 in Van Horn on U.S. Hwy. 90 and turn left (east) on C.R. 101, drive 6.7 miles to a locked double gate on the left and the entrance of the 2.0 mile deeded easement across the Wild Horse Ranch to the entrance gate of the Sloan Ranch. (See maps.) DEEDED EASEMENT: From C.R. 101 the 49’ deeded easement runs generally in a northeasterly direction for 2 miles to the ranch entrance gate. The 40’ easement is described by metes and bounds along the center line from C.R. 101 in a northeasterly direction to the southwest corner of the ranch. The road has been graded and is in good condition and appears to be an all weather road. (See maps.) GENERAL: The Sloan Ranch was part of the 32,882 acre Wild Horse Ranch which encompassed the entire Wylie Mountain Range and was sold to the present owner in 2007. At first glance at an ownership map, the ranch would be loosely described as four 640 acre sections, or 2,560 acres; however, when it was surveyed, it was found that the perimeter fences were not on the boundaries and the resulting acreage was 2,445.59 acres. The ranch lies mostly in sections are 17, 19, 20 and 21, PSL Block 65. These four sections are arranged generally similar to a fat upside down T. (See maps.) TERRAIN: This ranch is on the southern lower slopes of the Wylie Mountain Range (Wylie Mountain Range has peaks up to 5,051 feet above mean sea level in elevation). There are 40-50 mile views to the east of the Davis Mountain Range, to the Sierra Vieja Mountains to the south and of the Van Horn Mountains to the southwest. The three mile long southern boundary is generally flat to gently sloping. The elevations rise fairly dramatically looking north from the south boundary. The elevations on this 2,448 acres range from a high of 4,672 feet above msl on a mountaintop on the northern part of of Section 17, with a number of high hills and sloping terrain towards the south where the low elevation is at 4,273 feet above msl in the southeast corner of Section 21 on the southeast corner of the ranch. VEGETATION: Typical for the elevations in the area, the ranch has more grass land with light, low growing brush cover on the south end where the deeper soils are and with much more woody ground cover vegetation in the hilly rockier areas of the ranch. VEGETATION: Typical for the elevations in the area, the ranch has more grass land with light, low growing brush cover on the south end where the deeper soils are and with much more woody ground cover vegetation in the hilly rockier areas of the ranch. The vegetation on the south end being mainly mesquite, catclaw acacia,

greasewood, choya cactus, tar brush, yucca, fourwing saltbrush, Spanish dagger, and skunkbrush. In the rockier hills where the shallower soils are the woody vegetation includes prickly pear, sacahuista, lechugilla, stool, yucca, ocotillo, Spanish dagger, and tasajillo. Grasses include black grama, hairy grama, blue grama, side oats grama, tabosa grass, curly mesquite, buffalo grass, silver bluestem and little bluestem.

WATER: There are two water wells located near the south boundary. The Sloan well located near the entrance and the southeast corner is equipped with a 1.5 hp, 10 gpm submersible pump set at 273 feet with Rio Grande Electric power to the well. By all indications, this is a strong well which supplies all of the well water around the ranch. The water quality is acceptable for human consumption. About a mile to the northeast is the second well called the House Well which has power to it also. It was initially tested with a 3 hp submersible pump; however, the well was weak and pumped off so the pump was pulled and it is not presently used. Water from the Sloan Well is piped via a 1.5”, 150 psi black plastic pipe alongside the main road to the central headquarters where the barn and corrals are located. A large metal water storage tank is located at the headquarters for livestock water. From there water is piped to water troughs in the different pastures at the central headquarters pens. Also, there is a water pipe from the central headquarters pens providing free water to a water trough on the Wild Horse Ranch about 2 miles to the southeast, just about 2,000 feet east of the southeast corner. On the water pipe running between the Sloan well near the southwest corner and the central headquarters is a tee from which point a black plastic pipe providing water to an 8,000 gallon fiberglass tank about one mile to the north on a hilltop just above the home building site. Three stock tanks dependent on rainwater to fill them are scattered around the ranch. These usually hold water for short periods after a rain before going dry. A fourth small stock tank located about .6 mile north of the central headquarters is fed by gravity flow water and kept full from the fiberglass “house” tank on the hill above the building site.

IMPROVEMENTS: The ranch is perimeter fenced with the four cross fences dividing the ranch into four pastures. The cross fences were all designed and constructed to come into the central headquarters location where the barn, pasture water troughs and working corrals are all located. The metal barn at this central location is 40’ X 44’ with a 14’ X 40’ vehicle/equipment storage section on the north side, the 18’ X 40’ enclosed center section used as a shop, tack room and feed storage area and the 12’ X 40’ section on the south side as 3 horse stalls with gates opening into 3 steel fenced paddocks. On the south side of the barn is a small set of steel cattle working corrals with working chute and squeeze chute.

