Consortium: European Forest Institute (EFI), Forestry Centre of North Karelia, Forest Research, Swedish University of Agricultural Sciences, County Govenor of Nordland, Skogforsk, + 10 associated partners

Coordinator: EFI, Finland

Timescale: June 2008 to June 2011

Aim: To improve the sustainable forest resource use in the Northern Periphery area. This is to be achieved through the

implementation of ToSIA (Tool for Sustainability Impact Assessment).

Output: Utilization of ToSIA within the forestry sector to enhance regional and business development, and to allow analysis of sustainability impacts of existing and future Forest-Wood Chains.

Forest management•Conversion to continuous cover forestry (CCF)•New native woodlands•Conversion of conifer plantations on ancient woodland sites (PAWS)•Restoration of open ground habitats•Residue and stump harvesting for woodfuel•Climate change adaptation and mitigation

Wood processing•Comparison of sustainability (e.g. revenue, energy efficiency, carbon emissions) of different raw material sources, processing techniques, and end products

A multi-stakeholder dialogue will be encouraged throughout the project

to identify and address sustainability

issues in the NPP region to direct the tool development

activities to explore alternative regional

development strategies with a range

of key stakeholders.

1. North Karelia (Finland):

Regional resource use planning, esp. increasing bioenergy use

2. Scotland:

Local applications with varying degree of forest conservation and

differences in ownership

3. Northern Sweden:

Balancing conflicting objectives of stakeholders (e.g. intensive biomass

production and fertilization vs. interests of Sami people for reindeer

herding)

4. Nordland (Norway, will follow later):

Assessing different scenarios of increasing forest conservation

SCA Skog AB (large scale forest industry);

Sveaskog (large public forest holding),

Norra Skogssägarna (forest planning, harvesting and sawmilling)
