Who this leaflet is aimed at

This leaflet provides a basic introduction to, and overview of,the MNTB Deck, Engineering (and Electro Technical Officerwhen introduced) Training Record Books (TRBs).

All those on OOW/EOOW programmes are referred to within theTRBs as ‘officer trainees’.

This leaflet should be read by:

• all dedicated training officers and on-board staff that haveany involvement in training with officer trainees or any othersupervisory activities with them;

• those for whom a basic knowledge will be useful aboutwhat the TRB covers and how it is used.

The purpose of the TRBs and who will be using them

The TRBs are used by officer trainees who are following MNTBApproved Programmes for obtaining UK Officer of the Watch(OOW) and Engineering Officer of the Watch Certification(EOOW). When fully and correctly completed, they provideevidence to the Maritime and Coastguard Agency (MCA) of aplanned and structured on-board training programme andenable them to evaluate competence for the issue of a firstCertificate of Competency.

It is very important that officer trainees are provided with everyopportunity to complete the set tasks.

Not all UK officer trainees will be using the TRBs prior to 2009,as presently it depends on the particular programme they aretaking. However, as from about 2010 the vast majority ofofficer trainees will be using them, with a small numbercompleting their programmes using existing MNTB TrainingPortfolios.

The structure of the TRBs and what they cover

The TRBs are divided into sections as follows:

Section 1 – this provides detailed guidance on the use andcompletion of the TRB and on MCA requirements. It has specificinformation covering:

• the TRB and on-board training;

• guidance for the officer trainee;

• guidance for the Master/Chief Engineer Officers, Officersand Company Training Officers;

• MCA requirements.

It is vitally important that all the ship’s staff who are directlyinvolved in training and supervisory activities with officer traineesread the detailed guidance in Section 1.

Section 2 – this covers the officer trainee’s contact details andrecords of progress and assessment, including:

• personal details;

• company details;

• ancillary or additional training certificates achieved;

• sea service record;

• task summary sheet.

It must be completed by the officer trainee and signed by theon-board company training officer (referred to as theDesignated Shipboard Training Officer (DSTO) – and who maybe the Master). Other on-board supervisory officers will alsoneed to sign or initial specified aspects to provide the requiredconfirmation.

Section 3 – this section includes:

• the priority, familiarisation and safety tasks to be undertakenon joining the ship;

• the particulars of the ship and its voyage details.

It must be completed by the officer trainee to provideinformation about each ship they have sailed on.

Section 4 – this section covers the training tasks that theofficer trainee must complete during his/her total sea serviceduring training. This will be submitted to the MCA forevaluation as evidence that all STCW requirements have beenproperly undertaken by the officer trainee. The tasks must besigned off by the DSTO and/or other officers supervising theofficer trainee on specific tasks. The tasks are grouped underbroad areas of activity as follows:

Section 5 – this section covers the Marine NationalOccupational Standards (NOS) and relate to the training tasksin Section 4. They are included in the TRB for information andreference and should be used by those signing off the tasks(DSTO and other officers) to help them decide when theyshould sign the tasks off. The NOS describe how well officertrainees are expected to perform each specific task and activityand include useful statements with descriptions of effectiveworkplace performance.

Section 6 – this section provides guidance on how tocomplete either a Navigation and Operations workbook or anEngineering and Operations workbook. The officer trainee willuse a workbook to record calculations, observations, eventsand other miscellaneous activities resulting from performingvarious duties on board the vessel, along with the date, timeand context in which they were made.