A 12’ X 61’ older permanently fixed 2 Br2B mobile home with concrete aprons located about ½ mile northwest of the barn is without much value although it could be repaired for a bunk house. It does have a covered concrete front porch and a covered concrete carport fenced yard and a 12’ X 24’ storage shed.

About a mile north of the barn headquarters is a good all weather road which leads to a home building site on top of a central hill. (See topo map.) It is a flat area of 100’ X 100’ constructed of the crushed limestone rock taken from this hilltop. The views of the surrounding mountains from this location are fantastic. The new water storage cistern is nearby just up the hill system extends to the home site. Power is about 1,500 feet away. Exterior and interior are mostly 4 wire barbed wire on wooden posts. The fences range from fair to poor condition. Ranch roads give access to most of the ranch. Most of these are in fair to good condition.

POWER: Rio Grande Electric Co-op supplies the power to the ranch. The service line comes from the 101 Ranch from the southwest to the central headquarters and has been extended up within 1,500 feet of the building site. (See topo map.)

SOILS: The soils range from a sandy clay loam to clay loam in the hills where there are lots of rocky outcroppings and some rim rocks.

NEIGHBORS: The 30,434 acre Wild Horse Ranch joins this ranch on the west, north and east. The 101 Ranch, thought to be about 25,000 acres, abuts this ranch all along the south boundary. (See maps.)

LIVESTOCK: The grazing lessee normally runs about 15 mother cows and a bull. This grazing lease is subject to prior sale.

MINERALS: According to a recent search by the Texas General Land Office, all of the six sections involved are considered “Mineral Classified” land. Mineral Classified Lands are lands under which the mineral estate is owned by the State of Texas. The surface owner acts as agent for the state and has the right to negotiate and sign a mineral lease, receive one-half of the lease bonus, one-half of the delay rentals, and one-half of the royalty to be produced from the land. Broker has a letter from the GLO to that effect. There is no oil and gas lease in effect.

WILDLIFE: This 2,445 acres is bordered on all sides except the south side by the Wild Horse Ranch and it was part of the Wild Horse Ranch for a number of years until 2007. The Wild Horse Ranch has been under a deer management and feeding program for many years. There was a deer management and feeding program in place from 1987 to 1997 while the ranch was owned by Bill Carter. From 1998 till 2003 the feeding program was done on a moderate basis and in the springs of 2004 and 2005 an aggressive feeding was reinstated across the entire ranch. Past deer

census on the Wild Horse Ranch has shown deer population at times to be over 600 head. Although the Wild Horse Ranch numbers are probably not that high at this time, with the water system and feeding program across the ranch and the management program that is in place, the deer numbers could increase dramatically over the next few years. The Wild Horse Ranch ranch has some of the best Mule Deer habitat that can be found in the Trans Pecos region of Texas and the genetics of the Mule Deer herd is of excellent quality.

There has not been a mule deer taken from the 2,445 acres since 2007 or before. Although there has not been the extensive feeding program on the 2,445 acres there has been in the past, there is a good number of deer that come and go from the ranch. In addition to the mule deer, there are elk, aoudad sheep, prong horn antelope that frequent the ranch as well as dove and blue quail. The grazing lessee has had problems with elk knocking down fences coming and going across the ranch.

TAXES: The assessed value for tax purposes is based on agricultural value of $12.84 per acre. The 2009 ad valorem taxes totaled about $822, or $.336 per acre. The ranch lies in the Culberson County-Allamoore Independent School District.

SURVEY: The last survey completed by Steve Walker on July 25, 2008 found 2,445.59 acres.

VAN HORN: Van Horn, a town of about 2,435 people is the county seat of Culberson County. It lies at the intersection of I-10, U.S. Hwy. 90 and Texas Hwy 54 (north). Information about Van Horn may be found at vanhorntexas.org Van Horn is in Central Standard Time; however, only 5 miles west is the eastern line of Mountain Standard Time Zone.

CULBERSON COUNTY AIRPORT: IATA: VHN, ICAO: KVHN, FAA: VHN The Culberson County airport is located just off of F.M. 2185 about 3 miles northeast of Van Horn and 13 miles north of the Ranch. It covers about 1000 acres, is county-owned public-use airport at 3,957' above msl, with two runways: 3/21 of 6,000' X 75' with asphalt surface and 7/25 of 5,353' X 75' of asphalt surface. The coordinates are: 31 degrees 03'28"N 104 degrees 47'02"W
